TCFSA Open Hosted by the Twin City Figure Skating Association August 16 th -18 th, 2018 The TCFSA OPEN will be conducted in accordance with the rules and regulations of U.S. Figure Skating, as set forth in the current rulebook, as well as any pertinent updates which have been posted on the U.S. Figure Skating website. This competition is open to all eligible, restricted, reinstated or readmitted persons as defined by the Eligibility Rules, and is a currently registered member of a U.S. Figure Skating member club, a collegiate club or an individual member in accordance with the current rulebook. Please refer to the current rulebook for non-u.s. Citizens. ELIGIBILITY/TEST LEVEL: ELIGIBILITY and Test Level: The Competition is open to all registered US Figure Skating members in good standing who are residents of the state of Minnesota AND home club members of a Minnesota US Figure Skating Club as of July 8 th, 2018. Competition level is the highest test passed as of the entry deadline, in the discipline the skater is entering. 1) Skaters must compete at the highest freestyle test level passed 2) Skaters cannot skate up a level at the TCFSA Open Competition Age restrictions/requirements: Skaters entering pre preliminary through pre-juvenile events will be divided as closely as possible by age, should the number of entries warrant more than one group. ENTRIES: Fees are $100.00 for the Pre-Preliminary through Senior levels. Online Registration is required and is available via secured credit card transaction at TCFSA.ORG and serviced by EntryEeze. Upon receiving your online registration, an email will be sent to the skater s coach to verify the accuracy of the entry and to the skater s home club to certify the skater s standing within the club. As part of the entry fee, skaters will receive one complementary video of their event. ENTRY DEADLINE: There will be NO LATE ENTRIES accepted after 11:59PM on Sunday, July 8 th, 2018. There are no exceptions to this deadline. REFUND POLICY: Entry fees will not be refunded after JULY 8 th, 2018 unless no competition exists or the event is canceled. There will be no refunds for medical withdrawals. The online processing fees are not refundable. Contested credit card charges will be issued a $25.00 fee. Payment of the fee will be required before the skater is allowed to participate in practice ice or events.

FACILITIES: FACILITIES: The competition will be held at: Bloomington Ice Garden 3600 West 98 th Street Bloomington, MN 55431 The Bloomington Ice Garden has two ice s each measuring 85 feet x 200 feet and one ice measuring 100 feet x 200 feet. A concession stand and will be available during the competition. MUSIC: Music will be played from CD s and must be clearly labeled with the competitor s name and competition event. Hard sided jewel cases will not be accepted. The official competition music must be turned in at the registration table at the time of check-in. A duplicate CD should be readily available. Music may be picked up at the registration table following each event. Every reasonable care will be taken, but the TCFSA cannot be responsible for CDs left at the end of the competition. Please have separate CDs for practice and competition. Skaters are not registered until their music has been turned in at the registration desk and YOU WILL NOT BE ALLOWED ON PRACTICE ICE UNTIL YOU ARE OFFICIALLY REGISTERED. LIABILITY: U.S. Figure Skating, Twin City Figure Skating Association and the Bloomington Ice Garden accept no responsibility for injury or damage sustained by any participant in this competition. This is in accordance with Rule 1600 of the official U.S. Figure Skating Rulebook. JUDGING SYSTEM: The 6.0 Majority Judging System will be used for all events. REGISTRATION: The registration desk will be open one hour prior to the first scheduled practice time on Thursday, August 16 th and will remain open during all scheduled events and practice sessions. All notices will be posted at the registration table in the lobby of the arena. Please register promptly upon arrival. LOCKER ROOMS AND CHANGING AREAS: The TCFSA Open will be following the Locker Rooms and Changing Area policy included in the SafeSport Handbook. PRACTICE ICE: Official practice ice is NOT included in the entry fee, but practice ice for THURSDAY, AUGUST 16 th may be purchased in advance through the EntryEeze system. Thursday, August 16 th, 2018 is the only day practice ice is available in the competition arena and the only day of ice available for pre-purchase. ONLINE purchases of practice ice are for THURSDAY, AUGUST 16 th ONLY and will be $15.00 pre-paid via credit card. Skaters will only be allowed TWO practice ice sessions on Thursday. The practice ice sessions will be leveled, are 20 minutes in length and limited to 18 skaters per session and may begin as early as 6:00 AM on Thursday. After the closing of entries, skaters who have pre-purchased sessions will be able to pick their ice times via EntryEeze. You will not be able to pre-purchase any practice sessions for Friday and Saturday online, however, practice ice will be available via the registration desk. Once the registration desk is open on Thursday, August 16 th, skaters may purchase Friday and/or Saturday sessions in person at a cost of $20.00 per session. Music will not be played during practice ice. PHOTOGRAPHY/VIDEOGRAPHY: The event will offer official photography and videotaping services. VIDEO will be provided by Perkins Media and IS INCLUDED IN THE ENTRY FEE. Registration fees for individual registrants include one FREE video of your choice compliments of the Twin City Figure Skating Association. Please bring a thumb drive for the videographer to download your video. Thumb drives will also be available for purchase from the videographer. A free video coupon will be provided in your registration package. Additional videos will be available for purchase for most events.

