PA Consulting RS Feva World Championship 2018 April 1 April 8 ORGANIZING AUTHORITY Clearwater Community Sailing Centre on behalf of the International RS Feva Class Association SAILING INSTRUCTIONS The notation [DP] in a rule in the Sailing Instructions means that the penalty for a breach of that rule may, at the discretion of the Protest Committee, be less than disqualification. 1 RULES 1.1 The Regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS). 1.2 International RS FEVA Class Rules will apply. 1.3 US SAILING Prescriptions that will apply are stated in full in the Notice Of Race (NOR) Addendum A. 1.4 Appendix P will apply as amended in SI 14 Penalty System. 1.5 The Two-Turns Penalty as described in RRS 44.1 is replaced by the One-Turn Penalty (including one tack and one gybe). 1.6 If there is a conflict between languages the English text will take precedence. 1.7 RRS Appendix T will apply. 2 NOTICES TO COMPETITORS Notices will be posted on the Official Notice Board located on the trailer in the beach pen just north of the Clearwater Community Sailing Center. 3 CHANGES TO SAILING INSTRUCTIONS Any change to the Sailing Instructions will be posted on the Official Notice Board before 0830 on the day it will take effect, except that changes to the schedule of races will be posted before the end of protest time on the day before it will take effect. 4 SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed from the flag pole located next to the trailer in the beach pen just north of the Clearwater Community Sailing Center. 4.2 Flag D with one sound means: The Warning Signal will be made not less than 60 minutes after Flag D is displayed. Boats shall not leave until this Signal is made. [DP] 4.3 Code Flag A, B or C will be hoisted with the D Flag to designate the Racing Area for the first race each day. 5 SCHEDULE OF RACES AND EVENTS 5.1 The schedule of races and events will be: Sunday April 1 Registration 1500 Monday April 2 Registration 1000 1800 Tuesday April 3 Practice Race 1300 Opening Ceremony 1630 Wednesday April 4 First Warning Signal 1130 Thursday April 5 First Warning Signal 1100 Friday April 6 First Warning Signal 1100 Saturday April 7 First Warning Signal 1100 Sunday April 8 First Warning Signal 1030 Closing Ceremony ASAP after racing 5.2 Three (3) races per day are scheduled. One extra race per day may be sailed provided that the fleet does not become more than one race ahead of schedule and the change is made according to SI 3. 5.3 When more than one race will be held on the same day, the Warning Signal for each succeeding race will be made as soon as possible. 5.4 On the last scheduled day of racing (Sunday April 8 2018) no Warning Signal will be made after 1500. 5.5 Coaches meeting - 0900 daily, commencing Wednesday April 4 2018, at the Clearwater Community Sailing Center. Attendees to include the Event Chair, PRO, Coaches and Team Leaders. 6 CLASS FLAG The RS Feva Class Flag will be used as the Warning Signal. 7 RACING AREA 7.1 ATTACHMENT A shows the approximate location of the Race Course Areas. 7.2 Area A = NORTH RACE COURSE 7.3 Area B = SOUTH RACE COURSE 7.4 Area C = BAY RACE COURSE 8 THE COURSES 8.1 Windward/Leeward Course Format. 8.2 The diagram in ATTACHMENT B shows the courses to be sailed, the order in which marks are to be passed and the side on which each mark is to be left. 8.3 No later than the Warning Signal, the Race Committee Signal Vessel will display the course to be sailed and the approximate compass bearing of the first leg. 9 MARKS 9.1 Marks 1, 3S and 3P will be orange inflatables. 9.2 The offset mark, 1A, will be a 3 foot orange ball. 9.3 Mark 2 will be a yellow inflatable. 9.4 New marks as provided in Instruction 12.1 will be yellow inflatables with a black stripe. 9.5 The Starting marks will be the Race Committee Signal boat at the starboard end and the Race Committee pin boat at the port end. 9.6 The Finishing marks will be the Race Committee boat and the Race Committee pin boat. 9.7 A Race Committee boat signaling a change of a leg of the course is a mark, as provided in SI 11.2. 10 THE START 10.1 Races will be started by using RRS 26 with the Warning Signal made five (5) minutes before the Starting Signal. 10.2 The starting line will be between staffs displaying orange flags on the starting marks. 10.3 A boat that does not start within five (5) minutes after her Starting Signal will be scored Did Not Start without a hearing. 