1. WELCOME 1.1. WELCOME AND OVERVIEW It is with great pleasure on behalf of Volleyball Australia (VA) that we release the By Laws of the Australian Under 23 Beach Volleyball Championships. 2017 saw the first instalment in many years of a stand-alone Under 23 events and proved to be a great success. In 2018 we are building on this success and with Volleyball WA have created a number of events that align to give all athletes the opportunity to get the most out of their event. To assist with the education of all involved, these Regulations have been written to align with the 2017 / 2018 Regulations of the Australian Beach Volleyball Tour. This event is a critical step in the education of all involved to becoming a regular competitor on the Australian Beach Volleyball Tour (ABVT) and therefore aligning these Regulations have been a positive step in this process. Under 23 is an age group that draws people together with a wide range of experiences in our sport. Be it as an athlete with the various levels of skill including different experiences on both beach and hard court. Many of you have now had experience coaching junior athletes or refereeing competitive events. And this is the age group that our future sport leaders begin to take control of their destiny as an athlete, coach, referee or administrator. It is truly an exciting age group to work with. This year s event will run alongside the final round of the WA State Beach Volleyball Tour and the annual Australian Junior Beach Volleyball Championships all combining to be dubbed Volley By the Bay. A special thanks to Volleyball WA for creating this combination of events to offer all athletes, coaches and officials multiple opportunities to be a part of the sport. 2. THE AUSTRALIAN UNDER 23 BEACH VOLLEYBALL CHAMPIONSHIP STRUCTURE The Regulations of the 2018 Australian Under 23 Beach Volleyball Championships will follow the Australian Beach Volleyball Tour Sporting Regulations 2017/18 unless stated otherwise in these Rules and Regulations. The Under 23 TCC acts as the TOC as stated in the ABVT Sporting Regulations. In the case of any discrepancy, the U23 TCC has the final say on any matters arising from these Rules and Regulations compared to the ABVT Sporting Regulations for this event only. 2.1. U23 matches commence. U23 Medal Matches and VIP Event U23 Awards Ceremony - AJBVC Opening Ceremony 3. COMPETITION 3.1. COMPETITION FORMAT 3.1.1. There is one (1) Division on offer per Gender 3.1.2. The competition format of the Australian Under 23 Beach Volleyball Championships will be Pool play followed by Elimination Rounds. 3.1.3. The TCC reserves the right to amend the competition format at any time. This will be advertised as early as possible and confirmed at the events Technical Meeting. 3.2. ENTRY INFORMATION 3.2.1. Entries into the 2018 Championships are accepted via on-line nominations through the Volleyball WA Website. 3.2.2. Australians must be current, Full Members of their State Association to be eligible for nomination to compete. Memberships will be verified with State Associations prior to acceptance of teams into the competition. 3.2.3. There are no minimum event requirements to enter this event.
3.3. SEEDING 3.3.1. All teams will be Seeded by: 1. Individual FIVB Points at the time entries close to the event. a. A team must have a minimum of 150 FIVB points in order for them to be used for Seeding. b. If a team has less than 150 FIVB points, they can be used to separate 2 teams if tied on an ABVT or State Points or when comparing to an international team before drawing of lots. 2. 2017/18 ABVT Points (NSW, SA, WA & ACT). 3. 2017/18 3 Star (or equivalent) State Seed Index. 4. Drawing of Lots. 3.3.2. Teams may be moved at the discretion of the TCC to avoid multiple teams from the same State in the same pool. 3.4. COACHING 3.4.1. Coaches must be accredited to a minimum of a Level 2 Volleyball Coach. 3.4.2. Only one (1) coach can be nominated per team per game. 3.4.3. The name of the coach must be entered on the score sheet in the comments section prior to the match starting. It is the teams responsibility to ensure this is done. If a coach is not entered on the scoresheet they will be unable to coach for that match. 3.4.4. Coaches may only converse with players during warm-up, time-outs and change of sets. Coaches may sit in the playing area throughout the match however, coaches who converse with their players outside warm-up, time-outs, change of set will immediately receive a sanction from the 1st Referee and the Referee Delegate will be called. Any coach incurring two or more sanctions within the Championships will be asked to front the TCC and maybe excluded from the event. 3.4.5. Coaches will be sanctioned for unsportsmanlike or rude behaviour toward any match officials or the opposition players or coach. The duty team may seek the assistance and support of the Referee Delegate or a Referee as required. Coaches asked to leave the field of play (sanction) will be recorded on the score sheet. 4. PROOF OF AGE & AGE GROUP REQUIREMENTS 4.1. Proof of Age is required for all competitors. All athletes are to bring photo identification to the Preliminary Inquiry. 4.2. Athletes Must be born in 1996 or later (therefore the players must be 22 years or younger as at 31 December 2018). 5. AWARDS & CHAMPIONSHIP RULES 5.1. There is no prize money awarded at the Australian Under 23 Beach Volleyball Championships. 5.2. There are no ABVT Points awarded at the Australian Under 23 Beach Volleyball Championships. 5.3. Teams receive three (3) Championship Points for a win, zero (0) Championship Point for a loss, zero (0) Championship Points for a forfeit. 5.4. The process in the case of a tie in Championship Points can be found in Appendix 1.
6. UNIFORMS AND ACCESSORIES 6.1. Teams must supply and compete in matching uniforms. Player numbers are recommended on uniforms. 6.2. In the instance of extreme weather (cold or heat), compression or other garments (Line Break, Skins, etc) may be worn by the team after approval by the Tournament Director. 6.3. Caps and visors, arm & wrist bands and sand socks are not considered part of the official team uniform and may be different within the team. a. Females i. Matching bikini tops, tank tops or singlet tops. ii. Matching bikini bottoms, bike shorts and board shorts. b. Males i. Matching singlet tops. ii. Bare chests are NOT permitted. iii. Matching board shorts. 6.4. Special uniforms requests (including religious or cultural garments) must be approved by the Tournament Director at the Preliminary Inquiry.
7. APPENDIX 1 SPLITTING A TIE - COMPETITION POINTS, POINT %, HEAD TO HEAD If two teams are tied on Championship Points, they will be split using the following steps: 1. The teams point ratio (calculation below) will be compared for all pool matches played. 2. If a tie still exists the head to head result of the tied teams will determine ranking. If three or more teams are tied, the tied team s point ratio (calculation below) will be compared for the matches between only those teams. If a tie exists then point ratio will be compared for all pool matches played. If a tie still exists after this, a drawing of lots will occur.
