SSG-BLR INTERNATIONAL AMATEUR CHAMPIONSHIP (A WORLD AMATEUR GOLF RANKING EVENT) CONDITIONS OF COMPETITION The following conditions, together with any additions or amendments as published by the Tournament Committee at the host club, will apply under Rule 33-1 to this Championship. 1. GENERAL a. The SSG-BLR International Amateur Championship (hereinafter known as Championship ) will be played at the Jack Nicklaus Course at Bintan Lagoon Resort from 6 May 2018 to 9 May 2018. For this Championship, any reference to gender applies to all genders. 2. SCHEDULE OF PLAY a. The schedule of play shall be as follows: Sunday, 6 May 2018 - Free Practice Round Monday, 7 May 2018 - First Round Tuesday, 8 May 2018 - Second Round (Cut-off) Wednesday, 9 May 2018 - Final Round 3. FORMAT OF PLAY a. The Championship will be decided by stroke play over three rounds of 18 holes in accordance with the Rules of Golf as approved by R&A Rules Limited and in accordance with the Local Rules approved by the Tournament Committee. b. There shall be a cut-off after 36 holes. The top sixty (60) percent of the field with the lowest aggregate gross score in the respective Divisions over the first 36 holes will qualify for the final round on 9 May 2018. Those who missed the cut may continue to play a non-competitive round either at Jack Nicklaus course or Ian Baker Finch course. c. The Champion shall be the player with the lowest gross aggregate score over the three rounds. 4. FIELD SIZE a. The field will be limited to a maximum of 100 competitors. b. In the event that the entries fall short or exceed the aforesaid numbers, the Tournament Committee reserves the right to amend the eligibility requirements as they deem fit. In general, entries will be based on the entrants with the lowest Handicap Index. 5. ELIGIBILITY a. The Championship is open to any persons who are: i. Amateur golfers in accordance with the Rules of Amateur Status as promulgated by R&A Rules Limited and have met the following stipulated handicap index range as at 1 March 2018 for the respective Divisions: USGA Handicap Index of 12.0 or lower (for Men s Division) USGA Handicap Index of 18.0 or lower (for Ladies Division) USGA Handicap Index of 20.0 or lower (for Seniors Men Division) ii. For Seniors Men Division, every participant must reach the age of 50 years or older by 6 May 2018. iii. The handicap index of all entrants must be issued by a licensed golf club that is affiliated to its national golf association. 1

6. ENTRIES & CLOSING DATE a. The Entry Fee and relevant Golf Packages are as indicated in the Entry Form. b. Entries must be made on the official entry form and be endorsed by the Secretary or Handicap Chairman of the players home club, or can also be registered online at the SSG website (www.singaporegolfers.org). (NOTE: If a player s handicap Index is maintained by more than one Club, the official entry form must be endorsed by the aforesaid office where the handicap index is the lowest.) c. An application for a player who is a minor (under the age of 18) upon the date of submission by a parent/guardian, list parent/guardian s name, phone number, and email address. The parent/guardian must agree to be bound by all terms and conditions on their behalf and on behalf of the minor player. d. By submitting an official entry form, registering online, or verbally committing to compete or any other means (e.g. sending the Entry Form by way of email), all competitors agree to abide by the prescribed terms and conditions and/or any other supplementary terms and/or conditions adopted by the Tournament Committee. e. Entries must be accompanied with the full Entry Fee in SGD and must reach the office of Society of Singapore Golfers at 69 Ubi Road 1, #10-26 Oxley Bizhub, Singapore 408731 no later than 23 April 2018 before 12.00 pm (Singapore Time). Proof of posting is not proof of receipt. f. Payment can be made either by one of the following modes: cheque, fund transfer, bank draft, money order, or telegraphic transfer. For payment by telegraphic transfer, please include an additional of SGD 10.00 to the Entry Fee as a result of bank charges. h. The Tournament Committee reserves the right to accept or reject any entry without assigning any reason whatsoever. Any acceptance of late entries shall be at the sole discretion of the Tournament Committee. 7. WITHDRAWAL/CANCELLATION a. Any withdrawal or cancellation must be made before 23 April 2018 or otherwise there shall be no refund of entry fee after the aforesaid date. b. A SGD 30.00 service charge will be deducted from all refunds. 8. INSURANCE a. All players must be adequately covered with a golfer s insurance policy underwritten by a reputable insurance underwriter. Proof of insurance coverage must be submitted together with the entry form. 9. WINNERS & PRIZES a. The following prizes will be awarded: Men s Division The Champion 1st Runner-up 2 nd Runner-up 3 rd Runner-up Ladies Division The Champion The Runner-up Seniors (Men) Division The Champion The Runner-up 2

