7/6/16 Page 1 Sailing Instructions Trans-Tahoe Race July 8-9, 2016 1 RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing. 1.2 Racing rule 40 (paragraph 1) will be changed as follows: Competitors shall wear personal floatation devices, except briefly while changing or adjusting clothing or personal equipment. Wet suits or dry suits are not personal flotation devices. The revised rule shall apply regardless of whether Flag Y is displayed. 1.3 Racing rule 44.1 is changed as follows: A boat may take a One-Turn Penalty as described in rule 44.2 when she may have broken a rule of part 2 while racing. 2 COMMUNICATION WITH COMPETITORS 2.1 Notices to competitors will be posted on the Tahoe Yacht Club official notice board located inside the main Tahoe Yacht Club clubhouse in Tahoe City. Notices will also be posted on Regatta Network: http://www.regattanetwork.com/event/12747. 2.2 The race committee may communicate with boats on VHF channel 65. 3 CHANGES TO SAILING INSTRUCTIONS Changes to the sailing instruction will be posted on the official notice board located inside the Tahoe Yacht Club clubhouse and on Regatta Network not later than 1000 on the day they will take effect, except that any change to the schedule of races will be posted not later than 2000 on the day before it will take effect. 4 SIGNALS MADE ASHORE 4.1 For the Trans-Tahoe Race, signals made ashore will be displayed from the flagstaff on the east side of the Tahoe Yacht Club clubhouse and will be broadcast on the water on VHF channel 65. 4.2 When flag AP is displayed ashore, 1 minute is replaced with not less than 60 minutes in the race signal AP. 4.3 For Friday's races, no signals will be made ashore. 5 SCHEDULE OF EVENTS Warm-up Races* (warning signal) Friday, July 8 1700 hours Skippers Meeting (at TYC) Saturday, July 9 1000 hours Trans-Tahoe Race (warning signal) Saturday, July 9 1200 hours Protest Hearings (at TYC) Sunday, July 10 0900 hours Awards Ceremony and Luncheon Sunday, July 10 1200 hours * The Race Committee will attempt to run two Warm-up Races. 6 CLASS FLAGS 6.1 Class flags and class identification ribbons will be as follows except that, for the Friday racing, ribbons will not be used. Class Flag Ribbon Multi-hull boats White flag with the letters S Yellow Keelboats, division 1 Black flag with number 1 Red Keelboats, division 2 Black flag with number 2 Blue Keelboats, division 3 Black flag with the number 3 Green Non-spinnaker/cruising boats White flag with the letter C Chartreuse 6.2 When applicable, a boat shall display its class ribbon on the backstay or other convenient visible location.

7 RACING AREAS 7.1 Friday Warmup Races - near Tahoe City between Dollar Point and Tahoe Tavern, with the start off the US Coast Guard Station in Lake Forest. 7.2 Saturday Trans-Tahoe Race - On the northern part of Lake Tahoe, with the start/finish just off Tahoe City. 8 COURSES AND MARKS 8.1 See Attachment A for course illustrations and mark descriptions. 8.2 A windward offset mark (mark OM) may or may not be set. 8.2 Not later than the warning signal, the race committee signal boat will display the course number on a large message board. 9 THE START 9.1 Races will be started using rule 26. 9.2 The race committee may start divisions in any order. 9.3 The warning signal for the second and subsequent classes will be made with or after the starting signal for the preceding class. 9.4 The starting line will be between a staff displaying an orange or red flag on the race committee signal boat and an adjacent inflatable mark or round orange/red ball. 9.5 A boat that starts later than four minutes after her starting signal will be scored DNS. This changes rule 35. 9.6 Boats whose warning signal has not been made are requested to keep clear of the starting area during the starting sequence for other classes. 10 RECALLS After the starting signal, the Race Committee may hail the sail number(s) of the boat(s) identified on the course side of the starting line after the starting signal on VHF. The failure of a hail, the failure of a boat to hear the hail, or the order of the hails shall not be grounds for redress. This changes rule 62.1(a). 11 THE FINISH 11.1 The finishing line will be between a staff displaying an orange or red flag on the race committee signal boat and an adjacent inflatable mark or round red/orange buoy. 11.2 For the Friday races, the finishing line is the same as the starting line. 11.3 For the Trans-Tahoe Race, the finishing line will be on the port side of the committee boat, usually to the east of the finish line. After dark the race committee will attempt to display a white searchlight. 12 TIME LIMIT 12.1 For Friday s Warm-up Races, the time limit for finishing a race shall be 60 minutes. 12.2 For Friday s Warm-up Races, boats failing to finish within 15 minutes after the first boat sails the course and finishes will be scored DNF without a hearing. This changes rules 35, A4, and A5. 12.3 The time limit for the Trans-Tahoe Race shall be 2400. Boats not finishing by this time limit will be scored DNF without a hearing. This changes rules 35, A4, and A5. 13 PROTESTS AND REQUESTS FOR REDRESS 13.1 Protest forms are available at the Tahoe Yacht Club clubhouse near the official notice board. Protests and requests for redress or reopening shall be delivered there within 90 minutes after finishing or retiring. 13.2 Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the Tahoe Yacht Club clubhouse beginning at 0900 Sunday July 10 for all races except the Trans-Tahoe Warm-up Races, which will be held at the discretion of the protest committee. 14 SCORING Races will be scored using the Tahoe PHRF Handicap System with Time-on-Time scoring as described by US Sailing: http://www.ussailing.org/racing/offshore-big-boats/phrf/time-on-time-scoring/ TCF = A / (B + PHRF) Where A = 650 Where B will be assigned by the race committee: B = 480 for heavy air, 550 for average conditions, 600 for very light air. 15 SAFETY REQUIREMENTS 15.1 Boats are requested to check-in by sailing past the transom of the Race Committee Signal Boat before their warning signal. 15.2 When reasonably possible, boats are requested to notify the RC when retiring from the race course.
