Jackson announced the parade, park use, and speaker s platform regulatons as well as the revsed statonary and moble vendor regulaton for the Republcan Natonal Conventon. Earler ths mornng the Board of Control approved these documents. Today s the frst of many RNC related announcements we wll be makng as we draw closer to the conventon, sad Mayor Jackson. Some may thnk the process s slow but we are movng at the perfect pace to make sure everythng s done rght and done well. Cleveland Dvson of Polce s workng closely wth our Law Enforcement partners on the Federal, State, and Local levels to ensure we are prepared for the Conventon, sad Chef of Polce Calvn D. Wllams. We reman on schedule n the plannng process, and to reterate, we wll be prepared. Offcal Parade Permts: The Cty of Cleveland wll be ssung scheduled parade permts wth route tmes expected to run from 2:00 p.m. to 4:00 p.m. on Monday, July 18, 2016 and the last parade wll end by 5:00 p.m. On the followng dates parades wll run from from 9:00 a.m. to 1:00 p.m. and the last parade s expected to end no later than 2:00 p.m. Tuesday, July 19, 2016 Wednesday, July 20, 2016 Thursday, July 21, 2016. Parades wll run on the hour for a one-hour perod. As a part of the parade route the Loran/Carnege Brdge wll be closed to vehcular traffc startng on Sunday, July 17 th at 12:01 a.m. and wll reman closed untl Saturday, July 23 rd at 12:01 a.m. Offcal Applcatons: The on-lne applcaton process wll open on May 31, 2016, at noon. The flng deadlne for all applcatons and regstratons s 5:00 p.m. on July 8, 2016.

Offcal Park Use Permts wll allow the placement of Publc Art and Publc Installatons on Perk Plaza and Wllard Park. An Offcal Speakers Platform wll be n place on Publc Square and speakers may sgn up for 30 mnute tme slots scheduled from 9:30 a.m. to 6:00 p.m. and the last speakng event wll be scheduled to end by 6:30 p.m. each day of the Conventon. Offcal Revsed Moble and Statonary Vendor Zones: The Board of Control approved revsed moble and statonary vendor routes and locatons to accommodate the vendors durng the Republcan Natonal Conventon. Mayor Jackson also ntroduced Assstant Specal Agent n Charge, Ronald L. Rowe, Jr. and Assstant to the Specal Agent n Charge, U.S. Secret Servce Dgntary Protectve Dvson, Tmothy Lea, who has been workng hand-n-hand wth the Cty, Commttee on Arrangements and Host Commttee throughout the plannng process. Attached are copes of the RNC Event Zone Permt Regulatons and maps of the Offcal Speakers Platform locaton on Publc Square hghlghted n yellow, the offcal parade route and the revsed offcal moble and statonary vendng regulaton all of whch were approved by the Board of Control ths mornng. -30-

Republcan Natonal Conventon Offcal Event Zone Permt Regulatons (Offcal Parade Route, Park Use and Speakers Platform Regulatons) May 25, 2016 WHEREAS, the Cty of Cleveland has been selected to host the 2016 Republcan Natonal Conventon whch s scheduled to take place from July 18, 2016 to July 21, 2016; and WHEREAS, the Conventon s expected to attract approxmately 50,000 vstors to the Cty; and WHEREAS, the sze and sgnfcance of the Conventon creates unque challenges for the Cty that requre addtonal regulatons to assst n promotng and protectng the general health, safety, and welfare of the resdents and vstors of the Cty durng the Conventon; and WHEREAS, persons and groups have a Frst Amendment rght to organze and partcpate n peaceful assembles and parades on the sdewalks and rghts-ofway and n the parks of the Cty, and to engage n peaceful assembles and parades near the Conventon so they may be seen and heard, subject to reasonable restrctons desgned to protect publc safety, persons and property, and to accommodate the nterest of persons not partcpatng n the assembles and parades to use the sdewalks and rghts-of-way to travel to ther ntended destnatons and use the parks for recreatonal purposes; and WHEREAS, the Cty recognzes the compellng need to facltate safe and orderly movement of vehcular and pedestran traffc durng the Conventon; and

