SANCTIONED ARTICLES GOVERNING THE 2016-17 Kumho Tyres Pre 65 Race Series Preamble The Pre65 Racing Saloons Inc. hereby declares that the following articles to be those of the KUMHO TYRES PRE65 SERIES governing competition for drivers of Pre 65 vehicles. The Series is held under a MotorSport New Zealand Sanctioning Permit No: 12298 The Series is organised and held in accordance with the MotorSport NZ National Sporting Code, the Standing Regulations and any Supplementary Regulations applicable to and issued by the Organising / Inviting Club of each Round of the Series. These articles are at all times to be read in conjunction with: The National Sporting Code (NSC) and its appropriate Appendices and Schedules, The Technical Regulations - Schedule P65 The Event Supplementary Regulations issued by the inviting Clubs. 1. INTERPRETATION: In these Articles, the definition of terms used within this Schedule shall be referenced from the National Sporting Code, and as detailed below: The Series means the KUMHO TYRES PRE65 SERIES for cars complying with Schedule P65, being a series of events, the results of which are aggregated to form a final result; and The Club(s) means the Pre65 Racing Saloons Inc. and /or Pre65 Saloon Register Inc; and Round Organiser or Inviting Club means the MotorSport NZ member Club a Meeting and/or Event which is a round of the Series; and National Sporting Code means the National Sporting Code issued by MotorSport NZ from time to time; and Round means each Meeting and / or Event the results of which qualify for points in the Series; and Committee means the elected members appointed as the Committee by the Pre65 membership; and Page 1

Pre65 Vehicle Eligibility Declaration means the form used by the Competitor to declare the technical specifications of their competing vehicle as required by the Articles of this Series. 2. OBJECTS: Racing saloons from the halcyon days of the sixties, relive the excitement of these well-remembered cars. Pre 65 racing started in New Zealand in 1980, by a group of South Island enthusiasts who had cars but no class to race in. The North Island club started in 1990. Pre65 Racing is for those who want to race Historic Saloon cars from the Fifties and Sixties, the cars are lightweight dedicated racecars, but still retain the period major components, no turbo s, fuel injection or computers. 3. ELIGIBILITY 3.1 All Drivers shall hold a C Grade Competition Licence or higher and where the Entrant is other than the Driver, an Entrant s Licence is required in the name of the Entrant. 3.2 Eligibility shall be for vehicles complying with the specifications as set out in Schedule P65. 3.3 All entrants and drivers shall agree to submit their vehicle to eligibility scrutineering when required by the appointed Series Scrutineer for compliance to Appendix 2, Schedule A and Appendix 4 of the National Sporting Code. 3.4 Official Series Seals may be applied by the Series Scrutineer to components and/or assemblies of components in compliance with Appendix Two, Schedule A, Article 3.7. All seals shall be clearly detailed in the vehicles MotorSport NZ logbook. 3.5 All drivers and entrants shall be financial members of The Clubs or any MotorSport NZ affiliated Club. (Refer also to 3.2 above) Note: Drivers who are not current members of The Club shall not be eligible for Series points. 3.6 To be eligible for Pre65 Series points, the Pre65 Vehicle Eligibility Declaration must be completed, signed and handed to the Series Scrutineer, prior to the first Round entered. 3.7 There are five(5) distinct CLASSES of vehicle; Class A: being vehicles with a corrected engine capacity of 4201cc and over Class B: being vehicles with a corrected engine capacity of 2801-4200cc Class C: being vehicles with a corrected engine capacity of 1401-2000cc Class D: being vehicles with a corrected engine capacity of 0-1400cc Class E: being vehicles with a corrected engine capacity of 2001-2800cc Note: The equivalence factor applied to two-stroke engines shall be 1.8 3.8 TYRES shall at all times be those approved as the control tyre for the Pre65 Series as specified in Schedule P65. 3.9 It is the Competitors responsibility to ensure that the Pre65 Vehicle Eligibility Declaration (Form) as detailed in Article 3.6 is fully completed prior to their first Round of the Series, and that all declared technical specifications remain compliant to this declaration for the duration of the Series. All engines must conform to the declarations outlined in the Official Vehicle Eligibility Declaration Sheet and will be checked and or sealed by the Series Scrutineer. 3.10 All engines used shall conform to the Pre65 Vehicle Eligibility Declaration. Engines may be checked by the Series Scrutineer and/or their appointed assistant/s (refer Article 7.4.2) and/or sealed with Category C seals as per Schedule A, Article 3.7. Note: These seals may not be removed except where express written permission by the Series Scrutineer is obtained. 