1. RULES 1.1 The Mooloolaba Marathon Passage Races will be governed by the current International Sailing Federation (ISAF) Racing Rules of Sailing (RRS), the International Regulations for the Prevention of Collisions at Sea (COLREGS), the Prescriptions of Yachting Australia (YA), the Yachting Australia Special Regulations (Part One Category Three), The SYC Sailing Handbook and by these Extra Provisions. 2 ALTERATIONS OF RACING RULES 2.1 ISAF RRS 50.2 is amended to include the provision, Fixed and Retractable Spinnaker Poles will be permitted for the purpose of setting Asymmetric Spinnakers. 2.2 ISAF RRS 50.3 is amended to include the provision, A Bowsprit may be used to secure the tack of a spinnaker. 2.3 The International Regulations for the Prevention of Collisions at Sea (COLREGS) will replace Part 2 of the ISAF Racing Rules between the hours of sunset and sunrise. 2.4 Yachting Australia Special Regulations Category Three (3) are amended to include Regulations: 2.04 (Crew Experience), 3.01.2 (Multihull Bulkheads), 5.02 (Safety Harnesses). 3 DIVISIONS 3.1 The Race will comprise of one (1) division. Other sub divisions may be made at the discretion of the race committee. 4 NOTICES TO COMPETITORS 4.1 Notices to Competitors will be posted on the Official Notice Board, located at the entrance to A arm, Southport Yacht Club Main Beach Clubhouse. 5 CHANGES IN SAILING INSTRUCTIONS 5.1 Any change to the Sailing Instructions will be posted before 0700 hours on the day of the Race, except that any change which affects the schedule of the Race will be posted before 1900 hours on the day before it will take effect. 6 SIGNALS MADE ASHORE 6.1 Signals made ashore will be displayed from the flagpole located to the West of the Southport Yacht Club Main Beach Clubhouse. 7 SCHEDULE OF EVENTS 7.1 Events of the Race will operate according to the following schedule. Australian Eastern Standard Time (Queensland) will be used for the timing of all signals and the Warning Signal shall be made no sooner than the time stated. 9 RACING AREA 9.1 The Racing Area will be the region offshore between the Gold Coast Seaway and Mooloolaba Sunshine Coast. Allow at least one and a half hours to reach the starting line through the Gold Coast Seaway from Southport Yacht Club. 9.2 When entering or departing the Gold Coast Seaway, the Organising Authority strongly encourages all skippers to carefully observe the prevailing conditions and wave patterns. Skippers are strongly encouraged to have all crew on deck, all hatches securely closed and to consider the need for personal flotation devices whilst crossing the Seaway. 10 THE COURSE 10.1 The courses will be coastal passage races, as follows: 10.2 Race 1 Gold Coast to Mooloolaba - Start in the vicinity of the Gold Coast Seaway Sand Bypass Jetty, between the Starting Mark (Port) and the Race Committee Vessel (Starboard). 10.3 Proceed in a Northerly direction towards Point Lookout, then Northerly toward Cape Moreton. 10.4 Finish by crossing the imaginary finish line between the imaginary MYC Mark D (Approx. 26 40.52 S, 153 08.020 E) and MYC Mark E (Approx. 26 40.44 S, 153 08.045 E). Refer to Illustration B. 10.5 Race 2 Mooloolaba to Gold Coast Start between the Starting Mark (Port) at Approx. 26 40.44 S, 153 08.045 E and the Race Committee Vessel (Starboard). Please refer to Illustration B. 10.6 Proceed in a Southerly direction towards the Gold Coast, leaving Cape Moreton to Starboard, then Southerly toward Point Lookout. 10.7 Finish by crossing the imaginary line formed by the transit of the lights on the Gold Coast Seaway Sand Bypass Jetty, crossing the finishing line in a southerly direction at a distance of not more than 0.4Nms from the seaward end of the Sand Bypass Jetty. 10.8 The Courses will be as shown in Illustration A, attached. 11 MARKS 11.1 The Starting Mark will be a Black & White Chequered inflatable cylinder, approximately 1.50 Metres high x 0.60 Metres diameter. 