WHEREAS, under Ordnance No. 880-14, passed July 16, 2014, the Board of Control s authorzed to approve reasonable tme, place and manner regulatons promulgated by the approprate drector regardng the ssuance of publc gatherng permts, demonstraton permts, temporary use permts, parade permts, and busness access and operatons permts durng the perod startng one month before the frst day of the Conventon untl one week after the completon of the Conventon; and WHEREAS, the Board of Control has determned that the followng regulatons, ncludng but not lmted to, tme, place, and manner restrctons, promulgated by the Drectors of Publc Safety and Publc Works wll promote and protect the general safety and welfare of the resdents of and vstors to of the Cty durng the Conventon whle also allowng persons and organzatons to exercse ther Frst Amendment rghts to peacefully assemble and parade; NOW, THEREFORE, TEMPORARY PARADE AND PARK PERMITS, SPEAKERS PLATFORM AND USE REGULATIONS Secton I. General Provsons (a) Incorporaton. The rectals set forth above are hereby ncorporated as f fully set forth heren. (b) Purpose. These Regulatons are ntended to provde gudance for the ssuance of permts for and use of Cty streets and publc property durng the 2016 Republcan Natonal Conventon, to both ensure the effcent processng of all conformng applcatons for permts, and to protect the publc nterest and safety. (c) General Requrement. Permts for the use of publc streets and publc property durng the 2016 Republcan Natonal Conventon may be granted only n accordance wth these Regulatons. (d) Effectve Date. These regulatons shall go nto effect mmedately, and termnate at 12:01 a.m. Eastern Daylght Tme on July 24, 2016. In the event that the 2016 Republcan Natonal Conventon s delayed, the effectveness of these regulatons shall automatcally extend to 12:01 a.m. Eastern Daylght Tme on the day after the concluson of the Conventon or on July 25, 2016, whchever date s later.

Secton II. Parade and Park Use Permts and Speakers Platform Use Durng the Conventon Perod (a) Defntons. As used n ths secton: (1) Campng means to set up or to reman on Publc Grounds for the purpose of establshng or mantanng a temporary place to lve; (2) Chef means the Chef of Polce or the Chef s desgnee; (3) Cty means the Cty of Cleveland, Oho; (4) Codfed Ordnances mean the Codfed Ordnances of Cleveland, Oho, 1976; (5) Conventon means the 2016 Presdental Nomnaton Conventon of the Republcan Natonal Party scheduled to be held on July 18, 2016 through July 21, 2016; (6) Conventon Perod means the tme perod commencng at 6:00 a.m. on Monday, July 18, 2016 and extendng untl 12:01 a.m. on Saturday, July 23, 2016; (7) Crosswalk means: A. That part of a roadway at ntersectons ordnarly ncluded wthn the real or projected prolongaton of property lnes and curb lnes or, n the absence of curbs, the edges of the traversable roadway; B. Any porton of a roadway at an ntersecton or elsewhere, dstnctly ndcated for pedestran crossng by lnes or other markngs on the surface; C. Notwthstandng subsectons (a) and (b) hereof, there shall not be a crosswalk where local authortes have placed sgns ndcatng no crossng; (8) Drector shall mean the Drector of Publc Safety or the Drector s desgnee;

(9) Event Zone shall mean the porton of the Cty wthn the boundares on the map attached hereto, excludng spaces desgnated as the Secure Zone; (10) Offcal Parade Route means a route commencng on the Loran Carnege Brdge at a pont 500 feet east of the ntersecton wth West 20th Street, proceedng n a northeasterly drecton on the Loran Carnege Brdge to the ntersecton wth Ontaro Avenue, turnng rght and proceedng on Ontaro Avenue n an easterly drecton and endng at the ntersecton of Orange Avenue and East 9 th Street. Parade partcpants may egress on the sdewalk out of the Offcal Parade Route on ether East 9 th Street or East 14 th Street; (11) Offcal Speakers Platform means the speakers area desgnated by the Cty on Publc Square n front of the statue of Moses Cleaveland; (12) Parade means any formaton, march, processon of any knd, or motorcade consstng of persons, anmals, or Vehcles or combnaton thereof travelng n unson for a common purpose upon the streets, excludng sdewalks, wthn the Cty that nterferes wth the normal flow or regulaton of vehcular or pedestran traffc upon the streets wthn the Cty; (13) Park Use means the use of Publc Grounds for Publc Art or a Publc Installaton; (14) Pedestran means any natural person afoot; (15) Person means any natural person, frm, co-partnershp, assocaton or corporaton; (16) Publc Grounds means property under the control of the Cty n the Event Zone to whch the general publc has access, ncludng all publc lands and any paved areas on such property, but excludng streets, publc buldngs, and sdewalks adjonng streets; (17) Publc Installaton means the placement of any structure or physcal object whch hnders the free use and passage of pedestrans on Publc Grounds, ncludng tables, chars, temporary structures and canopes; (18) Publc Art means the placement of art or other object contanng publc messagng on any Publc Grounds wth the ntenton to leave t for a perod of tme to be vewed by the publc;

