HARRY FLATTERS RALLY 2017 5 BRECON MOTOR CLUB 30th July 2017 HARRY FLATTERS RALLY SUPPLEMENTARY REGULATIONS [1] ANNOUNCEMENT Brecon Motor Club will organise a National A Historic Stage Rally and National B Stage on 30th July 2017 on Epynt [2] JURISDICTION This meeting will be held under the General Regulations of the Motor Sports Association (incorporating the provisions of the International Sporting Code of the FIA), and these Supplementary Regulations. [3] PERMITS MSA Permit No National A TBA MSA Permit No National B TBA Route Authorisation No: TBC [4] ELIGIBILITY The event is open to all fully-elected members of the organising club, fully elected members of member clubs of the Welsh Association of Motor Clubs (WAMC) and registered contenders of the championships listed in Section 5. All entrants must hold a valid Competition Licence issued by the Motorsports Association Limited appropriate to the event entered. [5] CHAMPIONSHIPS The event is a round of 2017 MSA British Historic Rally Championship Permit No 2017/014 FUCHS Lubricants RAC Tarmac Championship. Permit No 2017/017 2017 Brian Dennis Motorsport Welsh Historic Championship 13/2017 JD Tyres Welsh National Tarmacadam Championship 2017 18/2017 HIREFIT KING OF EPYNT CHALLENGE 2017 22/2017 FMP Rally Challenge 2017 59/2017 [6] SCRUTINEERING & SIGNING-ON Scrutineering and signing on starts at 13.00hrs on Saturday 29th July 2017 in Brecon and will end at 18.00 hrs. The venues and specific times for scrutineering will be notified in the final instructions. All competitors must produce a valid Competition Licence, Club Membership Card, Championship Registration Cards as appropriate. All vehicles competing in the Historic Rally must have a current Stage Rally Log Book and must comply with 2017 MSA Tyre, Technical and Safety Regulations and must comply with R 49 R 49.10.3 inclusive. In addition competitors in The Historic Rally must have a MSA Historic Rally Vehicle Identification Form R 49.5 and, additionally, Category 3 & 4 cars must have homologation papers for their vehicle R 49.1.3 49.1.4. No competitor will be allowed to start without the correct paperwork. Cars entering the National Rally must comply with R 46 R 48.10.10 inclusive. All cars will have to pass a sound test before proceeding to scrutineering and again during the event: These will be conducted in accordance with R R4.1 & R J5.18 and all competitors vehicles must pass these tests which will allow for a MAXIMUM OF 100 DB(A) AT 4500RPM USING THE 0.5 METRE TEST. Failure to comply will result in Penalties under Article 18.4. All cars must be presented at scrutineering in the same condition as they intend to compete and will be examined for compliance with the 2017 MSA Tyre, Technical and Safety Regulations as well as for class eligibility. This includes the display of competition numbers complying with R J4.1 and other advertising/identification materials specified in articles 7.1 7.4. All competing cars must be taxed and insured for the public highway MSA GR R 46.1.1 and a valid MOT Test Certificate

6 HARRY FLATTERS RALLY 2017 and must be produced at scrutineering for any car required by law to have one R 46.1.2. Failure to produce such document will result in a start being refused. Competitors should sign-on and complete all documentation as soon as possible after their scrutineering. Competitors wishing to use an in-car camera during the event for non-commercial purposes MUST have written permission prior to the event from the Secretary of the Meeting. Competitors can collect the signed authorisation from the Chief Scrutineer at arrival to Scrutineering. Competitors must sign a declaration in their authority that such use is for personal use only and must not be used for any commercial purposes. There will be no opportunity for video permit applications at scrutineering or signing on and the scrutineers have been instructed not to pass your in car camera fitting if not declared on the entry form. At the discretion of the Eligibility Scrutineer and the Clerk of the Course, certain vehicles will be selected for Post Event Scrutiny at final MC. Failure to present the vehicle at the nominated place and at the appointed time may be penalised under R 32.2 Chart 32.2 Penalties (aa). All tyres must comply with section L of the 2017 Year Book (R R48.5.10). Please note the restrictions imposed by R R48.5.1 R48.5.13. The use of any form of run-flat system is prohibited. The inside of the tyre (the space between the rim and the internal part of the tyre) must be filled with air. Therefore the use of any device which allows tyres to maintain their performance at an internal pressure equal to or less than the atmospheric pressure is prohibited. All cars shall have fire extinguishing systems as R 48.10.5 and K 3 K 3.5. and must carry a small spill kit R 46.1.5. All used spill kits must be disposed of by the crew concerned in accordance with the appropriate regulations. Breach of this regulation will result in EXCLUSION Art 19.13.