1 RULES HEBE HAVEN YACHT CLUB 10 June to 25 August 2018 SAILING INSTRUCTIONS 1.1 The event will be governed by the rules as defined in The Racing Rules of Sailing (RRS) 2017-20, together with; The prescriptions of the Hong Kong Sailing Federation; IRC Rules Parts A, B and C, except that IRC Rule 22.4 shall not apply; There will be no limitations on crew number or weight except as required for boats rated as Onedesign, which shall comply with IRC Rule 22.4.1; The HKPN handicap system as administered by the HKSF and the HKPN Committee; The Rules of the SMS system for the Sportsboat class; Class Rules where they apply; World Sailing Offshore Special Regulations Appendix B, Special Regulations for inshore racing The Hebe Haven Yacht Club Standard Sailing Instructions of April 2017 (HHYC SSI); The UK Sailmakers Typhoon Series 2018 Notice of Race, and These Sailing Instructions. Succeeding items in the above list will take precedence. 1.2 The notation [DP] in a clause means that the penalty for breach of that clause may, at the discretion of the protest committee, be less than disqualification. 1.3 Instructions specific to the Mirs Bay Return Race are included at Appendix A of these Sailing Instructions. The Mirs Bay Return Race will not contribute to the overall series score and no other reference is made to this race in Clauses 2-15 of these Sailing Instructions, except the date in Clause 3.1 table. 2 NOTICES TO COMPETITORS, CHANGES TO SAILING INSTRUCTIONS AND SIGNALS MADE ASHORE 2.1 Refer to HHYC SSI 2 and 3 for information on Notices to Competitors. 2.2 Refer to HHYC SSI Clause R for the location of the Signals made ashore. Signals made ashore will also be posted on the HHYC Facebook page www.facebook.com/hebehaven/. 1

This changes NOR 6.2. 3.3 With respect to Race 5, if the forecast weather conditions are deemed by the Race Committee to be unsuitable for Sportsboats and J80s to race to Mirs Bay, an alternative race will be organised for these classes in Port Shelter. Such decision shall be made by the Race Committee after consultation with relevant parties and the details shall be posted on the HHYC website no later than 17:00 on Friday, 20 July 2018. 4 CLASS FLAGS AND STARTING SEQUENCE 4.1 The class and division flags and starting sequence will be as follows : Class / Division Proposed Split Range Class Flag Proposed Starting Sequence IRC Division A 1.141 and above G 1 IRC Division B 1.080 1.140 inclusive K 1 IRC Division C 1.079 and below R 2 Sportsboat O 2 J80 J 3 HKPN Division A 1100 and below T 3 HKPN Division B 1101 and above V 4 2

4.2 The Race Officer may change the starting sequence. Competitors are reminded to check the flags on the Committee Boat during the starting sequence. 4.3 Subject to the number of entries, the Race Committee reserves the right to alter the stated divisional splits and starting sequence. In such an event, the new divisional splits will be posted on the HHYC website not later than 12:00 noon on Friday, 8 June 2018. 4.4 At all times during the race, all IRC and HKPN boats shall fly their class flag from their backstays for identification purposes [DP]. 5 THE RACING AREA 5.1 The Racing Area is given at HHYC SSI Clause O. 5.2 All races will start in the general vicinity of Shelter Island (which may extend to the outside of Table Island if wind conditions so demand); this changes NOR 9.2. 6 THE COURSES The courses will be chosen from the HHYC SSI Appendices. 7 THE START 7.1 The starting line and starting sequence will be as stated in HHYC SSI 6 and 7. 7.2 Boats whose preparatory signal has not been made shall keep well clear of the starting area in accordance with HHYC SSI 7.1.2 [DP]. 8 THE FINISH 8.1 The finishing line will be as stated in HHYC SSI 9.1. Generally the finishing mark (ODM) will be to the port side of the Committee Boat, except where otherwise necessary due to the selected course. 8.2 Any boat that retires from a race shall notify the Race Officer or face potential disqualification, all in accordance with HHYC SSI 9.4. 9 TIME LIMITS The time limits for races are set out in HHYC SSI 9.3. 10 PENALTY SYSTEM For the Sportsboat Class the penalty of breaking a rule of RRS Part 2 shall be a One-Turn Penalty (one tack and one gybe in the same direction). This changes RRS 44.1. 11 PERMITTED PROPULSION Pursuant to RRS 42.3(i) a boat may use an engine to get clear after grounding or to pick up a Man Overboard. Provided that the boat notifies the Sailing Office of any action in this respect, immediately after the race, by making a detailed declaration and the Race Committee decides that no significant advantage has been gained, no penalty will be given. 3

