INTRODUCTION LONDON 2012 PARALYMPIC GAMES OVERVIEW The purpose of the London 2012 Paralympic Games Qualification Guide is to provide National Paralympic Committees (NPCs) with a comprehensive document that outlines the qualification systems to be met for athletes and teams seeking to compete in the London 2012 Paralympic Games. The Guide presents the General IPC Regulations on Eligibility the Sport-Specific Qualification Criteria (alphabetically) an overview of the London 2012 Paralympic Programme and a Glossary of the terminology used througout the document STRUCTURE OF SPORT- SPECIFIC QUALIFICATION CRITERIA QUALIFICATION METHODS As in past editions of the Paralympic Games, the sport-specific qualification criteria contained in the Guide has been structured in a standardized format to enable readers to quickly locate or cross reference information between sports. The standardized structure of each sport-specific qualification criteria is as follows: Events Athletes Quota Allocation of Qualification Maximum Quota Allocation per NPC Athlete Eligibility Maximum Entry per NPC Qualification System Principles (Methodology) Qualifying Timeline Dates/Process of Confirmation of Qualification Slots Reallocation of Unused Qualification Slots Furthermore, the IPC has developed a categorical list of accepted qualification methods that reflect a threshold that will achieve the highest athlete performances within the context of the sport uphold the fundamental ethical principles of non-discrimination and London 2012 Paralympic Games Qualification Guide Page 1 of 3 Introduction December 2009

QUALIFICATION METHODS (continued) ensure regional opportunities for qualification exist (whenever possible) and regional distribution of qualification slots are justifiable based on elite performances and/or prevalence in a given region. The overview of the various qualification methods used in the various sport-specific qualification criteria include the following: Placement at World Championships Placement in Regional/Zonal Championships/Games Placement in other IPSF Sanctioned Competitions or Qualifiers Rank on a World, Regional or Paralympic Minimum Qualification Standard (MQS) Ranking List Quota Allocation Formula Host Country Qualification Bipartite Invitations* *This method, formally named the Sports- Specific Wild Card allocation method, now includes the IPSF and the IPC as the bipartite, two parties, that collectively determine the allocation of a pre-determined number of qualification slots allocated on a discretionary basis. GENERAL IPC REGULATIONS ON ELIGIBILITY LONDON 2012 PARALYMPIC GAMES OVERVIEW The General IPC Regulations on Eligibility establish the general conditions as outlined in the IPC Handbook that must be adhered to as a pre-requisite to competing in the Paralympic Games. These regulations ensure that the fundamental rights and obligations of the IPC and its Membership are recognised and protected, whilst upholding the global ethical and moral principles adopted by the Paralympic Movement. The General IPC Regulations on Eligibility include the following areas: IPC Membership Compliance with IPC Athletes Nationality Code Minimum Age Requirement Understanding and Agreeing to the IPC Eligibility Code Compliance with Classification Rules NPC Selection Standards IPC MEMBERSHIP COMPLIANCE WITH IPC ATHLETES NATIONALITY CODE Only NPCs in good standing with the IPC may enter duly qualified and eligible athletes in the London 2012 Paralympic Games. NPCs are reminded that athletes in sports governed by International Organizations Sport for the Disabled (IOSDs) or International Federations (IFs), including the IPC, must ensure that their membership with the relevant organization(s) is in good standing during the qualification period and upon close of entry to the Paralympic Games. Any athlete in the Paralympic Games must be a national of the country/territory of the NPC entering him/her and in compliance with the provisions of the IPC Athletes Nationality Code. MINIMUM AGE REQUIREMENT UNDERSTANDING AND AGREEING TO THE IPC ELIGIBILITY CODE NPC SELECTION STANDARDS COMPLIANCE WITH CLASSIFICATION RULES No minimum age limit for athletes competing in the Paralympic Games is stipulated by the IPC on a general basis. However, NPCs should note that an age limit may be established by relevant IPSFs through sport-specific athlete eligibility criteria. While the Paralympic Games welcomes the world s youth with a disability, NPCs are asked to use discretion and send to the Paralympic