4. DESCRIPTION OF THE RALLY 3 Length of the route is 315,16 km including 7 special stages, the total length of which is 116,52 km. If a person who is either a competitor or acting on behalf of a competitor of SM Vaakuna-Ralli is found on the roads outside the reconnaissance schedule for classes 1-16 as in Art. 10, before the competitor s start time in the area of either Mikkeli, municipality of Hirvensalmi or Juva, the competitor s right to start will be revoked. This concerns roads of Finnish roadmap, marked in yellow, grey and black or unmarked roads used for the rally. The organizer of Vaakuna Rally has the right at any stage of the competition to check a competitor's car in classes 17-25 and any personal items carried in it (including phones and bags) to find any pace notes. The discovery of such material leads to exclusion, as well as to any further sanction determined by the Stewards and / or the ASN. 4.1 Eligible Cars Tyre regulations (Classes 1-6) The competitor must give to the organiser a list of all the FIA barcode numbers of tyres used in the rally (FRC, Art. 16.2.1). The list has to be given using the Championship barcode form at pre-rally scrutineering at the latest. The maximum number of tyres allowed as per FRC, Art. 16 is 10. The overnight Parc Fermé is located at Mikkelin Toriparkki (underground parking facility underneath Mikkeli City Square) and is only to be entered with tires in compliance with road traffic law. These tires are not to be marked and will not be included in the maximum of 10 tires o be used during the rally. The maximum number of entries is fixed at 160 crews. Should the number of entries exceed this number, drivers who have entered the Finnish Rally Championship or Suomi Cup will be given priority. If the number of entries in any of the classes 17-25 be less than 3, the organiser may merge such class with another class. 7 ENTRY FEES All the drivers in classes SM1-SM4 with AKK Motorsport license are justified to FRC-points. The registration fee of the Finnish Rally Championship series can have been paid beforehand by 10 th January 2018 19.00 to AKK Sports Oy. Other drivers with an AKK license pay their entry fee as in second column and drivers in classes SM1-SM4 with a foreign license pay as in the third column. The entry fee must be paid to the organiser s bank account: Mikkelin Urheiluautoilijat ry IBAN: FI13 5271 0420 2156 43 BIC: OKOYFIHH Driver s competition license number should be used as the reference number of the payment.

8 SERVICE There is one service park in the event, located at the Kasarmin Kampus area (Patteristonkatu 3, Mikkeli). Organiser reserves every crew a service space as defined in the Finnish Rally Championship regulations. Should a joint service space be requested, a written request (with the dimensions of the area) must reach the organiser by 5 February 2018 at 21.00 at the following contact: email sini.miettinen@vaakunaralli.fi. After that date, the organiser will charge 150 for every change concerning the service park layout. Organiser reserves the right to reject requests. Service vehicles must be equipped with fire extinguisher appropriate for extinguishing flammable fluids and with an oil spill kit ready for use at any time. A tarpaulin or equivalent being at least the size of the vehicles, must be used in the service park during service BOTH under service vehicle AND rally car to prevent oil spillage. The absence of one of these will lead to immediate exclusion by the Clerk of the Course. Penalty fees for infringements in the service park area are as follows: 1 st infringement 300 2 nd infringement 600 3 rd infringement exclusion from the event by the decision of the Clerk of the Course 9 REFUELING Refueling is only allowed at petrol stations marked in the road book or otherwise shown by the organiser, as well as at marked refuel zones according to the Finnish Rally Championship regulations 15.1. When entering the rally, competitors must fill and hand in a form where they inform the organiser of the type of fuel to be used (98E5, E85 or FIA and the method of refueling (directly from the pump at petrol stations or in organiser s refuel area from own drums/cans). 10 RECONNAISSANCE Competitors in classes 1-16 may collect their reconnaissance material from the Rally Office at Kasarmin Kampus, Service Park D-building, either on Thursday 15 February 2018 from 17.00 to 21.00, when there are optional administrative checks, or on Friday 16 February 2018 starting at 06.00. At registration, each competitor must give the organiser details of the car used for reconnaissance and contact details of his/her mobile phone and/or contact details of the overnight accommodation. At the administrative checks/registration for reconnaissance both drivers must present drivers competition and driving licenses, competitor/entrant license, and authorisation for the drivers by their ASN to take part in the rally. Both drivers have to present their licenses and other documents personally. Identification stickers (2 pieces) for the reconnaissance must be affixed on the reconnaissance vehicle as follows: one to top center of the windscreen and the other to the rear side window on the right-hand side. They must be visible throughout the whole duration of the reconnaissance. On special stages the speed limit is 80 km/h unless a lower limit is indicated by traffic signs or signs placed along the route by the organiser. The competitors must drive in a manner that does not endanger or inconvenience other traffic or people living near the stages. Under no circumstances may crews drive in the opposite direction of the rally in a special stage. Organiser will control the traffic during the reconnaissance paying attention to the manner of driving as well as to the speeds used. Police will also control the reconnaissance and will penalize competitors for infringements according to the Finnish Traffic Law. GPS tracking devices are given at the distribution of reconnaissance materials. They should be used all the time during the reconnaissance. Competitors must have an USB power source in the car to be used in reconnaissance for the tracking device. The device must be activated during the reconnaissance. Competitors are allowed to drive the Special Stages only twice during the reconnaissance. Organiser will monitor the count of the reconnaissance visits with the tracking device. Competitor is obligated to move the GPS tracking device to the eligible car after reconnaissance following instructions of the organizer. 5 Competitors are, under pain of refusal to start, obliged to stop if Rally Officials with official plates request them to do so. A detailed reconnaissance schedule will be given in competitors information kit, which for this point forms a part of these regulations. Reconnaissance will take place on Friday 16 February 2018 from 07.00 to 17.00, except for SS 1 from 07.00 to 12.00.

