SHOW RULES AND REGULATIONS Please check back for Updates or go to the WPCSA website - www.wpcsa.org In addition to the General Rules of the WPCSA and the Tulsa State Fair This show is co-sponsored by the Tulsa State Fair, the WPCSA and the Oklahoma-Kansas Welsh Pony and Cob Society. This show is conducted in accordance with the rules of the Welsh Pony & Cob Society of America. Each participant in this show is responsible for the knowledge of and is subject to the Tulsa State Fair and WPCSA rules. Performance classes are rated USEF Lite. 1. Eligibility: All Ponies/Cobs must be registered in the studbook of the Welsh Pony & Cob Society of America or the Canadian Pony Society, or, if under one year, be eligible for registration. A Pony/Cob must be shown under its full registered Welsh name and number. All lease agreements must be officially recorded through the Society office. All recorded leases are designated as such on the animal s Certificate of Registration. Leased animals being shown must present a copy of registration listing the lessee. 2. Health Requirements: Please refer to the General Information Section on the Tulsa State Fair website for Rules and Regulations, including horse health requirements. www.tulsastatefair.com

3. Sanctioning: This Show is provisionally (Platinum) sanctioned by WPCSA. Every class offered herein which is covered by the rules and specifications of the current WPCSA rule book will be conducted and judged in accordance therewith and in compliance with WPCSA rules. Rule books may be obtained from the WPCSA, 720 Green Street, Stephens City, VA 22655; (540-868-7669) or online at www.wpcsa.org 4. Officials: All officials have been asked and agreed to officiate. WPCSA/OKWPS reserves the right to change any official should circumstances warrant a change. 5. Halter: Both Halter Divisions will be judged concurrently, double points and double ribbons will be awarded. Exhibitors must enter both divisions. Classes may be split if entries warrant. 6. Payment of Fees: Only cash, check or Money Orders payable in US Currency will be accepted. Fees must be paid in full by September 1, 2018 with paper work and signatures complete before numbers will be issued or stalls assigned. Returned checks will be subject to a $25 fee and must be cleared within 30 days of the last day of the show, or disciplinary actions will be sought through the WPCSA. All entry fees must be postmarked by September 1, 2018 and received by September 4, 2018. Late entries will be accepted up to September 8, 2018, but stall and class fees will be doubled and stalls are not guaranteed. Refund Policy: No refunds will be given unless a class is canceled, or upon presentation of a Vet Certificate/Doctor s note and notification to the Show Secretary before the start of the show. The Show Committee s discretion will be used in other instances. Decisions of Show Management are final. 7. Height and Measurement: All halter animals, 6 years and over, and all performance animals must present a copy of a WPCSA or USEF permanent measurement card or measurement conducted during the current competition year, or be measured before getting your numbers to show. All performance ponies must have a measurement card. This applies to WPCSA entries only. Non-members of the WPCSA must pay a $5 measurement fee. 8. Exhibitors, parents and/or guardians of minor exhibitors shall indemnify and hold harmless Oklahoma- Kansas Welsh Pony Society, Tulsa State Fair, employees and/or all horse show officials and employees or volunteers from any and all liability resulting in injury and/or loss sustained by any person, child or ward of such parent/guardian, in any manner occasioned. Be sure to sign the release of liability on back of your entry form. 9. Driving: For animals in harness, animals must be fully bridled while hitching and unhitching. Removing the bridle from an animal harnessed to a vehicle, or leaving an animal unattended while hitched; anywhere on the show grounds will result in the instant elimination and removal from the show grounds. A properly attired groom or passenger is required for all pairs, tandems, unicorns or 4 in hand, capable of rendering assistance in case of an emergency. Failure to comply will result in elimination from the competition. Wire-wheeled vehicles will be acceptable in the Carriage Driving division at this show. 10. Junior Exhibitors Gear: Junior Exhibitors must wear approved protective headgear (ASTM/SEI) at all times whenever mounted or in a driven vehicle at all times while on the show ground. Harness must be secured and properly fitted. Any rider violating this rule at any time must immediately be prohibited from further riding until such headgear is properly in place. Juniors 14 and under cannot drive stallions. 