St. Paul Men s Golf League Rules 2017 General rules: 1. Winter rules will be in effect throughout the course, both in fairways and in rough. You may improve your lie by moving your ball six inches, but no closer to the hole. If your ball is in water in a sand trap, you may drop to a dry spot in the trap without penalty. If the trap is completely flooded you must drop outside the trap, no nearer the hole with no penalty. ****If traps have not been raked, decide as a foursome if you want to play rake and place before hitting from the trap.**** 2. Refer to the scorecard for the definition of out of bounds. For out of bounds, play the line of flight for point of entry. Drop and add one shot. You may go back as far as you like in the line of flight before you drop. 3. Rainouts will be determined by the weather committee. Every effort will be made to inform you before driving to the course. Do Not Call The Church. 4. Schedules, standings, averages and other announcements will be available on our league web site each week. To access the web site, go to www.splconline.com and enter the word golf in the search box. 5. Each team is allowed a maximum of three players, one of which is a St. Paul member. If the league is short a team, a non-member team may be accepted. No new members may join a team after the first four weeks of play except to replace a player who has left for medical or work related reasons or to replace a player who has quit. 6. Once assigned a team, a player is not eligible to sub on any other team, but he may play as a pacer to complete a foursome.

7. One team member must be present to constitute a legal match. The opposition will use an absent player s average plus four strokes to establish the handicap. If two players on a three man team are missing, use the absent player with the lowest average plus four strokes to establish the handicap. 8. One player from each team must sign the scorecard before it is turned in to the league secretary. Indicate the players last names, nine hole score and the outcome of the match by team number. 9. Players involved in make up matches. make up matches must use their current average when making up the matches. Make ups should be made up within three weeks of the scheduled match. They must be played prior to position night. 10. No subs are allowed on position, playoff or championship nights, except to serve as pacers. 11. Handicaps, will be established for matches by determining 80% of the difference between the opposing teams combined averages. Drop all decimals. 12. No players under the age of 18 are allowed. 13. Averages will be determined from the last 5 scores recorded. For new members (including subs) the first night s score will be the average for that night as well as the second night. Thereafter, until five matches have been played, the average will be calculated by dividing total scores by number of weeks played. For returning players, we will use their ending average for the first night and continue with a five week rolling average. 14. Teams playing each other are responsible to determine the handicaps, total points and scores. Any rule disputes should be brought to the attention of

the league officers. If there is a point of contention on the golf course, please play an alternate ball to finish the hole as well as the original ball. League officers will make the determination as to which score will count. 15. League play will be 19 weeks with position nights on the ninth and 18 th weeks. League semi-finals, finals and non-participant events will be held on the 19 th week. 16. Winning teams from the first half and second half of each division will play each other on the 19 th week beginning no earlier than 2:30pm. Division champions will then play each other at 4:45pm for the league championship and the two division losers will also play for third and fourth place. 17. No individuals or teams are allowed to play the course on position, playoff or championship nights prior to the official starting times. 18. All players involved in position or first half playoffs must use their current averages. Players involved in the final night championship must use the lower of their first half ending or second half ending average. Each player must have played at least 4 rounds prior to participating in these events. Exceptions could be made per rule number 5 with approval of the league officers. 19. A team that wins both halves of their division will draw a bye for the semifinals. They may play nine holes as a warm up prior to their scheduled match for the championship. 20. In case of any ties on position, playoff or championship nights, a sudden death playoff (hole by hole) will determine the winner. League officers will determine the holes to be played as well as the first hole honors. 21. All non-league people attending the outing will pay guest fees; however, a non-attending member of the league may assign to someone else who is not

a member of the league their golf and banquet privileges for the day. The recipient must pay an additional cost (TBD) for prizes for the outing. 22. Three man teams must pay one guest fee if all three wish to play in the outing. 23. If a team has no members present for their scheduled match and they have not notified their opponents as to a make-up, the team which is present is guaranteed winning at least 12 points and must play the scheduled round using their opponent s average plus four strokes per player. They must win holes to get more than 12 points. The absent team forfeits all points. Teams should wait until 5:30 or until the last foursomes have begun play. Please make every consideration to be as accommodating as possible to fellow league members. 24. Matching cards is allowable and encouraged. Teams will match cards on the next week that both are playing. The team that is playing a week without an opponent will just play that week for average. PLAY: 1. USGA rules apply except where modified by general rules section. 2. Common sense rules on the course as well as good etiquette and knowledge of the game. 3. Play begins April 3 and ends August 21 (possibly the 28th) 4. Tee times begin around 3:30 on both sides. Review your sheet and know who your opponents are. 5. The outing is scheduled for September 9 th at Giant Oak. Fees: 1. The full season cost will be determined by the rate the golf course charges plus the cost of the outing which includes 18 holes with cart, dinner, refreshments, prizes and cash payoffs for places finished.

League officers: The 2017 annual cost approximately $460 without the outing and $545 with the outing. This is payable in 4 installments. Payments are due on the first Monday in the months of April, May, June and July. 2. For each round of golf, substitute players will be charged a fee of $10.00. Any sub fees not received by the league treasurer will be charged to the regular team player that utilized the substitute player. 3. Any league player who does not pay his portion of the full season cost prior to the outing will not be allowed to play in the outing or the following season until 100% of his back fees are paid. 4. Quarterly payments are due the first golfing Monday of April, May, June and July. Those that are delinquent 2 weeks past scheduled payment date may not be allowed to play and will remain delinquent until all back fees are paid. No substitute will be allowed for the delinquent member until fees are paid. 5. Any fees incurred by the league for returned checks will become the responsibility of the individual who issued the check. 1. Must be an active St. Paul member 2. Will consist of a treasurer and a secretary. Both officers will golf for free in lieu of any compensation for services rendered. 3. Will not be responsible for any shortage of funds while in the conduct of league business.
