2.2 The format of the competition WAG C I Qualification for C II and C III Each National Federation can enter a maximum of 4 WAG gymnasts All 4 WAG gymnasts per apparatus are allowed ---------------------------------------------------------------------------------------------------------- MAG C I Qualification for C II and C III Each National Federation can enter a maximum of 6 MAG gymnasts A maximum number of 4 MAG gymnasts per apparatus are allowed --------------------------------------------------------------------------------------------------------- MAG and WAG C II Final result for the C II The 24 gymnasts with the highest ranking obtained in the qualifying competition C I will qualify for the individual all-around final C II A maximum number of 2 gymnasts per National Federation are allowed in this final 4 reserve gymnasts will be nominated ------------------------------------------------------------------------------------------------------------ MAG and WAG C III Final result for the C III 1 st session MAG (FX, PH and SR), WAG (VT and UB) 2 nd session MAG (VT, PB and HB), WAG (BB and FX) The 8 highest ranked gymnasts in the qualifying competition C I per apparatus will qualify for the apparatus finals C III A maximum number of 2 gymnasts per National Federation are allowed in these finals 3 reserve gymnasts will be nominated for each final 2.2.1 The qualifying competition (C I) The starting order of the competition is made according to the draw of lots carried out in Lausanne, on March 24 th, 2017 by the official representatives of the UEG. If a National Federation reduces the number of participating gymnasts or apparatus after the nominative entries, the UEG/TCs have the right to modify the starting order in order to ensure the best possible running of the competition. The gymnasts of this federation will therefore compete with priority in the first subdivisions according to the competition schedule given to the NF at the drawing of lots. Gymnasts wishing to qualify for C II must compete in the same subdivision throughout the competition. If a gymnast is not competing on all apparatus, he/she has the right to leave the competition area and warm-up in the warm-up hall. It is the responsibility of the gymnast to return to the competition hall for his next apparatus. The gymnast may return quietly in his/her own time. The starting order for C I will be published on the UEG website. 8

2.2.2 The all-around final (C II) According to the starting order in the FIG TR. If a qualified gymnast is prevented from taking part in the competition C II, then the next gymnast from that federation can replace him/her, provided that his/her result is better than 9

that of the first reserve. The reserve will take the starting position of the gymnast they replace. Withdrawals/replacements of gymnasts for medical reasons will be accepted within a limit of 30 minutes prior to the competition, provided that the above mentioned conditions are met. If a qualified gymnast is prevented from taking part in the competition C III, then he/she can be replaced by the next gymnast from his/her federation, on the condition that his/her result is better than that of the first reserve. The reserve will take over the starting position of the gymnast he/she replaces. Withdraws/replacements of gymnasts will be accepted within a limit of 30 minutes prior to the competition of the concerned apparatus final, provided that above mentioned conditions are met. They are to be submitted to o Mrs. Satu MURTONEN, the UEG WAG Technical Delegate for the WAG competition o Mr. Tom THINGVOLD, the UEG MAG Technical Delegate for the MAG competition The general warm-up will take place in the warm up hall. After the general warm-up the gymnasts will have the possibility to train on the podium in the competition hall before the apparatus finals, on Saturday and on Sunday. If more than 8 gymnasts are qualified in one apparatus final, another draw of lots will take place, according to the number of qualified gymnasts. 10

2.3 Access to the competition area The competition area is accessible to members of the various juries, competing gymnasts and their accredited coaches, to local group leaders, to the auxiliary personnel of the Jury, to the President of the UEG Medical Commission, to the official doctor, to the team doctors, medical staff and to persons concerned with the apparatus as well as the LOC President, General Manager and the Competition Directors. A team medical person is permitted to accompany the gymnasts and coaches during all Competitions. Interpreters may not enter the competition area without the permission of the President of the UEG MTC/WTC. The competition area is strictly forbidden to all other persons. If a gymnast is not competing on all apparatus, he/she has the right to leave the competition area and warm-up in the warm-up hall. It is the responsibility of the gymnast to return to the competition hall for his next apparatus. The gymnast may return quietly in his/her own time. R- and E-judges may attend training sessions only during the training session of their own team. 2.4 Use of electronic communication devices The use of mobile phones or any other electronic communication device by gymnasts, coaches, judges or medical staff of the delegations on the field of play is forbidden during the entire duration of the competitions of official UEG competitions. If this rule is violated, the concerned persons will receive a written warning. If this behaviour is repeated after the written warning is issued, the concerned person will be excluded for the rest of the competition. The Superior Jury is responsible to decide these disciplinary measures. Appeals against these decisions have to be submitted to the Jury of Appeal whose decision is final. 11

2.5 Award ceremonies The ceremonies take place immediately after the competition in the competition venue For competition C II WAG 8 gymnasts on the podium For competition C II MAG 8 gymnasts on the podium For competition C III MAG and WAG 3 gymnasts on the podium 2.6 Apparatus supplier The apparatus supplier is Spieth. 2.7 Scoring and distribution of results After each competition, the results will be provided on Internet on the following web site: www.clujeurogym2017.ro and www.ueg.org. In addition, it will be sent to Head of Delegation by e-mail. At the end of the competition all delegations will be provided with a complete set of results including the judges individual scores for all competitions. 2.8 Orientation meeting The presence of the participating National Federations to the orientation meeting is mandatory. A maximum of 3 members per delegation, including the Head of Delegation. Unjustified failure to attend will result in a sanction against the federation of Euro 1000. 2.9 Medical orientation meeting The meeting takes place on Monday, April 17 th, 2017 at 13:00 o clock in the judges meeting room. The presence of at least one member of the medical staff of the participating national federations to the medical orientation meeting is strongly recommended. National delegations without medical staff should be represented by another member of the delegation. 2.10 Competition numbers The competitions numbers (bib numbers) will be provided to the heads of delegations, by the O.C. at the end of the Orientation Meeting. The numbers are to be firmly attached to the competition attire throughout the whole competition. 2.11 Written exercises / WAG only It would be appreciated if National Federations would submit the gymnasts exercises in symbols notation before the podium training at the very latest. 2.12 New elements Please submit the new elements as follows For WAG 24 hours before the podium training to the President of the WAG Superior Jury, Mrs. Anca MIHAILESCU-GRIGORAS For MAG 24 hours before the podium training to the President of the MAG Superior Jury, Mr. Tom Thingvold. 12