11. Jumping Gear: All riders in any class where jumping is required and/or when jumping anywhere on the show grounds must wear protective headgear. Anyone violating this rule will be prohibited from further riding until in compliance. NOTE: Protective headgear is advised and welcome in all classes of any age group, with no judging penalties. 12. Arrival: Absolutely NO arrivals before 8 am on Tuesday, September 25, 2018. All horses must be stalled. Stalls must be vacated by 3pm on Sunday, September 30, 2018. Entries: A Copy of BOTH sides of the registration papers MUST accompany each entry. If you have a current measurement card, include a copy of it. Exhibitor numbers will not be issued until ALL paperwork is in order, and any measuring required has been completed. PLEASE take the time to fill out your entry form correctly and completely, including owner and exhibitor WPCSA numbers. Jump/Trail Fee $10 per pony Futurities $20 per pony per class 14. Futurity Classes: Futurity classes are open to ponies/ cobs nominated and paid for by August 14, 2018. Tulsa State Fair will not add monies to futurity classes with less than 3 entries. These classes will not be judged separately, but will be judged in conjunction with the regular classes. Premiums: First- $40, Second- $25, Third -$15, Fourth- $10 in all WPCSA classes except Halter and Performance Championships, Equitation classes, Walk-Trot classes, Leading Rein & Child s First Pony. Premiums are mailed out within 30 days. 16. Ribbons: Ribbons for 1 st -8 th place will be given in all classes. Rosettes will be given for all Grand and Reserve Grand Champions. Rosettes/Banners will be given for Supreme and Reserve Supreme Champions. 17. Animal Welfare: Any abuse toward any animal or Show Official/Staff will be cause for immediate ejection from the show and premises, WITHOUT REFUND. 18. Acceptance of Entries: Management reserves unto itself the right to refuse or cancel any entries, disqualify riders, drivers or exhibitors without incurring claim for damages. Classes will be split where entries warrant. Decisions of the Show Management are final. 19. Two (2) Minute Gate Rule: To be strictly enforced. Additional three (3) minutes will be allowed for requested tack change. The Gate will not be held for more than five (5) minutes. 20. Motorized vehicles of any kind are not allowed on the show grounds, including but not limited to bicycles, golf carts, scooters or farm utility vehicles. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. 21. Exhibitors Party Friday, Sept. 28, 2018 Children s Pizza Party & Games Following the last class of the day Class Specifications WPCSA BREED CLASSES (Article 110.2) Animals are to be shown in hand at a walk and a trot except in group classes. Purebred Welsh to be judged 85% on breed type, conformation, way of going, quality and substance and 15% on disposition and manners. Natural reaching action is desired. Half-Welsh & Part-Breds to be judged 85% on conformation, way of going, quality and substance and 15% on Welsh breed type, disposition and manners. WPCSA ROADSTER (12.2 & under) (Article 113.4) For Section A and B ponies 12.2 and under. Roadster must enter the ring clockwise at a jog-trot then show at the Road Gait; turn counter clockwise at the jog-trot, show at the Road Gait and then trot at speed. Must stand well while being judged in the line-up. In the event of a work-off, entries chosen must work both ways of the ring, as the original routine. To be judged 75% on performance, manners, style and speed in form; 25% on breed type. Working class to be judged 100% on performance. WPCSA WELSH WESTERN PLEASURE (Article 112.4) To be shown at a walk, jog and lope both ways of the ring without a martingale, on a reasonably loose rein, without undue restraint. To be judged on performance, with emphasis on manners 65%; breed type, conformation and movement 25%; appointments 10%. Working classes are judged 100% on performance. WPCSA WELSH ENGLISH PLEASURE (Article112.3) To be shown at a walk, trot and canter both ways of the