2018 Ford Utility Police Interceptor Vehicle Bid Page 3 BID SPECIFICATIONS Bid Items: Requirement: 1 - Ford Utility Police Interceptor vehicle 1-3.7L V6 Ti-VCT FFV AWD Ford Police Interceptor Vehicle Scope: The specifications described herein are the minimum acceptable requirements and nothing less (within reasonable tolerance) will be accepted. Bidders must give a complete description of any part of the specifications that are not met by the package bid. Vehicle shall be factory built with all the standard equipment and accessories as specified below. Additional equipment, option packages, special pricing groups and rebates may be considered to improve pricing or insure availability of minimum specification requirements. All materials shall be new and be the best of their respective kinds, free of corrosion, scratches or other defects. The Town of Wells reserves the right to accept or reject any and all bids. SUBMISSION OF PROPOSALS INSTRUCTIONS TO BIDDERS AND GENERAL CONDITIONS Proposals shall be submitted on the Bid Proposal Form provided, accompanied by a letter of intent on the vendor's stationary and placed in a sealed envelope marked clearly on the outside "Police Cruiser Bid. The envelope shall be addressed to Office of the Town Manager, 208 Sanford Road, Wells, Maine 04090. 2. WARRANTIES, BROCHURES & MANUALS All warranties, conditions and a descriptive brochure describing the equipment shall be enclosed in the bid proposal. 3. STANDARDS All equipment proposed shall be absolutely new and the latest model. Any equivalent equipment or features and any additional features to that described in the specifications shall be so noted in the proposal. 4. REPAIR SERVICES There shall be, within the southern Maine and southern New Hampshire area, a repair service which shall maintain a stock of spare parts for any make of equipment that the Bidder offers in this proposal. 5. DISCOUNTS The Town of Wells pays its bills in full on or within thirty (30) days following delivery of merchandise and receipt of bills for all items covered by the Town's purchase order. In submitting bids under these specifications, bidders should take into account all discounts allowed in accordance with the above payment policy. The Town will also consider discounts offered if a portion of payment is included with order. 6. EXEMPTION FROM TAXES The Town is exempt from payment of Federal Excise taxes on articles not for resale, Federal Transportation tax on all shipments, and Maine State Sales taxes. All bidders should quote a net price exclusive of these taxes on work completed at the locations specified for the work to take place. If requested, exemption certificates will be furnished with the purchase order.

TRANSPORTATION CHARGES All transportation and delivery charges including expense for freight, transfer, mail, etc., shall be prepaid and be at the expense of the Bidder unless otherwise specified in the bid. 8. DAMAGE REPAIR The Bidder will be held responsible for all damages to the cars until they are delivered and preliminarily accepted by the Town of Wells. 9. DEFAULT In case of default by the Bidder, the Town of Wells reserves the right to procure the vehicles from other sources and charge any excess cost occurred thereby to the Bidder. However, the Bidder shall not be held liable for any failure or delays in fulfillment of his contract arising from strikes, fires, acts of God, or any other cause, which by reasonable diligence could not be prevented. 10. BID PROPOSAL OPENINGS All bids will be opened publicly and bidders or their representatives may be present at the bid opening. The bids will be available for public inspection after opening. 11. ADDENDA Should a Bidder find discrepancies in or omissions from the specifications or other contract documents, or should a bidder be in doubt as to their meaning, the Bidder shall, at once, notify the Chief of Police, who will send instructions in the form of written addenda to all bidders. TERM OF BID No bidder may withdraw a bid for a period of thirty (30) days after the actual date of the bid opening. The Board of Selectmen is required to give one (1) reading on the accepted bid before an award can be made. 13. DELIVERY DATE Within ninety (90) days of bid award (order placed). 14. INSURANCES Prior to commencement of any work, the contractor shall provide a Certificate of Insurance with a combined single minimum limit of $400,000 with statutory requirements for Workers Compensation and Fleet Insurance.

AWARD OF CONTRACT Award will be made to the lowest responsible bidder considering the quality of the services, supplies, materials or equipment to be supplied, their conformity with specifications, the purpose for which required, date of delivery and ultimate cost thereof to the Town. This will be based on the funding option selected by the Town and available funding. The Town of Wells reserves the right to waive any informalities in bid proposals, to accept any bid proposal or section(s) of the bid proposal, and to reject any or all bids should it be deemed in the best interest of the Town to do so.
