Scpe This prgram sets frth accepted practices fr Hydrgen Sulfide (). This prgram applies t all emplyees f HOUSTON, INC, temprary emplyees, and any cntractrs wrking fr HOUSTON, INC. When wrk is perfrmed n a nn-wned r perated site, the peratr s prgram shall take precedence, hwever, this dcument cvers HOUSTON, INC emplyees and cntractrs and shall be used n wned premises, r when an peratr s prgram desn t exist r is less stringent. Definitins Cntingency Plan - a site-specific written dcument that prvides an rganized plan fr alerting and prtecting the public within an area f expsure fllwing the accidental release f all ptentially hazardus atmspheric cncentratins f hydrgen sulfide. Expsure Level - permissible expsure level f hydrgen sulfide is 10 PPM fr an 8-hur, time weighted average. Gas Detectr Instrument - An instrument/detectr t measure levels f. Instruments may be electrnically r manually perated. Hydrgen Sulfide () - is an extremely deadly, txic gas that in its pure state is clrless and is heavier than air. Additinally: It is the secnd mst txic gas knwn t man, ranking behind hydrgen cyanide and ahead f carbn mnxide. It has the dr f rtten eggs at lw cncentratins. In higher cncentratins rapidly paralyze the lfactry nerves (sense f smell). Is sluble in water and is flammable and pses a definite threat f explsin. Parts Per Millin (PPM) - parts f vapr r gas per millin parts f cntaminated air by vlume. Persnal Mnitr - An electrnic instrument wrn n the persn that is set t alarm at 10 PPM f. Pssible Lcatins f While clients are required t ntify HOUSTON, INC f knwn lcatins the majrity f time can be lcated in drilling peratins, recycled drilling mud, water frm sur crude wells, blwuts, tank gauging, during rutine field maintenance invlving hydrcarbns, tank batteries and wells. Venting - the prcess f discharging a material t the atmsphere thrugh a series piping and/r venting devices, t facilitate the prper and safe dispersin f txic materials and t minimize persnnel expsure. T ensure emplyees have been medically apprved t wear respiratrs and trained n the safe use f respiratrs, including a respiratr fit test in accrdance with HOUSTON, INC s Respiratry Prtectin Prgram. T ensure emplyees have been trained and familiar with persnal mnitrs and gas detectin instruments. T have been prvided with the client's safety prcedures. T ensure the necessary respiratry equipment t perfrm the wrk safely is available. That each emplyee has been prvided with a cpy f this prgram. Emplyees Prcedure Emplyees are respnsible t cmply with this prgram. Physical Effects f Hydrgen Sulfide paralyzes the sense f smell. D Nt Rely On Smell T Detect H2s Rely Strictly On Instruments Designed T Measure Cncentratins Of H2s. Hydrgen sulfide is a very dangerus and deadly gas - it is clrless and heavier than air. It can accumulate in lw places and In small cncentratins it has a strng, pungent, smewhat distasteful dr similar t rtten eggs. In higher cncentratins, it can deaden the sense f smell (lfactry nerve). Expsure t certain cncentratins f can cause serius injury r death. Txic Effects f Hydrgen Sulfide CONCENTRATION PHYSICAL EFFECT.01 PPM Can smell dr. 10 PPM Obvius and unpleasant dr. Beginning eye irritatin. ANSI permissible expsure level fr 8 hurs (enfrced by OSHA). Immediately Dangerus t life r Health (IDLH) Kills smell in 3-15 minutes; 100 PPM may sting eyes and thrat. May cause cughing and drwsiness. Pssible delayed death within 48 hurs. 200 PPM Kills smell shrtly, stings eyes and thrat. Respiratry irritatin. Death after 1-2 hurs expsure. 500 PPM Dizziness; breathing ceases in a few minutes. Need prmpt rescue breathing (CPR). Self-rescue impssible because f lss f muscle cntrl. 700 PPM Uncnscius quickly; death will result if nt rescued prmptly. 1000 PPM Uncntrlled cpy if printed.

