TRFFIC IMPCT NLYSIS For Bradfield Elementary School In Highland Park, Texas EXECUTIVE SUMMRY The purpose of conducting this Traffic Impact nalysis (TI) was to evaluate the existing vehicular conditions and evaluate the renovation impact of the proposed Bradfield Elementary School underground parking garage. The existing school, which is located on the southwest quadrant of Mockingbird Lane at Douglas venue in Highland Park, Texas, will be demolished and replaced with a new building opening in the Fall of 219. The new building will be shifted to the west end of the property and an underground parking garage constructed with 89 spaces to serve school staff. ccess to the garage will be via a right-in right-out only access on Mockingbird Lane. The Full Build 219 analysis assumed an increase in student population by 7 students from 7 students to 77 students. The traffic operational analyses included existing traffic volumes forecasted with a 1% growth rate. Provided in the section below are recommendations for the proposed reconstruction of the Bradfield Elementary School. RECOMMENDTIONS It is recommended to keep the same standard carpool operations which exist today with the exception being the unloading/loading area being shifted west to the front door of the newly built elementary school. It is recommended to continue providing crossing guards at each of the four intersections which surround the school. There are two areas which should be closely monitored, those two areas are the westbound approach of Southern venue at rmstrong Parkway and the northbound approach of rmstrong Parkway at Mockingbird Lane. The analysis showed minimal queuing and delay on the westbound approach of Southern venue at rmstrong Parkway. Based on this information this should not impact the unloading/loading area of the carpool lane; however, should this approach spillback to the carpool unloading/loading area changes will need to be made to the traffic management plan as any queue which spills back into the loading/unloading area has the potential to breakdown the entire carpool lane. potential solution would be to provide a free flow westbound movement through the placement of cones to keep traffic moving up to the signalized intersection of rmstrong Parkway at Mockingbird Lane. The analysis of rmstrong Parkway and Mockingbird Lane showed acceptable levels of service for the northbound approach; however, if the queues become too long and spillback to rmstrong Parkway at Southern venue then this would could potentially impact the carpool loading/loading zones. Should this occur, then signal timing changes and/or lane assignment modifications made during the M carpool operations should be considered to mitigate this issue. INTRODUCTION The purpose of conducting this Traffic Impact nalysis (TI) was to evaluate the existing vehicular conditions and evaluate the future operations of the Bradfield Elementary School once it is reconstructed. The school is located on the southwest quadrant of Mockingbird Lane at Douglas venue in Highland Park, Texas. Once constructed an underground parking garage with 89 parking spots will be available to staff and the school population increased to 77 students. The reconstruction is proposed to be completed in 219. This report analyzed the site and its proposed access points under the following conditions: Existing 217 Full Build 219 EXISTING STUDY RE Provided below is a summary of the existing land uses near the school and descriptions of existing streets and intersections which encompass the study area. RE DEVELOPMENT The school is predominately surrounded by single-family homes, with commercial development east of the school along Douglas venue and Mockingbird Lane. There is an off-site parking area on the north side of Mockingbird Lane that serves the commercial area and that can be used by school staff and parents when needed. STREETS Mockingbird Lane is a two-lane undivided arterial between Douglas venue and rmstrong Parkway. The posted speed limit is 3 mph and has a school speed zone with flashing beacons signed at 2 mph between the hours of 7:15 9: M and 2:3 4:3 PM. Douglas venue is a two-lane undivided roadway with curb and gutters. It runs in a north-south direction. There is school speed zone with flashing beacons signed at 2 mph between the times of 7:15-9: M and 2:3 4:3 PM. Currently there is on street parking on the east side of Douglas venue designated by pavement markings. rmstrong Parkway is a two-lane undivided collector with curb and gutters. It runs in a northsouth direction. There is school speed zone with flashing beacons signed at 2 mph between the times of 7:15 9: M and 2:3 4:3 PM. Southern venue is a two-lane, one-way westbound roadway from Douglas venue to rmstrong Parkway. Southern venue has a posted speed limit of 2 mph all day long. There is school zone on Southern venue which is signed between the times of 7:15 9: M and 2:3 4:3 PM. Currently the south side of Southern venue serves as on street parking for the residents and on the north side of Southern venue there is a carpool loading/un-loading zone on the eastern half of the street and on street pavement markings for parking zones. Livingston venue is a two-lane, two-way local street that may serve traffic desiring to travel back to the Douglas after loading/unloading students on Southern venue. INTERSECTIONS Mockingbird Lane at rmstrong Parkway is signalized with left-turn only lanes on Mockingbird Lane that are unprotected (permissive left turns) with single lane approaches on rmstrong Parkway. Mockingbird Lane at Douglas venue is signalized with