ring on light contact without a martingale. To be judged 75% on performance, manners, movement and style; 25 % on breed type and conformation. Working class to be judged 100% on performance. WPCSA WELSH HUNTER (Article 112.5) To be judged 75% on performance, manners, movement and style; 25% on breed type and conformation. Working classes judged 100% on performance. Animals not exceeding 13.2 hands will jump 2'.0"; animals exceeding 13.2 shall jump 2'6". Over fences (o/f): To be shown over a course of a minimum of six fences with eight jumping efforts of the required height. Under saddle (u/s): To be eligible, pony must have shown in and completed an over fence class. To be shown at the walk, trot and canter both ways of the ring. May be required to hand gallop one way of the ring, but no more than eight animals at one time. WPCSA SHORT STIRRUP HUNTER (Article 112.6) Division is open to riders 12 years and under. Classes are open to all Ponies/Cobs/Half-Welsh/Part Bred, mares and geldings. RIDERS in this division, including the under saddle class, may not compete over fences in any other division except Short Stirrup equitation. Courses to be set at 18" with a minimum of 4 fences with 8 jumping efforts required. May either trot or canter the course. Over-fence classes must precede the under-saddle class. To be judged 100% on performance. To be eligible for the under-saddle class, animal must have shown in and completed an over-fences class. Under-saddle class animals will be shown both ways of the ring at a walk, trot and canter. Not required to jog for over-fences classes. WPCSA LONG STIRRUP HUNTER (Article 112.7) Ages 13 to Adult Classes are open to all Ponies/Cobs and Half-Welsh/Part-Breds. RIDERS in this division, including the under saddle class, may not compete over fences in any other division at that show where the fences exceed 18 except Low Hunter. There are no restrictions for animals exhibiting in these classes. Courses to be set at 18" with a minimum of 4 fences and 8 jumping efforts required. Over-fences classes must precede the under-saddle class. To be judged 100% on performance. May trot or canter the course. Not required to jog for over-fences classes. WPCSA LOW HUNTER 18 Only (Article 112.8) Division is open to Ponies/Cobs and Half-Welsh/Part-Breds, Juniors and Adults. These ANIMALS may not compete in any other over fences division at that show where fence heights exceed 18. There are no restrictions on the rider unless they are restricted by other class rules. Long Stirrup riders are eligible if jumping 18 but Short Stirrup riders are not eligible to compete. Courses to be set at 18 with a minimum of 4 fences with 8 jumping

efforts required. Jumps must be verticals (no cross rails). Over-fences classes must precede the under-saddle classes. To be judged 100% on performance. May either trot or canter the course. Not required to jog for overfences classes HUNTER WARM-UP: Not rated. Heights your choice at least 2. WPCSA PLEASURE DRIVING (Article 113.1) To be shown to a suitable two or four-wheeled vehicle or four-wheeled vehicle for pairs, but not a viceroy, racing sulky or fine harness rig. Use of a bike style vehicle with floorboards and a basket is acceptable. To be shown both ways of the ring at a walk, working trot and trot on and stand quietly and except for tandems, to back readily. A properly attired groom or passenger capable of rendering assistance in case of an emergency is required for all pairs and tandems; unicorns and four-in-hands require 2 grooms/passengers. Failure to comply will result in elimination from the class. To be judged 75% on performance, manners, movement and style; 25% on breed type and conformation. Working classes are judged 100% on performance. WPCSA CARRIAGE DRIVING (Article 113.2) (Wire wheeled vehicles may be used.) Classes open to Ponies/Cobs/Half-Welsh/Part-Breds. To be shown both ways of the arena at a walk, slow trot, working trot and strong trot. To stand quietly, both on the rail and while lined up, and to rein back. In the slow trot the animal should maintain forward impulsion while showing submission to the bit. A properly attired groom or passenger capable of rendering assistance in case of an emergency is required for all pairs and tandems; unicorns and four-in-hands require 2 grooms/passengers. Failure to comply will result in elimination from the class. WPCSA CARRIAGE DRIVING TURNOUT (Article 