FUTSAL (5-A-SIDE) TOURNAMENT EVENT INFORMATION Date : Saturday and Sunday, 18 and 19 February 2017 Time : 8am to 7pm (subject to final confirmation of schedules and fixtures) Venue : Kovan Sports Centre 60 Hougang St 21, Singapore 538738 (next to Paya Lebar Kovan CC) Categories : Boys U21 Men s U35 Men s A35 Ladies Open Men s Corporate 1. TECHNICAL RULES RULES & REGULATIONS 1.1 The tournament shall be conducted under the technical rules and regulations as established by the Football Association of Singapore (FAS). 2. REGISTRATION & ELIGIBILITY OF PLAYERS 2.1 Team Managers / Captains shall undertake the responsibility of ensuring the health and wellbeing of their Players competing in this Tournament. 2.2 Each team shall comprise a maximum of eight (8) players (5 Players & 3 Reserves). The Team Manager, Coach and Official will be allowed to play if they are registered as Players only. 2.3 Only players whose names are registered in the Team line-ups are allowed to play in the match. Changes to the team line-up will not be accepted once it has been submitted to the Presiding U Games Tournament Committee at the beginning of the Tournament. 2.4 Boys U21 players must be of age 21 and below as of 31 Dec 2017 (i.e. born on or after 1996). Minimum age of participation is 15. Men s U35 players must be of age 35 and below as of 31 Dec 2017 (i.e. born on or after 1982) Men s A35 players must be of age 36 and older as of 31 Dec 2017 (i.e. born on or before 1981) Men s Corporate Open to all corporate companies registered in Singapore. Team members must be employees from the same company/parent company. Copies of players Employee Passes or equivalent must be presented during registration. Where it is discovered by the Organizing Committee, the teams with ineligible members will be disqualified immediately. 1
2.5 Every Team Captain/Manager will need to submit their team line-up forms prior to the start of each of their match to the Court Officials. (Compulsory) 2.6 All current FAS registered National, S-League and Prime League Players are not eligible to participate in this Tournament. (Applicable to Boys & Men s categories only) 2.7 No player is permitted to play in more than one team in the Tournament. 2.8 All Participants/Team Managers/Captains are required to report at the registration counter with their NRICs/Photo IDs to confirm their teams registration and attendance. 2.9 The decision of the Chief Referee appointed by the Organising Committee on any question of interpretation of the rules arising in the course of the tournament shall be final. 2.10 Participants aged 18 & below are required to submit parent consent form. Failure to do so will result in disqualification. 2.11 Registration is non-refundable, in the event of cancellation/ no-show 2.12 Each category requires a minimum of 8 participating teams to proceed. Organiser (i.e. U Sports) reserves the right to close or merge any categories not meeting the minimum number of teams required. 3. FORMAT OF PLAY 3.1 All matches must be played according to the fixtures and no postponement is allowed. 3.2 Each match will last one period of 8 minutes. (No Intervals). 3.3 Teams should report to the court officials for their matches, 2 minutes before their match begins. Announcements will be made accordingly. 3.4 Each team requires minimum of 3 players, in proper attire and with shin pads on court to start a match. Referees will start the match with no delays. 3.5 Every Team Captain/Manager must sign off the result scorecard at the end of their match. (Complusory) 3.6 If a match at full-time ends in a draw, No extra-time will be given and it will be recorded as a draw during the Preliminary Rounds only. 4. TOURNAMENT FORMAT & RULES 4.1 Preliminary Round: Round-Robin Quarter-Finals: Single Knock-Out Semi-Finals: Single Knock-Out Finals: Single Knock-Out 2
4.2 3 points for Win, 1 point for Draw, 0 point for Loss. 4.3 In the case of a tie in points in the preliminaries, order of checking: Preliminary Rounds i. Goal Difference ii. Highest Goal Scored iii. Results between both Teams iv. Toss Coin (1 st & 2 nd ) v. Sudden Death (2 nd & 3 rd ) Knock-Out Rounds Onwards (A tie after full-time) i. Penalty Shoot-Out (Only 3 Kicks) ii. Sudden Death 4.4 Goals can be scored from anywhere of the field of play, except from kick-in. 4.5 Goal-keepers are only allowed to underhand throws. The ball from the throw must land within the Goal-keeper s own half first, before crossing the halfway line. 4.6 Sliding tackles are NOT allowed. 5. SUBSTITUTION 5.1 Rolling Substitutions is allowed in each match. 5.2 Substitution will be allowed at any time with prior approval and acknowledgement of the Referee. 6. CAUTION / SEND OFF 6.1 Any player who received 2 cautions (yellow card) during the tournament matches shall be suspended for next match. - Two (yellow cards) in the same match - suspension next 1 match - 3rd caution after the two (yellow cards) - suspension 1 match - 4th caution after the second suspension Disciplinary Committee shall decide. 6.2 Any player who is sent off (Red Card) by the referee will be suspended for 2 subsequent matches. 6.3 In the event of violent conduct offence by any player, team manager and supporter of the team, the entire Team will be disqualified from the Tournament. 6.4 In the event of any verbal racial abuse by any player in the team, the player will be disqualified from the Tournament. 3
