Gender Equality FISA s Declaration of Principles B4 Fairness & Equality of Opportunity Introduction of new paragraph (precise wording to be determined) FISA will promote equal opportunities, in particular with regards to gender equality, across all stakeholder groups. In appointing individuals to positions, FISA should prioritise those with the required qualification and expertise to assume the role or mission and also ensure a balance in representation.

Integrity Code of Ethics Articles 57 & 59 Code of Ethics & Right of Complaint (including Appendix 2) Proposal to update the Articles to expand and provide clarity regarding the Code of Ethics, the Ethics Panel & the complaints procedure. Revised Code of Ethics (Appendix 2, Bye-Law) to be introduced 2016

Integrity Conflicts of Interest Article 46 & 49 Council Meeting & Decisions of the Executive Committee Proposal To include an additional clause for each article regarding the declaration of Conflicts of Interest Wording and positioning within the Articles still under review

Integrity Audit Committee Article 33 Auditing Establish an Audit Committee consisting of individuals external to the FISA Executive Committee. Establish a new Bye-Law to Article 33 outlining Audit Committee membership guidelines and a terms of reference.

Membership FISA Membership Articles 4, 11, 12, 13 Autonomy, Admission to Membership & Retaining Membership Status Articles 11, 12 & 13 under review to verify chronological order, ensure coherency and avoid duplication Introduction of new Bye-Laws to Articles 4 & 13 regarding NF autonomy and eligibility challenges to become effective 2016

Membership Debts & Participation at FISA Events Article 16 Debts Current proposal: Member federations that have subscriptions in arrears or that have unresolved debts to FISA or to an organising committee of a FISA event may be suspended by the Executive Committee or expelled by Congress. In any event, their no member of that federation shall stand for elections, their delegates shall forfeit their voting rights, and the Executive Committee may ban the federation s teams may be banned from competition by the Executive Committee. Proposal to expand the wording to specifically include all officials, umpires, commission members, etc. (at all FISA events?)

Membership Recognition of Continental Rowing Federations Expand Article 18 to: Provide a framework for all continental organisations to be recognised equally, under the FISA umbrella Improve governance, transparency and coordination between FISA and the continental organisations Raise the profile of recognised continental organisations and provide opportunities for greater interaction with FISA Outline the criteria for recognition (in a separate procedural document) Introduce Bye-Law to list recognised organisations: 1.Europe, represented by ERMB 2. Africa, represented by FASA 3. Asia, represented by ARF 4. Oceania, represented by ORCON 5. America, represented by COPARE

Council Eligibility Requirements for Council Members Article 38 The Council Introduce eligibility requirements for Chairs of Specialist Commissions and Continental Representatives, in line with President, Vice- President and Treasurer eligibility requirements: must have participated as a delegate/council member or competitor in the following FISA events a minimum of four times in total: - FISA Congress, or - World Rowing Championships, or - Olympic Games or - Paralympic Games

Council FISA Continental Representatives Article 41 Appointment of the FISA Continental Representatives Move from 6 Continental Representatives to 5, in line with the IOC recognised continents Align with Co-opted appointments, by introducing two year terms instead of the current four year terms,

Gender Equality Promoting Gender Equality at Congress Article 22 - Delegates Each member federation shall have the right to have a maximum of three delegates accredited one delegate accredited at Congress without restriction. In order for a federation to have more than one delegate the federation must have both genders represented. Goal: To increase the number of women in NF leadership positions. Discussion: - How should this policy be introduced? Immediately or phased? - What other measures could FISA take to help NFs achieve this goal?

Gender Equality Number of Votes (promoting gender equality) Article 35 Voting at Congress Factors determining entitlement to 3 votes: Article 35, point 2: It has competed at any of the following regattas with a total of at least 12 crews, made up of both male and female crews during the previous four year Olympic period: Discuss 12 crews is this the right number? What combination of male/female crews?
