1. RULES 1.1. The race will be governed by the current rules as defined in the Racing Rules of Sailing (RRS). 1.2. The Special Regulations of Yachting Australia (YA). 1.3. The relevant Class Rules (as applicable), except as any of these are altered by the Sailing Instructions. 1.4. The Special Regulations of Yachting Australia (YA): Part 2 Off the Beach Boats 1.5. The Special Regulations of Yachting Australia (YA): Part 1 FOR RACING BOATS Category 6 will apply. 1.6. The Special Regulations of Yachting Australia (YA): Part 1 FOR RACING BOATS Category 6, as amended by SYC for International Etchells. 1.7. The International Regulations for the Prevention of Collisions at Sea 1972 (COLREGS) shall apply at all times. The Racing Rules of Sailing (RRS) will apply only between those ships that are participating in the event, for the duration of the event. Should interaction occur with nonparticipating ships, then COLREGS shall apply to all ships and shall over-ride all other rules. This is a condition imposed by Gold Coast Waterways Authority within our Aquatic Event Authority. 2. NOTICES TO COMPETITORS 2.1 Notices to competitors will be posted on the official Notice Board located on the Southern Wall of Southport Yacht Club Inc. Hollywell Sailing Squadron. 2.2 Notices may also be posted on the Southport Yacht Club website. 3. CHANGES TO SAILING INSTRUCTIONS 3.1 Changes to Sailing Instructions will be posted on the official Notice Board not less than sixty (60) minutes before the scheduled start time, except that any change to the schedule of races will be posted by 1800 hours on the day before it will take effect. 4. SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed on the official flag located on the SYC Hollywell Race Control Tower. 4.2 When flag AP is displayed ashore, 1 minute is replaced with not less than 30 minutes in the race signal AP. 4.3 When a visual signal is displayed over a course flag or class flag, it applies to that course area/class only. 5. Division A Numeral Pennant 3 DIVISION 4 Inshore Division Numeral Pennant 4 7. RACING AREA 7.1 The racing area will be between Wavebreak Island and North of the area known as the Measured Mile 8. COURSE 8.1 The course to be sailed will be approximately 35 miles and consist of: START Line @ SYC Hollywell Buoy 1 located North of Wavebreak Island to Port Buoy 2 located North of Measured Mile to Port via Eastern Channel (Crab Island to Port). Buoy 1 located North of Wavebreak Island to Port via Western Channel (Crab Island to Port). Buoy 2 located North of Measured Mile to Port via Western Channel (Crab Island to Starboard). FINISH Line @ SYC Hollywell. 8.2 The Race Committee may change the direction of the course order depending on wind and tide conditions on the day. 8.3 The Race Committee may shorten the Course 8.4 Please refer to Attachment A for further information and course map. 9. MARKS 9.1 Buoys 1 & 2 will be Orange inflated cylindrical buoys. 9.2 All Port & Starboard Lateral Markers of the Main Channel are Marks of the Course and must be obeyed. 10. AREAS THAT ARE OBSTRUCTIONS The following areas are designated as obstructions: 10.1 Crab Island West Cardinal Beacon is an obstruction 10.2 All I.A.L.A. Buoyage System Beacons are considered obstructions. 10.3 Southport Yacht Club Inc. Hollywell Sailing Squadron pontoon is an obstruction 10.4 The Runaway Bay Channel Special Mark (LAT. 27 o 54.85 S LONG. 153 o 24.55 E) is an obstruction 10.5 The 6 knot Special Marks North of the Crab Island West Cardinal Beacon are not obstructions. 11. THE START 11.1 The starting line will be between a staff displaying an orange flag on the Hollywell Tower on the western end of the line and the Green Lateral Marker will signify the eastern end of the line. 11.2 Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other classes. 11.3 A boat starting later than ten (10) minutes after her starting signal will be scored Did Not Start (DNS) without a hearing. This changes RRS Rule A4. Page 4 of 7
12. THE FINISH 12.1 The finish line will be between a staff displaying an orange flag on the Hollywell Tower on the western end of the line and the Green Lateral Marker will signify the eastern end of the line. 13. PENALTY SYSTEM 13.1 For all divisions rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty, including one tack and one gybe in the same direction. 13.2 Boats found to be On Course Side (OCS) at the start will be given a 10 minute Scoring Penalty. This changes rule 44.3 14. TIME LIMITS 14.1 For all Divisions, boats failing to finish by 1630hrs will be scored Did Not Finish without a hearing. This changes rules 35, A4 and A5. 15. PROTESTS AND REQUESTS FOR REDRESS 15.1 Protest forms are available from the Sailing Office at the Hollywell Sailing Squadron. Protests shall be delivered there within the Protest Time Limit. 15.2 The Protest Time Limit is thirty (30) minutes after the last boat has finished in your division The same protest time limit applies to all protests by the Race Committee and Protest Committee and to request for redress. This changes Rules 61.3 and 62.2. 15.3 Notices will be posted within thirty (30) minutes of the Protest Time Limit to inform competitors of hearings in which the are parties or named as witnesses. Hearings will be held in the Sailing Office (located at the southwest corner of the clubhouse) as soon as possible and in the approximate order of receipt. 15.4 Notices of protests by the Race Committee or Protest Committee will be posted to inform boats under Rule 61.1(b). 16. SCORING 16.1 The Low Point Scoring System of Appendix A shall apply. 17. SAFETY REGULATIONS 17.1 A boat that retires from a race shall notify Race Control as soon as possible. 17.2 Failure to comply may result in a time penalty at the discretion of the Principal Race Officer, without a hearing. 17.3 Requirements are as listed below. 17.3.1 All helmspersons shall sign on including listing # Persons on Board, on the sheets provided, prior to going afloat for racing. 17.3.2 All helmspersons shall sign off within forty five (45) minutes of completing racing or later at the discretion of the Race Committee. 17.3.3 Boats failing to comply with 16.3.1 & 16.3.2 may be scored DSQ without a hearing. 18. REPLACEMENT OF EQUIPMENT 18.1 Substitution of damaged or lost equipment will not be allowed unless authorized by the race committee. Requests for substitution shall be made to the committee at the first reasonable opportunity. 19. EQUIPMENT AND MEASUREMENT CHECKS 19.1 A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee equipment inspector or measurer to proceed immediately to a designated area for inspection. 20. SUPPORT BOATS 20.1 All SYC Support Boats will be displaying the SYC Burgee. 20.2 The Race Control Channel for communication with Race Control and Support Boats is VHF09 21. TRASH DISPOSAL 21.1 Trash may be placed aboard support boats. 22. RADIO COMMUNICATION 22.1 Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction applies to mobile telephones. 22.2 The emergency radio communications for Race Control is VHF09 23. PRIZES Prizes will be awarded as follows for each division: 1 st on Yardstick 2 nd on Yardstick 3 rd on Yardstick Fastest Elapsed Time 24. DISCLAIMER OF LIABILITY 24.1 All those taking part in races conducted by Southport Yacht Club do so at their own risk and responsibility. 24.2 The Southport Yacht Club, any sponsor and any party involved in the organisation of any event disclaims any and every responsibility for any loss, damage, injury to persons and/or things, both ashore and at sea, as a consequence of participation in any way in the races covered by these sailing instructions. 24.3 Attention is drawn to RRS 4 which states: The responsibility for a boat s decision to participate in a race or to continue racing is hers alone. 25. INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $5M (AUD) per event or the equivalent. 26.
