3 Introduction This manual has been prepared to present the principles and standards of judging taken from the USA Junior Olympic Compulsory Program and the Code of Points of the Federation Internationale de Gymnastique (FIG). This manual is intended to be used as a resource for both coaches and judges. In principle, rules and definitions are based on the 2013 2021 USA Junior Olympic Compulsory Program and 2013 2017 Junior Olympic Code of Points and 2013 FIG Code of Points. This manual is not intended to apply to competitions conducted under FIG rules. FIG judging requirements are not included. Judges preparing to judge at National and International competitions should refer to the FIG Code of Points and the GCG Women s Program Manual for complete judging requirements. Clarifications will be documented and circulated in the Gymnastics Ontario Competitive Program Technical Clarification Bulletin, which will be posted on the GO website. Individual coaches and judges are encouraged to send questions to the Ontario Women s Technical Committee as appropriate. 4 Gymnastics Women s Artistic Gymnastics I. PHILOSOPHY The OCP Manual should be used in conjunction with the USAG Junior Olympic Compulsory Program and as a tool for competitive gymnasts of all ages and abilities. The program encourages both participation and excellence. It should challenge all athletes and allow them to move up to higher levels when they are ready to do so. It can also act as a feeder system for the athletes who show potential to move into a national program by providing a seamless progression in the required difficulty as one moves up from level to level. The program strives to be progressive, yet responsible. The OCP replaces any prior pre comp, interclub, and provincial programs. The OCP cannot be a duplication of GCG programs already in existence. There may be components from the Ontario Development Program (ODP) used as an alternative type of competition for 5 9 year olds. Where appropriate the OCP will be compatible with U.S. rules to allow Ontario athletes to compete out of province. The OCP will focus on stability/consistency and will be used for an Olympic quadrennial regardless of changes to FIG II. ELIGIBILITY The includes Levels 1 10. 7 year olds are able to compete in Levels 1 7; they are not permitted to participate in the Open Qualifying System and are not eligible for Ontario Championships. 8 year olds are able to compete in Levels 1 8; they are not permitted to participate in the Open Qualifying System and are not eligible for Ontario Championships. 9+ year olds are able to compete in levels 1 10 but only those in Levels 3 5 (Compulsory) and 6 10 (Optional) are permitted to also participate in the Open Qualifying System and are eligible for Ontario Championships. III. COMPETITIVE PROGRAM STRUCTURE: ATHLETE DEVELOPMENT, JUDGING AND COACHING MODEL Ontario Development Program (ODP) governed by GO, for athletes ages 5 to 9. governed by GO, for athletes ages 7 and older. Aspire Program governed by GCG, for athletes ages 8 10. National Program governed by GCG, for athletes ages 10 and older. NB athlete age in Ontario is determined as of December 31 st of the current competitive season. 6 IV. GENERAL INFORMATION The following information applies to all OCP events: Please refer to the GO Website (www.gymnasticsontario.ca.) for updates and clarifications of all rules. a. Where a rule is not listed in these Technical Rules and Regulations, or in any current Technical Bulletin, please refer to USAG JO. b. No clarifications will be applied at competitions unless they have been circulated in advance by the Women s Program Manager (WPM) a minimum of 2 weeks in advance of the competition. V. GYMNASTICS ONTARIO MEMBERSHIP REGISTRATION VI. a. Athletes must register as a member of GO in one competitive Category and Level within 15 days of commencing training in a competitive season. Clubs may make adjustments to an athlete s Level any time up until October 15 th. Final changes to levels must be made by October 15 th in ITSportsNet/ivr.net. b. All athletes and coaches must be registered correctly with Gymnastics Ontario to participate in any Gymnastics Ontario event. c. All coaches and judges must be currently certified and registered with Gymnastics Ontario as GO Women s Artistic Gymnastics Judge/ Coach. d. For individual members registration information and determination of Gymnastics Ontario membership fees please refer to the Registration Handbook or contact the Memberships Services Coordinator at membership@gymnasticsontario.ca. LEVEL 3 5 COMPULSORY QUALIFYING SYSTEM a. Compulsory Qualifying Process The club/coach will register their athletes directly with the host club. A minimum of 2 clubs must be in attendance to be recognized as a Qualifying Competition and for these scores to count towards qualifying. Athletes qualify to Ontario Championships as an All Around athlete in the following manner: the gymnasts best two All Around scores from the compulsory qualifiers are totalled then averaged and are ranked to determine the top 40 athletes in order to identify the athletes who participate. The athlete s club must participate in a minimum of two compulsory qualifiers Athletes can compete up to a maximum of three qualifiers per season. Athletes who move up a level will be permitted to compete at a maximum of three qualifiers at the new level. b. Compulsory Qualifying Competition Registration Clubs must register their athletes as members of Gymnastics Ontario within 15 days of commencing training in a competitive season. All competitions for L1 5 between the first week in January and the last weekend in April will be considered a Qualifying competition for L3 5 Clubs must register their athletes directly with the host clubs for competitions Host clubs must confirm registration is received and athletes are registered within two weeks upon receipt of registration Clubs must update their Beyond the Scores profile each season. Athletes must be registered and compete for a minimum of two L3 5 Qualifiers to qualify for Ontario Championships. Petitions are not permitted if only 1 qualifier was attended. Payment (along with Registration form) to each of the host clubs must be received by the host club once payment has been received and confirmed by the host club the athlete will be considered