12 THE START 12.1 The Race will be started according to ISAF RRS Rule 26. 12.2 The Starting Line for Race 1 Gold Coast to Mooloolaba will be between a staff displaying an Orange flag or shape on the Race Committee Vessel at the Starboard end of the line (Approx. 26 40.52 S, 153 08.020 E), and the Starting Mark at the Port end, located approximately 1Nm to the East of the seaward end of the Sand Bypass Jetty, at approx. 27 56.4 S, 153 27.0 E. 12.3 The Starting Line for Race 2 Mooloolaba to Gold Coast will be between a staff displaying an Orange flag or shape on the Race Committee Vessel at the Starboard end of the line, and the Starting Mark at the Port end, located approximately 26 40.44 S, 153 08.045 E. 12.4 A yacht starting later than twenty (20) minutes after her Starting Signal will be scored Did Not Start. This changes rule A4. 12.5. All vessels shall report to the race committee vessel at the starting area with all crew on deck, no later than 10minutes prior to the warning signal for each Race, each wearing a safety harness and tether which complies with YA Special regulation 5.02. The Race Committee Vessel shall endeavour to be on station at least 30 minutes prior to the Warning Signal. Southport Yacht Club Mooloolaba Marathon 2016 - Sailing Instructions Page 4 of 10

12.6 Individual Recalls will be signalled according to ISAF RRS 29.1, except that in the event of an Individual Recall the Race Committee Vessel will attempt to contact the recalled yacht on VHF09 as soon as possible but no later than fifteen (15) minutes after the Starting Signal. This modifies ISAF RRS 29.1. 12.7 General Recalls will be signalled according to ISAF RRS 29.2 13 CHANGE OF COURSE AFTER THE START 13.1 There is no provision for a change of course after the start. 14 SHORTENED COURSE 14.1 The Course will not be shortened by the Race Committee. 15 THE FINISH 15.1 The Finishing Line for Race 1 Gold Coast to Mooloolaba; the line formed by the transit of the lights from Beacon No1 VQ G to Beacon No2 VQ R between the imaginary finishing line between MYC Mark D (Approx. 26 40.52 S, 153 08.020 E) and MYC Mark E (Approx. 26 40.44 S, 153 08.045 E). Refer to Illustration B. 15.2 The Finish Line for Race 2 Mooloolaba to Gold Coast; the imaginary line formed by the transit of the lights on the Sand Bypass Jetty, located to the South of the Gold Coast Seaway. Yachts shall cross the finishing line in a southerly direction at a distance of not more than 0.4Nm from the seaward end of the Sand Bypass Jetty. 15.2 (a) Yachts shall record their own finishing time. (b) All Skippers must SMS the Principal Race Officer (Simon Turpin) on 0400 55 8917 upon immediately finishing each Race with the details of their finishing time in the actual time format of hours:minutes:seconds (eg. A finish time of 11:30pm and 27 seconds = 23:30:27) (b) All skippers shall complete and submit a Skippers Declaration Form (attached to the Sailing Instructions as Appendix A) as soon as possible after finishing but no later than 0900 hours on Tuesday 12 th July 2016, detailing the finishing time of the yacht and any infringements of the RRS. (c) Declarations may be submitted to the Main Beach Reception Desk or the Hollywell Sailing Office or sent by email to the Hollywell Sailing Squadron Sailing Office on sailing.ops@southportyachtclub.com.au. Please contact Simon Turpin on 0400 558 917 should you have any queries in relation to this. 16 PENALTY SYSTEM 16.1 Between the hours of sunrise and sunset, the 720 penalty, Rule 44.2 of the ISAF RRS shall apply for infringement of the rules of Part 2 of the RRS. 16.2 (a) Between the hours of sunset and sunrise, the rules of Part 2 are replaced by COLREGS. The scoring penalty, Rule 44.3 of the ISAF RRS shall apply for infringement of the COLREGS. (b) (c) Rule 44.3a is amended so that a boat need not display a