exclusive protected only left-turn lanes on the Mockingbird Lane approaches. There is an additional approach serving a retail area in the southeast quadrant of the intersection. The Douglas venue approaches have exclusive left-turn only lanes but no protected left turn phases. rmstrong Parkway at Southern venue. Is an all-way stop controlled intersection with a leftturn only lane and a shared through and right-turn lane on the westbound approach since Southern venue is a one-way street westbound. Douglas venue at Southern venue is un-signalized and Southern venue is one-way westbound. Northbound Douglas venue has a single lane while southbound Douglas venue has a right-turn only lane, which is associated with the carpool lane in front of Bradfield Elementary, and a shared through and right-turn lane. Douglas venue at Livingston venue is an all-way stop controlled intersection with single lane approaches and marked crosswalks. rmstrong Parkway at Livingston venue is a two-way stop controlled intersection with single lane approaches. rmstrong Parkway is the uncontrolled street and Livingston venue is the stop controlled street. The existing and proposed intersections included in this study are as follows: Mockingbird Lane at rmstrong Parkway (Existing, signalized) Mockingbird Lane at Douglas venue (Existing, signalized) rmstrong Parkway at Southern venue (Existing, stop controlled) Douglas venue at Southern venue (Existing, un-signalized) rmstrong Parkway at Livingston venue (Existing, stop controlled) Douglas venue at Livingston venue (Existing, stop controlled) Mockingbird Lane at Driveway #1 (Proposed, stop controlled) See Figure 1 for an aerial photograph of the area. Existing traffic volumes were collected on September 2, 217 and September 27, 217. The vehicular M and PM peak hour volumes are illustrated in Figure 2 and Figure 3 shows the pedestrian / bicycle M and PM peak hour volumes. PRENTS DROP-OFF/PICK-UP PROGRM There are existing drop-off and pick-up operations at the school. Those operations are described below. General Information Crossing guards are present at the following intersections list below. o Douglas venue at Mockingbird Lane o Douglas venue at Southern venue. o rmstrong Parkway at Mockingbird Lane o rmstrong Parkway and Southern venue Southern venue is one-way westbound. The carpool Drop-off/Pick-up lane is marked with traffic buttons along Southern venue and Douglas venue Morning Drop-off Operations Cones are put out before school to indicate where the carpool lane begins and ends. Carpoolers are asked not to enter the carpool queue lane from Mockingbird Lane during peak carpool times. Carpoolers are asked to alternately enter the carpool queue lane from north and south Douglas venue in the morning peak. Carpoolers are requested to stay inside the traffic bumps until they get to the end of the queue lane for the morning carpool. There are other written instructions address the proper method of using the carpool queue lanes and using marked crosswalks. School safety patrol (children) with supervision by teachers are placed along Southern venue to assist children leaving their vehicles. Doors open to the school at 7:3 M and front door is the only entry into the building in the mornings. fternoon Pick-up Operations Carpoolers are asked not to enter the carpool queue lane from Mockingbird Lane during peak carpool times. Carpoolers are asked to only enter the carpool queue lane from southbound Douglas venue. Carpoolers can cross the traffic bumps after they have loaded their passengers Kindergarten-parents physically park and walk up and get their children. Pick-ups are completed within 15 minutes. The school has written instructions which address the proper method of using the carpool queue lanes and using marked crosswalks. PROPOSED DEVELOPMENT This study not only analyzed existing conditions but also evaluated the impacts of a proposed parking garage to be located under the building which will be relocated to the west side of the campus. The underground parking garage will have a capacity for 89 vehicles compared to the 48 existing surface parking spots available today. Table 1 illustrates the parking capacities. Table 1. It will be located about 2 feet to the east of rmstrong Parkway along Mockingbird Lane. The reconstruction of Bradfield Elementary will increase the student capacity from 7 students to 77 students. The Full Build 219 conditions included the increase in students. Table 2 summarizes the land use data for proposed additional students for the elementary school. Table 2. TRIP DISTRIBUTION The trip ends generated by the proposed parking garage used in this study were distributed to and from the study site based on its location with respect to area development, nearby major roadways, and existing traffic patterns. This distribution is shown in Figure 4 for the M Peak Hour and PM Peak Hour for the parking garage while Figure 5 represents the M Peak Hour and PM Peak Hour trip distributions for the additional 7 students. TRIP GENERTION Estimated vehicle trip ends to and from the study area are calculated utilizing trip generation rates and characteristics collected and compiled by the Institute of Transportation Engineers (ITE) in the ninth edition of their trip generation manual. Table 3 has been prepared to summarize the associated trip generation data and the calculated trips that are anticipated to be generated by the proposed site during a typical weekday for the 219 analysis year. Copies of the ITE data sheets used to develop Table 3 have been included in the ppendix. Note, these volumes represent the 7 