Games only athletes adequately prepared for elite level international competition. To be eligible for participation in the Paralympic Games all athletes must sign, observe, comply and abide by the rules and regulations outlined on the IPC Eligibility Code form. The IPC Eligibility Code form is part of the NPC registration process. The IPC recognises and respects the right of NPCs to establish national selection standards for determining an athlete or team s selection to compete in the Paralympic Games. However, such standards must be in compliance with article 2.2.6 of the Rights and Obligations of IPC Members Bylaw and respect the IPC terms of dates of confirmation and other administrative deadlines. Only qualified athletes that meet the sportspecific classification rules and have the sport classification status outlined on the sportspecific athlete eligibility criteria will be eligible for entry in the London 2012 Paralympic Games. It is the responsibility of each NPC to ensure that its athletes are appropriately classified in the respective sport prior to entry. In the case of a Bipartite Commission Invitation the qualification slot is allocated to the individual athlete not to the NPC. MAXIMUM QUOTA PER NPC An NPC can be allocated a maximum of three (3) qualification slots per sport class for a maximum quota allocation of twelve (12) qualification slots per gender per NPC. The maximum qualification slots to be allocated per sport class is as follows: twelve (12) qualification slots for the men s Individual Compound - W1 twenty-four (24) qualification slots for the men s Individual Recurve W1/W2 twenty-four (24) qualification slots for the men s Individual Recurve Standing twenty-eight (28) qualification slots for the men s Individual Compound Open London 2012 Paralympic Games Qualification Guide Page 1 of 7 Archery December 2009

MAXIMUM QUOTA PER NPC (continued) twenty (20)* qualification slots for the women s Individual Recurve W1/W2 twenty (20)* qualification slots for the women s Individual Recurve Standing twelve (12) qualification slots for the women s Individual Compound Open * FITA reserves the right to re-allocate the number of slots after the World Championships between standing and W1/W2 based on the number of athletes in the 4 teams and the Host Nation that have qualified and their class to guarantee that the Regional Slots are available to the athletes that have qualified at the Regional Qualifiers. ATHLETE ELIGIBILITY To be eligible for selection by an NPC, athletes must: Have achieved one (1) of the following Minimum Qualification Standards (MQS) for their respective sport class between 1 January 2010 and 31 January 2012; and Be internationally classified with either a Review or Confirmed sport class status. eligible team comprising of three (3) eligible athletes per team event. (Athletes for the team event are selected from those who have competed in the individual events). QUALIFICATION SYSTEM PRINCIPLES METHOD QUALIFICATION TOTAL HOST COUNTRY In the case that the host country has qualified three (3) or less athletes in each gender, FITA will allocate qualification slot(s) to achieve the following: one (1) men s team comprised of three (3) eligible male athletes for individual recurve events and one (1) eligible male athlete for individual compound events. one (1) women s team comprised of three (3) eligible female athletes for individual recurve events and one (1) eligible female athlete for individual compound events. 4 male athletes 4 female athletes 2011 FITA PARA- ARCHERY OUTDOOR WORLD CHAMPIONSHIPS Any slots remaining will be allocated in accordance with FITA Para-Archery Qualification Tournament Allocation Team Qualification The top six (6) ranked teams in the men s team recurve competition qualify for three (3) individual qualification slots each. If the host nation is among the qualified spots the team allocation will not be be given to the 7 th team The top four (4) ranked teams in the women s team recurve competition qualify for three (3) individual qualification slots each. Men s Individual Compound W1 Men s Individual Compound Open Men s Individual Recurve W1/W2 Men s Individual Recurve Standing Women s Individual Compound Open Women s Individual Recurve W1/W2 Women s Individual Recurve Standing 9 female athletes 2010/2011 FITA PARA-ARCHERY REGIONAL CHAMPIONSHIPS The top ranked male in each individual event from the following 2011 Para-Archery Regional Championships qualifies: Americas Asia Europe The top ranked female in each individual event from the following 2011 Para-Archery Regional Championships qualifies: Americas Asia Europe In the case that a 2010/2011 FITA Para- Archery Regional Championships is not conducted or an event is not held at the Championships, the qualification slots attributed to the respective competition or specific event will be reallocated through the FITA Archery Qualification Tournament Allocation Method. 12 male athletes 9 female athletes London 2012 Paralympic Games Qualification Guide Page 4 of 7 Archery December 2009