(19) Secure Zone means the area or areas n the Event Zone to whch access s restrcted by the Unted States Secret Servce or the Department of Publc Safety; (20) Severe Weather means the forecastng or occurrence of weather phenomena affectng the Cty that requres the Natonal Weather Servce to ssue a severe weather watch or warnng for weather phenomena ncludng, but not lmted to severe thunderstorms, tornados and floods; (21) Sound Amplfcaton Equpment means any system or pece of equpment used for the producton of amplfed sound, excludng megaphones, bullhorns and portable battery-operated sound amplfcaton devces; (22) Speakers Platform means the placement and use of a podum, platform, pedestal, stand or smlar object to make a publc speech, other than the Offcal Speakers Platform; (23) Street means any place or way set asde or open to the general publc for purposes of vehcular traffc, ncludng any berm or shoulder parkway, rght-of-way, or medan strp thereof, excludng Sdewalks; (24) Sdewalk means the porton of a street adjacent to the curb lnes or the lateral lnes of a roadway and the adjacent property lnes, ntended for use of pedestrans; and (25) Vehcle means every devce, ncludng a motorzed bcycle, n, upon, or by whch any person or property may be transported or drawn upon a hghway, except that "vehcle" does not nclude any motorzed wheelchar, electrc personal assstve moblty devces, any devce that s moved by power collected from overhead electrc trolley wres or that s used exclusvely upon statonary rals or tracts, or any devce, other than a bcycle, that s moved by human power. A bcycle s a "vehcle". (b) Persons Prohbted n the Secure Zone. No person shall be nsde the Secure Zone durng the tme perods desgnated by the Unted States Secret Servce or the Department of Publc Safety wth authorzaton. (c) Permt and Regstraton Requred. No person shall engage n or conduct a Parade or place Publc Art or a Publc Installaton n the Event Zone wthout frst obtanng a permt ssued as provded n these Regulatons. No person

shall use the Offcal Speakers Platform wthout frst regsterng as provded n these Regulatons. No person shall use a Speakers Platform durng the perod nsde the Event Zone except for the Offcal Speakers Platform. (d) Types of Permts n the Event Zone. The followng permts can be obtaned from the Cty for the Event Zone durng the Conventon Perod: (1) Offcal Parade Route Permt. An Offcal Parade Route Permt s requred to parade n the Event Zone durng the Conventon Perod; and (2) Park Use Permt. A Park Use Permt s requred to place Publc Art or a Publc Installaton n the Event Zone durng the Conventon Perod. (e) Tme Restrctons Applcable to All Permts n the Event Zone. The followng tme restrctons apply to ssuance of the followng permts: (1) Offcal Parade Route Permts may be obtaned for Monday, July 18, 2016 thru Thursday, July 21, 2016 On Monday between 2:00 p.m. and 4:00 p.m.; On Tuesday through Thursday between 9:00 a.m. and 1:00 p.m. each day. A. Each Offcal Parade Route Permt wll cover a one-hour tme perod begnnng on the hour. The fnal parade each day must clear the entre parade route and be dspersed by 5:00 p.m. on Monday and by 2:00 p.m. on Tuesday through Thursday. Only a sngle permt wll be ssued for each one-hour perod wthn the desgnated tme perods set forth above. B. Groups must gather n the desgnated stagng area as marked on the attached map for the Offcal Parade Route one-half hour before the tme that the parade starts. Offcal Parade Route stagng shall occur at the western end of the Loran Carnege Brdge near West 20th Street. (2) Park Use Permts may be obtaned for Monday, July 18, 2016 through Thursday, July 21, 2016 Between 9:30 a.m. and 9:00 p.m. each day. (3) No permt ssued under these Regulatons shall be transferable. (f) Offcal Parade Route Regulatons. The followng regulatons apply to persons whle partcpatng n a Parade at the Offcal Parade Route:

(1) Permt holders must be present durng ther assgned tme slots; (2) Permt holders must show proof of permt and a photo ID at the tme of check-n; (3) Parade partcpants must be fully assembled by the assgned step-off tme. Falure to step-off wthn ten (10) mnutes of an assgned start tme may result n a forfeture of the tme slot for the Parade. (4) Vehcles may not be used n the Parade; (5) Parade partcpants wll have 50 mnutes to complete ther processon to the end of the Offcal Parade Route; (6) Upon completon of the processon or at the end of the desgnated tme slot for the Parade, whchever s sooner, the partcpants n the Parade must clear the Offcal Parade Route; and (7) Sound Amplfcaton Equpment may not be used by Parade partcpants; (g) Park Use Regulatons. The followng regulatons apply to persons whle usng or partcpatng n a Park Use: (1) Publc Art and Publc Installaton may only be placed n the Event Zone on Perk Plaza and Wllard Park; (2) Permt holders must be present durng ther assgned tme; (3) Permt holders must show proof of permt and a photo ID at the tme of check-n; (4) All Publc Art and Publc Installatons must be placed temporarly, not secured to the ground, and be fully removable upon expraton of the permt; (5) Advertsng utlzed solely for the opportunty to gan commercal or corporate exposure, or as a means to generate commercal sales, or ncrease corporate or commercal actvty s prohbted;

