ROLLER SPORTS CANADA INTERNAL NOMINATION POLICY FOR 2019 PAN AMERICAN GAMES Lima, Peru July 26 August 11, 2019 A. Introduction The purpose of this document is to set out the procedures cover team selection for the Roller Speed Skating team for the 2019 Pan American Games (PAG) planned for Lima, Peru. Roller Sports Canada (RSC) will not be putting forth an Artistic Skating team for qualification for the 2019 Pan American Games and will therefore not be sending a team for this discipline to the 2019 Pan American Games. Pan Am Sports Organisation (PASO) Qualification System: These Internal Nomination Procedures are based on the PASO rules and regulations as presently known and understood and on the latest information available to RSC (available here: http://www.panamsports.org/wpcontent/uploads/2018/04/qualification-system-manual-lima-2019-1.pdf ). Any changes in the selection criteria and procedures necessitated by a change in PASO rules and regulations will be distributed to the affected athletes as soon as reasonably possible. Performance Objectives Roller Sports Canada has the objective of selecting a Speed Skating team that will have as many top 8 finishes as possible. Team Size The Roller Speed Skating Team will consist of up to 2 male athletes, 2 female athletes, and 1 coach as well as a team leader. The size of the team is subject to the restrictions of the Canadian Olympic Committee (COC) and financial considerations. B. Decision Making Authority The Chief Referee of any and all the selection events will, in collaboration with the 2019 RSC Pan American Games Trials event officials, have the final say as regards to the technical competition results i.e., PAG Trials competition/race results. The Team Selection Committee (TSC) will review and nominate all athletes to the 2019 Pan American Games Team based on PAG Trials results and eligibility conditions outlined herein. The TSC will also name any potential alternates based on PAG Trials results and eligibility conditions outlined herein. The TSC will be comprised of the RSC President, Vice President Speed and the RSC Secretary. If there is a conflict-of-interest or where there is no person currently filling one of the above roles, the Team Selection Committee will draw from the Speed Committee up to the maximum number needed to bring the TSC to 3 people.

The Vice President Speed, in consultation with the RSC Board, will have the final say with respect to any and all other eligibility conditions outlined in this document, that may affect team selection. All Roller Sports Canada nominations are also subject to the approval of the COC. C. Eligibility Requirements Eligible athletes must be RSC Registrants in good standing for all related team selection activities. Eligible athletes must remain in good standing with RSC through to the conclusion of the 2019 Pan American Games. Eligible athletes must be Canadian citizens as per the Regulations of the Pan American Games, and must possess a Canadian passport which does not expire on or before February 11, 2020. Eligible athletes must comply with all RSC financial requirements prior to being named to the Teamthis includes associated costs for clothing and uniforms, travel, accommodations, food and nutrition, team fees. Alternate athletes selected must also comply with all items contained in this document, and must ensure that all paperwork and financial obligations are fulfilled within 48 hours of notification of their pending team nomination. Potential PAG team members must complete their Registration Form to declare their interest in trying out for the team, and to commit to the necessary financial requirements related to the PAG Speed Trial and all costs associated to qualifying. Potential PAG team members must complete and sign all paper and online forms and profile information as required by the COC. Upon selection, PAG team members will be required to agree to Team requirements. D. Team Selection Schedule In order to be allowed to compete at the 2019 Pan American Games in Lima, Peru, Canada will be required to qualify via the 2018 Pan American Championships planned for November 2018 in Monterrey, Mexico. At the 2019 Pan American Games there will be a maximum of 20 male and 20 female participants allowed to compete, where there will also be two positions reserved for males and two positions reserved for females of the host nation. Please refer to the PASO Qualification System referenced in Section A. The 2019 Pan American Games Trials event is planned for late-may/early June 2019 with possible competition venues in Toronto and Montreal. Alternates listed must be prepared to assume their position on the team on very short notice if a respective team member should have to withdraw from the team. Once selected, RSC athletes will form part of the COC s Team Canada, and will be subject to any and all conditions of travel as outlined by the COC. E. Qualification Speed athletes will qualify for, and subsequently be named to the Pan American Games Team, by virtue of their placement at the specified Pan American Games Trials event, subject to meeting all other eligibility criteria.

