USDA Rule Effective March 11, 2013 Animal Disease Traceability (ADT) Rule Requirements Individual Identification means a NUES Brite metal or a 840 style ear tag or other form of WVDA approved identification. All cattle moved across state lines for shows, rodeos and other recreational events regardless of age require individual identification. All cattle coming into West Virginia requires an Interstate Certificate of Veterinary Inspection (CVI). Feeder Goats and Boer X goats can have horns, but must be tipped. Boer breeder goats may have horns. Disbudding is allowed, but NO SCURS! ALL must have collars 10. Dairy Cattle must represent breed type 11. Feeder steers will be exhibited clean, dry and unfitted. Steers are to be clipped before show day. They may only be washed and brushed or combed on show day. No other materials may be used. 12. Each youth exhibitor is to prepare his/her own animal for exhibit with possibly a minimal amount of assistance from parents or other youth livestock exhibitors 13. ATTENTION All Exhibitors of Goats, Cattle, Swine, Sheep & Horses Revised Inspection Protocol 1. All animals will be inspected when unloaded. Any animal found with an apparent contagious and infectious disease (foot rot, sore mouth, etc.) will NOT be allowed to participate! 2. ALL ANIMALS MUST BE IN COMPLIANCE WITH the USDA Animal Disease Traceability (ADT) Page 2 and WVDA Animal health requirements, Pages 7 9 3. Documentation to send with animal: If animal was purchased from out of state, a Certified Veterinarian Inspection (CVI) and a Bill of Sale or proof of ownership (ie. Registration paper). If animal was purchased in state, provide a Bill of Sale or proof of ownership. If animal was purchased at an approved market out of state, a Bill of Sale (no CVI required). 4. All market lambs must be sheared for inspection. 5. All sheep & goats must have a scrapie tag or tattoo (readable). If a microchip is used, scanner must be provided by owner. 6. If a scrapie tag has been lost, supply the number of the lost tag and the WVDA inspector will retag. 7. Negative Coggins test required for horses within the last 12 months. Out of state horses must have a valid CVI within 30 days of the show. There will be a designated inspection and unloading area separate from the barn areas. 6

WV ANIMAL HEALTH REQUIREMENTS 2014 All livestock imported into the State of West Virginia for fairs, festivals, and shows shall be accompanied by an Official Certificate of Veterinary Inspection approved by the livestock health official of the State of origin. A copy of the approved Certificate of Veterinary Inspection shall be forwarded to the Director of the Animal Health Division, West Virginia Department of Agriculture, Capitol Building, Charleston, West Virginia 25305, and should be in his possession (5) five days prior to the arrival of livestock. Official Certificate of Veterinary Inspections (CVI) is good for 30 days. All out of state cattle must have official identification listed on the health certificate. Any animal showing signs of a potential infectious or contagious disease will not be allowed to participate in the event. Note: Cattle and goats from other states with disease outbreaks may be required to secure a special permit from the Director of Animal Health Division, West Virginia Department of Agriculture, Charleston, West Virginia 25305, phone number (304) 558-2214, before being admitted into West Virginia. The final disposition of all entries shall be made by a WVDA Animal Health Inspector or in their absence, a local fair official. # # # 7

TUBERCULOSIS IN CATTLE Cattle to be exhibited at West Virginia fairs, festivals, and shows must meet one of the following requirements: From West Virginia: No test required, if herd is not under quarantine for tuberculosis From Other States: 1. From Bovine Tuberculosis Free State No test required. Interstate CVI is required. All out of state cattle must have official identification listed on the health certificate. 2. From other than Bovine Tuberculosis Free State If originating from an accredited TB free herd No test required, or If herd of origin has had a complete negative herd test within 12 months - No test required, or All other bovine require a negative TB test within 60 days of show. Nursing calves may be shown on dam s negative CVI. All out of state cattle must have official identification listed on the health certificate. BRUCELLOSIS IN CATTLE Cattle to be exhibited at West Virginia fairs, festivals, and shows must meet one of the following requirements: From West Virginia: No test required, if herd is not under quarantine for brucellosis. From Other States: 1. From Brucellosis Free State No test required. Interstate CVI is required. All out of state cattle must have official identification listed on the health certificate. 2. From other than a Brucellosis Free State: Official Brucellosis vaccinates under 24 months (beef) and 20 months (dairy) of age from a herd not under brucellosis restrictions No test required, or Originating from a Certified Brucellosis Free herd No test required, or Complete herd test within one year before the show No test required, or A negative brucellosis test within 30 days. Nursing calves may be shown on the dam s negative CVI. All out of state cattle must have official identification listed on the health certificate. LEPTOSPIROSIS IN CATTLE * Recommended: Vaccinations for L. canicola, L. icterhaemorrhagiae, L. hardjo, L.pomona and L.grippotyphosa, are to be seriously considered. 8