METHOD QUALIFICATION TOTAL FITA PARA- The top ranked male and female athletes, 38 male ARCHERY not otherwise qualified, up to the Athletes QUALIFICATION TOURNAMENT established quota per sport class for the individual events qualify. 15 female athletes BIPARTITE COMMISSION INVITATION In cases slots are still available after the final qualification tournament taking into consideration the team compositions, four (4) eligible male and three (3) eligible female athletes will be considered by the IPC and FITA for Bipartite Commission Invitation qualification slots. 12 March 2012 FITA notifies in writing to the NPCs the allocation of qualification slots 26 March 2012 NPCs confirm in writing to FITA the use of allocated qualification slots Deadline to submit Bipartite Commission Invitation application to FITA 9 April 2012 FITA confirms in writing the reallocation of unused qualification slots and the awarding of Bipartite Commission Invitations. 20 April 2012 Deadline for London 2012 Organizing Committee to receive accreditation application forms submitted by NPCs 25 June 2012 Deadline for London 2012 Organizing Committee to receive sport entry forms submitted by NPCs DATES / PROCESS OF CONFIRMATION OF QUALIFICATION SLOTS By 26 March 2012, each NPC must confirm to FITA Para-Archery in writing (fax and e-mail are accepted) the number of qualification slots they will use. NPCs that have not replied by this date will have lost their qualification slots, and FITA Para-Archery may reallocate these slots. By 9 April 2012, FITA Para-Archery will confirm in writing the reallocation of all unused qualification slots. By 9 April 2012, it is officially declared that the respective NPC s will use the allocated quota granted for the London 2012 Paralympic Games. Any NPC that does not use some or all of the qualification slots allocated may be subject to sanctions by the IPC and FITA. RE OF UNUSED QUALIFICATION SLOTS Slots allocated to Host Country Any qualification slots that are not used by an NPC will be reallocated through the Bipartite Commission Invitation allocation method. Slots allocated at the 2011 FITA Para-Archery World Championships Any qualification slots earned in either the team or individual qualification methods at the 2011 FITA Para-Archery World Championships and not used by the respective NPC will be reallocated to the NPC of the next highest ranked unqualified athlete(s) from this competition. Slots allocated from 2010/2011 FITA Para-Archery Regional Championships Any qualification slots earned in either the team or individual qualification methods at the 2010/2011 FITA Para-Archery Regional Championships and not used by the respective NPC will be reallocated to the NPC of the next highest ranked unqualified athlete(s) from the respective competition. Slots allocated from 2011 FITA Para-Archery Qualification Tournament Any qualification slots earned in either the team or individual qualification methods at the 2010/2011 FITA Para-Archery Qualification Tournament and not used by the respective NPC will be reallocated to the NPC of the next highest ranked unqualified athlete(s) from this competition. In the case of a Bipartite Commission Invitation the qualification slot is allocated to the individual athlete not to the NPC. MAXIMUM QUOTA PER NPC An NPC may be allocated a maximum of eighty (80) qualification slots in total (male and female). In the case that an NPC is unable to use any of the allocated qualification slots in a given gender, the unused slots can not be transferred to the other gender. They will be reallocated through the Bipartite Commission Invitation allocation method to the other NPCs on the corresponding gender. IPC Athletics may allocate one (1) qualification slot per NPC per qualified relay team solely for the use of relay specialist athletes. Exceptions may be granted through the Bipartite Invitation Commission allocation method. ATHLETE ELIGIBILITY To be eligible for entry, an athlete must: Hold an active IPC Athletics Athletes License for the 2012 season; Have achieved a Minimum Qualification Standard (AQS/BQS) at an IPC Athletics Recognized Competition (IPC Competition, IPC Sanctioned Competition, IPC Athletics Approved Competition) for their respective event between 1 December 2010 and 24 June 2012; Have achieved this Minimum Qualification Standard (AQS/BQS) in accordance with the London 2012 Paralympic Games Qualification Guide Page 1 of 10 Athletics January 2010