(6) Permt holders shall make certan that partcpants do not dstrbute materals for prvate pecunary gan; (7) Fres of any knd are strctly prohbted; (8) No person shall damage, mark, deface or cause any njury to any exstng trees, plants, monuments, art or objects located n Publc Grounds; (9) Vehcles are prohbted from beng parked on any Publc Grounds wthout the wrtten permsson of the Drector; (10) Campng s prohbted; and (11) The use of Sound Amplfcaton Equpment s prohbted. (h) Offcal Speakers Platform Regulatons. The followng regulatons apply to persons whle usng the Offcal Speakers Platform: (1) Persons may use the Offcal Speakers Platform from Monday, July 18, 2016 through Thursday, July 21, 2016, between 9:30 a.m. and 6:00 p.m. each day. The fnal use of the Offcal Speakers Platform wll end at 6:30 p.m. each day; (2) Use of the Offcal Speakers Platform s on a strctly frst-come frst-served bass; (3) Use of the Offcal Speakers Platform shall be lmted to thrtymnute ncrements. Regstered persons must check n no later than ffteen (15) mnutes pror to ther assgned tme; (4) All mcrophones and Sound Amplfcaton Equpment wll be provded by the Cty. No speaker may use hs or her own mcrophone and/or Sound Amplfcaton Equpment. () Applcaton and Regstraton Flng. A person seekng an Offcal Parade Route Permt or a Park Use Permt wthn the Event Zone shall fle an applcaton wth the Dvson of Assessments and Lcenses on the forms and n the manner provded and the applcaton form shall be sgned by the applcant. Any person or group seekng to use the Offcal Speakers Platform must regster wth the Dvson of Assessments and Lcenses on the forms and n the manner provded.

(j) Flng Perods. The Cty wll accept an applcaton for an Offcal Parade Route Permt, a Park Use Permt, or regstraton for use of the Offcal Speakers Platform at any tme up untl the Conventon Perod. It s antcpated, however, that there may be a large volume of requests for the avalable space for permtted uses and multple requests may be receved for use of the same space at the same tme. For ths reason, all applcants are strongly encouraged to fle applcatons for Offcal Parade Route Permts or Park Use Permts by 5:00 p.m. Eastern Daylght Tme on Frday, July 8, 2016. Smlarly, users of the Offcal Speakers Platform are strongly encouraged to regster by 5:00 p.m. Eastern Standard Tme on Frday, July 8, 2016. A separate applcaton s requred for each day, tme slot, and locaton for whch a permt s requested. Applcatons wll be consdered on a frst-come, frst-served bass only. (k) Applcaton Contents. The applcaton for an Offcal Parade Route Permt or a Park Use Permt shall contan the followng nformaton: (1) The name, address, day-tme telephone number, and emal, f avalable, of the applcant; (2) The name, address, and telephone number of the headquarters of the organzaton for whch the Parade s to be conducted; (3) The name and telephone number of the on-ste coordnator or person n charge of the Parade or the Park Use, f dfferent from the applcant; (4) The date, tme and estmated duraton of the placement of Publc Art or Publc Installaton, ncludng tme for set-up or take-down and any alternatve dates and tme; (5) A descrpton of the proposed locaton on Publc Grounds for the Publc Art or Publc Installaton; (6) The date and tme requested for the Parade or the Park Use and any possble alternatve dates and tmes; (7) The approxmate number of persons who wll consttute the Parade; and (8) The name and contact nformaton for any prvate securty servce to be provded by the organzer, f applcable.

(l) Regstraton Contents; Regstraton. The regstraton for use of the Offcal Speaker s Platform shall contan the followng nformaton: (1) The name), address, day-tme telephone number, and emal address, f avalable, of the regstrant; Platform. (2) The proposed date and tme of the use of the Offcal Speakers (m) Applcaton Revew. Applcatons for an Offcal Parade Route Permt or a Park Use Permt shall be revewed by the Dvson of Assessments and Lcenses, the Offce of Specal Events and Marketng, the Dvson of Polce, the Dvson of Fre and the Dvson of EMS, and approved by the Chef and the Drectors of Publc Safety and Publc Works, or the Drectors desgnees, before a permt s ssued. In determnng whether to ssue a permt, the followng factors shall be consdered: (1) Whether the nformaton contaned n the permt applcaton s found to be false, msleadng, or ncomplete n any materal detal; (2) Whether the tme, place, or sze of the Parade or Park Use ncludng any stagng areas, wll unreasonably nterfere wth the safe and expedtous movement of pedestran and vehcular traffc, ngress or egress to or use of adjonng prvate property, or unreasonably dsrupt the use of a street when t s usually subject to sgnfcant traffc congeston; (3) Whether the Parade or Park Use wll present an unreasonable danger to the health or safety of partcpants or other members of the publc, or cause damage to publc or prvate property; (4) Whether a permt for a Parade, Park Use, or other specal event has been granted or an applcaton has prevously been receved and wll be granted, for the same tme and approxmate locaton, or would unreasonably nterfere wth another Parade, Park Use, or other specal event for whch a permt has been ssued; or (5) Whether the applcant, the organzaton, or persons represented by the applcant or organzaton have prevously volated the provsons of a smlar permt or have volated any Cty ordnances or state or federal laws n connecton wth a prevous Parade or other publc assembly n the Cty.