7. WALKOVER 7.1 Team(s) shall concede a walkover, if one or both Teams fail to be present 2 minutes after the scheduled time of play. The decision of the FAS Referees will be final. 7.2 Ruling If any Team gives a walk-over during the tournament, 3 points will be awarded to the team present and they will have a score of (3-0) recorded. A score of (0-3) will be recorded for the Walk-Over Team. 7.3 A Team that gives 2 or more consecutive walk-over during their group stages games will be disqualified and their scores will be recorded as null & void for the entire tournament. 7.4 Walk-over that occurs in between, please refer to Rules & Regulations: 8.2. 8. VERIFICATION 8.1 All Players must bring along their NRIC / Passport / Photo ID upon Registration at the Counter for verifications by Tournament Officials or Committee of the Event. 8.2 The Team Manager/Captain shall undertake the responsibility of ensuring the eligibility of their players competing in this tournament. 8.3 Any Teams found guilty of fielding unregistered players will be disqualified from the tournament immediately. 8.4 The Organiser may perform random checks on the Players eligibility. If Player(s) is/are found ineligible, the team will be disqualified immediately. 9. ETHICS 9.1 Team Manager/Captain/Coach is responsible for the proper control and good conduct of his players and supporters. He shall also serve as the team s representatives in matters pertaining to the tournament. 9.2 Players should understand and abide by all the Rules and Regulations of the Game and the Tournament. 9.3 Players must abide by the decision of the Referees at all times. Referees decision is final. 9.4 Players may be disqualified for breaching any of the above mention Rules. 10. ATTIRE 10.1 Players are to be in proper Soccer Attire with long socks, boots/shoes & shin pads (Compulsory). Chains and accessories on the players body are to be removed prior to your match. FAS Referees will conduct full body inspections before each match. 4
10.2 Players with compression wear/skins/tights, the jerseys & compression wear must be of the similar colour. 10.3 The first named Team on the schedule shall be the Home Team. The Home Team should put on the jersey contrast in colour to those of the opponents. 10.4 Teams must have a minimum of one set of Jerseys. If both teams arrive at a match dressed in Jerseys of the same colour, the home team must change or bibs will be provided. 10.5 All jerseys/t-shirts shall be numbered on either side. A player must be assigned with one permanent number throughout the tournament. (Complusory) 10.6 Players who choose to wear spectacles to play the tournament do so at their own risk. 10.7 All players (except Goal-keepers) are not allowed to wear track pants and three-quarters to play in the tournament. 11. DISPUTES/PROTEST/COMPLAINT/APPEALS 11.1 The Tournament Committee (TC) shall only entertain protest put up by the Team Manager. 11.2 Any protest against the opposing team shall be lodged by the Team Manager regarding submission on the eligibility of players during or before the said match. It should be made BEFORE or DURING the game, all protests that come AFTER the result has been finalised would not be entertained. This should facilitate verification on the eligibility of the players concerned. The protest should be accompanied by a protest fee of $100.00 which will be forfeited if the protest is invalid. 11.3 All question of eligibility, qualification, interpretation of these rules and regulations, as well as all other matters in dispute shall be referred to the Tournament Disciplinary Committee which comprises of three appointed members whose union/co-operative are not involved in the dispute in questions with the U Games Tournament Committee as the Ex-Officio. Their decision shall be final. 12. MATTERS NOT PROVIDED FOR IN THE ABOVE RULES 12.1 Where there are areas not covered by the above rules and regulations the matters shall be dealt with by the Tournament Committee whose decision shall be final.