6 Speeding infringements during reconnaissance For a speeding infringement during reconnaissance measured either by the organiser or by the police, the Clerk of the Course may impose a penalty as follows: 1 st infringement: reprimand 2 nd infringement: 90 fine 3 rd infringement: 200 fine 4 th infringement: refusal to start The fine must be paid at the Rally Office 30 minutes before one s own start time. If the fine won t be paid, the right to start the competition will be withdrawn. 10.1 Speeding infringements during the rally For a speeding infringement on a road section or in the Service Park measured either by the organiser or by the police, the Clerk of the Course may impose a penalty as follows: 1 st infringement: written reprimand and 90 fine. If the speeding offence is more than 30 km/h, the Clerk of the Course may exclude the crew. 2 nd infringement: as defined by the Clerk of the Course, but may be a maximum 500 fine or exclusion. 11 ADVERTISING On competition numbers: Osuuskauppa Suur-Savo Windscreen sticker is free for all competitors to use as they please, provided they follow the prescriptions of Art. 17.3 of Finnish rally regulations and the Lights and Windscreen Sticker derogation from road traffic laws. 12 START 12.1 Leg 1 Start time of each crew will be published according to the programme on the official notice board. Time card for Leg 1 for competitors in classes 1-16 will be given at Leg1 start-tc (TC 0). The start of leg 1 at the trotting track will be on Friday 16 February at 18.35 at Mikkeli Trotting Track (Mikkelin Ravirata). There will be no Parc Fermé at the start, but the organiser asks competitors to arrive at the start waiting area at least 10 min before their start time. First pair of competitors will start the SS 1 at 18.45. Competitor must carry the organiser s GPS tracking device and timing transponder in his/her car. More information on the tracking and the timing transponder will be given in Competitor Information Kit. Should a competitor not follow the route given in the road book of the rally on the road sections, it may lead to exclusion by the Clerk of the Course. Crews who have retired from the rally during Leg 1 or have been refused to start the rally by the Clerk of the Course, are allowed to repair the car (technical failure or as instructed by scrutineers) and restart the rally on Leg 2. Such crew must inform the Rally office of their intention in writing by Saturday 17 February by 23.00. If the crew fail to complete special stage(s)on Leg 1, their time for any special stage will be the fastest time in the respective class added by 5 minutes per non-completed special stage. Should a crew retire from the rally after SS 2, before overnight Parc Fermé, a time penalty of 5 minutes will be added to the total time. The rally car of a retired crew during Leg 1 and which is restarting the rally for Leg 2, will undergo a technical scrutineering procedure in the overnight Parc Fermé (Mikkelin Toriparkki) 1 hour before the start time of 1st competitor on Saturday 17 February 2018. Only cars that have passed the technical scrutineering will be eligible to restart the rally. TCs with free early arrival (in Finnish ennakkovapaa ) AT / 1C (Service IN) AT / 1D (ServiceOUT) AT / 1E (Parc Fermé IN) AT / 7B (Finish of the rally) Overnight halt Parc Fermé There will be a Parc Fermé for overnight halt located at the parking garage of Mikkeli City Square (Mikkelin Toriparkki). Before overnight halt there will be a 15-minute service in the service park for classes 1-16. On Friday, free early arrival is allowed in all Time Control points after AT 1B.