3.11 The Competitor or the Series Scrutineer may request that an engine be sealed at the time of assembly (meaning it is able to be checked prior to assembly) or retro sealed (sealed after assembly, meaning it is unable to be checked) on the basis of the specifications as declared in the Pre65 Vehicle Eligibility Declaration. Any engine sealed in such a fashion may not be stripped, nor the seal removed unless in the presence of the Series Scrutineer, or their appointed assistant/s. 3.12 Any infringement of the seal management program or any technical breach of the technical regulations may result in a penalty being applied. 4.0 SERIES STRUCTURE 4.1 The Series shall comprise of the following Rounds: Round Date Venue Inviting Club 1 12-13 November 2016 Manfeild Auto Course Manawatu Car Club 2 14-15 January 2017 Hampton Downs Historic Racing Club 3 4-5 February 2017 BMMP Taupo MotorSport NZ 4 18-19 February 2017 Manfield Auto Course MG Racing Register 5 1-2 April 2017 Pukekohe Park MotorSport NZ 6 6-7 May 2017 Hampton Downs Historic Racing Club The Organiser reserves the right to either cancel or amend any Rounds of the Series due to force majeure without affecting in any way its power to award any title. 5. SERIES PERSONNEL 5.1 At each Round of the Series the following personnel, or their approved assistant/s shall have the responsibilities and authorities set out: 5.1.1 Pre 65 Racing Series Coordinator: Paul Pickerill Home Phone No: 09 521 0458 Mobile Phone No: 021 722 388 Email: paul.pickerill@xtra.co.nz Who shall have the authority of a Series Coordinator set out in the National Sporting Code and who is responsible for and authorised on The Clubs behalf to: (a) Deal with all administrative matters including receiving all Round entries. (b) (c) (d) (e) (f) (g) Record and publish all Series points schedules. Liaise with Inviting Clubs on all matters pertaining to these articles. Ensure correct placement of decals on vehicles contesting the series. Act in the capacity as a Competitor Relations Officer (as detailed in National Sporting Code, Article 88) for the Series Competitors. Provide the Inviting Club/s with grid starting positions where these differ from those detailed in Appendix Four Schedule Z, Article 6.1. To advise and/or assist the Clerk of the Course in addressing any applicable penalties as detailed in the NSC and as authorised by the Committee. 5.1.2 Pre 65 Racing Series Scrutineer: Shane Hobman Mobile Phone No: 021 292 7016 Email: shanenoeline@hotmail.com Who shall have the authority of a Series Scrutineer set out in the National Sporting Code and who is responsible for and authorised on The Clubs behalf to: (a) (b) (c) (d) (e) (f) Deal with all technical matters pertaining to the series. Affix seals, as and when deemed appropriate, and Inspect any competing vehicle within the Series in order to ascertain compliance with the technical regulations, and Assist competitors with technical inquiries relative to the technical regulations applicable to their vehicle, and To report, to the Series Coordinator, any instances where a breach of the technical regulations has been proven, (Refer to Breach of Eligibility Form) and To advise and/or assist the Series Coordinator in imposing any applicable penalties as authorised within these articles. SERIES ENTRY 6.1 Entry into the Series shall be made on the Series Entry Form as provided with these Articles and submitted to the Series Coordinator for acceptance. By entering the Series all Competitors agree to comply with these Articles and those of the National Sporting Code. Page 4

6.2 Entry to each Round of the Series (which is separate to the Series Entry) shall be made to the Event Organiser of the Round, on their official entry form and by their specified closing dates. 6.3 The Club(s) will allocate competition numbers to all Competitors of the Series. All numbers on competing vehicles shall comply with the prescriptions of Appendix Two; Schedule A, Article 6.2 Competition Numbers. 6.4 CONDITION OF ENTRY 6.4.1 The Competitor / Entrant, by entering the Series, is deemed to be in acceptance of these Series Articles as they are presented, and shall be at all times responsible for the presentation of their competing vehicle with respect to safety requirements under Schedule A, and eligibility requirements under Schedule P65 (as detailed in Part Two of these articles). 6.4.2 The Competitor / Entrant, by entering the Series, is deemed to be in acceptance of, and will at all times comply with, any specific requirements of the official Series Sponsor, as detailed within these articles. 6.4.3 The Series Organiser reserves the right to accept or decline entries into the series as per NSC 21. 7. POINTS: 7.1 Points will be recorded and published by the Series Coordinator and will be allocated to Drivers in the vehicle the driver qualified in and based on their overall finishing positions in each Race, at each Round of the Series. 