(h). Safety Helmets will be examined and must conform with current regulations R K 10.1 K 10.4 and must be worn on special stages R 25.3.1. Drivers and co-drivers shall use seat belts R R 25.3.1 conforming with R K 2.1.2 4 point and wear flame-resistant overalls R K 9.1 K 9.3 on all special stage rallies R 25.3.2. 12.16 A seat belt cutter must be carried on board the vehicle at all times. It must be easily accessible for the driver and co-driver when seated with their harnesses fastened. R 48.10.11 12.17 Competitors using fuel other than pump fuel as defined in Nomenclature & Definitions (B) should note the requirements of J 5.13.1 J 5.13.8. The organisers have been granted permission by the MSA for competitors, other than Historics, to use fuel complying with FIA Appendix J, Article 252, Article 9 subject to any prevailing championship restrictions. Competitors are reminded that if they are entered in a Championship which has not applied to the MSA for such permission, use of this fuel will be a breach of those Championship Regulations. MSA Fuel testing may take place during the year. [7] EVENT START & FINISH The event will start from the Epynt ranges at approximately 08.30hrs on Sunday, 30th July 2017 and will finish at approximately 17.00 hrs. on Sunday, 30th July 2017. Rally Headquarters will be based on Epynt and only competitors and service crews will be permitted to enter. Full details will be supplied in the final instructions. Rally headquarters will transfer to Brecon Theatre for final results and prize giving. [8] ROUTE The route will be contained on Ordnance Survey Maps 1:50,000 no s 147 and 160. Total mileage will be approximately 170 miles of which approximately 70 will be special stages. The event will contain 5 Special Stages on private land, joined by Public Highway sections. Cars will start the competitive element of the event at 30 second intervals. The route will be defined by six figure National Grid references and by a Tulip Road Book. details of the route and stages will be issued to competitors when they sign-on. Competitors are reminded of the correct use of OK/SOS boards; R.25.4 R.25.4.9. For rotary engines the original capacity will be multiplied by 1.7 to determine its class and if it has forced induction, that figure will be multiplied by 1.7 again to determine its class. If fewer than 5 cars are entered in any one class in any event, the organisers reserve the right to amalgamate two or more classes and/or reduce or delete awards from the list as deemed appropriate. Championships Where classes in the various championships differ from those for this event, the relative co coordinator is responsible for the allocation of points. All tyres used in class M8 (Road Rally) must comply with Section R18.4 MSA Blue Book 2017 [10] VEHICLES STARTING POSITIONS The Order of starting will be at the Organisers discretion. Seeding will be based on past performance for all events. [11] PRACTICING REQUIREMENTS Practicing will not be permitted. [12] IDENTIFICATION High visibility numbers will be issued by the organisers. Door numbers must be supplied by competitors. In addition, each entrant must provide a clear space above and below the identification numbers for any sponsors advertising material to be displayed. Each service vehicle must display an official service plate provided and this must be shown to enter the service area. Only one service vehicle per competitor is permitted and no management cars are permitted. [13] JUDGES OF FACT Judges of Fact, appointed by the organisers, will be on duty throughout the rallies to observe and report on any competitor considered to be in contravention of R 24.7 & R 24.11.1 inclusive The names of these officials will be posted on the Official Notice Board. The Chief Scrutineer appointed to the event and Championship Eligibility Scrutineer are Judges of Fact in terms of vehicle eligibility. The start officials at all stage starts will be empowered to judge whether or not a competitor has made a false start. [14] DAMAGE DECLARATION Competitors will be required to complete and sign a report that they have not been involved in any incident resulting in damage to private property or injury to persons or animals or, alternatively, giving details of any such incident where damage or injury has occurred R 40.1.3. Information given will not incur a penalty, but failure to disclose details of any such incident, or failure to hand in a duly completed form will be penalised in accordance with R 32.2 Chart 32.2 Penalties (p) and may be reported to the MSA for further disciplinary action. Competitors who do not report at the finish of the event are required to forward the report to the Secretary within 72 hours of the finish of the event R 40.1.4. Competitors who fail to comply MAY be fined 100. If they have been involved in an accident, details MUST be given to the Organisers the same day (see Article 13.1)

