In order to be considered and eligible for selection to any Shooting Federation of Canada Major Games Team, an athlete is required to: Be a member in good standing of the Shooting Federation of Canada. Be a Canadian citizen; if naturalized, the ISSF international participation rule will be applicable (Article 3.6 Entry and Participation, item 3.6.3.3). Athletes must be fully eligible to represent Canada at the time of selection and/or any applicable Trials. Not use or be in possession of, by medical prescription or otherwise unless approved by a Therapeutic Use Exemption (TUE), any drug that is on the World Anti-Doping Agency (WADA) Prohibited List or engage in any method or activity that would be in contravention to the Canadian Anti-Doping Program or World Anti-Doping Code. Be a member in good standing of the SFC High Performance Program - National Team or Development Team. Such membership implies adherence to all terms and conditions of the SFC Athlete Agreement and payment in full of any outstanding accounts receivable owing the SFC. Qualify to compete in an Olympic event prior to being considered for selection to compete in a non-olympic event. Criteria for non-olympic events will be developed upon the availability of information.. Competition conflict as defined within this document occurs when an athlete is competing at a Major Games on behalf of the Shooting Federation of Canada within 30 days of a national championship at which the athlete would be required to compete in order to obtain ranking for the upcoming competition season. Major Games are defined as: ISSF World Championships Shotgun August 30 to September 11, 2017 Moscow RUS XXI Commonwealth Games April 04-15, 2018 Gold Coast AUS 3 rd Youth Olympic Games October 01-12, 2018 Buenos Aires ARG 52 nd World Shooting Championships August 31 to September 14, 2018 Changwon KOR Championships of the Americas (CAT) October 27 to November 5, 2018 Guadalajara MEX ISSF World Championships Shotgun TBA 2019 XVIII Pan American Games July 26 to August 11, 2019 Lima PER XXXII Olympic Games July 24 to August 09, 2020, Tokyo JPN 3. 2017 ISSF World Championships Shotgun (August 30 to September 11, 2017 Moscow RUS) team selection will be based on ranking of eligible* athletes based on results of High Performance Team Trials (HPTT) held at the 2016 Canadian Olympic Trap Championships and 2016 Canadian Olympic Skeet Championships (furthermore known as the Canadian Olympic Shotgun Championships). If there is a date conflict with the 2017 High Performance Team Trials, those athletes who attend the 2017 ISSF World Shotgun Championships will be given a bye for the HPTT. The score shot at the 2017 World Championships will be used in lieu of the HPTT score to establish team ranking. If an athlete is given a bye they must achieve the required cut score for the 2018 SFC High Performance Team prior to the 2018 HPTT to retain their position on the Team. * Eligible athletes are defined as National or Development Team athletes who have shot a travel score applicable to the 2017 competitive season. 4. 2018 Commonwealth Games (April 04-15, 2018 Gold Coast AUS) teams in rifle, pistol and shotgun disciplines will be based on ranking of eligible* athletes at the 2017 High Performance Team Trials, defined and selected according to the Appendix A Shooting Federation of Canada Internal Team Nomination Procedures (INP), Commonwealth Games 2018, developed in collaboration with Commonwealth Games Canada. The INP Gold Coast published as Appendix A is final and supersedes all other previously issued criteria pertaining to the selection of athletes to the SFC Commonwealth Games Team. * Eligible athletes are defined as National or Development Team athletes who have shot a travel score applicable to the 2018 competitive season. 5. 2018 ISSF World Shooting Championships (August 31 to September 14, 2018 Changwon KOR) team selection for rifle, pistol and shotgun events will be based on ranking of eligible* athletes based on results of team trials defined and selected according to the Appendix B of the Shooting Federation of Canada Internal Team Nomination Procedures (INP), World Championships 2018. The INP World Championships published as Appendix B is final and supersedes all other previously issued criteria pertaining to the selection of athletes to the SFC World Championships Team. * Eligible athletes are defined as National or Development Team athletes who have shot a travel score applicable to the 2018 competitive season. 6. 2018 Championships of the Americas (or CAT Championships, October 27 to November 5, 2018 Guadalajara MEX) team selection in rifle, pistol and shotgun disciplines will be based on ranking of eligible athletes at the 2018 CAT Team Trials, defined and selected according to the Appendix C Shooting Federation of Canada Internal Team Nomination Procedures (INP), CAT Championships 2018. The INP CAT Championships Appendix C is final and supersedes all other previously issued criteria pertaining to the selection of athletes to the SFC CAT Championships Team. 7. 