AWARDS: Awards will be presented during the course of the competition. Please check with the registration desk for time and location. *Individual Awards will be presented to the top four (4) skaters in all final round events. OFFICIAL NOTICES: An official bulletin board will be maintained at the registration desk. It is the responsibility of each competitor, parent and coach to check the bulletin board frequently for any schedule changes and/or additional information. Skaters are requested to arrive 45 minutes prior to the scheduled time of their event. A tentative schedule of events will be posted prior to the competition. INFORMATION REGARDING COACHES: U.S. Figure Skating Rule MR 5.11 Coach Registration In order to be granted access to work within U.S. Figure Skating sanctioned activities, each coach must complete the following requirements on an annual basis by July 1: A. Must be a current full member of U.S. Figure Skating - either through a member club or as an individual member; B. Must complete the coach registration process through the U.S. Figure Skating Members Only site, submit proper payment for the annual registration fee of $30 and, if 18 years of age or older, successfully pass the background screen. C. Must complete the appropriate CER courses (A, B, C or D) depending on the highest level of students being coached as of July 1. See rule MR 5.12. D. Must submit proof of current general liability insurance with limits of $1 million per occurrence/$5 million aggregate. The local organizing committee/club will have a list of compliant coaches who are cleared for a credential at the competition. Coaches will need to check in at the event registration desk and show a government issued photo I.D. to receive a credential. If a coach cannot provide a photo I.D. and is not on the list or cannot produce the necessary documents, he or she will not be allowed a credential no exceptions. We strongly urge all coaches to have their cards with them. Non-credentialed coaches will not be permitted in the designated coaching area at rink side during events including practice sessions. Coaching at U.S. Figure Skating events without proper registration is an ethics violation which is reported to U.S. Figure Skating and PSA. EVENTS OFFERED TEST TRACK FREESKATE: Pre-Preliminary through Senior *Skaters must compete at the highest freestyle test level passed. General event parameters: 1. Skaters may not enter both the MN State Championships (Well-Balanced Free Skate) event and the TCFSA Open (Test Track Free Skate) events at the same nonqualifying competition. 2. Skaters will skate to the music of their choice. Vocal music is permitted at all levels. 3. Level will be determined by the highest Free Skate test passed. 4. Minimum number of spin revolutions are in ( ) following the spin description. Revolutions must be in position. 5. The following deductions will be taken: - 0.1 from each mark for each technical element included that is not permitted in the event description. - 0.2 from the technical mark for each extra element included. - 0.1 from the technical mark for any spin that is less than the required minimum revolutions. Level Jumps Spins Step Sequences Qualifications Pre-Preliminary 1:40 maximum Maximum of 5 jump elements: Jumps with not more than one-half rotation (front to back or back to front including half-loop) Single rotation jumps: Salchow, toe loop and loop only. Max. 2 jump Two spins of a different nature, one position only. No change of foot, no flying entry. (Min. 3 revolutions) Connecting moves and steps should be demonstrated throughout the program Skaters may not have passed tests higher than U.S. Figure Skating prepreliminary free skate test Preliminary 1:30 +/- 10 sec. Maximum of 5 jump elements: Jumps with not more than one rotation (no Axels). Max. 2 jump One spin in one position; no, no flying entry. (Min. 3 revolutions) One spin consisting of a front scratch to back scratch; exit on spinning foot not mandatory. (Min. 3 revolutions per foot) Connecting moves and steps should be demonstrated throughout the program Skaters must have passed at least the U.S. Figure Skating pre-preliminary free skate test but may not have passed tests higher than the preliminary free skate test

(Min. 4 revolutions per foot) Only solo spin may fly sequence fully utilizing ice Skaters must have passed at least the U.S. Figure Skating pre-juvenile free skate test but higher than juvenile free skate test Intermediate 2:40 +/- 10 sec. Maximum of 6 jump elements: Any single jumps. Double jumps permitted: double Salchow and double toe loop. Maximum of 3 jump One must be a flying spin (min 5 revolutions), One must be a combination spin with at least one and at least one change of position (minimum 4 revolutions per foot). sequence fully utilizing ice Skaters must have passed at least the U.S. Figure Skating juvenile free skate test but higher than intermediate free skate test

Men: 4:00 +/- 10 sec. Maximum of 8 jump elements for men and 7 for ladies: Any single jumps. Double jumps permitted: double Salchow, double toe loop, double loop and double flip Maximum of 3 jump Maximum of 3 spins of a different nature: One spin in one position (Min. 6 revolutions) One flying spin (Min. 6 revolutions) One combination spin consisting of all three basic positions and one (2 per position, min. 5) revolutions per foot) sequence fully utilizing ice (See rule 4105 for remarks) Skaters must have passed at least the U.S. Figure Skating novice free skate test but higher than junior free skate test Senior Ladies: 4:00 +/- 10 sec. Men: 4:30 +/- 10 sec. Maximum of 8 jump elements for men and 7 for ladies: Any single jumps. Must include at least four different double jumps, one must be a double Lutz. Triple jumps are not permitted Maximum of 3 jump Maximum of 3 spins of a different nature: One spin in one position (Min. 6 revolutions) One flying spin (Min. 6 revolutions) One combination spin consisting of all three basic spin positions and one (2 per position, min. 5 revolutions per foot) Men: Two different step, one being of advanced difficulty, both fully utilizing the ice. (See rule 4105 for remarks) Ladies: sequence of advanced difficulty, covering the full ice and one spiral sequence. (See rule 4104 & 4105 for remarks.) Skaters must have passed at least the U.S. Figure Skating junior free skate test

Instructor/coach has verified that the skater/team is entered in the correct level. The Program Director/Club Officer has verified that the skater/team is in good standing.
