3 1. WELCOME FROM VOLLEYBALL AUSTRALIA PRESIDENT Welcome to the 2018 Australian Junior Beach Volleyball Championships. To all teams, welcome to Bunbury, we hope that this week s event is challenging, rewarding and most of all ENJOYABLE. This year s competition is being hosted by Volleyball WA (VWA) in conjunction with Volleyball Australia (VA), and we are excited to be back in the home state of so many great Australian athletes, Olympians and coaches. The Australian Junior Beach Volleyball Championships (AJBVC) is the premier competition for Australia s junior beach volleyballers and is the foundation for participation on the Australian Beach Volleyball Tour and onto international events. Our sport of Volleyball is experiencing a renewed enthusiasm in Australia and globally, following the success of the Rio Olympics. At the time of writing this, we are on the eve of a historic event where Beach Volleyball is included in the Commonwealth Games to be held in the Gold Coast Queensland from the 4-15 April, please make sure that you watch our Australian Beach Volleyballers playing at the event. AJBVC is part of Volley by the Bay where VWA will also host their Alcohol. Think Again Beach Tour in Bunbury (21-22 April), Australian U23 Beach Championships (23-25 April) and AJBVC from the April. This will be an exciting nine days of volleyball in Western Australia. We do hope that you enjoy these events. Beach Volleyball in Australia continues to develop and improve all areas of the sport, which is under-pinned by events like the AJBVC. Each of you, right now, are part of that momentum which is seeing unprecedented growth and excitement across the globe. We thank you for participating, we thank you for your commitment and we trust you will find in your sport of Volleyball great opportunity and create great memories well into your future. The next generation of Australia s beach volleyball elite players is amongst you, so take this opportunity for excellence and enjoy the competition. Your very participation here at this event will lift the overall standard of the competition, will enhance the performances of your colleagues and your opponents and you will have a very real impact on the future of our sport and those that will represent themselves, their schools, universities, clubs, state associations and Australia in the future. We thank you for participating and making this important contribution. The most important rule in our sport is respect. In winning, our success is benchmarked against the quality of our competitors and we all respect that contribution to our success. We also respect those that succeed against us, and acknowledge their efforts, discipline and training to succeed. We respect our officials that often volunteer long hours to support our great sport and our administrators, coaches and technical advisors that have one objective every day to improve the standard of your competition and to bring out the best in our young athletes. 6 5. ENTRY AND PARTICIPATION REGULATIONS i. Entries into the 2018 Championships are accepted via on-line nominations received from State Volleyball Associations. ii. iii. iv. All players and U15 coaches must complete the Level One referee course prior to coming to AJBVC. It can be found online by contacting your local volleyball State Association office or online at: Australians representing their state must be current, Full Members of their State Association to be eligible for nomination to compete. Memberships will be verified with State Associations prior to acceptance of teams into the competition. For a team to classified as Australian, each PLAYER must either: Be an Australian Citizen Hold a current Australian Passport Hold a current Australian Visa that allows the individual to remain for 12 months or more (I.E. not a holiday/tourist Visa) v. For a team to recognised as representing a country other than Australia and be classified as an International Team, each TEAM must: vi. vii. viii. ix. Not have lived in Australia for the past two years Be registered to play/hold the same passport from the same country Have a letter of approval to participate from their National Federation An Australian player wishing to play with an International player will be classified as an International Team however will not be recognised as representing any country. International teams can play through the entire tournament. They will be awarded medals as they place. Australian teams will be awarded medals based on their finishing position excluding the International teams for the Australian Championship positions. If a team must alter its players due to medical or unforeseen circumstances the following apply: If the alteration is prior to the draft draw being released all teams will be re-seeded to reflect the change If the alteration is after the draft draw has been released but prior to the technical meeting. The new team will retain the seeding that they had in the draft draw. No alterations can be made after the technical meeting has started. Any team member who has been removed