yellow flag, however a boat that takes a scoring penalty shall submit a declaration (attached to the Sailing Instructions) to the race committee as soon as practical but no later than 0900hrs on Tuesday 12 th July 2016. Rule 44.3c is amended so that the boats penalty score will be twenty (20) minutes added to the corrected time of the boat after the application of the PHS TCF. 17 TIME LIMIT 17.1 The time limit for the race will be thirty six (36) hours from the time of the starting signal. Yachts which have not finished by this time will be scored DNF. 18 PROTESTS AND REDRESS 18.1 Protests shall be submitted on the Protest Form, available from the SYC Sailing Office at the Hollywell Sailing Squadron or Reception Desk at Main Beach and delivered there ASAP, but no later than 0900 hours on Tuesday 12 th July 2016. 18.2 Protest Notices will be posted within thirty (30) minutes of the Protest Time Limit to inform competitors when and where there is a hearing in which they are parties to a hearing or named as witnesses. 18.3 Protests will be heard in approximately the order of receipt and as soon as possible. 18.4 Yachts, which divert from their optimum course for the purposes of search and/or rescue, or alternatively when carrying out their obligations under ISAF RRS 1.1, are strongly advised to keep a detailed log of their movements and are invited to make an application to the Race Committee for redress. The granting of and the extent and method of calculating redress shall be at the absolute discretion of the Race Committee, except that the outcome of a successful application for redress shall not result in the abandonment of the race. This amends ISAF RRS 64.2. 19 RADIO COMMUNICATIONS 19.1 All yachts shall Log-On with Gold Coast Seaway Tower prior to departing the Gold Coast Seaway and Log-Off upon entering the Gold Coast Seaway after finishing or retiring from the race. Yachts which fail to Log-On or Log-Off will be scored as DNS or DNF, respectively. NB: Seaway Tower is closed between and including the hours of 2205pm and 0515am. Please refer your communications to VMR 400 Southport on Ch 73 during these hours. They will in turn notify Seaway Tower. 19.2 The Radio Instructions, form part of the Sailing Instructions and are a mandatory requirement for all yachts. The deliberate transmission of untrue position reports by a yacht will incur penalties to be applied at the discretion of the race committee or protest committee including disqualification of the yacht. 19.3 RADIO & MOBILE PHONE INSTRUCTIONS: A.1 RADIO STATIONS The Race Control Centre of Southport Yacht Club may maintain a listening watch on, VHF73 and VHF09 for the duration of the Race. The call sign will be SYC RACE CONTROL. Alternative phone contacts are 0400 558 917 (Simon Turpin Race Control Officer), 0409 065 083 (Annie Watson - Sailing Administrator) and (07) 5591 3500 (SYC Main Beach). A.2 RADIO SIGNAL STRENGTH CHECK All yachts shall carry out a radio signal strength check with the Seaway Tower not before 1200hrs Tuesday 5 th July 2016 and prior to 1830hrs on Thursday 7 th July 2016. Failure to comply with the radio check will result in cancellation of the entry of a yacht. A.3 DEPARTURE LOG-ON AND ARRIVAL LOG-OFF All yachts shall log-on with Volunteer Marine Rescue Seaway Tower (Call sign V.M.R. 414 SEAWAY TOWER, Channel 27.91MHz or VHF73) prior to departing, stating the Vessel name and Registration Number, number of persons on board, and the estimated time of returning. All yachts shall log-off upon entering the Gold Coast Seaway after finishing or retiring from the race. Failure of a yacht to log-on or log-off as required will result in the yacht being scored as DNS or DNF, respectively. NB: Seaway Tower is closed between and including the hours of 2205pm and 0515am. Please refer your communications to VMR 400 Southport on Ch 73 during these hours. They will in turn notify Seaway Tower. A.4 MOBILE PHONE SMS POSITION REPORTING SCHEDULES Each Skipper shall SMS the Principal Race Officer (Simon Turpin) on 0400 55 8917 upon immediately passing Cape Moreton (Approx. 27.0333 S, 153.4667 E) for both Race 1 Gold Coast to Mooloolaba and again for Race 2 Mooloolaba to Gold Coast. The details of the SMS must include: Vessel Name Current position as Latitude/Longitude Estimated time of Finishing (ETF) Any relevant information regarding the yacht, crew or severe weather Southport Yacht Club Mooloolaba Marathon 2016 - Sailing Instructions Page 6 of 10