(n) Excepton. A person or group s not requred to obtan a permt for a Parade n the Event Zone before conductng the event where the Parade wll take place on Sdewalks and Crosswalks and wll not prevent pedestran traffc from usng the Sdewalks or Crosswalks or nterfere wth vehcular traffc on the Streets at the Crosswalks, and wll not occur on Streets; (o) Excepton for Large Groups. No Parade of more than two hundred (200) ndvduals shall be held wthn fve hundred (500) feet of any other Parade nvolvng more than two hundred (200) ndvduals whether on a Sdewalk or on the Offcal Parade Route n the Event Zone. (p) Permt or Regstraton Fee. There shall be no fee charged for an Offcal Parade Route Permt, a Park Use Permt, or for the use of the Offcal Speakers Platform n the Event Zone durng the Conventon Perod. (q) Permt Revocaton. The Drector may revoke or suspend any permt granted under ths secton because of any false statement made n the applcaton for the permt or a volaton of these Regulatons. (r) Severe Weather. Any permt ssued under these Regulatons or use of the Offcal Speakers Platform may be suspended or termnated effectve mmedately n the event of Severe Weather. The Drector of Publc Safety n consultaton wth the Drector of Publc Works wll determne whether Severe Weather mpacts the general welfare and safety of the communty and wll make the fnal determnaton to termnate or suspend any permts. Notce of the termnaton or suspenson wll be sent to the applcant, and a publc notce wll ssued to the meda. (s) Appeals. If an applcaton for a permt s dened or revoked, the applcant or permttee shall be notfed n wrtng by emal, f avalable, or by telephone and regular mal to the address on the applcaton wth the reason for the denal or revocaton. An applcant or permttee shall have the rght to appeal the denal or revocaton of a permt wthn three (3) busness days of recept of the notce of denal to the Drector. The Drector shall hold a hearng on the denal or revocaton wthn three (3) busness days of recept of the notce of appeal. If the Drector determnes that the dened or revoked permt should be granted, the applcant shall be notfed n wrtng and obtan the permt. If the Drector determnes that a dened or revoked permt should be renstated, the permttee shall be notfed n wrtng and proceed as f the permt was not dened or revoked. If the Drector affrms the denal or revocaton of the permt, the applcant shall be mmedately notfed of the decson and shall have the rght to appeal the denal

wthn the same tme and n the same manner provded n Secton 403.09 of the Codfed Ordnances. (t) Other Parades and Specal Events. Because of the large crowds and vehcular traffc, ncludng buses, antcpated n the Event Zone durng the Conventon, the Cty cannot accommodate parades on Cty streets n the Event Zone except for Parades on the Offcal Parade Route. Groups seekng to conduct a Parade on a Cty street or to hold a specal event on a Cty park located outsde of the Event Zone durng the Conventon Perod may apply for a parade permt under Codfed Ordnance Secton 411.05 or a specal event permt under Codfed Ordnance Secton 131.07. Secton_III. Prohbted Items (a) Defntons. As used n ths secton: (1) The terms Conventon Perod, Event Zone, Publc Grounds, Secure Zone, Sdewalk, and Street shall have the same meanng as Secton II of these Regulatons; and (2) Publc Access Areas shall mean any space n the Event Zone, excludng spaces desgnated as the Secure Zone, that s open to access by the general publc, ncludng Streets, Sdewalks and Publc Grounds. (b) Wthn all Publc Access Areas, the followng tems are prohbted durng the Conventon Perod: (1) Lumber larger than 2 n wdth and ¼ thck, ncludng supports for sgns; (2) Metal, plastc, or other hard materal larger than ¾ thck and 1/8 n wall thckness ncludng ppe and tubng; (3) Any ar rfle, ar pstol, pantball gun, blastng caps, swtchblade or automatc knfe, knfe havng a blade two and one-half (2-1/2) nches n length or longer, cestus, blly, blackjack, sword, saber, hatchet, axe, slngshot, BB gun, pellet gun, wrst shot, blackjack, metal knuckles, nun chucks, mace,