General HOUSTON, INC shuld have a written cnfined space prgram per 29 CFR 1910.146 and emplyees shuld be trained under CF 1910.146(g) and HOUSTON, INC will be aware f wners cntingency plan prvisins. Each persn entering a designated lcatin, regardless f the cncentratin, shall wear a persnal mnitr that is set t alarm at 10 PPM and shall carry a 5-minute escape pack with them at all times. When wrk requires pening any equipment n lcatin that has the ptential f releasing cncentratins f at 100 PPM r higher, tw r mre trained persns shall be present and fllw these prcedures prir t and during the pening f the equipment: Each persn entering the lcatin shall dn a persnal mnitr prir t entry. A tailgate meeting will be held with everyne n lcatin t discuss the wrk plan, the respnsibilities f each persn and the site specific cntingency plan. Each persn shall have either a self cntained breathing apparatus (SCBA) r a supplied airline respiratr equipped with a 5-minute escape pack, and shall be wrn when pening the equipment t the surrunding atmsphere. At least ne persn (per tw wrkers), equipped with a SCBA will act as a stand-by persn and may nt participate in the wrk being perfrmed until the atmsphere has been tested and fund t have n present in quantities ver 10 PPM. The stand-by persn shall be statined up wind, within 100 feet and in clear view f the wrkers. If an peratr r ther third party prvides the stand-by persn, it will be the respnsibility f the HOUSTON, INC manager/supervisr in charge t verify that the persn has been, CPR, and First Aid trained, and that they have been prvided the prper respiratry equipment. Only HOUSTON, INC emplyees may wear HOUSTON, INC respiratr equipment. If HOUSTON, INC emplyees will use client r ther third party equipment, the equipment must be inspected t ensure it is safe t use and meets HOUSTON, INC s requirements. After the equipment has been lcked and tagged ut (per HOUSTON, INC Lckut/Tagut Prgram), pened and the cncentratin has been cleared t less than 10 PPM, the stand-by persn will n lnger be required. Wrk may then be perfrmed withut respiratry equipment, except fr the required 5-minute escape pack. Safe Wrk Prcedures Maintain cmpliance with permit requirements f HOUSTON, INC and any requirements by the client. Verify that prper safety equipment is available, functining prperly and is utilized. Check and remain aware f wind cnditins and directin. Perfrm a thrugh check f the dwnwind area prir t the start f any ptentially hazardus wrk activity. Uncntrlled cpy if printed.

Ventilate wrk areas by venting and purging lines and vessels prir t beginning any wrk activities. Keep all nn-essential persnnel away frm wrk areas. Immediately vacate the area when any mnitr sunds and d nt re-enter withut prper respiratry prtectin. Equipment The fllwing equipment shall be prvided and used as required by this prgram: Persnal mnitr set t alarm at permissible expsure limit f 10 PPM fr OSHA 1926 requirements and 20 PPM fr OSHA 1910 requirements. Fixed mnitrs may be present as well at the same alarm setting. Prtable gas testing instrument, either electrnic r manual pump perated, capable f testing the suspected cncentratins f in the system. Each testing instrument must be capable f testing the suspected cncentratins f by using the manufacturer s recmmended calibrated tube r ther means f measuring the cncentratin f gas. Testing instruments shall be calibrated peridically accrding t the manufacturer s recmmendatin, and at least annually. Calibratin kits with regulatr fr calibrating the persnal mnitr. Calibratin gas cylinder fr testing the persnal mnitr. NIOSH-certified self-cntained breathing apparatus (air pack) with a minimum f a 30-minute air supply r airline respiratr with escape SCBA shuld be used. Full face, air supplied, psitive pressure hse line respiratr, with 5 minute escape pack attached. Respiratr wearers requiring crrective eyewear will be fitted with spectacle kits accrding t the respiratr manufacturer, at n expense t the emplyee. Respiratrs and their cmpnents, including all fittings f hses, shall nt be interchanged, which if dne, wuld vilate the apprval rating f said respiratr r related equipment. Medical Each emplyee shall have cmpleted a medical evaluatin by a physician r licensed health care prfessinal t determine the emplyee's ability t wear a respiratr as required by the HOUSTON, INC Respiratry Prtectin Prgram. Each emplyee will successfully cmplete the medical questinnaire and examinatin befre being allwed t be fit tested with a respiratr. Training Emplyees required t wrk n lcatins will be trained. Training shall cnsist f: Physical and chemical prperties f Surces f Human physilgy Signs and symptms f expsure, acute and chrnic txicity Symptmatlgy f expsure Uncntrlled cpy if printed.

Rescue Each emplyee, when wrking alne in a designated area, shall plan and becme familiar with self-escape prcedures t include being aware f wind directin and bstacles t avid when exiting the wrk area. Emplyees wrking under the buddy system shall pre-plan an emergency rescue and/r evacuatin prcedure prir t cmmencing wrk, and arrange fr peridic cmmunicatins with his/her supervisr, and dcument the discussin n each emplyee s service reprt. Respiratr Inspectins Respiratrs will be inspected by the emplyee befre each use and at least mnthly. The inspectin will include the respiratr face piece, hse, harness, 5minute escape pack cylinder and all ther cmpnents f the air supply systems used. Mnthly inspectins will be dcumented as per HOUSTON, INC Respiratry Prtectin Prgram, and will be kept n file at the lcal ffice fr review during safety audits. Mnitrs and Gas Detectr Calibratin Each persnal mnitr shall be calibrated at least mnthly and the results recrded n the calibratin lg. Uncntrlled cpy if printed.