Roller Sports Canada s Speed Committee will nominate a maximum of the top two overall male and female finishers from the 2019 RSC Pan American Games Trials to compete at the 2019 Pan American Games. The ranking will be determined by way of cumulative points earned in sprint (200m, 500m) and distance (10km points) races. Points assigned for placement in each race will be weighted with the following calculation: 25% of points assigned for placement in each of the 200m & 500 finals and 50% of points assigned for placement in each 10km points races. The points will be totaled to determine the overall final rankings that are used for team selection. The points system used to determine the final ranking is located in Section 7 of the Rules for RSC Speed. A participant s fastest 500-meter race in any of the competition s heats, qualification races, or quarterfinal, semi-final, or final will serve as to break ties in points. In case there is a second need for a tiebreak then a 500m skate off will be done between the 2 athletes. In the event of inclement weather, a third day will be used to complete distances. The overall objective is to race each distance twice, with the understanding that the safety of the competitors is a primary concern. Therefore, the weighting will remain the same and as many of the distances and times raced will be taken into consideration. Two weeks prior to the competitions, registration and payment for the 2019 RSC Pan American Games Trials must be completed. Women s alternate & Men s alternate Should an alternate be needed due to the inability of one of the first-place athletes to attend the Games, the next skater in rank order will be named to the team. All substitutions after June 26, 2019 are subject to PASO s Late Athlete Replacement Policy. Alternates must comply with all aspects of team nomination and membership. Automatic Selection Automatic-selection of athletes to the team will only be considered if there are no other eligible athletes wishing to try out for the Team. Any potential automatic-selected athlete must comply with the criteria outlined in this document and demonstrate through past and/or current results that they would be competitive at the Pan American Games. The Team Selection Committee will make the final decision. F. Appeals RSC Policy #00-04, Athlete s Right to Appeal dated May 1, 2000 will apply should an RSC member wish to appeal any RSC decision. If both parties are in agreement, the RSC Policy may be bypassed and the matter brought directly before the Sport Dispute Resolution Centre of Canada (SDRCC) who will then manage the appeal. G. Performance Readiness

Team members are expected to maintain the highest possible level of performance readiness before and during the Games. Team members who incur an injury that could affect their training after their successful Trials race must report same to the RSC President and/or Vice President Speedand/or PAG Team Coach within 24 hours of incurring the injury. If any injury that could affect their training occurs to a named team member, a Doctor s note must be delivered to the RSC President and/or Vice President Speed and/or PAG Team Coach before June 26, 2019 indicating the athlete s current condition is satisfactory to train and compete. An athlete whose injury will not allow him/her to train as of June 26, 2019 must relinquish his/her position on the team, and an alternate will be named subject to PASO s Late Athlete Replacement Policy (after June 26, 2019). Athletes who do not maintain performance readiness and preparedness, as identified by the Team Coach, will be subject to removal from the Team. H. Announcements The 2019 RSC Pan American Games Trials event will be announced across Canada to all RSC Registrants on Roller Sports Canada s website as well as via e-mail and social media operated by Roller Sports Canada s Speed Committee. Athletes will be informed of the nominations no later than June 17, 2019 The official Team Selection announcement will be made in the same manner no later than June 28, 2019 and will be done via press release on the RSC website as well as on social media operated by the Roller Sports Canada s Speed Committee. I. Amendments and Unforeseen Circumstances Amendments may be made to this document as conditions or circumstances arise, and within 48 hours of the identification of the change. All changes will be posted on the above websites within 24 hours of the new document being prepared. This clause shall not be used to justify changes after a competition or trials which formed part of these Internal Nomination Procedures unless it is related to an unforeseen circumstance. This is to allow for changes to this document that may become necessary due to a typographical error or a lack of clarity in a definition or wording before it has an impact on athletes. J. Team Leader and Coach Selection Team Officials applications will be received by respective RSC Speed Committees. The Team Leader position is an appointment made by the RSC Board of Directors. Interested applicants should apply to the RSC Speed Committee. Team Coaches for Roller Speed Skating must apply the RSC Speed Committee (for selection to the team). Applications will be distributed as per H above. The RSC Speed Committees will forward a coach recommendations and nomination to the RSC Board for approval. All recognized (by RSC Speed Committee on behalf of RSC) roller speed coaches may apply for the Speed Team Coach position. Consideration will be given to, but not limited to, coach education, coaching

experience, coaching credentials, coach involvement with potential team members. Coaches with ice speed skating qualifications may be considered. All nominated coaches must be in good standing with the Professional Coaching Program of the Coaching Association of Canada Team Coach selection will be made by the RSC President, PAG Team Leader, and Vice President Speed (members from the TSC may be part of the decision makers in the case of an absence). Input may be taken from athletes on the team, but athletes will not vote for the team coach. Team Coaches must comply with all financial and eligibility requirements prior to being named to the Team.