7.1.1 Points will only be allocated to current members of The Club. Drivers who are not current members of The Club are not eligible for points in the Series. 7.2 The Series points will be allocated for overall placing, awarded as follows: OVERALL PLACINGS 1 st 75 11 th 30 21 st 10 2 nd 67 12 th 28 22 nd 9 3 rd 60 13 th 26 23 rd 8 4 th 54 14 th 24 24 th 7 5 th 49 15 th 22 25 th 6 6 th 45 16 th 20 26 th 5 7 th 42 17 th 18 27 th 4 8 th 39 18 th 16 28 th 3 9 th 36 19 th 14 29 th 2 10 th 33 20 th 12 30 th 1 and lower 7.3 There will also be Class placing points allocated for overall placings within the Classes competing, awarded as per the table in Article 7.2 above. Note: Class placing points are separate from Overall Placing points. They are awarded to each Driver on the results of the Qualifying session, Races One, Two and Three of each Round. Page 5

7.4 Additional to and separate to the above Overall points and Class points there will be points given for the following: 7.4.1 SCHEDULE P65 ELIGIBILITY CHECK POINTS: All Competitors must present their vehicle for a technical inspection when requested by the Series Scrutineer, 50 overall points and 50 class points will be given to competitors who have completed their Pre65 Vehicle Declaration Form and have their vehicle deemed eligible by the Series Scrutineer. Compulsory detailed Eligibility inspections shall be carried out on every vehicle entered in the Series at the directive of the Series Scrutineer. 8. AWARDS 8.1 The OVERALL SERIES WINNER shall be the Driver with the highest total of all points (excepting Class Placing points) accumulated during the Series. 8.2 The Series and Class winner/s shall receive the following awards: (a) Series: Overall Series Champion 2 nd overall in the Series 3 rd overall in the Series (b) Class A: 1 st overall in the Class 2 nd overall in the Class 3 rd overall in the Class (c) Class B: 1 st overall in the Class 2 nd overall in the Class 3 rd overall in the Class (d) Class C: 1 st overall in the Class 2 nd overall in the Class 3 rd overall in the Class (e) Class D: 1 st overall in the Class 2 nd overall in the Class 3 rd overall in the Class (e) Class E: 1 st overall in the Class 2 nd overall in the Class 3 rd overall in the Class 8.3 The awards shall be presented at the annual prize giving function held at The Club s Annual General Meeting, to be held in Taupo in May 2017. 9. TELEVISION, IN-CAR CAMERAS, LAP TIMERS AND IN-CAR COMMUNICATION EQUIPMENT 9.1 Competitors / Entrants may apply to the Series Coordinator for permission to install an in-car camera for use during the Series. 9.2 All in car camera installations shall be subject to inspection and approval by the Series Scrutineer and/or Chief Scrutineer of the Meeting. 9.3 Electronic or any lap timers of any kind are prohibited excepting supplied transponders or other official track supplied event timing equipment. 9.4 Any telemetry (two(2) way communication) devices are prohibited. 10. ROUND FORMAT 10.1 Practice Sessions (Testing): may be available to Drivers on the Friday prior to any Round of the Series and shall be subject to availability and track hire charges as set by the Inviting Club/s. 10.2 Qualifying Practice Sessions: shall be as per the Supplementary Regulations of the Round Organiser being a minimum of 15 minutes per session. 10.3 Race format: There shall be three races at each Round. 10.4 Races: shall run to the following format: Round Race 1 Race 2 Race 3 1 Minimum of 8 Laps Minimum of 8 Laps Minimum of 8 Laps 2 Minimum of 8 Laps Minimum of 8 Laps Minimum of 8 Laps 3 Minimum of 6 Laps Minimum of 6 Laps Minimum of 6 Laps 4 Minimum of 8 Laps Minimum of 8 Laps Minimum of 8 Laps 5 Minimum of 8 Laps Minimum of 8 Laps Minimum of 8 Laps 6 Minimum of 8 Laps Minimum of 8 Laps Minimum of 8 Laps 10.5 Starting positions shall be determined by: (a) (b) (c) Race One: The start grid shall be made up from the qualifying times, fastest competing vehicle to the front, with a Standing Start. Race Two: Shall be a Handicap Race Grid Start with grid positions determined by the qualifying and race time from Race One, slowest competing vehicle to the front of the grid, descending to the fastest competing vehicle, with the time delay between each vehicle set by the Series Coordinator. Race Three: Shall be a Handicap Race Grid Start with grid positions determined by the qualifying and race time from Race One and Race Two, slowest competing vehicle to the front of the grid, descending to the fastest competing vehicle, with the time delay between each vehicle set by the Series Coordinator. 10.6 At all Rounds, the Series Coordinator in conjunction with the Clerk of the Course and/or the Stewards of the Meeting, reserves the right to shorten and/or cancel any practice/qualifying sessions and/or Races in the case of Force Majeure. 10.7 The Series Coordinator shall set starting grids for Handicap Races that ensures the safety of the Competitors and Officials. 