cannot re-enter the competition. When entering a team into AJBVC, a State Association confirms that all players and coaches meet the membership, accreditation and age requirements listed within this document. x. Entry fees for the Championships are as follows: International Team: AUD $370 (including GST) Australian Teams: AUD $310 (including GST) (Additional 5% service fee will apply to credit card transactions) xi. 7 6. PROOF OF AGE & AGE GROUP REQUIREMENTS Team Managers will be required to have a copy of each player s proof of age (POA) document (either a passport or DOB certificate) at the tournament. Upon request, delegations will be required to provide POA to the tournament control committee. Age groups are as follows; i. U15 Must be born in 2004 or later (therefore players must be 14 years or younger as at 31 st December 2018). ii. iii. U17 Must be born in 2002 or later (therefore players must be 16 years or younger as at 31 st December 2018). U19 Must be born in 2000 or later (therefore the players must be 18 years or younger as at 31 st December 2018). 7. TECHNICAL MEETING i. The Technical Meeting will be held on Wednesday 25th April 2018 at 6:00pm. All Heads of Delegation, Team Managers and Official s (Coaches are invited) must attend this meeting. The location will be advised to all entered teams. ii. iii. The Tournament Director will brief all attendees on all major aspects of the Championships The Referee Delegate will update all attendees on rule changes in Beach Volleyball. 8. CHAMPIONSHIP RULES i. Competition Rules Unless stated in this Handbook, all divisions are played under the current FIVB Official Beach Volleyball Rules and can be found here - BeachVolleyball_Rules_ EN-v05.pdf ii. The Control Committee reserves the right to amend any Competition Rules, Match Formats or the Event Structure during the event should unforeseen circumstances (e.g. extreme weather) occur. Seeding and Placement into Pools Ranking Table o The Placing of the entered States is ranked based on the previous results of the highest rank finisher of the same Division in the previous year s event. o Any State not entered in the previous year will automatically receive the lowest rank. o In the case of two States with the same ranking, a drawing of lots will take place o States are required to rank their teams within the division from 1 st to last. Progression from Pool play into elimination rounds As a general guide a minimum of 50% of teams will progress to elimination. Seeding for the elimination round will be pool based cross over seeding. For example, 1 st place in Pool A / 1 will receive the 1 st seed in elimination, 1 st place in pool B / 2 will receive the 2 nd seed in the elimination etc. Teams from the same pool will not play each other in the first round of elimination unless only one pool exists in the division. Event Structure States are permitted to enter a maximum of four (4) teams per division, per age group, per gender. Thereafter Wild Card entries will be permitted to fill those divisions where one or more of the States have not filled their maximum number of teams entered. Days 1 and 2 will feature preliminary round matches. Depending on nominations received in each division, pool play or round robin formats will be played. Day 3 will feature elimination and playoff matches. Final Pool or Relegation matches may be played. This will depend on nominations received in each division. Day 4 will feature medal matches. 9 vii. viii. ix. Match Forfeit If a match is forfeited prior to starting, the Tournament Director must be informed. The Tournament Director will then advise all other effected parties of the forfeit. The 1 st Set is forfeited if a team is incomplete at the scheduled start time. The 2 nd set & match is forfeited if a team is incomplete five minutes past the scheduled start time. Duty teams should contact a Referee, the Referee Delegate or the Tournament Director at the start of the official warmup if a team is not present. Only the listed tournament staff members can confirm a forfeit. Teams who forfeit a match will incur a fine of $80. Fines for forfeiture may be withheld due to extenuating circumstances, but this is at the discretion of the Control Committee. For results tallying purposes, teams will only receive the points played in a match. For example, if a team forfeits prior to a match commencing the winning team will receive a winning set score of 2-0 and point score of 0-0. The losing team will receive a losing set score of 0-2 and point score of If a withdrawal / forfeit occurs after a team wins the first set and is injured and forfeits the match when they are winning the second set 6-4, this injured team would finish with a set score of 1-2 and points score of 21-19, 6-21 and 0-15 totaling In this example, the winning team would finish with a set score of 2-1 and point score of 19-21, 4-6, 0-0 totaling Competition Points, Points %, Head to Head In the case of a tie in Tournament points between two or more teams at the completion of round robin or pool play, the process to