LANCASHIRE AND CHESHIRE AMATEUR FOOTBALL LEAGUE Issuing of Fines 10 Match day fines such as late kick off, No Corner Flags, not contacting referees/opposition etc will be issued by the match reports secretary when they are identified. Following a Failure to Fulfil a fixture both clubs must email fixtures@landc.org.uk and discipline@landc.org.uk within 48 hours to explain the circumstances as they know it. Players and club officials may be requested to appear at a discipline hearing in order to explain their actions. This will happen if a players discipline is a concern to the league and / or the safety of other participants, if a club is failing to control their players, officials and / or spectators. Both the FA and league rules have set guidelines for the expulsion of players, club officials and / or clubs from the competition. Fines issued must be paid within 14 days unless appealed through Manchester FA. Referee mark fines will be issued on a weekly basis by the Referee Marks Secretary, the fine is 10 per team per week, club secretaries must take responsibility for ensuring this is done. The appeals process is clearly outlined in Section 16 of the Handbook, all appeals must now go directly to the Manchester FA. The discipline team are not just here to issue fines; The Discipline Chairman will manage hearings, offer advice to clubs, referees and communicate with the FA s. The Discipline Secretary, where possible will be independent from discipline decisions, manage the administrative processes and offer advice. LANCASHIRE AND CHESHIRE AMATEUR FOOTBALL LEAGUE The Respect codes of conduct are attached to this document, there are relevant to: 1. Adult Players I suggest this is printed and displayed in the changing room 2. Coaches, Managers and Club Officials 3. Spectators 4. Match Officials Failure to adhere to the Respect Code of conduct will result in any of the above being reported to the discipline committee and to the FA. Match Officials will be reminded of what is expected, a lack of Respect is unacceptable and will not be tolerated. Basics 1. Communicate well, and remember it s a two-way process. Past experience has shown that most problems occur because team officials have failed to communicate with other parties properly, or assumed that others have received information that has not arrived. 2. Read the League Rules, and get your whole management team to read them too. 3. Read the Latest laws of the game - Referees are regularly updated. 4. Register 16 players by the first league match.that means having 16 fully completed forms to the registration secretary. 5. Play registered players only. Players are registered WHEN CONFIRMED by the Registration Secretary. Any team playing an unregistered or otherwise ineligible player the fine is a minimum of 50 and maximum of 200, there may also be up to 3 points deducted by the management committee, and may be dealt with in any further manner which is thought to be fit. The Management Committee may, at its discretion, award any points deducted from a Club under this Rule to the opponents in the match in question, subject to the match not being ordered to be replayed. Home team to confirm the match details with the opposing side by telephone (72 hours or 3 days prior) Each team must have different colour shirts, shorts and socks. Confirm the venue and kick off time. (Rule 10) Away team to E-Mail discipline@landc.org.uk if not done. 10 fine. 2. Confirm the match details with the match officials by telephone (72 hours or 3 days prior) (Rule 10) Referee to complete Match Form if not done 10 fine. 3. Fulfil the fixture. Minimum 25 fine, Referee Fee, match awarded to opposition, and 3 points deducted. If you know in advance more than 24 hours that you cannot fulfil a fixture Email the fixture and discipline teams it might reduce the standard punishment described (Rule 10) 4. Games to be fulfilled in order 1 st, Reserves, 3rds, etc Any Failure to be reported immediately to discipline@landc.org.uk and fixtures@landc.org.uk Good Luck for the season Print the next 2 pages off and use as a checklist for match days
Match Days LANCASHIRE AND CHESHIRE AMATEUR FOOTBALL LEAGUE It is the Home Teams responsibility to ensure the safety of the match officials and spectators. Arrive at the ground in plenty of time to prepare and kickoff on-time. Commence all matches with eleven, and at least seven players. (Law 3) 10 fine Submit a complete and legible team sheet to the referee (Minimum of 20 minutes before kickoff) 10 fine Provide at least three footballs to meet Law 2 (home team). 10 fine Provide corner flags to meet Law 1 (home team). 10 fine Put up the posts and nets in plenty time for kickoff time (home team). 10 fine Premier Division Teams to provide barriers, to separate players and officials from spectators. (Cones are not acceptable) 10 fine Ensure players wear shin guards, and Any tape worn matches the colour of the sock that it covers. (Law 4). Any undergarments (Shirts or Shorts) match the colour of the kit it is covered by. Don t be surprised when a referee requests the tape or undergarments to be removed. Provide a first aid kit. 10 fine Ensure players don t wear any jewellery. Taping rings etc is no longer allowed (Law 4) Ensure players wear colours that don t clash with other outfield players, goalkeepers and the referee (Law 4). No players may wear black or very dark kits Opposition must have different coloured shirts, shorts and socks! Enjoy the football, play the game and treat all involved with Respect!
Post Match LANCASHIRE AND CHESHIRE AMATEUR FOOTBALL LEAGUE Pay officials if not already done pre match Allow the referee 15 minutes to complete match forms, the referee may choose to complete the forms at a later time then send them on, this should be accepted by both clubs. Remember the RESPECT code of conduct, match officials may not want to discuss the game, if they do, listen and do not act aggressively, the league will not accept it. (See Appendix A) Text the match result ASAP, within 4 hours of kickoff. 10 fine Provide a Referee Mark after the match. (within 7 days), any mark below 51 will require a report from the club. 10 administration fine issued on day 8!!