new students while the 89 staff trips are likely existing today but are included as new trips to provide a more conservative analysis. Table 3. PROJECTED TRFFIC VOLUMES SITE TRFFIC VOLUMES For this study, site volumes represent the traffic expected to be generated by a staff member parking in the garage and the new trips created by the increase in student population. Figure 6 has been prepared to depict the site volumes that are anticipated to be distributed to and from the school during the M and PM peak hours for the proposed parking garage. Figure 7 has been prepared to depict the site volumes that are anticipated to be distributed to and from the school during the M and PM peak hours for the additional students. BCKGROUND TRFFIC VOLUMES For this study, background volumes represent the traffic expected to occur along the area streets and roadways as the result of increase in traffic volumes due to normal traffic growth in the area. Figure 8 has been prepared to depict the background volumes that are anticipated to occur along the streets and roadways in the study area in 219. The background volumes represent the current year 217 volumes extrapolated to the years 219 by applying an annual growth factor of 1.%. This reflects the reality that the cities of University Park and Highland Park are completely built out with little room for additional major traffic generators. There would be infill construction (basically removing and replacing residential or multi-family housing). Widening of streets serving the two cities is not expected to occur due to the expected cost of additional Right of Way so additional traffic volumes in the area would likely use other roadway facilities. TOTL TRFFIC VOLUMES Figure 9 has been prepared to depict the total volumes anticipated to occur along the streets and roadways within the study area for the year 219. The total volumes depicted include the parking garage generated volumes, the students generated volumes, and the background 219 volumes. INTERSECTION CPCITY NLYSIS Level of Service (LOS) analyses of the traffic operations were performed at the existing signalized and un-signalized intersections and the proposed access points. nalyses of the signalized and stop controlled intersections were conducted utilizing the SYNCHRO software which was developed by the Trafficware Corporation. The results of the capacity analyses for the intersections with the resulting delay and levels of service values are summarized by approach in following tables as follows: Table 4. M Peak Hour Level of Service Table 5. PM Peak Hour Level of Service Copies of the computer printouts as well as a description of the various levels of service have been included in the ppendix. Typically, the desirable levels of service are "" through "D" with "E" and "F" being undesirable. For each analysis, the signal timings for any existing or proposed signalized intersections were optimized. Traffic controls and network improvements for each of the study intersections are described in the following sections. Note: The Morning and fternoon Peak Hours use the traffic volumes during the actual time periods when school is opening and ending and not necessarily the actual peak hours on the adjacent streets. Furthermore, the existing peak hour factors of the existing intersections were utilized. These peak hour factors ranged from.63 to.93 depending on the intersection and the time of day. EXISTING 217 The analysis showed that the Existing 217 signalized intersections and stop controlled approaches are anticipated to operate at LOS D or better in the Morning and fternoon Peak Hours. FULL BUILD 22 The Full Build 22 analysis included estimated trips for 89 vehicles for the parking garage and the additional 7 students. CRPOOL LNE QUEUING CLCULTIONS The afternoon pick-up operations create the largest queues around the campus. Utilizing a queue estimator developed by the North Carolina Department of Transportation, estimates were made about the existing and future queues associated with the enrollment and pick-up times for Bradfield Elementary School. See Table 6 for a summary of those estimates. There are currently approximately 7 children attending Bradfield Elementary with up to 77 potentially attending after reconstruction. The 77 students are used to determine the approximate maximum queues for the afternoon period loading of vehicles in the carpool/queue lanes. Table 6. There is an additional 17 feet of queue length on Douglas venue providing a total of approximately 1,9 feet of queue for the unloading/loading zone for the parents. This is compared to existing conditions which allows for approximately 5 feet of queue along Southern venue and Douglas venue. If required, additional queue is available on the southbound approach of Douglas venue at Mockingbird Lane which is what occurs today. SUMMRY OF FINDINGS The existing and future intersection operations were found to be acceptable, no intersection improvements are recommended. Furthermore, the proposed parking garage entrance on Mockingbird Lane was found to operate at LOS B or better and does not create any queues on Mockingbird Lane. The proposed parking garage provides improved off-street parking capacity for the school over existing conditions by increasing off-site parking from 48 to 89. The carpool queuing in the afternoon is likely to still exist on Douglas venue north of Mockingbird lane; however, by shifting the school to the west end of the site the available queue storage has been almost doubled and therefore the queuing on Douglas venue north of Mockingbird Lane should be minimized.