IPC Athlete Licensing Programme Policies valid for the 2010-2012 seasons; and Be internationally classified with a Review or Confirmed sport class status before 25 June 2012. At the discretion of IPC Athletics and subject to having achieved an AQS or BQS a relay specialist athlete may be allowed to compete in individual events. MAXIMUM ENTRY PER NPC NPCs can enter a maximum of three (3) eligible athletes per medal event (single class) only if all have met the AQS. NPCs can enter a maximum of one (1) eligible athlete per medal event (single class) who has met the BQS NPCs can enter a maximum of five (5) eligible athletes in medal events where two (2) or more sport classes are clustered (e.g., Shot Put F54/55/56). However, per each sport class, a maximum of three (3) eligible athletes can be entered if all have met the AQS or a maximum of one (1) eligible athlete who has met the BQS. NPCs can enter a maximum of one (1) team in each relay event comprising up to six (6) eligible athletes. NPCs may enter a maximum of six (6) eligible athletes in each marathon event. A maximum of three (3) athletes per NPC may enter each marathon event as their only event. NPCs may enter an eligible athlete in an unlimited number of events as long as the athlete has met the AQS or BQS in the event for which the athlete is to be entered. QUALIFICATION SYSTEM PRINCIPLES METHOD QUALIFICATION TOTAL 2011 IPC ATHLETICS WORLD The first and second placed athletes in any of the individual medal events on the CHAMPIONSHIPS London 2012 Paralympic Games Programme qualify the NPC for one (1) qualification slot per placing. In the case that an athlete is placed first or second in an individual medal event included on the London 2012 Paralympic Games Programme more than once, they can only qualify one (1) qualification slot for the respective NPC. The remaining qualification slots will be redistributed through the AQS Direct Allocation method. In the case that there are less athletes meeting the above criteria than available qualification slots, IPC Athletics will redistribute the qualification slots through the AQS Direct Allocation Method. 200 male athletes 120 female athletes AQS DIRECT One (1) qualification slot may be allocated to each NPC for each eligible athlete who has achieved an AQS subject to the total number of qualification slots available under this method and the total number of the athletes with AQS in each gender. An NPC can only be allocated one qualification slot per athlete regardless of whether the athlete has achieved an AQS in multiple events. 515 male athletes 215 female athletes The total number of qualification slots a NPC previously received will be deducted from the total number of the athletes with AQS of the NPC before allocating the qualification slots in each phase. In the case that there are less athletes meeting the AQS during phase 1 than available qualification slots, IPC Athletics will distribute the remaining AQS Direct qualification slots through phase 2. Phase 2 The remaining percentage of available qualification slots under AQS Direct Allocation method will be allocated based on results captured from IPC Recognised Competitions between 1 January 2012 20 May 2012, in the respective individual medal events included on the London 2012 Paralympic Games programme. An AQS result will only be recognised for licensed athletes with an international sport class status Review (R) or Confirmed (C) during the qualification period at an IPC Recognised Competition for qualification slots allocation. DATES / PROCESS OF CONFIRMATION OF QUALIFICATION SLOTS By the dates published herein, relevant NPCs must confirm in writing (fax and e-mails are accepted) to IPC Athletics use of the qualification slots allocated through the 2011 IPC Athletics World Championships, AQS Direct and BQS, methods. NPCs that have not replied by the respective dates may have lost their qualification slots, and IPC Athletics may reallocate these slots. By 22 June 2012, IPC Athletics will confirm in writing the reallocation of all unused