UNDER THE CHAIRMANSHIP OF THE HON BLE LT. GOVERNOR OF DELHI. 1. As per the directions received from Addl. Secretary to L.G. vide letter No.100(3)15/RN/100/B-3678 dt. 13.03.15, the 50th Governing Body meeting of UTTIPEC was convened which was held on 17.03.15 at 10.30 A.M. at Raj Niwas under the Chairmanship of the Hon ble L.G. of Delhi. The detailed agenda items for discussion were circulated to members in advance containing brief background and proposal of each project recommended by Working Groups. The list of members and participants, who attended this meeting is enclosed as Annexure X. 2. Addl. Commissioner (Plg.)TC&B, DDA welcomed Hon'ble L.G., Chairman, UTTIPEC and other members/ special invitees to the 50th Governing Body meeting of UTTIPEC. 3. The Minutes of the 49th Governing Body meeting circulated on 09.03.15 were confirmed as no comments /observations were received from members. 4. Regional Connectivity (Haryana to Delhi- Alignment of 80M R/W road from the boundary of NCT Delhi to Village Bijwasan Road extended upto UER-I- Preparation of DPR for the Link Road from Dwarka (UER-II to Delhi-Haryana Border) - Presentation by DDA. The Agenda was placed in the Governing Body as per the list of Agenda Items received from L.G. Office vide letter No.100(3)15/RN/100/B-3678 dt. 13.03.15 from Addl. Secretary to L.G. for placing before the Governing Body. The proposal was already approved in the 47 th Governing Body meeting held on 25.6.14. Chief Engineer(Projects) DDA made a presentation and briefed the status of the acquisition of land for implementation of the road. He informed that proposal for acquisition of 31.37 acre land has been sent to Lands Management Wing of DDA but due to amendment in Land Acquisition Bill being pending in the Parliament the land acquisition has not taken place. It was also informed that the attempt has been made for direct purchase of land from the private persons and consent is being obtained from private land owners.. Jt. Commissioner(Traffic) raised observations that Option 4 of the proposal already approved by UTTIPEC in 47 th Governing Body meeting on 25.6.14 is not technically feasible as the steep curve of the proposed alignment to the NCT border would lead to accidents and is not desirable. DIMTS Consultants of DDA informed that all the 4 options were discussed in detail in the 47 th Governing Body meeting and based on various design studies and feasibility, option 4 was approved by the Governing Body. Decision : After detailed deliberation, following decisions were taken: 1

i) The consultants for DDA will carry out detailed studies for justification of alignment taking into consideration the design speed and same will be presented again in the next Governing Body meeting. ii) A joint site visit shall be conducted by Chief Engineer (Projects), DDA, Delhi Traffic Police, PWD and consultant (DIMTS). iii) iv) The simulation study is to be conducted by the Consultants. The road which has already been built from UER-II is to be taken up for further construction upto UER-I from already build road portion. Action: Chief Engineer (Projects), DDA 5. One way traffic circulation scheme for decongestion of ITO junction Jt. Commissioner of Police(Traffic) presented the one way traffic circulation scheme for decongestion of ITO Junction. He informed that continuous flow of traffic can be achieved by restricting certain movements at intersection. The following one way movement was suggested: a) The traffic approaching from Tilak Bridge and Destined to Delhi Gate to take a compulsory left turn along DDU Marg, take a right turn to Vishnu Digamber Marg and proceed to Delhi Gate. The traffic destined to East Delhi takes a Right turn at Bahadur Shah Marg and then take a left turn towards Vikas Marg. b) The traffic coming from Laxmi Nagar and going to Delhi Gate side to go straight at ITO intersection along DDU Marg, take a right turn to Vishnu Digamber Marg, take a compulsory right turn to Kotla Marg and take a left turn for going towards Delhi Gate. c) The traffic coming from Delhi Gate side and going to Laxmi Nagar, India Gate and Railway Station have to follow signs and execute left turn, straight and right turn respectively. d) The traffic coming from Railway Station goes to Delhi Gate, Laxmi Nagar and India Gate which have to take a compulsory left turn to Mata Sundari Lane, take a right turn to Kotla Marg, take a left turn for going towards Delhi Gate. The traffic destined to Laxmi Nagar and India Gate will take a right turn to Bahadur Shah Zafar Marg and take a left turn for going towards Laxmi Nagar and go through the straight for going towards India Gate. As part of the one way traffic circulation plan, the following improvements were suggested: i) Leveling of both carriageways of Bahadur Shah Zafar Marg. ii) Suitably modification of Entry and Exit of Vishnu Digamber Marg to accommodate smooth entry and exit of large volume of vehicles. iii) Exploring widening of Vishnu Digamber Marg to take the high volume of traffic. iv) Widening of existing roads after removing the existing structure and few trees. v) Relocation of bus stops and demarcating para transit stops vi) Geometric improvement including cross section improvements, intersection design, alignment of center line etc. vii) Access control for adjacent properties viii) Signages and lane markings ix) Redesign of signal phasing scheme x) Integration of underpass from Metro Station with footpaths and bus stops as well as the TOD scheme for ITO metro station being developed by UTTIPEC. 2