ron buckle, axe handle, shovel, or other nstrumentalty used to cause property or personal damage; (4) Any dangerous ordnance, weapon, or frearm that s prohbted by the laws of the State of Oho; (5) Any explosves, explosve devce, or ncendary devce; (6) Freworks and rockets; (7) Sound Amplfcaton Equpment; (8) Drones and other unmanned arcraft systems; (9) Contaners of bodly fluds; (10) Aerosol cans; (11) Mace, Pepper Spray or other chemcal rrtant; (12) Umbrellas wth metal tps; (13) Any projectle launchers, such as water guns and water cannons; (14) Rope, chan, cable, strappng, wre, strng, lne, tape, or any smlar materal, n lengths greater than 6 ; (15) Glass bottles, ornaments, lght bulbs, ceramc vessels, and any other frangble contaner, regardless of whether the contaner holds any substance; (16) Locks ncludng, wthout lmtaton, padlocks, bcycle lockng devces, chan locks or smlar devces, but not ncludng: () an ntegral component of a conveyance or structure; () locks when utlzed by the owner of prvate real property to secure permanent or temporary fencng; or () locks attached to a bcycle; (17) Any gas mask or smlar devce desgned to flter all ar breathed by the wearer n an attempt to protect the respratory tract and/or face aganst rrtatng or noxous gasses or other materals. Ths prohbton on gas masks shall not apply to any person wearng a medcal oxygen mask that

fts over the nose and mouth of the person and provdes oxygen from an oxygen tank to the person; (18) Tents and other shelters, sleepng bags, sleepng pads, mattresses, cots, hammocks, bvy sacks, or stoves; (19) Coolers or ce chests; (20) Backpacks and bags exceedng the sze of 18 x 13 x 7 ; (21) Lasers; (22) Non-plastc contaners, bottles, cans, or thermoses; (23) Ladders; (24) Grapplng hooks, sledgehammers, hammers, and crowbars; (25) Canned goods; (26) Tenns balls; and (27) Any other tem determned by the Chef or Drector to be a clear and present danger to the safety of others. (c) The prohbtons of ths secton shall not be applcable to: (1) Persons possessng an tem lsted above when () the person or hs/her employer mantans a place of employment wthn the Event Zone; and () the possesson of sad tem s n the normal course of the person s lcensed busness or employment and to be used wthn place of employment; and (2) Persons possessng an tem lsted above when () the person resdes wthn the Event Zone; and () the possesson of sad tem kept and used wthn the person s resdence; (3) Law enforcement personnel or other local, state, or federal government employees possessng a prohbted tem n the course of ther authorzed dutes; and (4) Any lcensed medcal professonal n the performance of ther medcal dutes.

Secton V. Possesson of Obstructon Devces Prohbted; Placng Objects n the Rghts-of-Way, Sdewalks, and Roadways (a) It s unlawful for any person, wth the ntent to obstruct the publc s ablty to freely move about on rghts-of-way, sdewalks and other areas to whch the publc has access, to possess or place any tool, object, nstrument, or any combnaton thereof, that s adapted, desgned, or ntended to be used for obstructng the publc s ablty to freely move about on rghts-of-way, sdewalks or any other area to whch the publc has access. Ths shall nclude, but s not lmted to, the maneuver commonly referred to as the Sleepng Dragon, trpods, bpod, pole, any sectons of ppe or contaners flled wth or wrapped n weghted materal such as concrete and/or contanng handcuffs, chans, carabners, padlocks, road stars, or other lockng devces. (b) It s unlawful for any person to nhbt, for any reason, the movement of emergency equpment on streets, rghts-of-way or sdewalks. (c) It s unlawful for any person to place any nstrument, trpod, bpod or other pole or object wth the ntent to obstruct the publc s ablty to freely move about on rghts-of-way, sdewalks, entrance and ext to prvate property or any other area to whch the publc has access. (d) It s unlawful for any person to attach themselves to another person, buldng, Vehcle, or fxture wth the ntent to obstruct the publc s ablty to freely move about on rghts-of-way, sdewalks, entrances and exts to prvate property, or any other area to whch the publc has access. (e) Government employees n the performance of ther offcal dutes shall be exempt from ths secton. Secton VI. Conflct Provson In the event of a conflct between these regulatons and the Codfed Ordnances of Cleveland, Oho, 1976, or any other Cty ordnance or regulaton, these Regulatons shall control.