11 CHANGE OF THE NEXT LEG OF THE COURSE 11.1 To change the next leg of the course, the Race Committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark. 11.2 Except at a gate, boats shall pass between the Race Committee boat signalling the change of the next leg of the course and the nearby mark, leaving the mark to port and the Race Committee boat to starboard. This changes RRS 28. 12 THE FINISH The finishing line will be between staffs displaying orange flags on the finishing marks. 13 PENALTY SYSTEM 13.1 Appendix P will apply, except that the second and subsequent penalties shall be the same as for a first penalty. This changes P2.2 and P2.3. 13.2 RRS 44.1 (Taking a Penalty) is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty. (See also SI 1.5). 14 TIME LIMITS AND TARGET TIMES 14.1 Time limit and target times: Time Limit Mark 1 Time limit Target Time 70 minutes 25 minutes 45 minutes If no boat has passed Mark 1 within the Mark 1 Time Limit the race will be abandoned. Failure to meet the target time will not be grounds for redress. This changes RRS 62.1.a. 14.2 Boats failing to finish within 20 minutes after the first boat sails the course and finishes will be scored Did Not Finish without a hearing. This changes RRS 35, A4 and A5. 15 PROTESTS AND REQUESTS FOR REDRESS 15.1 Protest forms are available in the Clearwater Community Sailing Center. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit. 15.2 The protest time limit is 90 minutes after the last boat has finished the last race of the day or after SI 14.2 has been applied to that race, or the Race Committee signals no more racing today, whichever is later. 15.3 Notices will be posted within 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the protest room, located at the race office, beginning at the time posted. 15.4 Notices of protests by the Race Committee, Technical Committee or Jury will be posted to inform boats under RRS 61.1(b). 15.5 Breaches of SI 1, 4.2, 18, 19, 20.2, 20.3, 21, 23, 24, 25, 26 and 29 will not be grounds for protest by a boat. This changes RRS 60.1(a) and RRS 64. Penalties for these breaches may be less than disqualification if the Protest Committee so decides. 15.6 Decisions of the Jury will be final as provided in RRS 70.5. 16 SCORING 16.1 One race is required to be completed to constitute a regatta. 16.2 The series scores will be determined as follows: (a) When fewer than five (5) races have been completed, a boat s series score will be the total of her race scores. (b) When from five (5) to ten (10) races have been completed, a boat s series score will be the total of her race scores excluding her worst score. (c) If over ten (10) races are completed, a boat s series score will be the total of her race scores excluding her two worst scores. 17 SAFETY REGULATIONS 17.1 Competitors shall wear a personal flotation device (PFD) at all times while afloat, except briefly while adjusting clothing or personal equipment. Flag Y will not be displayed. This changes RRS 40. 17.2 Competitors must wear a whistle attached to their buoyancy aid (PFD). This changes RS Feva International Class Rule C.3.1. 17 SAFETY REGULATIONS cont d 17.3 A sign out / sign in system will be in operation [DP]: (a) The sign out / sign in control point will be located in the trailer at the beach pen just north of the Clearwater Community Sailing Center. (b) A crew member from each boat shall individually check-out before racing, by signing their name. A crew member from each boat shall individually check-in immediately on returning to shore after racing, by signing their name. (c) The penalty for failure to comply with this Instruction will be five (5) points added to the boat s series score for each infringement without a hearing. This changes RRS 63.1 and A5. (d) A list of boats that have infringed SI 18.2 b) or c) will be posted on the Official Notice Board within 30 minutes after the protest time limit. 17.4 A boat that retires from a race shall notify the Race Committee as soon as possible. [DP] 18 REPLACEMENT OF CREW OR EQUIPMENT 18.1 Substitution of competitors will not be allowed without prior written approval of the Race Committee. Substitution after the first race will only be allowed in the event of genuine injury or illness. RRS 69 will be specifically considered in the event of this rule being abused. It is a guiding principle that helm and crew are of equal importance in a team and this rule applies equally. 