7 registered for that event. Host Clubs must confirm registration is received and athletes are registered before the payment is processed. An athlete can participate in a qualifying invitational (first three scores counting) as the schedule/numbers will permit. It s each club s responsibility to secure their own qualifying competitions as well as to find any additional ( make up ) competitions for any athletes that mobilize up (or down) a level. Timelines for registration, refund policy etc. is at the discretion of the host as communicated by their Call to Meet. c. Athlete Withdrawals & Level Changes Withdrawals are managed by the host club. Coaches must communicate any withdrawal directly to the host club as soon as possible and/or timelines as communicated on their call to meet. For change in status such as Level please refer to VIII) Mobility section. d. Make Up Qualifiers and Ontario Championships It is the club/coaches responsibility to secure a make up qualifier. Make up qualifiers will be on a first come first served basis and availability of space. There are no refunds or transferable monies for athletes who have missed a make up qualifier due to illness, injury or inclement weather conditions. No petitions will be permitted for Ontario Championships. VII. 8 VIII. MOBILITY There is no mandatory mobility for those registered as Level 1 5 Invitational athletes, however there is mandatory mobility for Level 3 5 athletes in the qualifying compulsory system. For Invitational Competitions, Level 3 to 10 athletes must compete in the same Level or higher in which they are registered for Qualifiers. For Compulsory Qualifying Competitions Athletes who changes levels will not be allowed to count their score from the previous qualifier(s). If an athlete makes a change it is up to the club/coach to secure competitions for their athlete at the new level. Movement to a Higher Level (Compulsory Qualifying System): An athlete may move to a higher level at any time during the season providing there is space available in that qualifier. It is the responsibility of the club/coach to secure alternative competitions for this athlete if the host clubs are unable to accommodate due to full registration. Movement to a Lower Level (Compulsory Qualifying System): Athletes can move down a level providing a level change request is submitted on time to the host club providing there is space available in that qualifier. It is the responsibility of the club/coach to secure alternative competitions for this athlete if the host clubs are unable to accommodate due to full registration. Athletes may move down only one Level per competitive season. Athletes who move up one Level due to Mandatory Mobility Rule cannot move back down a Level within the season. Athletes must petition in writing to the Women s Technical Committee if they wish to move down two levels during the competitive season OR between two competitive seasons. In addition, a verification process will be implemented when athletes are allowed to move down two levels. This verification process will include a review of the athlete s scores by the Women s Technical Committee. Mandatory Movement to a Higher Level (Compulsory Qualifying System): The Mandatory Mobility for Level 3 5 Compulsory Qualifying Athletes will be determined by WTC and communicated to the membership annually. IX. SCHEDULES AND COMPETITIVE ORDER Schedules and athlete draw will be done for Invitational competitions by the host club. For Level 3 5 Ontario Championships the schedule and athlete draw will be done by GO. For all competitions, groups rotate in Olympic order. Clubs rotate within each group as follows: Clubs will drop by one if there is 7 or less in a group OR Clubs will drop by 2 if there is 8 or more athletes in a group. For Ontario Championships Athletes will drop by one if there is 7 or less in a group OR Athletes will drop by 2 if there is 8 or more athletes in a group. Option 1 format (will only be used when there is a shared floor): the earliest allowable start time for general warm up is 7:45 a.m. The latest allowable scheduled finish time for competition (i.e. when the last competitor dismounts) is 9:00 p.m. Option 2 format: the earliest allowable start time for the competition is 8:30 a.m. (warm up may begin at 8:15 a.m.); competitions may not exceed 12 hours in length. Maximum number of athletes for all competitions: Where a single set of equipment is used, the maximum number of competitors per rotation/group is 12 (to a max of 60 per Session). In the case of double equipment where floor mats are shared, the maximum number of competitors per rotation should be 10 (to a maximum of 50 per flight per gym).