12.2 Leg 2 Starting order for Leg 2 is the one used on Leg 1. This also applies to crews retired from the rally during Leg 1 and restarting the rally for Leg 2. There might be changes on the starting order for Leg 2 due to the retirements. Every crew has to check the possible changes of the starting order on the updated list at the Official Notice Board published on Saturday at 9.00. Crews in classes 1-16 will receive their time cards for leg 2 at the start at Mikkeli City Square AT 1D. The cars will start once every minute. Competitors will start Leg 2 at Mikkeli City Square on Saturday 17 February 2018 at 10.00. The Parc Fermé area will open at 9.30. Competitors are allowed to collect their cars from the Parc Fermé 30 minutes before their respective starting time at the earliest. Competitors are asked to take into account the driving time to the Mikkeli City Square for approx. 10 min. Route from Parc Fermé to the start of leg 2 is under Parc Fermé conditions and the route given in the road book must be followed. There will be a 15- minute service after the start. Time cards for the classes 17-25 will be given to crews on February 17 th from the start TC (AT 1D). Start times will be given at the Official Notice Board in Rally Office in the Service Park, as well as at www.vaakunaralli.fi start at 10.00. The list will be updated every 30 min. 13 SUPER SPECIAL STAGE At the Super Special Stage, SS1, two cars will start the stage at the same time. The start will be given in pairs from tracks 1 and 2 in equal minutes after the marshal have moved to the side. More information will be in the competitors information kit, which for this point forms a part of these supplementary regulations. 14 COMPETITOR MATERIAL Competitors in classes 1-16 are given one road book, which gives detailed description of the route to be followed, and two route maps, either on Thursday 15th February 2018 at 17.00-21.00 at the same time as optional administrative checks or during administrative checks in the Rally Office at Kasarmin Kampus Service Park D-building on Friday 16 February 2018 starting at 06.00. Competitors in classes 17-25 are given one road book, which gives detailed description of the route to be followed, and two route maps at the administrative checks at Kasarmin Kampus Service Park D-building Mikkeli, starting at 08.00 on Saturday 17 February 2018. 15 REGROUPING HALTS For classes 1-16 there will be four service halts and for classes 17-25 two service halts. There will be one regrouping halt during the rally, at service 4. 16 PRE-RALLY SCRUTINEERING Pre-rally scrutineering will take place at Etelä-Savon Katsastus, Uusitie 1, 50600 Mikkeli, tel. +358 40 554 8601. Scrutineering for classes 1-16 from 10-00 to 18.00 on Fri 16th Feb 2018. Detailed schedule will be given in Competitors Information Kit and will be regarded as part of these Supplementary regulations. Pre-rally scrutineering is only to be entered with tires in compliance with road traffic law. Scrutineering of classes 1-16 closes on Friday 10 minutes after the time given for the last competition number. If the competitor wishes to change scrutineering time the organiser will charge a fee of 50 for this. This fee is charged also for the cars which must be placed if the service time is not reserved by the competitor or if the competitor is late for the reserved scrutineering time. Scrutineering for classes 17-25 takes place on Sat 17th Feb 2018. The place is the same as mentioned previously. Scrutineering of classes 17-25 closes on Saturday 10 minutes after the time given for the last competition 8 number. If the competitor wishes to change scrutineering time the organiser will charge a fee of 50 for this. This fee is charged also for the cars which must be placed if the service time is not reserved by the competitor or if the competitor is late for the reserved scrutineering time. Should a driver wish to lodge a protest against another competitor's car, this must be done by phone to the number given by the organiser, before the arrival of the car in question to the Time Control at the finish of the rally. After this, the car will be placed under scrutineers' control. The organiser must verify the identity of the lodger of the protest. All protests made against any car during the rally must be verified in writing at the latest when the lodger arrives to the final time control. The phone number in question will be given in the Road Book of the rally. 16.1 Sealing and marking The parts that will be registered and sealed to the competition will be inspected and, if necessary, sealed on Friday 16 February 2018 at the Service Park. Detailed instructions to be given in Competitor information kit, which for this point form a part of these supplementary regulations. 16.2 Changing sealed parts during the rally The competitor must inform Chief Scrutineer Hannu Korkka, tel. +358400655737. 16.3 Place of final checks Etelä-Savon Auto, Hietakatu 5, Mikkeli 17 RESULTS Provisional classifications per competition class will be published on the official notice board online as per schedule given in the Competitors Information kit. Official classifications will be available at KITIsystem and http://www.vaakunaralli.fi/tulokset. 18 PRIZES AND PRIZE-GIVING CEREMONY The number of awarded competitors will be published on the Official Notice Board. Prize-giving ceremony will take place at Sokos Hotel Vaakuna. Schedule for the ceremony will be given in the competitors information kit. All crews to receive prizes must attend the ceremony.