18.2 Substitution of damaged or lost equipment will not be allowed unless authorized by the Technical Committee. [DP] 18.3 Requests for substitution shall be made to the Race Committee at the first reasonable opportunity. 19 EQUIPMENT AND MEASUREMENT CHECKS A boat or equipment may be inspected at any time for compliance with the class rules and Sailing Instructions. On the water or ashore, a boat can be instructed by the Technical Committee to proceed immediately to a designated area for inspection. 20 ADVERTISING Boats shall display advertising supplied by the Organizing Authority as specified in NOR 2 Advertising. If this rule is broken, World Sailing Regulation 20.9.2 applies. [DP] 21 OFFICIAL BOATS 21.1 (a) All coach and support boats (coach, team leader or team spectator) are required to register and fly a support boat flag which will be assigned at registration at the trailer in the beach pen just north of the Clearwater Community Sailing Center. (b) The Registration Fee is $75 USD. A Flag security deposit is $50 USD which is refunded at the conclusion of the event. (c) Official boats will be marked as follows: Race Committee boats ~ A flag with RC on a white background Safety boats ~ A flag with R on a coloured background Jury boats ~ A flag with Jury on a yellow or white background 22 SUPPORT BOATS [DP] 22.1 The diagram in ATTACHMENT C shows the shaded support boat restricted area. 22.2 Support boats shall be marked with the applicable National Sail Letters (See RRS G1.1) clearly displayed on both sides of the boat in strongly contrasting colours at all times while afloat. Minimum height of letters shall be 200mm. It is the responsibility of the support boat to provide their own signage to comply with this SI. 22.3 Except at the request of the Race Committee or Safety Officer, team leaders, coaches and other support personnel shall stay at least 50 meters outside the racing area (including the starting area) from the time of the Preparatory Signal until all boats have finished or the Race Committee signals a postponement, general recall or abandonment. 22.4 Press boats flying the appropriate Press flag are allowed within the racing area. Coaches are not allowed to be on board a press boat. Press accreditation will be presumed by the use of the appropriate flags. Press accreditation may be withdrawn by the Jury for interfering with boats racing or any other serious breach of sportsmanship or regatta etiquette as decided at the Jury s sole discretion. 22.5 Support boats shall have on-board safety equipment and a VHF marine radio whose channel shall be posted on the Official Notice Board. 22.6 If called upon, support boats will be required to act as rescue boats. 23 TRASH DISPOSAL As sailors, we seek to protect and restore our oceans and coastal waters. Trash may be placed aboard support and Race Committee boats. 24 BERTHING [DP] Boats ashore shall be kept in their designated space in the beach pen area just north of the Clearwater Community Sailing Center boat park. 25 RADIO COMMUNICATION [DP] Except in an emergency, a boat that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats. [DP] 26 PRIZES Prizes will be awarded as per the Notice Of Race. 27 DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See RRS4, Decision to Race. The Organizing Authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 28 INSURANCE Each participating boat shall be insured with a valid third-party liability insurance with a minimum cover of 1 Million US per incident or the equivalent. 29 RIGHT AND COPYRIGHT As a participant in the International RS Feva World Championship, any competitor automatically grants to the Organizing Authority, the International and National Class Associations permission to make, use and show from time to time, any motion pictures and live, taped or film television and other reproductions of him/her during the period of the event without compensation, in perpetuity. ATTACHMENT C ~ SUPPORT BOAT RESTRICTED AREA Support personnel shall stay outside areas where boats are racing from the time of the Preparatory Signal until all boats have finished or retired or the Race Committee signals a postponement, general recall or abandonment. Such areas are defined as follows: not closer than 50 meters to any boat racing or to a mark, layline or rhumbline. Coach boats shall be at least 50 meters below the starting line or its extensions during the start sequence.