9 X. WARM UP General Warm up: 15 minutes, in a gymnasium on a matted surface. All dance elements, single acro elements with or without flight, Beam acro series and Vault runs are permitted during the 15 minute general warm up period. Floor acro series are NOT permitted. Warm up can be performed on any matted area. Event Warm up Splits and Order: In a group with nine (9) or more gymnasts, the first half of the group will warm up then compete (Exception: Floor warm up will be split for more than 10 athletes). The other half of the group will then warm up and compete. The split should be as even as possible (i.e. 5/4 or 4/5). If the level of the gymnasts is the same (i.e. entire group is Level 8), but different age categories, the rotation drops by club only (age is not a consideration when the same level is involved). If the level is different, the rotation changes based on level (i.e. Level 7 and 8 in the same group would alternate turns). Within each level, the club must drop. No alterations to the warm up options are permitted, unless approved in advance by WTC. Any alterations must be included in the Call to Meet. Competition Level 1 10 Warm Up National Warm Up Draw Information for Level 1 10 and National Categories Invitational Competitions (any competition held outside the qualifying dates or and Level 1 2, 7 & 8year old or ODP competition) Level 3 5 Compulsory Invitational Competitions (any competition held during the qualifying dates) Option 1 (for shared floor) or Option 2 determined by the host club *modifications to any warm up must be approved by WPM and communicated on their call to meet. Option 2 *modifications to any warm up must be approved by WPM and communicated on their call to meet Refer to GCG *modifications to any warm up must be approved by WPM (in consultation with WTC) and communicated on their call to meet. NA A random draw by club for starting apparatus and order within a group. The athlete order for each club is set by the coach from that club. Coaches are to submit their Athlete Order to the judges upon arrival at each apparatus. Athlete Rotations: drop by club except when rotations have mixed levels, drop by level than drop 1 by club *When National Athletes are competing, they will adhere to GCG rules for warm up, but they will rotate events as the group finishes, rather than waiting for all 4 events to finish. For ALL competitions athletes from the same club will not be scheduled to compete on more than 2 apparatus at a time. Exception: In competitions where 2 or more categories are competing at the same time, athletes will not be scheduled to compete on more than 3 apparatus at a time. A completely random draw by club will be used to determine the competitive order. The athlete order is set by the draw and can only be changed by the Meet Director in conjunction with the CCJ. Level 3 5 Ontario Championships Option 2 NA Athlete Rotations: groups with 7 or less drop by 1 athlete, groups with 8 or more drop two athletes *When National Athletes are competing, they will adhere to GCG rules for warm up, but they will rotate events as the group finishes, rather than waiting for all 4 events to finish Event Finals Athlete Rotations: drop by 1 athlete

Level 8 9: 4 minutes for one (1) gymnast @ height when performing a Round off entry or a Salto Vault Level 1 4: 1 min per athlete, blocked or individual time Level 5 7: 1:30 min per athlete, blocked or individual time Masters: 1:30 min per athlete, blocked or individual time Time is blocked by chalk/ no chalk. Single athlete: upon request, the athlete can receive an additional one (1) minute above their allotted warm up time. Equipment adjustment excluded from warm up time. Level 8 10: 2 min per athlete, blocked or individual time. Time is blocked by chalk/ no chalk. Single athlete: upon request, the athlete can receive an additional one (1) minute above their allotted warm up time. Equipment adjustment excluded from warm up time. Level 1 4: 1 min per athlete, blocked by height. Level 5 7: 1:20 per athlete, blocked by height Masters: 1:30 per athlete, blocked by height Groups use 3 person bump start where possible: For groups of 3 or less, all athletes warm up together and then compete. Level 8 10: 2 min per athlete, blocked by height. Groups use 3 person bump start where possible: For groups of 3 or less, all athletes warm up together and then compete Level 1 10 min. per athlete blocked time Min. of 4 minutes with a max. of 10 athletes. One of the coaches of the 1 st three athletes may request an additional minute. Level 1 10 & Masters: 4 min to warm up with a max. of 10 athletes. Then the floor is cleared for the 1 st routine. In groups larger than 10, the 11 th gymnast may begin warm up after the first gymnast has competed, and so on. One of the coaches of the 1 st three athletes may request an additional minute. In mixed groups that have different warm up times, but Vault at the same height, the Levels will warm up separately. (i.e.: all Level 7 athletes warm up for 1 minute each and then all Level 8 athletes warm up for 2 minutes each). Mixed Groups: In mixed groups that have different warm up times, the Levels will warm up separately (i.e.: all Level 7 athletes warm up at 1 ½ minute each and then all Level 8 athletes warm up at 2 minutes each). For Raised bars, all levels: 1 gymnast is allowed a 3 minute warm up, 2 gymnasts are allowed a 4 min warm up When the height is adjusted the time must stop and then is re started for the next blocked group Shared Floor, a maximum of 10 athletes may warm up and compete at one time. This also applies when WAG & MAG athletes are Option 1 must be used for a shared floor. National and Aspire at Ontario Competitions *Aspire: See the current Aspire Manual Section 6. Warm Ups and Competition Format. *National: See the current GCG WAG Program Manual, Section 5 National Competitions 5.2.5.1 'Canadian Warm Up Format' for this information. (excluding Level 10 formerly National Open) * When National Athletes are competing, they will adhere to GCG rules for warm up, but they will rotate events as the group finishes, rather than waiting for all 4 events to finish