2.13 Anti-doping control Any doping is prohibited. An anti-doping control can be requested at any time. Anti-doping controls will be made as per Anti-Doping Control Regulations of FIG and WADA. 13

MAG/WAG: The R-judges are drawn after the nominative inscription on March 24th in Lausanne. The R judges remain at the same apparatus. In CIII they can be changed (decision of the TCs). The draw will be published on the UEG website. All entered judges must be available until the drawing of lots for the last competition of the respective European Championship. Exceptions have to be managed by the TC President. Cat 4 judges, if present, are only allowed to judge line and time. 15

3.3.3 Time Judges for Rings (Smart Rings) (MAG Only) In addition to the rules stipulated in the FIG MAG CoP, the following rule will be applied at the 2017 European Championship in Cluj-Napoca,ROU. The Smart Rings system will be used, as stated below, to evaluate and apply the time deductions to the final score. Application of and rules for the use of Smart Rings system: The Smart Rings tools will be controlled by 2 judges. One operating the system and the other controlling the work. The 2 judges will independently judge the exercise making only time deductions. After the end of the exercise the 2 judges make an evaluation of the hold time measured by the system. The 2 judges are to compare the deductions, and if there is a difference they are to take a majority decision after a short discussion. This deduction for hold time will be shown on the scoreboard as penalty deduction. The Coach has the right to inquire the part of the score for time deductions, according to the procedure for D-jury Inquiry, and with the payment stipulated in this rules. 3.4 Judges instruction and draw of lots According to the UEG/TR, the presence of the judges to the judges instruction is mandatory. The judges instruction will be held in English. The judges oath will be carried out at the end of the judges instruction, by one of the host federation s judge. 3.5 Inquiries of the score According to UEG TR. The Inquiry form (3.9) List of authorised coaches signed by the Head of delegation has to be handed in at the Orientation meeting. If the inquiry is refused, the amount will be invoiced later on and must be paid within 3 months. If the inquiry is accepted, no amount will be requested. The inquiry must be confirmed as soon as possible in writing, but within 4 minutes at the latest after the verbal inquiry and requires an agreement of payment of Euro 300.- for the first complaint; Euro 500.- for the second complaint and Euro 1'000.- for the third and any further complaints for each distinct championship (i.e. the ECh MAG is distinct from the ECh WAG). The detailed procedure is laid down in the Technical Regulations of the FIG. 16

4 THE ORGANIZATION OF THE EVENT ----------------------------------------------------------------------------------------------------------------------------------- 4.1 Training information According to the FIG/TR, 4 hours per day for each national federation in two sessions, comprising 1½ and 2½ hours will be provided to the participating federations. The minimum time between the two daily training sessions for a group must be 4 hours. A detailed program of the training will be provided to the participating national federations. The delegations are obliged to respect the training schedules. Additional training for non-finalist and finalist after the qualifications will be on request. MAG Training on request, 20 th - 21 st - 22 nd of April WAG Training on request, 21 st - 22 nd of April 4.2 Official podium training A detailed program of the official podium training will be provided to the participating federations. The judges have to fulfil the requirements of the FIG/TR. All judges must be holders of a valid FIG judges brevet. * the total number of coaches may not be higher than the total number of gymnasts Gymnasts who do not have correct age and a valid FIG license (or the validity of the license is expired) are not allowed to compete. All licenses will be checked by the O.C. after the nominative inscriptions. 17

4.4 Accreditation The accreditation office will be located at the lobby of the Cluj Arena. Upon accreditation the Head of Delegation or his/her representative will have to provide to the LOC the following: The passport of the gymnasts and judges The licences of the gymnasts Proof of insurance coverage of the delegation Proof of the fulfilment of all financial obligations to the LOC (accommodation, meals, airport transfer (if applicable)) The correctness of national flag and anthem of the country, to be confirmed with the form Confirmation of the national flag and anthem Departure confirmation Hand in the request for raising of apparatus WAG floor music forms have to be sent to LOC together with nominative registration or at very latest at the accreditation office upon accreditation with the CDs (2 pieces for every gymnast). 4.5 Official UEG hotel City Plaza Str. The O.C. strongly recommends that each federation take cancellation insurance for their transportation. Accredited delegations who will stay in one of the official hotels, booked their accommodation through the O.C. and who will return their Travel Schedule Form arrival and departure by March 22 nd will be provided with free local transportation from the Cluj Napoca International airport to the official hotels and back and shuttle busses between the official hotels and the training halls and to the venue. Federations who did not book their accommodation through the O.C. will not be entitled to use the transportation system and will be responsible for being on time at all events. 18

All information regarding competition, warm-up, trainings, and notification of meetings, transport, official functions, as well as UEG and O.C. correspondences will be distributed via the delegation mailboxes. A special Mail Box authority card will be issued to each Head of Delegation.
