TECHNICAL DEVELOPMENT PROGRAM 2015

Background Swimming NSW has historically provided developmental opportunities for athletes and coaches within the State Development Framework. Swimming Technical Officials (TOs), in large numbers, are an important component of our sport. SNSW and TSC identified the need to provide : Structured Development Framework and Curriculum Identified pathways for TOs to develop in the sport, Focus on TO retention into the future. The existing Swimming NSW Development Framework for our swimmers facilitates a platform to launch the program.

The Opportunity TSC is able to run the Technical Official Development Program alongside the Area Development (Swimming) Program. Area Development Days - Local level Each Area is required to conduct 2 local Swimming Development Days for each of their squads TSC encourages the ATSC s to use these days as a means of recruiting parents by way of seminars, forums,presentations and assessments. Each Area can develop this level to suit their individual situation. ATSC may request TSC members to assist with the delivery of their program.

TSC Development Goal To introduce annually 24 people (2 from each Area) into the base of the three tiered training scheme. To create strong working relationships and peer support for TO s. To maintain highly skilled workforce to officiate at SNSW Meets To ensure that SNSW TO s are ready to officiate at National Meets. TSC Needs Area and ATSC as talent scouts. To identify talented individuals to commence the first stage from their Club and Area activity. To encourage and support those individuals to attend State Championships and the TO Development Program e.g. Coordinating travel etc.

Overview Technical Official Development Program Area D ATSC work with the Swimming Development Program. Develops a large number of club level officials Identifies and nominates candidates for higher squads ATSC build the numbers of local Referees and Officials TSC introduction to State level skills. Mentoring in practical officiating at D Squad Meet B & C A 3 hours of Intermediate level advice and interactive discussion sessions Intensive practical and mentoring at the B & C Meet 7 hours of interactive discussion sessions Higher level preparation and skill development Practical preparation for State Meets SNSW Over a three year period a large number progress to State level officiating.

TSC BUDGET SNSW has provided funding to support participants at the two day training events in conjunction with the A Squad and the B & C Squad program. D Squad participants are more likely to be in a position to travel with their teams and hopefully receive Area support. QUALITY ASSURANCE A side benefit of this program is maintaining the quality of the Assessment Process at Area level. Newly accredited officials will be continually observed in action by TSC members at these meets. The TSC will be able to identify areas of focus for future programs.

THREE STAGE PROGRAM That strives to produce a steady stream of new officials equipped to handle State Championship level appointments at the same time increasing the knowledge and skill sets of Officials at Area Level. D Squad Objective: TO s wishing to progress from Club to Area appointments. B & C Squad Objective: TO s wishing to progress from Area to State appointments. A Squad Objective: TOs currently appointed to State Meets and wishing to progress to National Meets, whilst encouraging TOs to also branch out and learn new skills.

STAGE ONE D Squad Objective: TO s wishing to progress from Club to Area appointments. TSC acknowledges that Areas may already have their programs in place and where they are working well the TSC would like to see them blended into this program Activities: Local Level Club-level TOs are encouraged to attend the/an Area D Squad Development Day. During the Day, the intent is that the ATSC will organise various workshops that they feel are relevant for their Area. Ideally attendance at this Day would be a prerequisite to attend the D Squad Development Meet at SOPAC. Areas may also have reasons to support TO s who are unable to meet this criteria but have indicated talent.

D Squad TO Selection ATSC s are encouraged to nominate TOs for inclusion in the program at the D Squad Meet at SOPAC. Nominations close 27 th August 2015 Individuals may also nominate personally. These TO s will meet for an hour prior to the D Squad meet where TSC members will explain the pathway and the Development program steps. Each Area may nominate up to 2 candidates. TO Curriculum: Technical Official Pathway General Principles WH&S Confrontation Officiating and mentor assignment at the squad meet

STAGE TWO B & C Squad Objective: TO s wishing to progress from Area to State appointments. Selection: Prior to accepting a position to represent his/her Area at the B&C Squad Meet. The Area may also wish to impose some criteria such as TOs required to have attended the B and/or C Squad Area program TO must have also officiated at the LC Area Championships. Each Area may nominate up to and 2 candidates each. The TSC has the right to invite suitable candidates who have shown interest in officiating at higher levels. The TSC will then select the two candidates. Where an Area is unable to fill their quota, the TSC will include candidates from other Areas.

TSC Briefing Session Curriculum: These Officials will have approximately 3 hours of interactive discussion sessions under the direction of SNSW s most experienced National and FINA Officials. Technical Official Pathway Meet administration, Meet set-up and Pool safety Stroke rules Q&A Practical Swim Meet Sessions: TSC will use the Swim Meets sessions to evaluate and assist the progress of Levels 2 and 3 candidates for Referees and Starters. The Development is focused on the Practical Skills while officiating at the B & C Squad Meet while supported by Mentors. (C & V Area ATSC will also be conducting the local assessment program at this meet with respect to Marshals, Check Starters and Timekeepers.)

TSC will use the Swim Meets sessions to evaluate and assist the progress of Levels 2 and 3 candidates for Referees and Starters.