11 XI. ATHLETE LATE ARRIVAL If an athlete(s) is/are late due to extenuating circumstances, they are permitted to warm up and compete in all 4 events provided the 3rd rotation has not started. If the 3rd rotation has started, they will be permitted to warm up and compete in the final 2 rotations. The Meet Director and Competition Chief Judge (CCJ) are responsible for determining the competitive order of rotation for the athlete(s). A sufficient general warm up will be provided, as determined by the coach, CCJ and Meet Director, not to exceed 15 minutes. XII. SCORING AND FLASHING OF SCORES Invitational Competitions Athlete Levels Ages Scoring/ Flashing Scores All Levels Ages 7 and 8 Competition results for 7 and 8 year olds are to be available for coaches ONLY. Levels 1 10 Ages 9 and older The Start Value (SV) and the Final Score are flashed for each apparatus. Level 3 5 Compulsory Qualifiers & Ontario Championships The Start Value (SV), Execution and the Final Score are flashed for each apparatus. The judge s scores will be posted in the coaches area after each rotation (must be out of view from spectators). Coaches will have 5 minutes after the competition to verify scores. After this time there will be no further changes to any score. All scores will be final. The posted scores are to be removed at the start of the next Session of competition. XIII. XIV. PROTESTS No protests will be permitted for any of the following competitions: Invitational, Qualifiers or Level 3 5 Ontario Championships. COACHES Certification of Coaches To be permitted access to the competition floor coaches must meet the technical requirements outlined on the Gymnastics Ontario website: http://www.gymnasticsontario.ca/coaching requirements/ Upon arrival at the competition all coaches are required to show their Gymnastics Ontario Coaching Identification to be permitted access to the training gym and competition floor. In the event that a coach does not have their valid coaching identification with them they must complete form (CP 001) and submit to the host club. Coaching Requirement for Competition: Refer to the Technical Rules and Regulations Section F: Coaches Policies and Guidelines.

12 XV. JUDGES Level 3 5 Compulsory Qualifying Competitions Competition Chief Judge CCJ must not be also assigned to a panel (assigned by GO) Host Clubs will be notified of the CCJ by October 30 th Host Clubs will send the named CCJ a list of secured judges no later than December 15th CCJ will assist the Host Clubs with securing judges upon request and will complete the Judging assignments for that competition Hosts Clubs are required to secure their own judges using the following criteria: Two (2) judges per panel as per the judges lists 1 st judges must be a D1 Judge 2 nd judge may be a D1, D2 or Compulsory Level Judge Level 3 5 Ontario Championships Competition Chief Judge and four (4) judges per panel will be assigned by GO Invitational Competitions Competition Chief Judge (CCJ) Only approved CCJs are permitted to act as the Competition Chief Judge at GO sanctioned competitions. Clubs found to be using judges who are not on the approved CCJ list will risk losing sanctioning for future competitions. The Women s Program Manager will forward a complete list of approved CCJs to Clubs as soon as it is available. In order to assist the meet director and club in the running of the competition the CCJ cannot be assigned to a panel on Day 1 of your competition. Securing Officials (Judges/Assessors) It is the responsibility of the Host Club to secure two (2) judges per panel for an Invitational competition. Only WAG approved judges are permitted to judge at GO WAG sanctioned competitions. Compulsory Judges (level 1 5 only) may not be used for competitions/sessions that have Level 6 or higher athletes. Refer to the Judges Operational and Professional Guidelines for further information, found on the GO website under Judging. XVI. AWARDS Coaches must verify results at the end of the Session. Coaches have up to 5 minute after the publication of the results to verify and communicate any error(s) to the CCJ. After 5 minutes the results will be considered as accurate. Minimum awards to be presented at all competitions Single All Around Gold Medal One competitor in a specific category Two to three athletes in a specific category Four to five competitors in a specific category Six or more competitors in a specific category Gold, Silver and Bronze Medals per Event and All Around places for 1 st to 3 rd places. Gold, Silver and Bronze Medals per Event and All Around for 1st to 3rd places; Ribbons per Event and All Around for 4 th to 8 th places. Gold, Silver and Bronze Medals per Event and All Around for 1st to 3rd places; Ribbons per Event and All Around for 4 th to 8 th places.

