The bject f this respnse plan is t ensure cmprehensive and timely cmmunicatin abut a pllutin incident t staff at the premises, the Envirnment Prtectin Authrity (EPA), ther relevant authrities, specified in the Act (such as lcal cuncils, NSW Ministry f Health, and `Fire and Rescue NSW) and peple utside the facility wh may be affected by the impacts f the pllutin incident. It will minimise and cntrl the risk f a pllutin incident at SCCCR Quarry site by requiring identificatin f risks and the develpment f planned actins t minimise and manage thse risks. The plan is prperly implemented by trained staff, identifying persns respnsible fr implementing it, and ensuring that the plan is regularly tested fr accuracy, currency and suitability. Definitin f pllutin incident The definitin f a pllutin incident is: An incident r set f circumstances during r as a cnsequence f which there is r is likely t be a leak, spill r ther escape r depsit f a substance, as a result f which pllutin has ccurred, is ccurring r is likely t ccur. It includes an incident r set f circumstances in which a substance has been placed r dispsed f n premises, but it des nt include an incident r set f circumstances invlving nly the emissin f any nise. Descriptin and likelihd f a Pllutin Incident SCCCR Quarries stres an abslute minimum f any type f material that wuld cause a hazard t human health r the envirnment. N bulk fuel f any type is stred within the site. All machinery is fuelled by a cntract delivery as and when required. Fuel t supply small mtrs like generatrs and pumps is stred in a 20 litre apprved fuel can and replenished as required. Oil fr machinery is stred in a several 200 litre cntainers within a lcked and self bunded shed t cntain risk f spillage Effluent is stred within a tank cntained within the ablutin blck and if serviced and pumped ut n a regular basis by a licensed cntractr. N material cntaining any risk f cntaminatin is allwed t be imprted t the quarry site. All water within the wrking r disturbed area f the site is cntained in the site and nne allwed t egress frm the site with the whle site surrunded by bunding between 3 and 5 metres high.

Blasting is carried ut in site, by a qualified blasting cmpany, with their wn safety management plans. N explsive are ever stred n site and are nly brught t site immediately befre use. A qualified flra and fauna cntractr is emplyed t ensure and fauna will be kept safe and if required clean up any infestatins f nxius plants with nn-pllutant chemicals, which are nly brught n site by the cntractr when required. SCCCR Quarries have, and will cntinue t take any pre-emptive actins t prevent any pssibility any pllutin incident ccurring. Inventry f pssible pllutants. As stated abve SCCCR Quarries has and abslute minimum f anything cnstituting pllutin risk. These cmprise f: Minimal Petrleum fuel Minimal Deslate Minimal Hydraulic and Engine ils Minimal effluent Respnsibility f Implementatin The primary respnsibility fr Incident Respnse is the Mine Manager, Mr Jhn Green. If he shuld be temprarily away then the Wrks Manager must take respnsibility. All staff are trained in the implementatin f Pllutin Respnse in securing the site and all persnnel, bth staff and custmers. Once all nsite persnnel are accunted fr safely then whever is in charge will immediately call emergency services, if needed, and then cntact the relevant authrities that the incident has happened and what curse is being taken Safety Equipment SCCCR Quarries des nt require any specialised equipment in cmbating pllutin incidents as they wuld be f a very minr nature and the nrmal PPOE wuld be sufficient t prtect emplyees. Pre-emptive actins Due t the extremely unlikely pssibility f any incident ccurring all staff have PPOE that wuld be sufficient t cver any risk. Staff is all aware f the prcedure f reprting t management any ptential incident they may see as a future risk and this is discussed by staff in regular Tl Bx Meetings. Ntifying Authrities

A pllutin incident is required t be ntified if there is a risk f material harm t the envirnment, which is defined in Sectin 147 f the POEO Act as: a) harm t the envirnment is material if: i. It invlves actual r ptential harm t the health r safety f human beings r t ecsystems that is nt trivial, r in all ii. It results in actual r ptential lss r prperty damage f an amunt, r amunts aggregate, exceeding $10,000 (r such ther amunt as is prescribed by the regulatins), and b) lss includes the reasnable csts and expenses that wuld be incurred in taking reasnable and practicable measures t prevent, mitigate r make gd harm t the envirnment. If a spill ccurs n site that has resulted in r has the ptential t cause material harm t the envirnment the fllwing authrities will be ntified immediately. Cmmunity Ntificatin Strategy Wh Will Be Ntified? All cmmunity stakehlders that may be affected by a spill will be ntified. These include: Neighburing residential prperty wners Neighburing cmmercial prperties General public within the vicinity f the site: Pedestrians Mtrists Users f nearby recreatinal facilities (sprting facilities, parks etc) Nearby water curses (rivers, streams, dams etc.) used fr recreatinal and/r cmmercial purpses Farmers lcated dwnstream frm water curses affected by a spill Schls Churches Nursing hmes When Will the Cmmunity be Ntified? If a spill presents a significant risk f causing material harm t persns, prperty, and/r the envirnment t an area that is nt trivial, any cmmunity stakehlders within these areas will be ntified at the earliest cnvenience. Hw Will the Cmmunity be Ntified? When it has been established that a cmmunity stakehlder is at risk frm a spill that has the ptential t cause material harm the fllwing prcess will be implemented: 1) Cmmunity stakehlders will be cntacted immediately after the relevant authrities have been cntacted by telephne (r face t face if this is nt pssible). 2) Stakehlders will be advised f recmmended actins that can be taken t prevent r minimise material harm e.g. evacuate area, shut all drs and windws, cease drawing water fr irrigatin purpses. 3) After the spill has been cntained and managed by key persnnel and authrities subsequent cmmunicatin will be undertaken by the Natinal Envirnmental Manager and relevant envirnmental advisrs. These may include: Fllw up telephne calls Meetings with stakehlders Written crrespndence cntaining updates in regards t safety and envirnmental cncerns assciated with the pllutin incident.