10. LIST OF CONFORMING DRIVER HEADS a. The specimen Condition in the Rules of Golf is in effect see pages 154 to 155. b. An updated List of Conforming Driver Heads is available on The R&A s website at http://www.randa.org/rulesequipment/equipment/equipment-explorer. 12. USE OF DISTANCE MEASURING DEVICE IS PERMITTED a. In this competition, a player may obtain distance information by use of a distance-measuring device. If, during a stipulated round, a player uses a distance-measuring device to gauge or measure other conditions that might affect his play (e.g. elevation changes, wind speed, etc.), the player is in breach of Rule 14-3. 13. USE OF CADDIE a. The player may engage a caddie provided by the hosting club or to bring their own caddie subjected to Clause 13b. b. A player is prohibited from having his or her parent or any golf coach or teaching golf professional to serve as his or her caddie during the stipulated round. c. Penalty for breach of this condition, please refer to the specimen Condition in the Rules of Golf on page 157. 14. DRAW a. The draw list for the first and second rounds will be made by the Tournament Committee prior to start of the Championship. b. The draw for the final round will be based on the cumulative gross scores of the preceding rounds. 15. TIME OF STARTING a. Players shall start at the time and in the order indicated in the draw. No substitution of players and changes of starting times shall be permitted after the draw has been made. b. The Tournament Committee reserves the right to change the draws and vary the starting times without giving any reason thereof. 16. PACE OF PLAY (NOTE TO RULE 6-7) a. Time Allowed Each hole has been given a maximum completion time based upon the length and difficulty of the hole. The maximum time allotted for completion of 18 holes will be available prior to play. b. Definition of Out of Position The first group and any group after a starter s gap will be considered out of position if, at any time during the round, the group s cumulative time exceeds the time allowed for the number of holes completed. Any following group will be considered out of position if it is more than the starting interval time behind the group in front. Note: In making a decision on whether to time a following group that is out of position, leniency may be shown to a group that has not exceeded the time allotted for the number of holes completed. c. Procedure When Group is Out of Position If a decision is taken to time the group, each player in the group will be subject to individual timing by a referee. Each player in the group will be advised that they are out of position and are being timed. The maximum time allocated per shot is 40 seconds. 10 extra seconds are allowed for the first player to play: on a par 3 hole; an approach shot; and a chip or putt. The timing will start when a player has had sufficient time to reach his ball, it is his turn to play and he is able to play without interference or distraction. 3

On the putting green, timing will start when the player has had a reasonable amount of time to lift, clean and replace his ball, repair ball marks and move loose impediments on his line of putt. Time spent looking at the line from beyond the hole and/or behind the ball will count as part of the time taken for the next stroke. Timing ceases when a group is back in position and players will be advised accordingly. NOTE: In some circumstances, an individual player or a few within a group may be timed instead of the entire group. d. Penalty for Breach of Condition 1 bad time - Player will be warned by the referee and told that if he has a further bad time he will be penalised 2 bad time - Penalty of One Stroke 3 bad time - Further Penalty of Two Strokes 4 bad time - Disqualification e. Procedure When Again Out of Position During Same Round If a group is out of position more than once during a round, the above procedure will apply on each occasion. Bad times and the application of penalties in the same round will be carried forward until the round is completed. A player will not be penalized if he has a second bad time before being advised of his earlier bad time. f. Random Timing Without Warning When Group Not Out of Position In some circumstances, a group or an individual player may be timed without warning, including when a group is not out of position. In such cases of random timing, the timing provisions and penalties set out in clause (c) above apply, except that a player will only be given a bad time if he exceeds 60 seconds to play a shot, with an extra 10 seconds given (i.e. 70 seconds in total) for the first to play shots referenced in (c) above. 17. SUSPENSION OF PLAY FOR DANGEROUS SITUATION (NOTE TO RULE 6-8B) a. The specimen Condition in the Rules of Golf is in effect see page 158. b. A suspension of play for a dangerous situation and the resumption of play shall be signaled using the host club s warning system. c. All opened practice areas shall be closed during suspension for a dangerous situation until the Tournament Committee has declared them open. Players who practice on opened practice areas will be asked to cease doing so; failure to comply may result in revocation of entry. 