13 Awards for 7 and 8 year olds: A Gold, Silver, Bronze, and Merit system will be used for awards for all 7 and 8 year old athletes based on a pre determined standard score. No ranking of any athlete is allowed as per the Long Term Athlete Development Model (LTAD). Each athlete will receive one certificate that will include seals indicating her achievement level for each Apparatus and for All Around. OCP Clubs may award participating athletes only ONE additional participation award presented for overall participation. This award may be in the form of a ribbon, medal, trophy or plaque, but must be the same for every participant. Special Awards are not allowed. To order seals please complete the seal order form found on the website at: http://www.gymnasticsontario.ca/forms/. Templates for certificates can also be found online using the link above. Clubs are free to enhance the certificate as required. (e.g., add club logo, enhance borders etc.). No more than three ages are allowed in the same level (unless the participating clubs are contacted for their approval). Exception: Age 14+ Category can have more than three ages grouped together. Awards are to be given for each Event ranking and All Around ranking. A minimum awards standard has been created for Compulsory Qualifiers up to 8 th place, which may provide a guide for host clubs. The type and number of awards (past 8 th place) are at the discretion of the host club Age 9 can only be combined with 10 year olds for awards. In the event that all of the athletes registered in one category are from the same club, it is recommended that a call be made to the club to notify them of the situation. The coach should be given the option of changing the athlete s category. In this situation, athletes may move up an age category, but may not move down an age category. Level 3 5 Invitational Competitions (within the qualifying period) Coaches must verify results at the end of the Session. Coaches have up to 5 minute after the publication of the results to verify and communicate any error(s) to the CCJ. After 5 minutes the results will be considered as accurate. Athletes will March In immediately prior to the Awards Ceremony. Medals (1st to 3rd) and Ribbons (4th to 8th) with No Bumping for ties (Categories are listed above in Competitive structure. For Compulsory Qualifying Competitions categories with 25 or more competing athletes in one category will be split for Awards.

14 Categories will be split by date of birth at the median of the total athletes to be split. The Women s Program Manager will provide the information for category splits. Award Splits/Minimums In age groups of 3 or less in a Level, athletes will be combined with the next age group up or down at the same level for Awards in the same Session, if possible. Age 9 cannot be combined for awards. Where a category cannot be combined, and there is 1 athlete in the Level, the athlete will receive one (1) All Around Gold Medal, and no Event Awards. Ontario Championships Athletes will march In immediately prior to the Awards Ceremony. There will be no bumping in case of a tie. Any additional awards presented must follow specific guidelines/criteria as set out by the Women s Technical Committee. Awards Presentation All Around Competition: For each category: event Awards are presented first, followed by All Around Awards. Awards Presentation Team Awards: Following the final age category session of each level the team awards presentation will occur. The Team Award will be an award (1 st 3 rd ) based on the top 3 AA scores per club per level (all age categories). XVII. Ontario Championships The qualification list for Ontario Championships is determined by averaging all eligible athletes top 2 Compulsory Qualifier scores. The top 40 (TBD based on registration numbers) ranked athletes in OCP Compulsory Level 3 5 will be eligible to compete at Ontario Championships. All Around Competition; the top 40 athletes in OCP Levels 3 5 determined by averaging all eligible athletes top 2 qualifier scores If a qualified gymnast declines or is unable to compete at Ontario Championships the next ranked qualified gymnast from the ranking list will be offered the spot. Every opportunity shall be given to ensure that an unassigned spot for Ontario Championships shall be filled; there are no restrictions capping the placing of the next ranked athlete where possible. Petition Policy: No Petitions to Ontario Championships will be accepted Tie Break In the case of a tie between two (2) or more athletes their ranking will be determined by using each gymnasts best two All Around (AA) scores from the Compulsory Qualifiers that were used to qualify to Ontario Championships by the following criteria; 1) The gymnast with the higher All Around qualification score. 2) The gymnast with the second highest All Around qualification score. 3) The gymnast with the best three event scores from her highest All Around (AA) qualification score. 4) The gymnast with the best two event scores from her highest All Around (AA) qualification score. 5) The gymnast with the best one event score from her highest All Around (AA) qualification score.

15 Article 1.0: Regulations for Judges 1.1 General Requirements Judges must: Possess a thorough knowledge of the Gymnastics and all Technical Updates pertaining to the program, JO Code of Points, FIG Code of Points, and the current Canadian Supplement to the Code of Points. Successfully complete the Ontario Beginner Judges Course or equivalent. Register as members of Gymnastics Ontario. Fulfil yearly requirements as specified for his/her judging level. 1.2 Responsibilities They have the responsibility to: Participate in the judges meeting prior to the start of each flight of competition. Arrive on time for the start of each scheduled judges meeting. Remain 15 minutes after the conclusion of the competition (when the final gymnast completes her event). Wear the required judging uniform. Prepare thoroughly on all assigned apparatus in advance of the competition. Evaluate each exercise accurately, consistently, quickly, objectively, fairly and ethically. Understand and comply with the necessary record keeping tasks; provide written record of their evaluation of the exercise. Act in a professional manner at all times and exemplify non partisan ethical behaviour. 1.3 Restrictions Compulsory Judges Level 3 5: are permitted to judge Level 1 5 Compulsory athletes only Optional Judges Level 9: are permitted to judge Level 1 9 athletes Optional Judges Level 10: are permitted to judge Level 1 10 and National athletes During the competition a judge must: Refrain from unnecessary communication with spectators, coaches and other officials during the competition. Refrain from leaving his/her place except with the consent of the D1 or CCJ.