HARRY FLATTERS RALLY 2017 11 [15] CONTROLS AND TIMING The rally will be divided into road sections and special stages. All controls other than passage controls and route checks will be time controls. Each road section will be allotted a target time based on approximately 30 mph or less, and a competitor can calculate his due time of arrival at any time control by adding this target time to his actual time of departure from the proceeding time control. On any road section following a special stage, extra time will be allowed over the set average speed to account for any delays at the special stage finish. All special stages will have a bogey time set at 75 mph as they are run entirely on a tarmac surface and a target time set at approximately 30 mph or less on short stages. Competitors will receive penalties as follows: l Under bogey l Bogey time l Over bogey and under target l Actual time taken l Over Target l Target time However, excessive lateness taken over target on road sections and special stages is cumulative and once lost cannot be regained. When the accumulated lateness between any two adjacent main controls exceeds the maximum of 10 minutes, then a competitor will be excluded. Should any recorded time not be legible or nor appear authentic, the organisers may use any means at their disposal to establish the correct time. The following titles shall describe the various types of controls. Main Controls (MC) Main controls will be situated at the start and finish of the rally, or any other specified point. Competitors will restart at two per minute in the order of their arrival at the previous control. At the main IN control, competitors will be given a due time for the next main OUT control. Each competitor will be given a due starting time from any MC and the difference between this time and his actual start-ins time will be counted towards exclusion for overall lateness. Also a time penalty will be applied. A competitor will be penalised for each minute he is late at such OUT controls. Competitors will restart, subject to any penalties above, from any MC with zero lateness, i.e., lateness is only accumulated between two adjacent MC s. After the final special stage, if a competing crew needs to drive another vehicle back from the service area to Brecon the co-driver may do so but the two members of the crew must be in the competing car when it visits the final MC. Special Stage Arrival Controls (SSA) At this time control the marshal will enter the competitor s time of arrival and the provisional starting time for the special stage which must be a minimum of 3 minutes after the arrival time in order to allow the crew to prepare for the stage. The area between the Special Stage Arrival Control and the Stage Start is Parc Ferme but should the crew need to change a flat tyre a maximum of 5 minutes extra will be allowed without penalty and the start time amended accordingly. Any time in excess of these 8 minutes will be penalised accordingly. Special Stage Start Controls (SSS) The start will be signalled by traffic lights which will go from RED (15 seconds to go) through AMBER (5, 4,3,2,1 seconds to go) finally to GREEN at the start time. In the event of equipment failure, the start procedure will revert to the manual system that is described in MSA R25.7 R25.7.1 Special Stage Finish Controls (SSF) Stop At the SSF, a competitor will receive his finish time in hours, minutes, seconds and tenths. This time in hours and minutes will be his start time for the following road section. Any competitor who fails to stop at the STOP line must not, under pain of exclusion, reverse to the stop line but must return on foot. Service Areas (SV) All service areas will have IN and OUT time controls, and a target time will be marked as a road section. At the Service IN control, competitors will be given a due time for the next Service OUT control. Due to the nature of the event, the organisers cannot guarantee the amount of service time available. If a competitor arrives at a Service IN Control and is given a time for the Service OUT Control which does not allow any servicing, then the competitor is expected to proceed to the Service OUT Control without delay. Only the competing vehicle and one service vehicle will be permitted to enter the service area. Co-driver s cars must be parked outside the limits of the service area. Packs for additional service vehicles can be obtained at a cost of 20 each. Passage Controls (PC) At certain points in the road book, the organisers may establish PC s in order to collect Time Cards from competitors, or for other purposes. There will be no official times recorded at these controls, but a competitor failing to provide necessary documents at any PC will be deemed not to have visited that control. [16] PENALTIES Assessment of Performance will be as printed in the appropriate section of the MSA General Regulations section R32.2 Target timed events. To be classified as a finisher, a car with its crew must complete the course without incurring the penalty of exclusion.