2019 ISSF World Championships Shotgun (date and location TBA) team selection will be based on ranking of eligible athletes based on results of trials held at the 2018 High Performance Team Trials (HPTT) in the shotgun events. If there is a date conflict, those athletes who attend the 2019 ISSF World Championships Shotgun will be given a bye for the 2019 HPTT. The score shot at the 2019 World Championships will be used in lieu of the HPTT score to establish team ranking. If an athlete is given a bye they must achieve the required cut score for the 2020 SFC High Performance Program during the 2019 calendar year to retain their position in their respective discipline. 8. 2019 Pan American Games (July 26 to August 11, 2019 Lima PER) team selection for all events will be based on ranking of eligible athletes selected according to the Appendix D Shooting Federation of Canada Internal Team Nomination Procedures (INP), Pan American Games 2019 developed in collaboration with the Canadian Olympic Committee. The INP Lima published as Appendix D is final and supersedes all other previously issued criteria pertaining to the selection of athletes to the SFC, Pan American Games Team. 9. 2020 Olympic Games (July 24 to August 09, 2020, Tokyo JPN) team selection will occur no later than June 2020 (TBC) in events where there is an available quota spot. Athletes will be selected according to the Appendix E Shooting Federation of Canada Internal Team Nomination Procedures (INP), Tokyo Olympic Games 2020 developed in collaboration with the Canadian Olympic Committee. The INP Tokyo published as Appendix E is final and supersedes all other previously issued criteria pertaining to the selection of athletes to the SFC, Olympic Games Team. Those athletes who are named to the Olympic team have priority to World Cup events in the Olympic year. Athletes named to the 2020 Olympic Team will receive a bye for their respective High Performance Team Trials (HPTT). If an athlete is given a bye they must achieve the required cut score for the 2021 SFC High Performance Program during the 2020 calendar year to retain their ranking in their respective discipline. 10. Unforeseen Circumstances In the event of unforeseen circumstances beyond the control of the SFC that prevent the High Performance Committee from fairly implementing these criteria as written, the HPC shall have full discretion to resolve the matter as it sees fit, taking into account factors and circumstances that are deemed relevant. Any changes due to unforeseen circumstances shall be posted to the SFC website and communicated directly to all members of the High Performance Program electronically. APPENDIX A Shooting Federation of Canada Internal Team Nomination Procedures Commonwealth Games 2018 Introduction The purpose of this document is to describe procedures and criteria that will be used to internally select the 2018 Commonwealth Games Shooting Team. Athlete Eligibility For an Athlete to be eligible for nomination to the 2018 Commonwealth Games Team, the Athlete must: Be a member in good standing of the Shooting Federation of Canada (SFC); Be a Canadian citizen; if naturalized, the ISSF international participation rule will be applicable (Article 3.6 Entry and Participation, item 3.6.3.3). Athletes must be fully eligible to represent Canada at the time of selection and/or any applicable Trials; Be an *eligible member in good standing of the 2018 SFC High Performance Program - National Team or Development Team. Such membership implies adherence to all terms and conditions of the SFC Athlete Agreement and payment in full of the SFC National Team Trials Fee of $25 and any outstanding accounts receivable owing the SFC; * Eligible athletes are defined as National or Development Team athletes who have shot a travel score applicable to the 2018 competitive season. Not use or be in possession of, by medical prescription or otherwise unless approved by a Therapeutic Use Exemption (TUE), any drug that is on the World Anti-Doping Agency (WADA) Prohibited List or engage in any method or activity that would be in contravention to the Canadian Anti-Doping Program or World Anti-Doping Code; Have signed and submitted the Commonwealth Games Athlete Agreement and Eligibility Conditions for the 2018 Commonwealth Games no later than (TBA); Hold a valid Canadian passport that does not expire on or prior to October 31, 2018. Decision Making Authority The SFC Executive has charged the High Performance Committee (HPC) with making final internal nomination decisions subject to its ratification. Team Selection These criteria apply to Commonwealth Games contested shooting events only and exclude Full Bore rifle which has been dealt with elsewhere under Dominion of Canada Rifle Association jurisdiction. Commonwealth Games shooting team eligibility and participation is restricted to members in good standing of the Shooting Federation of Canada who have qualified for the 2018 National and Development Teams Athletes will be ranked for nomination to the Commonwealth Games Team following publication of results from all applicable 2017 High Performance Team Trials (HPTT): HPTT Trap July 23 30, 2017 Pan Am Legacy Range Cookstown ON HPTT Rifle July 28 August 4, 2017 Pan Am Legacy Range Cookstown ON HPTT Skeet July 30 August 4, 2017 Pan Am Legacy Range Cookstown ON HPTT Pistol July 30 August 7, 2017 Pan Am Legacy Range Cookstown ON SFC Athlete Selection Criteria Major Games 2017-2020 vaf Page 4 of 17