Article 2.0: Structure, Composition and Function of the Judging Panel 16 2.1 Structure of the Judging Panel The judging panel must consist of a minimum of two (2) judges per panel who form a D Panel. When 4 judges are assigned 2 judges will form the D Panel and 2 judges will form the E Panel 2.2 Functions of the Competition Chief Judge (CCJ) Arrives at competition site 20 30 minutes prior to start of judges meeting. Facilitates judges meeting prior to the competition (attendance, schedule information and technical updates, allows for sufficient time for events to meet as a panel). If necessary, makes appropriate changes to the panel of judges. Supervises/verifies the checking of equipment to ensure that all apparatus measurements meet regulations and that all signals, scoring systems and timing devices are in place. Co ordinates completion of honorarium and mileage forms and ensures that judges are reimbursed according to GO guidelines. Monitors working of D and E Panels (where 4 judges are on a panel). Supervises entire competition (in conjunction with the Meet Director) and deals with any breaches of discipline or any extraordinary circumstances affecting gymnasts, coaches and judges during the competition. Makes decisions in consultation with D Panel concerning technical failures and exceptions, (defects in apparatus, musical recordings) or organizational deficiencies or similar circumstances that occur through no fault of the gymnast, and whether the exercise may be repeated. Signs the verification sheet in the case of a change to the Start Value (SV). Monitors coaches interactions with D Panel. Works in collaboration with Meet Director to ensure safety of gymnasts, coaches and judges is maintained (follows protocols of Risk Management Guidelines). Applies CCJ Deductions (in conjunction with the Apparatus D Panel as appropriate). Completes Meet Report and GCG Competition Form (for Level 9 and National sessions) and submits to GO within 7 days of competition date. 2.3 Functions of the D Panel The D Panel s primary responsibility is to evaluate the content of the exercise. The D Panel consists of two (2) judges: the D1 (Apparatus Head Judge) and D2. Records the entire routine using symbol notation. Jointly determines the Start Value (SV). Observes the exercises attentively and evaluates the faults and corresponding deductions correctly, independently and without bias. Independently determines deductions for faults. Independently submits E Panel score (Specific Apparatus Deductions execution, composition and artistry: E Panel Deduction in Table of General Faults and Penalties). Throughout the competition monitors equipment at the apparatus to ensure all apparatus regulations are maintained. Monitors warm up When gymnasts report to an event and after establishing the competitive order, the D Panel should ensure that the gymnast s coach is present before requiring her to begin the warmup. Coaches must not be asked to supervise the warm up of gymnasts from another club by the D Panel. In collaboration with E Panel (when 4 judges are on a panel), discusses and makes decisions regarding coaches inquiries.

2.4 Functions of the D1: Apparatus Head Judge Guides the judges before the competition for the correct work on the apparatus. Supervises the work of the secretary/scorer for score or delegates this responsibility to the D2. Informs the CCJ of any irregularities or violations contrary to the rules of behaviour by coaches, judges or gymnasts. Ensures that neutral deductions for time, line and behaviour faults are taken. Monitors the span of scores. Provides an oral report to the CCJ regarding the functioning of the panel and apparatus. Responds to questions/clarifications from coaches. Monitors working of E Panel. Oversees calculation of Start Value (SV), the E Score and the Final Score. In collaboration with D2 and E Panel, discusses and makes decisions regarding coaches inquiries and communicates decisions to coaches (no protests permitted at Invitational Meets). Greets gymnasts and provides instructions regarding warm up. Verifies and signs verification sheet after each rotation. Makes the necessary changes on the verification sheet following the adjustment of the Start Value (SV) and then informs the CCJ. 2.5 Functions of the D2 Supervises the work of the timer(s) and line judges. Flashes or supervises the flashing of the Start Value (SV) and Final Score. Assists the D1 in verifying scores. May be required to supervise the work of the secretary/scorer if specified by D1. 2.6 Functions of the E Panel (where 4 judges are on a panel) Evaluates the execution, artistry and composition of the exercise. Observes the exercises attentively and evaluates the faults and corresponding deductions correctly, independently and without bias. Records the entire routine using symbol notation. Records deductions for General Faults, Specific Apparatus Execution faults for composition and artistry (E Panel Deductions in Table of General Faults and Penalties). Exactly enters score quickly into system when using computerized scoring. In collaboration with D Panel, discusses and makes decisions regarding coaches inquiries. 17 2.7 Seating Arrangements for the Judging Panel The D1 and D2 will be seated together. When 4 judges are in place the E Panel will be seated separately from the D Panel whenever possible. 2.8 Functions of the Secretary Under the supervision of the D1 at each event, the secretary is responsible for: Enforcing adherence to the correct order of the team or gymnasts. Recording the Start Value (SV), judges total deductions, Execution Score (E Score) and/or Final Score, neutral deductions and calculating the Final Score. Communicating the Final Score to the flasher. Ensuring the correct flashing of the competitor s number, Final Score and/or Start Value (SV).