113.2.3) To be judged primarily on the performance and quality of each turnout. To be shown both ways of the ring at a walk, slow trot, working trot and strong trot. To stand quietly and to rein back. To be judged 70% on the condition, fit and appropriateness of harness and vehicle, neatness and appropriateness of attire and overall impression; 30% on performance, manners and way of going. WPCSA CARRIAGE DRIVING WORKING (Article 113.2.3) To be judged primarily on the suitability of the animal to provide a pleasant drive. To be shown both ways of the ring at a walk, slow trot, working trot and strong trot. To stand quietly both on the rail and while lined up and to rein back. May be asked to execute appropriate tests. To be judged 70% on performance, manners and way of going; 20% on condition and fit of harness and vehicle; 10% on neatness of attire. Competitors may walk the course. Martingales and overchecks are prohibited in obstacle classes for all vehicles. Side checks are optional. Failure to comply incurs elimination. WPCSA DRAFT DRIVING (Article 113.3) Classes open to Ponies/Cobs/half-Welsh/Part-Breds. To be shown to suitable four-wheeled vehicle for multiples, or cart for singles or tandems. Utility is stressed for animals, harness and an appropriate wagon for multiple draft driving. Traditional type carts such as road carts or stud carts are suitable for singles and fifth wheel hitch wagons for multiples. Inappropriate equipment to be penalized. Draft type harness is required. To be shown both ways of the ring at a flat-footed walk and a working trot. To halt, stand quietly and back readily. Individual maneuvers may be requested. A properly attired groom or passenger capable of rendering assistance in case of an emergency is required for all pairs and tandems; unicorns and four-in-hands require 2 grooms/passengers. To be judged 75% on performance, manners, movement and style; 25% on breed type and conformation. Working class to be judged 100% on performance. WPCSA PLEASURE DRIVING, JUNIOR EXHIBITOR To be shown to a suitable two or four wheeled vehicle but not a viceroy, racing sulky or fine harness rig. Use of a bike style vehicle with floorboards and a basket is acceptable. To be shown both ways of the ring at a walk and working trot and stand quietly and to back readily. To be judged 75% on performance, manners, movement and style; 25% on breed type and conformation. (Note Jr. Exhibitor classes do not trot on. Exhibitors cannot cross enter if they show in Jr. Exhibitor Pleasure Driving) WPCSA SHORT STIRRUP EQUITATION (Article 114.1) Division is open to riders 12 years & under mounted on Ponies/Cobs/ Half-Welsh/Part-Breds, mares and geldings. To be judged 100% on hands, seat, control and suitability of mount.

Over Fences (o/f): Courses to be set at 18" with a minimum of 4 fences with 8 jumping efforts required. Animals may either trot or canter the entire course. The o/f class must precede the under saddle class. Under saddle (u/s): Animals must walk, trot and canter both ways of the ring. RIDERS entering these classes, including the under saddle class, may not compete over fences in any other division except Short Stirrup Hunter. WPCSA HUNTER SEAT EQUITATION (Article 114.3) Classes open to Ponies/Cobs/ Half-Welsh/Part-Breds. To be judged on the rider s appearance, seat, hands and control of their mount. Animals 13.2 and under jump 2 ; animals over 13.2 jump 2 6. Over Fence (o/f) classes: to be shown over a minimum of six obstacles. Under saddle (u/s) classes: to be shown at a walk, trot and canter both ways of the ring. Test may be required. WPCSA STOCK SEAT EQUITATION (Article 114.5) Classes are open to Ponies/Cobs / Half-Welsh/Part-Breds. Riders to be judged on seat, hands, performance of animal, appointments of animal and rider and suitability of animal to rider. Riders enter the ring at a walk or jog and are judged at a flat-footed four beat walk, two-beat jog and a three-beat lope both ways of the ring. All competitors are required to back a straight line during the line-up. Tests may be required. WPCSA LEADING REIN (Article 115.1) 12/1/2016 Section A, B, C or Half-Welsh/Part Breds, mare or gelding, 12.2 hands and under, to be ridden by junior exhibitors at least four, but not more than eight, years of age. To be shown on light contact and led by an adult. See rules for attachment of leading rein. The leading rein to be attached to the