Due to the limited number of positions (a total of 4), provided to shooting events by the Commonwealth Games Association of Canada (CGC), the quotas for Commonwealth Games positions will be allocated as follows: 1) Two (2) athlete positions will be allocated to Full Bore to comply with Commonwealth Games Association of Canada quotas. 2) Two (2) athlete positions will be allocated to the SFC to comply with Commonwealth Games Association of Canada quotas. 3) To determine which 2018 eligible SFC athletes will be nominated to represent Canada at the 2018 Gold Coast Commonwealth Games, a comparison based on score (twice through the course of fire excluding finals) will be made between all top two (2) athletes in the Olympic program events. The best course of fire from each athlete s two qualification rounds will be entered in the Canadian Shooting Athlete Ranking System (CSARS) formula resulting in the calculation of the top two athletes across all disciplines and events. Formula for ranking in each event*: [ Athlete Score NT Cut Score NT Cut Score ] x100 = Athlete Percentage [ World Record NT Cut Score NT Cut Score ] x100 = Max Percentage Athlete Ranking Number = Athlete Percentage Max Percentage [i.e. If an athlete shoots equal to the SFC National Team cut score for their event, the ranking number will be 0, if below the cut score they will get a negative number (e.g. -0.5), if above the cut score a positive number (e.g. +0.5), if equal to the world record they will get a 1.] 4) The Shooting Federation of Canada s long-list of eligible athletes required by CGC will be produced from the above process at the end of the competitive shooting season (October 31, 2017) to allow athletes the maximum potential to obtain travel scores. Long-listed athletes must comply with and complete all necessary Commonwealth Games Canada paperwork and requirements if they wish to be considered for any allotted quota spots or any future quota spots that may become available. 5) An athlete may achieve one quota spot only. Where an athlete qualifies in more than one event, the vacated Commonwealth quota will be moved to the next qualified athlete as determined by the CSARS. 6) If an athlete qualifies for a quota and is ranked in the Top 5 of Commonwealth Countries as per the CGC 2018 Gold Coast Athlete Team Size Policy, their participation will be fully funded. 7) If an athlete qualifies for a quota and is NOT ranked in the Top 5 of Commonwealth Countries as per the CGC 2018 Gold Coast Athlete Team Size Policy, their participation will be on a self-funded basis. 8) If an athlete who has been allocated a quota spot declines participation, the next ranked athlete from the SFC long-list will be granted the quota spot. This process will continue until both quotas are filled. 9) Athletes must qualify to compete in an Olympic event (as included in the program of the 2016 Rio de Janeiro Olympic Games) prior to being considered for selection to compete in a non-olympic event at the 2018 Gold Coast Games. For the purposes of these criteria, the non-olympic events that will be contested at Gold Coast are Women s Prone Rifle and Women s Double Trap. Any female athlete who has qualified for the 2018 Commonwealth Games in an Olympic rifle or trap event will be eligible and have the option to shoot the non-olympic discipline event at the Gold Coast Games. 10) The above criteria are final and supersede all other issued Commonwealth Games Athlete Selection criteria. Ties Ties within events will be broken in accordance with ISSF rules and regulations. Ties between disciplines will be broken based on High Performance Committee interpretation of international performance. Performance Readiness If an athlete's performance or attitude deteriorates to a point that necessitates the High Performance Committee to question the appropriateness of the athlete competing at the Commonwealth Games, or if an athlete withdraws from the event for personal or injury reasons, the HPC retains the right to replace the athlete with an alternate athlete identified according to the formula noted above. Confirmation of Entries Final entries by name are to be submitted to CGC no later than January 31, 2018 (TBC). Late Athlete Replacement Policy All substitutions after the nominations are submitted to the CGC on (date TBD) are subject to CSF/ISSF regulations and procedures. Appeals An appeal against a selection decision of the SFC High Performance Committee may be made as per the published SFC appeal policy. Unforeseen Circumstances In the event of unforeseen circumstances beyond the control of the SFC that prevent the High Performance Committee from fairly implementing these internal nomination procedures as written, the HPC shall have full discretion to resolve the matter as it sees fit, taking into account factors and circumstances that are deemed relevant. Any changes due to unforeseen circumstances shall be posted to the SFC website and communicated directly to all members of the 2018 High Performance Program either electronically or by mail. Changes to this document The High Performance Committee of the