Republcan Natonal Conventon Revsed Moble and Statonary Vendor Zone Regulaton May 25, 2016 WHEREAS, the Cty of Cleveland has been selected to host the 2016 Republcan Natonal Conventon whch s scheduled to take place from July 18, 2016 to July 21, 2016; and WHEREAS, the Conventon s expected to attract approxmately 50,000 vstors to the Cty; and WHEREAS, the sze and sgnfcance of the Conventon creates unque challenges for the Cty that requre addtonal regulatons to assst n promotng and protectng the general health, safety, and welfare of the resdents and vstors of the Cty durng the Conventon; and WHEREAS, the Cty recognzes the compellng need to facltate safe and orderly movement of vehcular and pedestran traffc durng the Conventon; and WHEREAS, due to restrcted access to certan areas of the Cty and an expected ncrease n pedestran and vehcular traffc durng the Republcan Natonal Conventon, the followng Rules and Regulatons shall apply to all vendors n the central busness dstrct durng the effectve perod. WHEREAS, under Ordnance No. 880-14, passed July 16, 2014, the Board of Control s authorzed to approve reasonable tme, place and manner regulatons promulgated by the approprate drector regardng the ssuance of publc gatherng permts, demonstraton permts, temporary use permts, parade permts, and busness access and operatons permts durng the perod startng one month before

the frst day of the Conventon untl one week after the completon of the Conventon; and NOW, THEREFORE, VENDOR RULES AND REGULATIONS I. STREET VENDORS (apples to vendors permtted to vend n zones under Codfed Ordnance Secton 675.06) A. No person shall engage n vendng upon or from a fxed locaton on a sdewalk wthn the Central Busness Dstrct wthout a permt ssued under Codfed Ordnance Secton 675.06. B. In addton to the above permt requrements, n order to engage n vendng, a vendor must also obtan a vendor s lcense under Codfed Ordnance Sectons 675.03 from the Commssoner of Assessments and Lcenses. C. Durng the effectve perod the establshed zones are those descrbed on the attached map. Zone A Vendors wth a current permt to operate n Zone 1 shall be permtted to operate n Zone A on the attached map. Zone B New desgnated Zone area please see attached map for lmts. Zone C Vendors wth a current permt to operate n Zone 3 shall be permtted to operate n Zone C on the attached map. D. Vendng s permtted only on sdewalks wthn the zone boundares. Vendng s not permtted on prvate property or on any property owned or controlled by the Cty of Cleveland, except for streets, wthout a permt ssued by the Cty. E. To avod undue pedestran and vehcular congeston, the Cty wll ssue permts to no more than 100 vendors n Zone A, 25 vendors n Zone B, and 100 vendors n Zone C. Permts wll be ssued for Zones A, B and C between July 17, 2016 and July 24, 2016. Ths lmtaton does

not apply to the ssuance of sdewalk occupancy permts under C.O. Chapter 508. II. MOBILE VENDING IN CENTRAL BUSINESS DISTRICT (apples to moble merchandse vendors permtted under Codfed Ordnance Secton 675.061) A. No person shall engage n vendng whle movng contnuously from place to place on the hghways, streets or sdewalks of the Central Busness Dstrct wthout a permt ssued under Codfed Ordnance Secton 675.061. B. No moble vendor should operate from any restrcted area shown n the attached map; C. A moble vendng operaton must be completely moble. No moble vendor shall operate upon or from a fxed locaton on a sdewalk wthout a permt ssued under Secton 675.06 or Chapter 508; D. Vendors shall comply wth posted tme lmts for parkng and loadng zones E. No moble vendor shall vend wthn any bus stop or tax stand, or wthn ten feet of any drveway or any corner. For purposes of these Rules, ten feet from any corner shall be measured from a pont where the property lne on the nearest ntersectng block face, when extended, meets the curb; F. Moble unts are not permtted to use electrcal connectons. Generators are acceptable, provded they are attached to the moble unt III. Regulatons: A. Street vendors and moble vendors shall comply wth the followng regulatons:

1. No vendor should operate from any prvate property or on any property owned or controlled by the Cty of Cleveland, except for streets, wthout frst obtanng a permt under Secton 675.05; 2. No merchandse shall be dsplayed or sold to the occupants of vehcles stopped n traffc or dsplayed or sold from a vehcle stopped n traffc; 3. No merchandse shall be dsplayed or sold n a manner that blocks, obstructs or restrcts the free passage of pedestrans or vehcles n the lawful use of the sdewalks or hghways or ngress or egress to the abuttng property. 4. No vendor shall sell or dsplay merchandse: a. At any locaton where the sdewalk s less than ten (10) feet n wdth; b. Wthn ten (10) feet of a crosswalk; c. Wthn twenty (20) feet of another locaton ncludng vendors wth multple locatons; d. Wthn ten (10) feet of any doorway or the prolongaton of any doorway wdth to the curb lne. 5. No vendng vehcle, pushcart, stand, goods or any other tem related to the operaton of a vendng busness shall touch, lean aganst or be affxed permanently or temporarly to any buldng or structure ncludng, but not lmted to street planters, street furnture, mal boxes, traffc sgnal stanchons, fountans, trash receptacles, trees, lamp posts, lght poles, or any other cty-owned property or dug nto the grass. 6. No vendng pushcart, stand or goods shall be located aganst dsplay wndows of fxed locaton busnesses, nor shall they be wthn twenty feet from an entranceway to any buldng, store, theatre, move house, sports arena or other place of publc assembly.

