Van Buren seconded the motion, which passed 4-0. BUSINESS FROM THE PUBLIC Bike area in Bryant Park Brock expressed concern over the condition of the area in Bryant Park that the public uses to ride bikes. Brock noted the area is not maintained and is unsafe. He is interested in revitalizing the area to make it safe and accessible for the community. Hodney noted the area was not developed by the City, and after a death occurred the City Attorney advised the department to dismantle the area the tragedy occurred in. Some of the bike trails remain but the City has no interest in developing and maintaining the area. Hodney suggested a third party could renovate and maintain the area with a User Agreement in place which would need to outline liability insurance and maintenance requirements. Hodney and Brock will meet for further discussion. DISCUSSION ITEMS a. Cumberland Church Project Hodney provided an update on the project. A citizen group, Save Our Cumberland Association, has been created and is working to start a fund-raising campaign. The Parks & Recreation Foundation will be the conduit for any funds raised. The City is looking to sell the property where the Cumberland Church is currently located. A decision has not been made regarding the building which would need to be relocated if the City chooses to retain it. Currently, City Council is not willing to commit City funds to the project, which is estimated to cost approximately $1,000,000. Mayor Konopa and Hodney are providing guidance to the group. Van Buren noted that the group is starting to hold meetings at the church and is hoping to

3 PARKS & RECREATION COMMISSION AGENDA Page 2 of 2` get some additional lighting on the building to help prevent vandalism. Brief discussion followed. b. Referee Abuse Sheppy wanted to make the Commission aware of the growing issue of referee abuse, and the decline in the number of referees. Trudell shared his experience as a referee and noted that there has been a 20% drop in referee due to sportsmanship issues. Hodney noted that it is a constant challenge for the department to keep referees. REPORTS AND UPDATES a. Capital Project Update Hodney is working on an RFP for the solicitation of planning services to assist with the Parks & Open Space Master Plan update. Sunrise Park: Playground renovation is nearly complete. Play equipment is installed, and irrigation work will be completed by the end of September. Van Buren noted the Adopt A Park group is willing to assist with landscaping. Grand re-opening will be held depending on the weather. Park Maintenance will be completing tree planting in the fall. Simpson Park: The recent fire that started on ATI property burned blackberries and invasive species in the park with minimal damage. b. Staff Reports Barnett provided an update on recreation programs. Maple Lawn Preschool started September 4, Crews are working on ongoing maintenance, aerating, seeding, and fertilizing parkland. Romancier provided an update on aquatics programs. Revenue and attendance at COOL! Pool finished a record high. Improvements at ACP that are part of the GAPS bond are taking place around the pool schedule, which is currently in the middle of a shutdown to get some of the major work completed. Paddle boat revenue increased, with 50 more boat rentals than last year. Staff saved a patron s life, performing CPR after the person suffered a heart attack. BUSINESS FROM THE COMMISSION Edwards noted Sunday s attendance at the Northwest Art & Air Festival was larger than it has been in recent years.