18. PRACTICE (RULE 7-1) a. The provisions of Rule 7-1b apply. Penalty for breach is Disqualification. 19. SUBMISSION OF SCORECARD a. Players should check their scores in the Recording Office and ensure that their scores are correct and be signed by their marker. Any doubtful points should be settled with the Tournament Committee before returning the scorecard. b. A player is deemed to have returned his scorecard once he has left the Recording Office. 20. DECISION OF TIES a. Individual Event - In the event of a tie or ties for the first place, the Champion shall be decided by a hole by hole play-off over the 18 th hole only until a winner emerges. The purpose of the play-off is to decide the winner for the Championship only. In the event inclement weather or other reasons make the play-off impractical, the Tournament Committee s decision to determine the Champion is final. b. All other ties will be decided by a count back in the following order: Last 18 holes; Last 9 holes (i.e. 10 to 18); Last 6 holes (i.e. 13 to 18); Last 3 holes (i.e. 16 to 18); and Last hole (i.e. 18 th ). c. If a tie still arises, the scores for the 2 nd round and, if necessary, the 1 st round will be treated in the same way until a decision is reached. 4

21. INCLEMENT WEATHER a. If the Tournament Committee considers that for any reason the course is not in a playable condition or that there are circumstances that render the proper playing of the game impossible, it may order a temporary suspension of play or declare play null and void and cancel all scores for the round in question. When a round is cancelled, all penalties incurred in that round are cancelled. 22. DISPUTES OR DOUBTS AS TO CORRECT PROCEDURE a. If there is a doubt as to the correct procedures, players are to refer to the Tournament Referee. If a Tournament Referee is not immediately available, a player (having notified his marker) may elect to play two balls in accordance with Rule 3-3 and obtain a ruling at the conclusion of the round, prior to signing and the return of the score card. 23. TOURNAMENT RULES OFFICIALS/REFEREE a. The Tournament Referee s decision on all matters pertaining to the Rules of Golf is final. 24. COMPETITION CLOSED a. When the prizes are presented to the winners, the results of the competition are deemed officially announced and the competition is closed. 25. ETIQUETTE a. All players should practice good etiquette as detailed in Section 1 of the Rules of Golf. The overriding principle is that considerations should be shown to others on the course at all times. b. The following act(s) may be considered as serious breach of etiquette in this Championship: Use of mobile phones during the round Verbal abuse of fellow competitor/official/staff Intentionally distracting of offending fellow competitor Causing unnecessary damage to the course or property of the Club Any other actions that are considered to be breached of etiquette by the Tournament Committee c. Penalty for serious breach of etiquette is Disqualification. 26. PRACTICE ROUND/RANGE BALLS a. The Jack Nicklaus course is available to players for practice on 6 May 2018. All available tee times are on firstcome-first-served basis. Therefore, please make your booking with our Golfing Receptionist on your arrival date. b. No multiple ball play shall be allowed during the practice round. c. Players are not allowed to practice on the course after their round on any day of the Championship. d. The driving range will be opened at 6.30 am during the Championship. Range balls are chargeable at the prevailing rate of the hosting club. 27. PRIZE PRESENTATION LUNCH a. All players are invited to a Prize Presentation Lunch on 9 May 2018 at the Club s premises immediately after the Final Round. 28. DRESS CODE a. Players must be properly attired on the golf course. Blue jeans, designer jeans, round neck T-shirts and tank tops are prohibited. Golf shirts must be worn and shorts must be no shorter than mid-thigh (no jean shorts). b. This dress code will be used in conjunction with any additional dress code restrictions of the host club. A player violating this dress code will not be permitted to start the tournament. A violation of this dress code by a player during the stipulated round must be rectified without undue delay or the player will not be allowed to continue play. c. Soft spikes shoes are compulsory. 5