10.8 If due to a mechanical fault or other factors a competitor believes they will exceed their qualifying or race time by more than one(1) second the competitor may nominate a lap time, and this nominated time must be written and lodged with the Series Coordinator within 60 minutes of the published results from the previous qualifying session or race. The penalties outlined in rule 14.2 will still apply to the nominated time. 11. PARC FERMÉ 11.1 Upon directive from the Series Scrutineer or their appointed assistant, competitors may be required to drive their competing vehicle directly (and without any team personnel/crew intervention) from the track to the designated Parc Fermé, the location of which will be notified on the official notice board of the meeting. Note: Drivers should ensure that they and all their team personnel are familiar with the Parc Fermé regulations and limitations as detailed in the National Sporting Code Article 60. 11.2 The Series Scrutineer may authorise entry of team personnel for the purposes of vehicle eligibility inspections. 12. DECALS 12.1 All Competitors shall ensure that their competing vehicle and apparel have specified spaces reserved for the Series Register and the Series Sponsor at all Rounds of the Series, or set out from time to time by Series Coordinator, or the Round Organisers Supplementary Regulations. 12.2 Competition number sets shall comply with the requirements of Appendix Two, Schedule A Article 6.2(1)(a)(iii), and the Driver s name may appear on both of the vehicle s rear side windows. 12.3 The windscreen banner/decal shall be reserved for the Series sponsor and no other windscreen banner/decal is permitted. Also a Series sponsor decal shall be attached to either side of the competing vehicle in a position to be confirmed by the Series Coordinator. Both front doors shall be reserved for the race number and/or Series sponsor s decals. 12.4 Class identification stickers to be attached as directed by the Committee 12.5 Race Numbers 1, 2 and 3 must be used by the competitors finishing 1 st, 2 nd and 3 rd in the overall series points from the preceding season 13. TIMEKEEPING 13.1 The Round Organiser, the Inviting Club, the host circuit or the Series Coordinator shall provide timing equipment that will be deemed to be the official timing equipment for the meeting. 13.2 All competitors shall ensure that timing equipment is looked-after with all due care and attention whilst in their possession and that all equipment is returned as and when requested. The Competitor is liable for all costs required to repair or replace equipment damaged or lost. 13.3 Transponders: are required to be fitted and operational for all Practice, Qualifying and Races. The transponder shall be mounted securely to the vehicle forward of the centre line of the front wheels, and within 200mm-500mm from the front edge of the front bumper. It must be mounted within 500mm off the ground and may be mounted on either side of the vehicle. 14. PENALTIES, PROTESTS AND APPEALS 14.1 Penalties shall be applied in accordance with the prescribed articles of NSC Part VIII Penalties. 14.2 Reverse Grid Races only: Any Driver breaking their best time from either Qualifying or any preceding Race at that meeting by more than one(1) second (the break-out time ) on any two(2) laps shall be excluded from the results of that Race, excepting that if: (1) The Driver is competing at that circuit for the first time, or (2) The Series Coordinator determines that the circuit condition has changed significantly, due to either weather or atmospheric conditions, or any other reason, over the course of the meeting, or (3) Individual lap times are not recorded. In such case the break-out time shall be 1.5seconds on any one lap. Then the Series Coordinator may, at their discretion, either amend the break-out time to a maximum of five(5) seconds, or (in exceptional circumstances) waive the penalty altogether. The Series Coordinator must inform the Driver(s) of their decision as soon as practicable, but in any case shall be at least thirty(30) minutes prior to the start of the Race. Where Rule 14.2(2) is applied the published lap times for that race will take precedence over the starting positions as laid out in rule 10.5, these published lap times will apply to any subsequent race held under the same or similar circuit conditions that existed during the race as per 14.2(2). 14.3 POLICY STATEMENT: It will be the policy of Pre65 Racing Saloons in all matters of vehicle eligibility that: No member will determine on a matter arising from a competition in which the member was a participant. Vehicle eligibility is to be determined by the Series Scrutineer in conjunction with their appointed assistant/s. Interpretations of regulations are to be determined as outlined in By-law 11.2 of the Constitution of Pre65 Racing Saloons. 14.4 Any protest or appeal should be lodged in accordance with NSC and the Competitor shall advise the Series Coordinator and the Competitor Relations Officer (where appointed for the Meeting).