xi) xii) xiii) Parking relocation Contrasting islands to protect existing trees. Shifting of utilities, services and existing signages scheme. Decision The one way traffic circulation scheme for decongestion of ITO Junction was approved in principle with the following actions to be taken up by the concerned implementing agencies: i) To discourage pedestrians for cross over, PWD to install grills on the central verge. ii) PWD to take up all the works related to Road retro fitting signages and lane marking etc. iii) Parking survey for Darya Ganj to be conducted by DMRC and parking sites to be identified.. iv) PWD/DMRC to examine the feasibility for extending the proposal of trams upto Darya Ganj. v) NDMC to implement the proposal in the area under their jurisdiction. vi) The proposal is to be uploaded on UTTIPEC website for obtaining feedback from general public. vii) Traffic Police will conduct the trial run. Action: Traffic Police, PWD, DMRC, NDMC 6. One way Traffic Circulation Plan to decongest W-Point, Tilak Marg, Mathura Road, BSZ Marg and Subhash Marg in consultation with NDMC and PWD : Jt. Commissioner (Traffic) made the presentation for one way traffic circulation plan to de-congest W-Point, Tilak Marg, Mathura Road, Bahadur Shah Zafar Marg and Subhash Marg. For de-congestion of traffic, the following one way traffic movement for vehicles was proposed:- i) The traffic coming from Mathura Road for W-Point is to take compulsory left turn for Bhagwan Dass road and then to take right turn for Tilak Marg for reaching W-Point and take left turn for Sikandara Road. ii) The Traffic coming from Mandi House towards Bhagwan Das Road is to take Sikandara Road W-Point Mathura Road and to take a right turn for Bhagwan Dass Road. iii) The vehicles coming from A-Point towards W-Point is to take compulsorily left turn on Mathura Road and then to take a right turn for Bhagwan Dass Road right turn for Tilak Marg reach W-Point turn left for Sikandara Road Mandi House. Shortening/removal of Central Verges: i) On Mathura Road between W -Point and Mathura Road Bhagwan Dass intersection. ii) On Bhagwan Dass Road between Mathura Road Bhagwan Dass intersection and Tilak Marg Bhagwan Dass Road intersection. iii) On Tilak Marg between Tilak Marg Bhagwan Dass Road intersection and W -Point iv) On Deen Dayal Upadhyaya Marg between A -point and Deen Dayal Upadhyaya Marg Kotla Road intersection. 3

v) On Bahadur Shah Zafar Marg between Kotla Marg Bahadur Shah Zafar Marg intersection and A -Point. vi) There is also need to install adequate number of road signages and street furniture to inform/warn the motorists. Modification of Traffic Islands: i) A - Point ii) W -Point iii) Mathura Road Bhagwan Dass Road iv) Tilak Marg Bhagwan Dass Road v) Deen Dayal Upadhyaya Marg Vishnu Digmber Marg vi) Deen Dayal Upadhyaya Marg Kotla Road vii) Vishnu Digamber Marg Kotla Marg viii) Kotla Marg Bahadur Shah Zafar Marg Decision Action: Traffic Police, NDMC/PWD The one way traffic circulation scheme for de-congest W-Point, Tilak Marg, Mathura Road, BSZ Marg and Subhash Marg was approved in principle with the following actions to be taken by the concerned implementing agencies: i) NDMC/PWD to take up the works/modifications as suggested by the Traffic Police regarding modifications of Traffic islands, shortening, removal of central verges, works related to road retro fitting, signages, lane marking etc. ii) iii) Traffic Police will conduct a trial run. The proposal is to be uploaded on UTTIPEC Website for obtaining opinion from the general public. The meeting ended with vote of thanks to the Chair. L. G. Office 1. Sh.