A.5 RADIO RESTRICTIONS No restrictions are placed on the receiving of weather information broadcast by Government or commercial stations. This amends ISAF RRS 41. A.6 SEVERE WEATHER FORECASTS Requests for, the passing of, and receipt of information regarding severe weather warnings shall not be regarded as an infringement of the Radio Restrictions. A.7 RADIO COMMUNICATION The Radio and Mobile Phone Instructions, form part of the Sailing Instructions and are a mandatory requirement for all yachts. The deliberate transmission of untrue position reports by a yacht will incur penalties to be applied at the discretion of the race committee or protest committee including disqualification of the yacht. 20 SCORING 20.1 The Low Point Scoring System, Appendix A.2 will apply. 20.2 Results will be decided by application of the Performance Handicap System (PHS) Time Correction Factor (TCF), expressed as four (4) decimal places and applied as a multiplier to elapsed times. The PHS TCF will be allocated by the Race Committee or its nominee, will be performance based and will not be subject to protest, redress or dispute. This modifies ISAF RRS 62.1(a). 20.3 The Navigators Prize will be calculated as the yacht which has the closest actual finishing time to their estimated time of finishing (ETF) for both Races 1 and 2 combined together (As per SI 19.3 A.4). 21 PRIZES 21.1 Prizes will be awarded for Line Honours in both Races 1 & 2. 21.2 Prizes will be awarded to 1 st, 2 nd, & 3 rd on corrected time for each race and 1 st 2 nd and 3 rd on corrected time over the Northerly and Southerly races combined. 21.3 A Navigators Prize will be awarded in accordance with SI 20.3 21.4 Other Prizes may be awarded at the discretion of the Race Committee. 21.4 Announcement of overall results and presentation of prizes will take place at approximately 1900 hours on Thursday 14 th July 2016 at the Southport Yacht Club Main Beach Clubhouse. 21.5 A crew member of the yacht must be present at the presentation to receive prizes. Prizes not collected during the presentation will be redrawn to the next placings accordingly. 22 INDEMNITY 22.1 Any entrant found to be deliberately invalidating certificates, falsifying documentation or otherwise misleading the Race Committee may be subject to action under ISAF RRS 69.1. If the Protest is upheld the yacht may be subject to disqualification from any future SYC event and the incident will be reported to the Yachting Australia. 22.2 Participants attention is drawn to: 22.2a ISAF RRS Fundamental Rule 4, which states, The responsibility for a boats decision to participate in a race or to continue racing is hers alone. 22.2b YA Special Regulation 1.02.1 which states, The safety of a boat and her crew is the sole and inescapable responsibility of the owner, or the owner s representative who must do their best to ensure that the boat is fully found, thoroughly seaworthy and manned by an experienced crew who are physically fit to face bad weather. He must be satisfied as to the soundness of the hull, spars, rigging, sails and all gear. He must ensure that all safety equipment is properly maintained and stowed and that the crew know where it is kept and how it is to be used. 22.3 All those taking part in Southport Yacht Club events do so at their own risk and responsibility.