HARRY FLATTERS RALLY 2017 13 [17] SERVICING Servicing is defined as work being carried out on the car by any persons other than the competing crew, or the use of any parts or tools not carried in the competing car. There will be a service area where work may be carried out by the service crew of the competing car. This will only be accessible to competitors and service vehicles bearing official service plates. Competing crews may work on their own cars unassisted in No service areas except (i) within 100m of any control; (ii) between the SSA and the SSS controls; (iii) in any pare ferme. The only work permitted in these areas is to carry out the following unassisted: (a) Replace a wheel and tyre carried in the competing car (b) Clean lamp glasses, windscreen and windows. No other areas may be used by service vehicles which will be expected to follow a prescribed route to the service area. All other areas will be out of bounds to the service crew and vehicles. If a service vehicle is observed in such an area, the associated competing car will be excluded. Service crews will be subject to the same regulations as competitors regarding noise, bad driving manners, etc... and marshals have been instructed to note any infringement of these rules. Competitors are responsible for ensuring that their service crews understand and comply with this regulation, and that at all times service vehicles bear an official service plate showing the competitors rally number. Competitors and service crews are requested to keep the service areas tidy. Any competitor or service crew found leaving litter in the service area will be excluded. No management cars will be permitted. The speed limit in the service area will be a strict 10 mph in line with the latest MSA guidelines. Additionally all crews must use a groundsheet for their competing car, carry a spill kit capable of dealing with a liquid spill and carry an appropriate fire extinguisher. Self refueling is permitted but the vehicle should be on the ground when being filled and a member of the service crew should be in attendance with a fire extinguisher. [18] PACE NOTES Pace notes are allowed. Local bye laws excluding private vehicles on military roads are still operative. Any competitor found making an unauthorised reconnaissance of the range will be excluded, and will be reported to the MSA and WAMC. A low speed recce day will be held on Saturday morning 29th July between 08:00hrs and 12:00hrs. Full details will be supplied in final instructions. The recce day is only held due to the co-operation of the Army and may be subject to cancellation or alteration. A charge will be made. No competing cars allowed, standard road cars only. [19] OUT OF BOUNDS Any competitor will be deemed to be out of bounds if more than 200 yards from the defined route of the event. Penalty - exclusion. [20] FINAL INSTRUCTIONS Final instructions will be e-mailed to crews on 24th July 2017. Please ensure that the e-mail address box is completed clearly and concisely. If you wish to opt out of the e-mail version of the finals please state this clearly on the entry form. [21] INSURANCE Competitors must have Insurance in place which provides Third Party Liability cover that complies with the Road Traffic Act. This can be an extension to the existing motor policy for the car or purchased via the Event Organisers. If a competitor uses an extension to an existing policy, they will be required to sign a declaration that the cover complies with the requirements of the Road Traffic Act. Any responsibility for a fraudulent or misleading declaration about existing cover lies with the competitor. If a competitor wishes to purchase cover via the Organisers, then they can do so prior to the event providing they comply with the following: - l are aged 19 or over; - l have held a full licence for a minimum of 6 months; - l have no more than 6 points on their licence; - l have had no more than 1 fault claim in the last 3 years. Any competitor who falls outside these parameters may be offered cover at the standard price (or a higher price) depending on circumstances. In this case, please contact the Entries Secretary who will refer each case individually for approval. This should be done no later than 14 days prior to the event. The Event Organiser s RTA scheme is provided by REIS and underwritten by Chaucer Insurance. [22] ENTRIES The maximum entry for the Historic Rally is 60 cars and the National Rally is 60 cars; but the organisers retain the right to amend these figures dependant on the historic entries. The organisers reserve the right to cancel the event if less than 80 entries are received, offer reduced mileage, or amalgamate classes as necessary. Entries will primarily be accepted in the order of receipt and by reference to Championships and Series eligibility. The entry list opens on publication of the regulations and closes finally on 23rd July 2017.

The fastest National A crew will receive the 1st Overall award for winning the historic rally in place of a category award. General Classification 1st Overall Driver and 1st Overall Navigator in each category. Class Awards 1st in each class : 2 awards 2nd in each class subject to 5 starters: 2 awards 3rd in each class subject to 8 starters: 2 awards Special Awards Best Under 25 year old Driver - The John Phillips Perpetual Cup and an award Best Mixed Crew: 2 awards Best Team of 2 cars: 4 awards Additional awards may be given at the discretion of the organisers. No competitor may win more than one award other than the team award. All named trophies are the property of Brecon Motor Club and are to be returned on demand. [27] PROTESTS Protests must be logged in accordance with Section C5.1-5.7. [28] INTERPRETATION OF REGULATIONS It is not the duty of any marshal to interpret these regulations or any other written instruction to a competitor, or to explain the meaning and/or effect thereof. It is the responsibility of the competitor to read and understand the regulations and any other written instruction. All parties wishing to make film or video recordings of any part of the event for commercial purposes must obtain the necessary permission from the Secretary of the Meeting beforehand. Every assistance will be given to bona fide applicants. As the event may be televised, competitors are advised that restrictions on advertising will be imposed in accordance with D10.1.15 & R H28. The use of drones is expressly forbidden.
