Confirmation of Minutes Moved by Councillor Baldwin That the minutes of the Arenas, Parks and Recreation Advisory Committee of May 15, 2018 be approved. 2 Arenas, Parks and Recreation Advisory Committee minutes of September 18, 2018 Reports and Communications Municipal Access to Recreation Group - 2017 Year in Review Report APRAC18-019 Moved by Councillor Haacke recommendations outlined in Report APRAC18-019 dated September 18, 2018, of the Recreation Division Coordinator, as follows: a) That report APRAC18-019 be received for information; and b) That the Arenas Parks and Recreation Advisory Committee continues to support Staff s ongoing participation on the County-wide Municipal Access to Recreation Group. Cyclocross National Championships 2018 and 2019 Report APRAC18-018 The Chair indicated that because the presenter could not attend the meeting, the report would not be dealt with. Challenger Baseball - Field of Dreams Proposal Report APRAC18-020 Moved by Glen Payne recommendations outlined in Report APRAC18-020 dated September 18, 2018, of the Recreation Division Coordinator, as follows: a) That a presentation by Peterborough Challenger Baseball be received for information; and b) That Staff be requested to continue discussions with Peterborough Challenger Baseball on their proposal to establish a barrier-free baseball diamond on City-owned land. 2

3 Arenas, Parks and Recreation Advisory Committee minutes of September 18, 2018 Peterborough Sport and Wellness Centre - Accessible Pool Pod Report APRAC18-022 Andrea Pade, Aquatics Coordinator and Heather Stephens, Assistant Facility Manager provided an overview of Report APRAC18-022. Moved by David Ronson recommendation outlined in Report APRAC18-022 dated September 18, 2018, of the Facility Manager, Peterborough Sport and Wellness Centre, as follows: That the presentation by Peterborough Sport and Wellness Centre staff be received for information. Arena Ice Allocation Policy Update Report APRAC18-017 Sue Warrington, Manager, Arena Division and Brad Putnam, Community Arena Operations Manager, made a presentation. Moved by Pete Dalliday recommendation outlined in Report APRAC18-017, dated September 18, 2018, of the Arena Division Manager, as follows: That a presentation by the Arena Division Manager providing an update on the creation of a Corporate Arena Ice Allocation Policy be received for information. Other Business A discussion was held regarding the relocation of floor and ice times during the Memorial Centre renovations. 5 To: From: Members of the Arenas Parks and Recreation Advisory Committee Rob Anderson, Recreation Division Coordinator Meeting Date: October 2, 2018 Subject: Report APRAC18-021 Parks Review and Planning Project Consultant Presentation Purpose A report to provide an update on the City s Parks Review and Planning Project, through a presentation by the project consultants, Brian Basterfield, from Basterfield & Associates and Robert Lockhart, from The Rethink Group. Recommendation recommendation outlined in Report APRAC18-021 dated October 2, 2018, of the Recreation Division Coordinator, as follows: That a presentation by Basterfield & Associates and The Rethink Group on the Parks Review and Planning Project be received for information. Budget and Financial Implications There is no budget or financial implication resulting from the approval of the recommendation of Report APRAC18-021.

Report APRAC18-021 Parks Review and Planning Project Consultant Presentation Page 2 Background 6 Through Vision 2025, a Ten Year Strategy for Recreation, Parks, Arenas and Culture, a need was identified to conduct a comprehensive review of the City s parks and open space, and to establish a parks planning process. In the 2018 Capital Budget, Council approved funding for the Parks Review and Planning Project (Budget Reference 6-1.07). The review will provide a mechanism for: The development of park design guidelines; Establishing criteria for prioritizing neighbourhood park rejuvenation and identifying the highest priority for initial investment; Identifying residential areas experiencing gaps in neighbourhood park access and strategies to address those gaps; and Establishing criteria to evaluate City-owned open space and to determine which sites may be appropriate to be classified as parkland. As per the City s Purchasing By-Law 14-127, a Request for Proposal (RFP# P-17-18) was issued to secure a consultant to conduct the work, with a closing date of May 31, 2018. The Administrative Staff Committee awarded the RFP to Basterfield & Associates, in association with The Rethink Group, as per the recommendation of Report CSRS18-10, dated June 27, 2018. Staff has invited Brian Basterfield, from Basterfield & Associates and Robert Lockhart from The Rethink Group to make their initial presentation on the project to the Arenas Parks and Recreation Advisory Committee, at its meeting of October 2, 2018.