Shooting Federation of Canada reserves the right to make changes to this document that may become necessary due to a typographical error or a lack of clarity in a definition or wording, before it has an impact on athletes. Such changes must be reasonably justifiable in accordance with fundamental principles of natural justice and procedural fairness. Any changes to this document shall be posted to the SFC website and communicated directly to all members of the 2018 High Performance Program either electronically or by mail. Coach Selection Discipline coaches in rifle, pistol, trap, and skeet events will be named at the discretion of the High Performance Committee. The top three eligible* High Performance Junior Program athletes will be considered to attend the World Shooting Championships to participate in the Junior events. *Participation will be at the discretion of the High Performance Junior Program Coach. 5. To determine which qualified SFC athletes will represent Canada at the 2018 ISSF World Shooting Championships, a comparison based on score using the best course of fire (excluding finals) from the Phase 1 CAT Trials to the 2018 SFC Athlete Selection criteria cut scores will be used. (ie. The best course of fire will be put through the CSARS ranking system to see which athletes qualify for a quota spot). Athletes must qualify to compete in an Olympic discipline event (as included in the program of the 2016 Rio de Janeiro Olympic Games) prior to being considered for selection to compete in a non-olympic event at the 2018 ISSF World Shooting Championships. 9. Ties Ties within events will be broken in accordance with ISSF rules and regulations. Performance Readiness If an athlete's performance or attitude deteriorates to a point that necessitates the High Performance Committee to question the appropriateness of the athlete competing at the 2018 ISSF World Shooting Championships, or if an athlete withdraws from the event for personal or injury reasons, the HPC retains the right to replace the athlete with an alternate athlete identified according to the formula noted above. Qualification System for Lima, Peru The Canadian Olympic Committee (COC) will only register competitors that were qualified according to the system established by the Shooting Federation of the Americas (CAT). The COC shall submit to the CAT a list of shooters to be considered for the Pan American Games no later than (TBD). The COC will be assigned by CAT an allocation for the maximum number of athletes it may enter in all shooting sports (pistol, shotgun and rifle) no later than TBD. Should the number of requests exceed the quota of (TBD) shooters, CAT will select the shooters to be entered in the XVIII Pan American Games and will duly inform the COC, PASO Technical Commission and COPAG. Qualification System for Tokyo The Canadian Olympic Committee (COC) will only register competitors that were qualified according to the system established by the International Shooting Sport Federation (ISSF). The number of athlete allocations to be assigned to the COC will be determined by the ISSF based on the number of quota positions won during the Olympic qualification period by Canadian athletes. Decision Making Authority The SFC Executive has charged the High Performance Committee (HPC) with making final internal nomination decisions subject to its ratification. Team Selection Team selection will occur no later than (date TBD 2020) in events where there is an available quota spot. Olympic Games team selection trials will be held in events where more than one eligible athlete as defined above has achieved an ISSF MQS in that event. Trials Specific trials dates and locations will be determined once a quota spot has been obtained in an event. Trials will consist of two (2) stages of competition: Stage 1: Trials will be conducted as per the standard Olympic course of fire - once over the course of fire, excluding finals - and are open to all National and Development Team Athletes who have achieved an ISSF MQS prior to the Trials. The total score, excluding finals, of the Stage 1 Olympic Trials will be added together. Ties will be broken in accordance with ISSF rules and regulations. Stage 2: The top three athletes from the Stage 1 Trials will be invited to compete at the ISSF World Cup designated as the Tokyo 2020 Olympic test event. All athletes begin the Stage 2 Trials at zero; no scores are brought forward from Stage 1. Final scores, excluding finals, from the results of the Stage 2 Trials will determine the winner of the quota spot and the athlete who will be nominated to represent Canada at the 2020 Olympic Games. The athlete placing second in each event for which a quota has been awarded to Canada, will be named as the alternate. Team membership is subject to confirmation of the SFC High Performance Committee and Canadian Olympic Committee. Tripartite Commission Places In the event that Canada receives a Tripartite Commission Place for the Games, trials will be conducted in the same manner as above. In the event that an invitation is received for a particular individual, the HPC will exercise its discretion as to whether or not an athlete will be nominated to fill that quota.