12 PROTEST AND REQUESTS FOR REDRESS The timing and procedure in respect of protests and redress requests are set out in HHYC SSI 10. 13 SCORING 13.1 The scoring system will be as stated in HHYC SSI 11. 13.2 Discards will be used dependent on the number of races completed as follows: 8-9 races completed - 2 discards 6-7 races completed - 1 discard Less than 6 races completed - 0 discards This changes Appendix A2 of the RRS. Five races shall constitute a series. 14 SAFETY REGULATIONS 14.1 All boats shall comply with the HHYC Policy on Personal Flotation Devices in effect from 1st November 2017. 14.2 All boats shall comply with the Safety Regulations as stated in the Clause M of Part I of the HHYC SSI. Sportsboats and J80s have dispensation for Clause 3.02 of World Sailing Offshore Special Regulations Appendix B, Special Regulations for inshore racing. 14.3 The Race Committee accepts no liability resulting from this dispensation and reminds competitors of their responsibility under Clauses M & P, Part I, of the HHYC SSI. 15 RADIO COMMUNICATION In accordance with HHYC SSI Clause N all boats are required to carry a VHF radio and keep a listening watch on Channel 72. Channel 77 may be used as a back-up. 16 DISCLAIMER OF LIABILITY Competitors participate in the Series races entirely at their own risk; see RRS Fundamental Rule 4: Decision to Race and to World Offshore Sailing Special Regulation 1.02 (first point). The Organizing Authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the races. 17 INSURANCE All boats shall be insured with at least the minimum cover of valid third-party liability insurance required under HKSAR legislation. 4

APPENDIX A MIRS BAY RETURN RACE 22 July 2018 The particular conditions set out in this Appendix relate to the Mirs Bay Return Race only. In the event of any conflict between this Appendix A and the rest of these Sailing Instructions the provisions of Appendix A shall take precedence for the Mirs Bay Return Race: A1 The Start a) Starting times for the Mirs Bay Return Race are listed in the table in this Appendix. Any boat with an HKPN rating that falls below 798 or above 1404 should inform the Race Committee of their intention to race and a start time will be allocated. b) A horn will be sounded at two minutes prior to the starting time and at the starting time of any boat in the vicinity of the Committee Boat. No boat shall start prior to the time given for their HKPN handicap. Any boat starting before their allotted starting time shall be deemed to be OCS unless they restart correctly after the correct sound signal. This changes HHYC SSI 7.1 and RRS 26. c) Clarification of the current time or of the start time of any boat may be requested from the Committee Boat without contravening RRS 41. d) Any boat arriving late for the race may use their engine to approach the starting line, however they must turn off their engine and perform a 360 degree turn prior to starting. e) The Race will start in the general vicinity of Cham Pai Light, which may extend to the south if wind conditions so demand. A2 The Finish and Time Limits a) The finishing line for the pursuit race shall be laid, at a mark of the course, as near as possible to 14:00 hours. b) Time Limits: Any boat that has not finished the Mirs Bay Return Race by 15:00 will be scored Did not Finish (DNF). This changes HHYC SSI 9.3. A3. The Courses The courses are included at Appendix C of the HHYC SSI. A4. Scoring and Prizes a) Boats will be scored based on their finishing order without further adjustment. b) Prize giving will be held at HHYC not later than 17:30 on the day of the race. 5