separate the placing is found in Appendix 2. Lucky Loser Comparison Lucky losers elevated into the elimination bracket will be determined in the following way; When all pools have the same amount of teams, the teams in the placing which is eligible for lucky loser position will be compared by wins / competition points, point %. If there is still a tie drawing of lots will occur. When there are different pool sizes in the draw, the teams placing which is eligible for the lucky loser position will be compared by point %. If there is a tie a drawing of lots will occur. x. Duty Teams / Referees The assigned duty team (First Referee and Scorer) must report to the court and be prepared to commence the match at its allocated time. If the finishes after the guaranteed earliest start time there will be an 8 minute break between games, if they finish after the guaranteed earliest start time or games are roll on roll off. The following pre-match protocol is to be followed: T- 8 Competing teams enter playing area T- 7 Call for the coin toss, scoresheet is signed (captains and service order is indicated on the scoresheet) and commence Official Warm-up T minute warm-up starts T- 1 Finish Official Warm-up - teams leave the court T- 0 Match Starts Duty teams who report for duty and cause a match to start later than its allocated time will incur a fine of $20, to be paid to the Tournament Director by the conclusion of that day s play. A receipt will be issued upon request. Duty teams who fail to report for duty will incur a fine of $50, to be paid to the Tournament Director by the conclusion of that day s play. A receipt will be issued upon request. Individuals performing a duty may request an assessment by the Referee Delegate to assist with the skill development. The Referee Delegate will schedule the requests taking into account volume and any match clashes. A VARC assessment and feedback form will provided as well as verbal feedback following the match. Any individuals seeking this formal assessment must register their interest with the Referee Delegate. There is no limit to the number of assessments that an individual may request, subject to time constraints Australian Junior Beach Volleyball Championships Supported By: Page 9 of 14

10 xi. xii. For U15 matches, the duty team must have a coach, adult member of the state squad or an authorized adult to referee their duty matches. Duty teams are entitled to halt a game and seek the assistance of the Referee Delegate or a Referee to resolve disputes or provide support should players or coaches be behaving inappropriately during the course of the match. Teams are expected to resolve disputes on decisions at the time of occurrence and not complete a game without fully resolving a dispute. Referee Accreditations the following referees must be accredited to the minimum of; o Player Referees Level 1 o State based Referees who submit an EOI to attend AJBVC Level 2 o Referee Delegate (s) Level 3 Coaching Coaches appointed to the 2018 AJBVC must be accredited to a minimum of a Level 2 Volleyball Coach. Only one (1) coach can be nominated per team per game Coaches that have been nominated as per the entry form, will be required to wear a coaches lanyard at all times when coaching. Any coach not wearing a lanyard will not be permitted to coach during a match. Fines ($50) may apply. The name of the coach should also be entered on the score sheet in the comments section prior to the match starting. It is the teams responsibility to ensure this is done not the duty team. If a coach is not entered on the scoresheet they will be unable to coach for that match. Coaches are permitted at the Championships in all age divisions. Coaches may ONLY converse with players during warm-up, time-outs and change of sets. Coaches may sit in the playing area throughout the match however, coaches who converse with their players outside warm-up, time-outs, change of set will immediately receive a sanction from the 1st Referee and the Referee Delegate will be called. Any coach incurring two or more sanctions within the Championships will be called to the AJBVC Control Committee to ascertain if any further sanctions are to be imposed (financial or otherwise). Coaches will be sanctioned for unsportsmanlike or rude behavior toward any match officials and the opposition players or coach. The duty team may seek the assistance and support of the Referee Delegate or Referee as required. Coaches asked to leave the field of play (sanction) will be recorded on the score sheet. Under 15 By Laws Under 15 Division is a 3-a-side Division. A minimum of three (3) players must be on court at a time Three (3) or Four (4) players can be nominated to play A team Captain & Vice-Captain (VC only when four (4) players are competing) must be elected prior to each match. If the Captain not on court, the Vice-Captain is appointed for the period the Captain is off the court. Substituting players may only occur if there are more than three (3) players in a team with no greater than four (4) players. Substitutions may only occur