29. PUBLICITY AND PROMOTION; BROADCASTING a. I understand that the Society of Singapore Golfers or its designees, may record, film, photograph, or otherwise capture my likeness, image, voice, biography, references to me, my quoted statements, and my play in the Championship (the foregoing, together with my name, my Appearance ). In consideration of the opportunity to participate in the Championship, by submitting this Application, I grant (and/or have the authority to grant to the Society of Singapore Golfers in the case of a parent/guardian of a minor or other authorized representative submitting the Application on my behalf) to the Society of Singapore Golfers and its licensees, successors and assignees, the perpetual, transferable, assignable, worldwide, royalty-free, irrevocable right to use my Appearance, in whole or in part, in all manner (including exhibition, distribution, reproduction, publication, display, broadcast, transmission or otherwise), and media now known or hereafter invented or discovered, and for any purpose whatsoever. The rights granted herein include, without limitation, the right to use the Appearance, or portions thereof, in promotion of the Championship and future championships through any foregoing means of distribution, as well as in the design, manufacture and distribution of merchandise related to the Championship or other championships, that include elements of my Appearance. The Society of Singapore Golfers is not obligated to use my Appearance in any matter, and materials embodying any aspect of my Appearance do not need be submitted to me for approval. I release and discharge the Society of Singapore Golfers, its licensees, successors and assignees from any claims arising from use of my Appearance, including claims for misrepresentation of me, my character, or my person by any means. b. As between the Society of Singapore Golfers and me, the Society of Singapore Golfers shall own all right, title and interest, including the copyright(s), in and to any works created by the Society of Singapore Golfers, its licensees, successors and assignees, that include all or a portion of my Appearance. This grant shall be binding on my heirs, executors, administrators and assignees, and the successors and assignees of the Society of Singapore Golfers. I hereby waive all privacy, publicity, defamation, libel, and proprietary rights relating to the Appearance as used by the Society of Singapore Golfers in conjunction with these terms. 30. INDEMNITY/LIABILITIES a. Society of Singapore Golfers, Bintan Lagoon Resort, the sponsors, the Tournament Committee of the Championship, appointed officials and staff, will not be responsible for any loss, damage or harm, or any form of injuries that the participants of the Championship may suffer as a result of their participation in this Championship. 31. SPECTATORS/ACCOMPANYING OFFICIALS/PARENTS a. Spectators/accompanying officials/parents must remain on the cart paths at all times. They must stay off the greens and out of the bunkers at all times. They are prohibited from using golf buggies. b. They should maintain a reasonable distance from the players to avoid the appearance that they are imparting advice or assisting the player in any way. They may approach a player for a moment to exchange clothing, food, or beverages, but should not have prolonged contact. c. No spectators (including parents or accompanying officials) are to enter into any discussion on a matter under dispute. d. Those found violating these policies may be asked to leave the course. 32. OFFICIAL HOTEL a. Please refer to the Entry Form for details. 33. FOREIGN PARTICIPANTS a. Visitors to Bintan, Indonesia must hold valid travel documents with a minimum validity of 6 months. b. Countries/passports that do not require for short visit: https://www.brf.com.sg/travel-information/visainformation/. Countries not listed will have to apply for Visa at the Indonesian Embassy located in their country. 6

AMENDMENTS TO CONDITIONS a. The Tournament Committee reserves the right to amend the Championship conditions and the decision of the Tournament Committee will, in all matters, be final. 36. FORCE MAJEURE a. No party shall be liable for any failure to perform its obligations under this Agreement if the failure results from a Force Majeure Event (defined below), provided always that whenever possible, the affected party will resume that obligation as soon as the Force Majeure Event occasioning the failure ceases or abates. b. For the purposes of this Agreement, a Force Majeure Event is an event which is a circumstance or event beyond the reasonable control of a party which affects the general public in that party s country or in the territory, and which results in the party being unable to observe or perform on time an obligation under this Agreement. Such circumstance or event shall include industrial action or labour disputes, civil unrest, war or threat of war, criminal or terrorist acts, government action or regulation, telecommunication or utility failures, power outages, fire, explosion, natural physical disasters, epidemic, quarantine restrictions, and general failure of public transport. 37. GOVERNING LAW & JURISDICTION a. These terms and conditions shall be governed by and interpreted in accordance with the law of Singapore. 7