HEALTH REQUIREMENTS FOR GOATS TB & BRUCELLOSIS FOR GOATS All out-of-state goats must be accompanied by an Official CVI good for 30 days. USDA regulation states that you must have an official Scrapie ID and the ID# must be listed on the CVI. All goats will be inspected by West Virginia Animal Health Officials. From West Virginia: 1. Official Scrapie ID 2. Honor Herd Certificate recommended From Other States: 1. Health Certificate (CVI) 2. Official Scrapie ID 3. No Test Required HEALTH REQUIREMENTS FOR SHEEP All out-of-state horses must be accompanied by an official CVI good for 30 days From West Virginia and From other States : 1. Market class of lambs to be inspected at event by West Virginia Animal Health Officials. 2. Must be accompanied by an official CVI, or Have a current Honor Flock Certificate. 3. Scrapie ID required for all sheep and goat. HEALTH REQUIREMENTS FOR HORSES All out-of-state sheep must be accompanied by an Official CVI good for 30 days. Must have a negative Coggins Test from a USDA approved laboratory within the last 12 months. From Other States: Must be uniquely identified. 1. RECOMMENDED EQUINE VACCINATION Vaccination Programs should at least include: Flu, Tetanus, Eastern & Western Encephalitis, West Nile Virus and Rabies. NOTE: No animals from any herd or herds under restrictions will be permitted to show or sell. Animal Health Officials of the West Virginia Department of Agriculture reserve the right to examine any animal consigned and exclude animals from the show or sale that exhibit signs of disease. 9

HORSE SHOW RULES AND REGULATIONS CLASS SPECIFICATIONS Every class offered herein shall be primarily run by the rules and regulations of the current USEF rulebook, where applicable, and further shall be conducted and judged accordingly. The judge s decision is always final. ALL CLASSES Require that entry forms and waivers must be completed for each horse and rider combination prior to the start of the class. Management reserves the right to split or combine any class due to size. BEGINNER CLASSES Open to any rider in first or second year of showing. To be shown at the walk and jog or trot. These exhibitors are not allowed to cross enter in any class that is required to canter or lope. JUNIOR CLASSES Open to riders age 17 and under as of January 1, 2015. SENIOR CLASSES Open to riders age 18 and over as of January 1, 2015. LEADLINE CLASSES Open to riders age 8 and under as of January 1, 2015. These riders may not cross enter in any other division. PEE-WEE WALK CLASSES Open to riders 10 and under as of January 1, 2015. These riders may not cross enter in any other division. GREEN HORSE CLASSES Open to any horse or pony in first or second year of showing. WORKING HUNTER CLASSES Open to any horse or rider (with the exclusion of leadline, pee-wee, or beginner riders). GAITED CLASSES Open to any gaited horse. PLACINGS Will place first through sixth place in all classes. CHAMPION AND RESERVE Will be awarded for each division having three or more participating riders. YEAR END SERIES AWARDS Will be awarded for horse and rider combinations. Must attend 3 of the 5 shows to qualify. POINTS Are awarded through sixth place for horse and rider combination (1 st - 7 points, 2 nd - 5 points, 3 rd - 4 points, 4 th - 3 points, 5 th - 2 points, 6 th - 1 point). STALLS Available on a first come, first serve basis, $20.00 for the day, $10 will be refunded upon inspection of a clean, stripped stall. ATTIRE All exhibitors under the age of 21 must wear ASTM/SEI protective helmets with harness fastened at all times while mounted anywhere on the grounds. Boots must be worn.