during timeouts and at the end of a set. Within a set, once players are substituted they can only be substituted again for the return substitution and remain in rotation. If a player is injured during a set and is unable to continue then they can be substituted. The injured player may not take the court for the rest of the match. A VA official medical officer (including recognized First Aid personnel or the AJBVC Tournament Director) must be present for this to happen. Coaches must follow all conditions as set out in section 8.xi with the following exceptions: o U15 coaches may call time outs All other Beach Volleyball rules are the same as the current FIVB Official Beach Volleyball Rules Australian Junior Beach Volleyball Championships Supported By: Page 10 of 14

11 9. UNIFORMS & ACCESSORIES i. Delegations must have their uniforms pre-approved before the Championships. Photographs of player uniforms (Female - bikini tops and bottoms; Male - singlet s and shorts) must be submitted by COB Friday 2 nd February Photographs should be ed to the Volleyball Australia Supervisor (see Appendix 3 for contact details). ii. The Official team uniform will consist of matching uniforms that identify the State they are representing. Nicknames are not permitted on uniforms, where teams choose to display names, surnames only are permitted. iii. For U15, players must wear arm bands with clearly labeled numbers 1-4 (depending on the number of players in the team) to help identify each player on court. Numbers may not change during a match. iv. In the instance of extreme weather (cold or heat) or injury, compression or other garments may be worn by the team after approval by the Control Committee. v. Caps and visors, arm & wrist bands and medical clothing including compression garments & sand socks are not considered part of the official team uniform and may be different within the team. vi. vii. viii. Team uniforms must consist of Females a. Matching bikini tops, tank tops or singlet tops are permitted and required. b. Matching bikini bottoms, bike shorts and board shorts are permitted and required. Males a. Matching singlet tops are required. b. Bare chests are NOT permitted. c. Matching board shorts are required. A fine of $50 per person, per infringement applies to players who do not adhere to the uniform regulations. Special uniforms requests (including religious or cultural garments) must be preapproved by the Control Committee. Requests must be submitted by COB Friday 6 April CHAMPIONSHIP AWARDS i. Australian Ranking All teams will receive a ranking based on their finishing positions at the Championships. Any International teams will be removed from the final Australian Ranking prior to publishing final rankings for the Andy Burdin Shield, thereby elevating any Australian teams above Internationals. ii. Andy Burdin Shield Points All teams competing in medal matches category will receive the following points for their State towards the Champion State Award, the Andy Burdin Shield. Gold = 3 points Silver = 2 points Bronze = 1 point 11. DISPUTE RESOLUTION International teams are ineligible to accrue Andy Burdin Shield points. The Control Committee is the highest authority for the Championship. The Control Committee can use any information supplied and available to them at their discretion to make decisions with regard to all aspects of the Championships, including but not limited to entries, seeding, competition format and player, coach and officials conduct. The Control Committees decision is final. If the protest is requested and then accepted (upheld), all fees will be returned to the protester. If the protest is rejected (denied) the submission fee is not returned. 12. PLAYER AND TEAM OFFICIAL SANCTIONS The Control Committee may sanction up to and including disqualifying teams for misconduct and inappropriate behavior. 12 13. MEDIA AND COMMUNICATION Publicity and promotions throughout the Championships will be conducted by Volleyball Australia and Volleyball Western Australia. Media attendance at the event, media requests for interviews and photos are to be directed through the Volleyball Australia or Volleyball Western Australia Media Representative and in their absence the VWA Coordinator. 14. EVENT POLICIES This event will be played under the current Volleyball Australia and Volleyball Western Australia Policies. Some of the relevant ones are listed here. 14 APPENDIX 2 - COMPETITION POINTS, POINT %, HEAD TO HEAD If two teams are tied on competition points after pool play / round robin is completed, their point ratio (calculation below) will be compared for all pool matches played. If a tie still exists the head to head result of the teams will determine ranking. If three or more teams are tied on competition points after pool play / round robin is completed their point ratio (calculation below) will be compared for the matches between those teams. If a tie exists then point ratio will be compared for all matches played in the pool / round robin. If a tie still exists after this a drawing of lots will occur.