2.9 Functions of the Assistants Assistants are under the supervision of the D2 and may be activated as: Line judges on floor, to determine stepping outside of the border marking. Flasher of the Final Score and/or Start Value (SV) as provided by the D2. Timer on uneven bars, balance beam and floor exercise to: Timer of the duration of the exercise and adherence to the intermediate time. Timer of the duration of the fall period at Bars and Beam. Timer of the warm up period. 18

Article 3.0: Regulations for Gymnasts 19 3.1 General Requirements Gymnasts must: I) Be informed about the Ontario Competitive Program and all technical updates pertaining to the program. II) Get permission from the D1 or CCJ to leave the apparatus and/or competitive floor in order to use the washroom, or for any other reason. A 0.50 deduction will be applied to the final AA score of the gymnast for leaving the competition area without permission. Gymnasts are expected to remain in the competition area throughout the entire competition including awards. Gymnasts are expected to remain at their apparatus in the designated waiting area until the end of each rotation. At the end of the competition, they should continue to remain in the competition area until called to line up for the awards presentation or told to go to the awards area (if in a different location than the competition gym). III) Ask the D1 of their apparatus or CCJ for permission to leave the competition area (i.e., go to washroom, take items to parents, leave designated waiting area to speak to coach, get ice from medical personnel, etc.). A warning will be given for the first infraction of this rule. Each subsequent infraction will result in the deduction of 0.50. IV) Wait for a signal from the D1 to begin her routine (i.e.: green flag raised, hand raised or name called). The deduction of 0.50 will be applied if the athlete begins before she has been called by the D1 (in consultation with the CCJ). If the gymnast starts the routine before the signal is given, the coach will be asked to stop the gymnast and have the gymnast repeat the performance immediately. 3.2 Competitive Attire She must wear correct athletic competition attire as per OCP regulations (for competitions in Ontario); Leotards with or without sleeves; if with sleeve then sleeves must be skin tight; if sleeveless then shoulder straps must be minimum 2cm wide. Wearing of an Ontario Team leotard is permitted Full length one piece leotard (unitard) (must be skin tight) or leotard without legs; the leg cut of the leotard may not extend beyond the hipbone; the leotard leg length cannot exceed the horizontal line around the leg by more than 2 cm below the base of the buttocks. The length of the legs of the unitard must be full leg length (to ankles). Long tights worn over or under the leotard are not allowed. Exception: Masters categories are permitted to wear any safe athletic attire for competition. No jewellery (bracelets or necklaces) may be worn except for small stud type pierced earrings. There is no limit to the number of studs in each ear. Hip or other padding is not allowed. Bandages and wrist wraps are permitted and must be securely fastened. Bandages worn by the gymnast may be any colour. No headbands are permitted. The Competition Chief Judge will first warn the gymnast if there is an infraction and advise the gymnast to remove the incorrect attire (jewellery or leotard). Each subsequent infraction will result in a deduction of 0.20. Handgrips are permitted at uneven bars. The wearing of gymnastics slippers and socks is optional. 3.3 Use of Magnesia In the preparation of the Uneven Bars, reasonable use of magnesia is permitted. Small markings with magnesia may be placed on the Balance Beam. The spreading of magnesia on the Floor Exercise mat is not allowed. Small marks, i.e. X, are permitted as orientation for difficult acrobatic elements in the corners.

