ASA TEAM SELECTION CRITERIA 2015 IAAF WORLD YOUTH CHAMPIONSHIPS CALI, COLOMBIA 15 JULY 19 JULY 2015 1. PREAMBLE Whereas; 1.1 The sole purpose of the team selection criteria contained herein is to provide ASA with an objective process to be employed for the selection of the team to the above-mentioned event (the Championships); 1.2 The primary purpose of sending a South African team to the Championships is for the team to bring back glory to South Africa, in the form of medals; Now therefore it is resolved as follows; 1.3 That all athletes who have been selected to represent our country at the Championships have an obligation to avail themselves of such selection; 1.4 That all selected athletes who have the potential to proceed to the finals of their events at the Championships should exploit that potential to the fullest; and 1.5 That all athletes who qualify to be in the finals of their events should proceed to represent our country in those finals thereby exploiting to the fullest their possibilities of winning medals. 2. GOALS 2.1 Athletics South Africa takes a strategic approach to international age group competitions to reflect our eventual goal of medals at the Senior World Championships and Olympic Games. Although it is important that all ASA teams are successful at International Championships each year, their importance as a learning experience for athletes with future senior medal potential is also considered. 2.2 The Selection Panel (the Panel) therefore aim to select athletes who they believe have the potential to be successful (win medals) and has potential to progress into future senior major championships. 3. ELIGIBILITY 3.1 To be considered for selection, athletes must fulfil the following: a. be eligible to compete for South Africa (i.e. full South African passport holder); b. be born in 1998 or 1999;
Note: ASA does not believe it is in the best long-term interests of athletes to compete at championships in higher age-groups. Therefore, athletes born in 2000 or later will not be eligible for selection, regardless of their results at the trials or other competitions in 2015. 3.2 The 2015 ASA Junior Track and Field Championships to be held in Bloemfontein, to be known as the Trials for the Championships (IAAF World Youth Championships) will serve as the trials to select the team to the Championships. 3.3 The Trials will be strictly compulsory for all athletes who wish to be selected for the team to the Championships. Athletes who miss the Trials will not be considered for selection. Exceptions will only be made on medical or compassionate grounds that are communicated to ASA prior to the start of the Trials. These exceptions will be considered at the sole discretion of the Executive Board of ASA. 3.4 The Provisional Team will be announced after the Trials, and the Final Team will be announced at a later date closer to the Championships. 4. PROCESS 4.1 A maximum of two athletes may be selected in each event. Up to six athletes may be selected for each relay event (which must include athletes selected for individual 100m/400m events respectively); 4.2 Squad a. The first two athletes in each individual Trials event will be automatically selected for the squad in the same event provided they are eligible for selection (see 3.1), and provided the relevant ASA-A or ASA-B qualification standard has been achieved by these athletes during the relevant qualification period. Should the first two athletes at the Trials not be eligible for selection, no automatic selection will be made for that event; b. For the avoidance of doubt, an athlete may achieve the ASA-A qualification standard before or after the trials and can still gain selection to the squad. Provided the athlete competes at the Trails and the relevant ASA-A or ASA-B qualification standard was achieved by that athlete during the relevant qualification period at an eligible meeting (see 5.1). c. An athlete not in the announced Squad, have the right to appeal in writing for reconsideration of the decision. The appeal must be made to the Athletics South Africa office at Hezekiel@athleticssa.co.za within 48 hours after the announcement of the Squad. The appeal should include all information the athlete considers relevant to the selection panel s reconsideration of its decision. Cut-off for appeals: 17:00 on 16 April 2015. 4.3 Preliminary Team a. Athletes will only be selected in this round if they achieved the ASA-A or ASA-B qualifying standard provided they are eligible for selection (see 3.1), and provided the relevant ASA-A or ASA-B qualification standard was achieved by that athlete during the relevant qualification period at an eligible meeting (see 5.1). If two athletes in an event did not achieve the ASA-A qualifying standard the Selection Panel may select athletes who only achieved the ASA-B qualifying standard, where the Selection Panel believe the athlete(s) have realistic potential to finish in the top 8 AND have potential to go on to win medals; b. An athlete not in the announced Preliminary Team, have the right to appeal in writing for reconsideration of the decision. The appeal must be made to the Athletics South Africa office at Hezekiel@athleticssa.co.za within 48 hours after the announcement of the squad. The appeal should include all information the athlete considers relevant to the selection panel s reconsideration of its decision. Cut-off for appeals: 17:00 on 14 May 2015.
4.4 Final Team a. The two athletes with the best performance in an event in the qualifying period will be selected to the final team provided they are eligible for selection (see 3.1), and provided the relevant ASA-A qualification standard has been achieved by these athletes during the relevant qualification period at an eligible meeting (see 5.1). If two athletes in an event did not achieve the ASA-A qualifying standard the Selection Panel may select athletes who only achieved the ASA-B qualifying standard, where the Selection Panel believe the athlete(s) have realistic potential to finish in the top 8 AND have potential to go on to win medals; b. An athlete not in the announced Final Team, have the right to appeal in writing for reconsideration of the decision. The appeal must be made to the Athletics South Africa office at Hezekiel@athleticssa.co.za within 48 hours after the announcement of the squad. The appeal should include all information the athlete considers relevant to the selection panel s reconsideration of its decision. Cut-off for appeals is: 17:00 on 11 June 2015. Note: The total number of athletes selected may be limited by regulations set by the Championship organisers, or for logistical or budgetary reasons. 4.5 Relays a. A team of up to 6 athletes can be selected for the men s and women s 4x100m and Mixed 4x400m relays. Athletes will be selected based on a number of factors, including (but not limited to) the following: i. Current form; ii. Head-to-heads; iii. Previous major competition history; iv. Injury status; v. Athletes selected for the relay do not need to have achieved the ASA qualification standard; 4.6 Doubling up: a. The Selection Panel may enter athletes already selected for one event into other events at the same Championships, provided the athlete is eligible to compete in the second event under the Championships entry conditions for the Championships AND doubling up does not exclude another athlete already selected by the selection panel AND in the Selection Panel's opinion, competing in the additional event will not detract from the athlete s performance in their main event; b. ASA do not believe that in general it is in the long-term or short-term interests of junior or younger athletes to over-compete in the endurance events (800m and above) at a Championship. Therefore, athletes may only be selected for more than one endurance event in extremely exceptional circumstances. This applies even if an athlete wins more than one endurance event at the Trials; 4.7 The team will be announced as follows: - Initial Squad announced: Monday 13 April 2015; - Appeals for Squad selections: Tuesday 14 April 2015-16 April 2015; - Preliminary Team announced: Monday 11 May 2015; - Appeals for Preliminary Team selections: Tuesday 12 May 2015-14 May 2015; - Final Team announced: Monday 8 June 2015; - Appeals for Final Team selections: Tuesday 9 June 2015-11 June 2015; 5. CONDITIONS
5.1 Performances must be achieved during competitions that are sanctioned by the IAAF, its Area Associations or its National Member Federations; 5.2 Race walking performances achieved in road events must be achieved on IAAF certified courses; 5.3 Wind-assisted performances (or performances achieved at events where wind measurement was not available) will not be accepted. The interpretation of a wind assisted Combined Events performance will be based on the most recent version of the IAAF rule book (at the time of selection), unless the relevant organising committee state otherwise; 5.4 Performances achieved in mixed events will not be accepted; 5.5 Hand-timed performances in 100m, 200m, 400m, 800m, 100m/110m Hurdles, 400m Hurdles, Multi-events and 4 x100m relay will not be accepted; 5.6 Indoor performances for all field events and for races of 400m or longer will be accepted.