qualification slots. By 24 June 2012, it is officially declared that the respective NPCs will use the allocated quota granted for the London 2012 Paralympic Games. Any NPC that does not use some or all of the qualification slots allocated may be subject to sanctions by the IPC. OF QUALIFICATION The qualification slot is allocated to the NPC, not to the individual athlete. In the case of a Bipartite Commission Invitation the qualification slot is allocated to the individual athlete not to the NPC. MAXIMUM QUOTA PER NPC An NPC can be allocated no more than fourteen (14) male athletes and seven (7) female athletes qualification slots for a maximum quota allocation of twenty-one (21) qualification slots per NPC, Tandem being counted as one (1) athlete. Exceptions may be granted through the Bipartite Commission Invitation allocation method. ATHLETE ELIGIBILITY MAXIMUM ENTRY PER NPC To be eligible for selection by an NPC, athletes must: Hold an International Cycling Union licence issued by their respective National Cycling Federation; Be at least eighteen (18) years old or reach this age by 31 December 2012; Must have competed in at least one international UCI Para-Cycling competition between 1 January 2010 and 15 June 2012; and Be internationally classified with either a Review or Confirmed sport class status. An NPC can enter a maximum of three (3) eligible athletes per individual event. An NPC can enter a maximum of one (1) team per team event. An NPC can enter a maximum of three (3) eligible athletes in each road race event within an individual sport class. An NPC can enter a maximum of five (5) eligible athletes in each road race event with combined sport classes and may not enter more than three (3) athletes for each specific individual sport class. UCI Para-Cycling reserves the right to make minor adjustments to the factor in order to achieve the required allocation of hundred and five (105) male and forty (40) female qualification slots. The allocation figure will, in most instances, be rounded up to the next whole number. However, at UCI Para-Cycling s discretion, allocation figures with 0.4 or below will be rounded down. Furthermore, UCI Para-Cycling will apply a ring fenced system to some, or all, of each NPC s qualification slots in order to protect the viability of each event. The NPC will be required to confirm entry of a qualified athlete in the specified individual class in order to retain the respective qualification slot. BIPARTITE COMMISSION INVITATION TOTAL Ten (10) eligible male athletes and five (5) eligible female athletes will be considered by the IPC and UCI for Bipartite Commission Invitation qualification slots. To be considered for a Bipartite Commission Invitation, UCI must receive a maximum of two (2) request for men and two (2) request for women in an official application in writing from the relevant NPC. The athlete needs to be internationally classified with a Review or Confirmed sport class status. IPC UNIVERSALITY WILD CARDS LONDON 2012 PARALYMPIC GAMES OVERVIEW In each summer edition of the Paralympic Games, the IPC has instituted a qualification slot allocation method to uphold the Paralympic Programme Guiding Principles associated with Universality. This slot allocation method is called the IPC Universality Wild Card (UWC) system and is achieved on a per invitation basis to eligible National Paralympic Committees within eligible sports. The eligible sports include: Athletics Powerlifting Swimming For the London 2012 Paralympic Games, the IPC has devised specialised policies to achieve universality targets on both games-wide and sport-specific basis looking to ensure full usage of the 4,200 athletes target quota and increase global participation. The primary policy to this end includes the General UWC Allocation Policy. GENERAL UWC POLICY APPLICATION PROCESS Criteria for Consideration NPCs with no Qualification Slots allocated are eligible for UWC consideration and may be granted a maximum of one (1) male UWC slot and/or one (1) female UWC slot(s). The goal of the Paralympic Programme is to provide exciting and inspiring events in the Paralympic Games that allow athletes to achieve competitive excellence while engaging and entertaining spectators. To ensure this for the London 2012 Paralympic Games, the IPC conducted its quadrennial review process that determined the inclusion and positioning of sports, disciplines and medal events within the Paralympic Games based on established chore characteristics and guiding principles.
