Vision Zero Zero Fatalities (At least not only) Vision Zero = 5 dimensions 1. vision for many stakeholder 2. ethical platform 3. shared responsibility 4. driving forces for change 5. safety philosophy Swedish Road 2009-10-06 Administration 4
Shared Vision 1. After ten years, more or less all stakeholders share the vision 2. The private sector and NGO adopted the vision early The most far reaching approach has been set by Volvo Cars in 2020 no one will be killed or seriously in a Volvo Swedish Road 2009-10-06 Administration 5
Our vision is that by 2020 no one will be killed or injured in a Volvo Vision 2020 Swedish Road 2009-10-06 Administration 6
Ethical platform Safety is key for mobility in investment All fatal crashes investigated in-depth New speed limit system based on safety Swedish Road 2009-10-06 Administration 7
Shared responsibility System designers are responsible for the design, operation and the use of the road transport system and are thereby responsible for the level of safety within the entire system. Road users are responsible for following the rules for using the road transport system set by the system designers. If the users fail to comply with these rules due to a lack of knowledge, acceptance or ability, the system designers are required to take the necessary further steps to counteract people being killed or injured. Swedish Road 2009-10-06 Administration 8
Driving mechanism for change The individuals have a right to survive The driving force is the demand from the citizens The system designers will have to co-operate Swedish Road 2009-10-06 Administration 9
Driving mechanism for change, Swedish examples Volvo 2020 target ESC on 98 % of new cars sold Alcohol interlocks in buses and HGV Euro NCAP and Euro RAP (i RAP) established 80% reduction killed on 2+1 roads 1000 modern road safety cameras ISO 39001 coming up Insurance linked to traffic safety Swedish Road 2009-10-06 10 Administration

Part 3: Strategic Plannification of Road Safety the process of creating new Swedish interrim targets 2020 2009-10-06 Vägverket 17
Failed interim target in 2007
Why Sweden missed it s mid term target (1996-2007) The target was set in a recession, and ended in an economic boom Alcohol consumption up 30 % Speed management through the transport sector failed Effective treatment of infrastructure started too late No new speed limit system introduced (now implemented) Swedish Road 2009-10-06 19 Administration
Management by objectives Collaboration (in conception and implementation) Usage of RSPI*:s for evaluation closer to activities Annual follow up * RSPI = Road Safety Performance Indicators
Cooperation at conception Swedish Road Administration National Police Board Sweden s municipalities and county councils Toyota Sweden AB Folksam (insurance company) National Society for Road Safety (NGO) Ministry of Enterprise, Energy & Communications Swedish Work Environment Authority Swedish Taxi Association Swedish Bus & Coach Federation Swedish Association of Road Haulage Companies

Example: Heavy Industry Round Table 6 global heavy industry companys gathered= big transport buyers (steel etc) Round table in order to learn from each other Committs themselves to strong road safety and ecological demands on the transport companies carrying their goods, f.ex. alcolocks, keeping speed limits, ecodriving Chaired/enabled by the State/Road 2009-10-06 Vägverket 38 Administration
Example: Motorcycle and Cyclomotor Strategy (on going) SRA initialize and push forward All relevant parties involved f.ex NGO, import organisation, Police, Road Administration Goal: a shared problem definition, common strategy, actions from each party Will be presented in april 2010 2009-10-06 Vägverket 39
Exampel: Local OLA regarding specific accident O = Objective facts, L= possible Sollutions A = Actions Analyze of accident, reasons, background Meeting with all involved local parties, f.ex. rescue service, local police, road network responsible.