7. No tents are allowed on the cty s rght-of-way, but umbrellas or canopes are permtted as long as they don t overhang the vendng devce by more than one (1) foot. 8. No vendor shall vend: 1. wthn twenty feet from sdewalk cafes; and 2. wthn fve feet from (a) bus shelters, or (b) dsabled access ramps. 9. Each vendor shall carry hs or her lcense on hs or her person and t shall be exhbted upon demand to any polce offcer, authorzed offcer or employee of the Cty of Cleveland. 10. No vendor shall leave any conveyance unattended at any tme or store, park, or leave same overnght on any cty sdewalk, nor park, store or leave any vehcle other than n a lawful parkng place; 11. Vendors are expected to be cordal to other vendors and pedestrans. 12. Vendors wth addtonal employees shall be responsble for ther employees' volatons of ths chapter and the rules and regulatons. 13. No vendor shall use any conveyance, devce or thng whatsoever whch, when fully loaded wth merchandse, cannot be easly moved and mantaned under control by the lcensee, hs employee or attendant 14. Vendor s dsplay stand, cart or contaner shall not be larger than 12 feet n length and 3 feet n wdth, must be on wheels and capable of beng moved by one person. 15. No vendor shall use a sound amplfcaton devce or make any loud or unreasonable nose for the purpose of advertsng or drawng attenton to merchandse or for any other purpose. 16. No lcense granted may be sold, leased, transferred or reassgned n any fashon.

17. No vendor shall allow any tems relatng to the operaton of the vendng busness to be placed anywhere other than n, on, or under the cart from whch the busness s operated. 18. Vendors shall comply wth all requrements of applcable federal, state, and local laws, ncludng wthout lmtaton, the Cty s Fre Preventon Code and State of Oho Fre Code. 19. A vendor who has receved a permt pursuant to Sectons 675.06 and 675.061 shall obey any lawful order of a polce offcer, authorzed offcer or employee of the Cty of Cleveland authorzed to enforce Chapter 675 to remove hmself or herself and hs or her vendng devce entrely from the sdewalk to avod congeston or obstructon durng an emergency and/or any other lawful request pertanng to the complance of Chapter 675 and the Vendor Rules and Regulatons. 20. Each vendor shall remove all merchandse, packagng, paper, contaners, dsplay stands or tables, or other materals brought to the locaton at the termnaton of sales each day. No permanent stands or dsplays wll be permtted, and are on a frst come frst serve day by day bass. 21. Each vendor durng the perod of sellng shall keep the area they are sellng n free from all ltter and debrs arsng from ther operaton and nsure that the area s cleaned on departure from the peddlng area. 22. Each vendng devce must be aesthetcally approprate (clean and free from damage, rust, and corroson) for vendng. IV. VENDING DEVICES (apples to hotdog cart vendors permtted under Secton 508.05) A. No person shall engage n vendng upon or from a fxed locaton on a sdewalk wthn the Central Busness Dstrct wthout a permt ssued under Chapters 508 and 675.

B. A vendor who has receved a permt under Sectons 241.36 shall obey any lawful order of a polce offcer, authorzed offcer or employee of the Cty of Cleveland authorzed to enforce Chapter 241 to remove hmself or herself and hs or her moble food shop to avod congeston or obstructon durng an emergency and/or any other lawful request pertanng to the complance of Chapter 241 and the Moble Food Shop Rules and Regulatons. VI. Effectve Perod. These regulatons shall be effectve from 12:01 a.m. Eastern Daylght Tme on July 16, 2016 through 12:01 a.m. on July 24, 2016. In the event that the 2016 Republcan Natonal Conventon s delayed, the effectveness of these regulatons shall automatcally extend to 12:01 a.m. Eastern Daylght Tme on the day after the concluson of the Conventon or on July 25, 2016, whchever date s later. VII. Conflct Provson In the event of a conflct between these regulatons and the Codfed Ordnances of Cleveland, Oho, 1976, or any other Cty ordnance or regulaton, these Regulatons shall control.
