I. General Provisions 1.1. The Provisions define the regulations of holding the YOUTHVISION International Song Contest (hereinafter referred to as the Contest). 1.2. Preparation, organization and implementation of the Contest is carried out by the Ministry of Youth and Sport of the Republic of Azerbaijan and the Azerbaijan Student Youth Organizations' Union. 1.3. The Provisions define the regulations of the Contest. 1.4. Financing of the Contest is carried out by the Ministry of Youth and Sport of the Republic of Azerbaijan. 1.5. Legal address of the Organizing Committee: Ministry of Youth and Sport of the Republic of Azerbaijan,4, Olympic street, Baku, Azerbaijan, AZ - 1072. II. Goals and objectives 2.1. Goals: To establish the conditions for revealing andrealization of creative potential and for efficient orgartization of leisure of youth, support and development of international relations in the sphere of youth policy. 2.2. Objectives: - to establish conditions for revealing of creative potential of youth; - to expand activities in efficient and rational organization of youth leisure; - to create conditions for the international exchange of experience among the creative and talented vouth. III. The organizer of the contest 3.1. The Organizing Committee is established to hold the Contest by the Ministry of Youth and Sport of the Republic of Azerbaijan. 3.2.The Organizing Committee is endowed with the following powers: 3.2.L to ensure the implementation of the Regulations 3.2.2. to monitor the compliance with the requirements of the Regulations by the contestants 3.2.3. to approve the results of the Contest; 3.2.4. to provide a report on the Contest conduct; 3.2.5. to carrv out other activities related to the conduct of the Contest.
3.3. The OrganizingCommittee is a collegial body. Its decisions are taken by simple majority of votes. In case of tie vote, the vote of the Chairman of the Organizing Committee is crucial. 3.4. The decisions of the Organizing Committee are mandatory for participants in the conduct and orsanization of the Contest. IV. Participants 4.l.Participation in the Contest is open to performers (solo, duet, ensemble, group, bands). 4.2.Participation in the Contest is determined according to the internal procedure of each country. Countries may be represented by the winners of the various national youth music contests. 4.3. Each country will be represented by one perfonner (group) with one musical piece. 4.4. Young people aged between 14 and 35 are invited to participate in the Contest. 4.5. Contest participants shall to be registered on the website vouthvision.az till April 20,2018 and submit the following documents: l. Application form (Annex l); 2. Copy of ID card; 3. Photo 3x4 (electronic version); 4. 40 - second video (few words about yourself, hobbies, pastime, etc.) in 16x9 HD format that will be shown to spectators before the singer lband release. 4.6. The application form is a document certiffing an acquaintance and consent with the Regulations. 4.7.The contestant, registered in the appropriate order in the Organizing Committee and received a notification about it, acquires the right to participate in the Contest. 4.8. The contestants should bring all necessary stuff for the perforrnance (soundtrack in CD minus version, MP3, WAV), musical instruments (if they are involved in musical performance) and stage dresses. 4.9. The Organizing Committee bears the expenses (transfer, accommodation and meals) of the contestant or contestants (members of the musical band, but not more than 3 performers), and I (one) representative of the jury from each country. The travel expenses (air or railway tickets) are paid by participants themselves.
4.10.If a country sends more than 3 participants (in the composition of the musical band, dancers, etc.), all expenses of those participants are covered by the sending party. 4.ll.In case of violation of one of the paragraphs provided by the Article IV of the Regulations, the participant is not allowed to the Contest. V. Dates of the Contest 5.1. The main rehearsal for the Contest will be held on 23-24 May 2018. 5.2. The finales will be held on 25 Mav 2018 at the "Elektra Events Hall" in Baku. 5.3. Arrival and departure dates: Arrival date - 2AMay,2018 Departure date - 26May,2018 5.4 The organizers pay for stay in the country only in the period from 20-to 26May 2018. VI. Jury 6.1. Evaluation of participation in Contest is carried out by the Jirry. 6.2.The Jury includes one (1) representative from each country. 6.3. Member of the Jury shall be at the age of 14-35. 6.4. Member of the Jury shall to be registered on the website vouthvision.az till April 20,2018 and submit the following documents: 1 Application form of the member of the jury (Annex2); 2. Copy of ID card; 3. Photo 3x4 (electronic form). 6.5. The Jury is endowed with the following powers: 6.5.1. to determine the winners of the finals; 6.5.2. to determine a winner in case if one or more contestants will score the same amount of points; 6.5.3.1o consider complaints of contestants and make the relevant decisions.
6.6. During the Contest the Jury members shall wear the national costumes of the country they represent. VII. Voting rules 7.1. The open voting of the Jury members is carried out at the final stage of the Contest 7.2. Thejury members vote on a scale with the following points: 1,2,3, 4, 5, 6,7, 8, 10 and 12. 7.3. The contestant with a simple majority of the scores will be declared the winner. 7.4.In case of scoring the same amount of points by the contestants as a result of voting, the Jury shall draw lots between these contestants. VUI. Awards and the Prize Fund 8.1. The prize Fund makes up US $ 6,000. The contestants taken the 1,2 and3 places in the Contest win a prize in the amount of respectively US $ 3000, 2000 and 1000 and be awarded by diplomas and valuable presents of the Ministry of Youth and Sport of the Republic of Azerbaijan and the Azerba4an Student Youth Organizations' Union. 8.1.1. In case of victory of the musical band the prize fund shall be divided among the members of the band. 8.2. The Organizing Committee reserves the right to present an incentive prize to individual contestants. 8.3. The Organizing Committee reserves the right to attract the additional sponsors for rewarding the contestants.