20 Drawing chalk lines (lines for hurdle) on the vault runway near the approach to the springboard is not permitted. Use of Velcro or tape to identify markings is permitted but must be removed after the athlete has competed. Host clubs are NOT responsible for supplying Velcro strips or tape. A deduction of 0.20 for infraction of this rule will be applied to the final score by the D Panel in consultation with the CCJ. 3.4 Apparatus Modifications Springboards/blocks brought to a competition by a club must stay at the event where they are used for the entire session and be available for all gymnasts at that event. For mounts, a 30 cm block may be used instead of a springboard. The block must be moved after mount (same rule as springboard). VAULT Level 1 3 Athlete lands on the prescribed raised mat surface (refer to JO Compulsory Manual for each level for height of raised mat surface). The coach may stand in at vault with no deduction provided the gymnast is not touched Level 4 5 105 cm, 115 cm or 125 cm for all ages and all levels. A 10 cm supplementary mat is MANDATORY for landings and is placed on the 20 cm landing mat. A total 10 cm of additional mats for landing is allowed without deduction and maybe placed on the 10 cm supplementary mat for landing only. A 20 cm safety mat is allowed in place of the 10 cm mandatory supplementary landing mat. The coach may stand in at vault with no deduction provided the gymnast is not touched The coach may hold only the landing mats in place. Springboards brought to a competition by a club must stay at the event where they are used for the entire competition and be available for all gymnasts at that event. Coaches/gymnasts are not allowed to draw chalk lines (lines for hurdles) on the vault runway near the approach to the springboard. Use of velcro or tape to identify markings is permitted. The deduction of 0.20 for infraction of this rule will applied to the final score by the D Panel For Invitational Meets that include Level 8 and higher On vault, the use of a collar around the springboard may be used for any vault but is Mandatory for all round off entry vaults. A round off entry vault without the use of a collar will be declared VOID and receive a score of 0.00. A small floor mat may be placed on the runway in front of the springboard for round off entry vaults only. There are no size specifications for the small mat. It is the host club s responsibility to ensure that an appropriate mat is available. BARS Bar Heights: as prescribed by FIG. Bar Width: the width of the bars may be extended to a maximum of 190 cm for Level 4 10 and age groups. A coach may stand in at the uneven bars with no deduction during the gymnast s competitive performance, provided the gymnast is not touched. Upon approval of the Competition Chief Judge (before the beginning of the competition), the gymnast is permitted to raise both rails (each 5 cm or greater) if her feet or hips brush the floor when swinging. Permission and verification must be done in advance of the start of the competition. Without permission there is a deduction of 0.50 from the final score. The time to raise both bars is not included in the time allowed for warm up. The D1 will determine the order of warm up for gymnast(s) raising the bar. A 10 cm supplementary mat is MANDATORY for dismounts and is placed on the 20 cm landing mat. A total 10 cm of additional mats for landing is allowed without deduction and maybe placed on the 10 cm

21 supplementary mat for landing only. A 20 cm safety mat is allowed in place of the 10 cm mandatory supplementary landing mat. The coach may hold only the landing mats in place. The mats under the uneven bars can be added, removed or may be left in place during the exercise. The coach may not hold these mats in place. The springboard/block must be removed from the end or underneath the apparatus after the mount on uneven bars; failure to remove the springboard/block will result in a 0.30 deduction applied by the D Panel. Coaches are permitted to place a small board under the springboard and on top of any supplementary mats for bar mounts, OR the supplementary mats may be positioned after the springboard is removed. If water is applied to landing mats to hold them in place, it is the coach s responsibility to dry them off. Upon approval of the CCJ (before the beginning of the competition), the gymnast is permitted to raise both bar rails (each 5 cm or greater) if her feet or hips brush the floor. When swinging; if the bars are raised without permission there will be a deduction of 0.50 from the final score. The time to raise both bars is not included in the time allowed for warm up. The D1 will determine the order of warm up for gymnast(s) raising the bar. For L3 mount on Bars: Glide swing and return to stand with feet together to pullover. Additional matting will be allowed for those athletes who cannot touch the floor. Additional matting will be added until the athlete can touch with flat feet while hanging from the low bar. The additional matting will be required to be placed under the low bar and must be the same throughout to where the athlete lands. For example, if they need an additional 20 cm mat, the coach must place 20 cm mats not only below the bar but enough matting to ensure the athlete also lands on the additional 20 cm mat. Coaches should inform the host club in advance so the matting can be made available and inform the CCJ when arriving at a competition. BEAM 7 11 years = 110cm or FIG 12 years + = FIG only Balance beam will be lowered by 10cm if 12cm mats are used under the beam. For mounts, a 30 cm block may be used. A coach may stand in at the balance beam with no deduction during the gymnast s competitive performance, provided the gymnast is not touched. A deduction of 0.10 (taken from the average by the D1 will be applied for coaches that stand in for the entire performance. A 10 cm supplementary mat is MANDATORY for dismounts and is placed on the 20 cm landing mat. A total of 10 cm of additional mats for landing is allowed without deduction and they may be placed on the 10 cm supplementary mat for landing only. A 20 cm safety mat is allowed in place of the 10 cm mandatory supplementary landing mat. The coach may hold only the landing mats in place. For Level 1 5 only, mats will be permitted to be placed on both sides of the beam for the dismount, as long as they are not under the beam. Springboards/blocks brought to a competition by a club must stay at the event where they are used for the entire session and be available for all gymnasts at that event. The springboard/block must be removed from the end or underneath the apparatus after the mount on balance beam. Coaches are permitted to place a small board under the springboard and ON TOP OF any supplementary mats for beam mounts, OR the supplementary mats may be positioned AFTER the springboard is removed. FLOOR Floor area: 12m X 12m. One coach is permitted on the floor without deduction provided the athlete is not touched. Up to 10 cm of additional mats are permitted for acro series. The mats may be removed immediately after the series is completed, moved to another location or left in place at the discretion of the coach. The intent is to have the least possible movement of mats and coaches on and around the floor during the performance. The coach may not hold the mats in place.