cavesson on the English bridle or to a noseband, cavesson or halter with a Western bridle while leaving control of the pony to the child. No chain leadlines allowed. To be shown at a walk, on the right rein (clockwise), to line up and stand quietly. Ponies will be called out individually to stand, walk out and trot or jog back past the judge. Ponies to be judged on manners, suitability, breed type, conformation and turn-out. This is not an equitation class. There are no restrictions for the pony or rider. WPCSA CHILD S FIRST PONY (Article 115.2) Section A, B, C and Half-Welsh/Part-Breds, mare or gelding 12.2 hands and under, to be ridden by junior exhibitors at least four, but no more than 10, years of age. Riders to be suitably dressed in Hunt, Saddle or Western attire including protective headgear. Ponies to be shown at a walk and trot or jog, both ways of the ring. Ponies to be judged on performance, manners and suitability. Conformation, way of going, manners, suitability and turnout to be emphasized. This is not an equitation class. Non-pointed class WPCSA JUNIOR WELSH HANDLER (Article 115.6) 12/1/2016 Class open to juniors handling Ponies/ Cobs/ Half- Welsh/ Part Breds mares and geldings. Judged on the ability and skill of the Junior in handling their animal as in the breed ring. The show qualities of the animal shall not be considered, although cleanliness and grooming can be considered. Exhibitors enter to the left so as not to obscure the judge s view. The ring procedure should be the same routine used when judging standard halter classes. The judge evaluates the ability of the junior to follow directions, use space wisely, and execute the requested patterns. Juniors should appear ring wise, be alert to the judging progression and be prepared for changes in the judging routine. This is not a showmanship class and a showmanship pattern should not be used. WPCSA RIDDEN COB WELSH CLASSIC SEC. C & D (Article 115.7) This class is for registered Welsh Cobs and Welsh Ponies of Cob Type 4 years of age and over. To be judged 50% on conformation and 50% on performance. Entries shall enter the arena in a clockwise direction. To be shown on both reins as a group at the walk, trot, and canter with animation. The required individual performance must show all four gaits (the gallop need only be shown in one direction). Each animal will then be stripped and judged for conformation judging, showing at the walk and trot, in hand, by the rider. Once an entry has been judged for conformation it may be re-tacked. Class is an English class only. No Western, Saddle Seat or Side Saddle tack or attire. Qualified UK or American Judge to officiate. WPCSA RIDDEN WELSH CLASSIC SEC. A&B (Article 115.7) This class is for registered Welsh Ponies, Section A & B, 4 year of age and over. To be judged 50% on conformation and 50% on performance. Entries shall enter the arena in a clockwise direction. To be shown on both reins as a group at the walk, trot, and canter with animation. The required individual performance must show all four gaits (the gallop need only be shown in one direction). Each animal will then be stripped and judged for conformation judging, showing at the walk and trot, in hand, by the rider. Once an entry has been judged for conformation it may be retacked. WPCSA RIDDEN WELSH CLASSIC CHAMPIONSHIP CLASS (Article 115.7) To be judged 50% on conformation and 50% on ridden performance. Open to first and second place winners from the Ridden Welsh A/B Classic and the Ridden Welsh C/D Classic. There is no entry fee for this class. Places will be awarded for the Best Ridden and the Reserve Best Ridden. Any animal in this class is eligible to be named the Best Ridden. Entries shall enter the arena in a clockwise direction. The Judge shall request all four gaits (walk, trot, canter, and gallop) in at least one direction, but animals need not show in both directions. The judge shall consider the size of the ponies/cobs, ages of riders, and safety of arena when determining whether to have the animals perform as a group or individually. Individual pattern is optional at the judge s discretion. Entries shall not be stripped as conformation score from the qualifying class shall be carried forward. WPCSA WALK-TROT ADULT EQUITATION (Article 115.8) Class open to riders 18 years of age and older on ponies, cobs, Half-Welsh or Part-Breds. English or Western attire is acceptable.
