Team Equipment Checks Check player rsters while the ARs check players' IDs and equipment as necessary. ARs will help identify if players are wearing anything unacceptable. Ask the players' cach t have the prblems crrected. Players with unacceptable clthing r equipment must nt play until the prblems are crrected. Cllect and inspect game ball frm apprpriate team (multiple depending n field and lcatin). Five Minutes t Kick-ff Mve directly t the center mark abut 5 minutes befre kick-ff carrying the game ball, ARs n either side with flags furled. Signal fr the team captains. Intrduce yurself and the ARs t the captains. Captains intrduce themselves t each ther. Perfrm the cin tss, asking the visiting team captain t call the tss. The captain winning the tss chses which gal t attack. The ppsing team will kick ff. The ARs take their places n the tuch lines, making last minute checks as necessary. Cunt players in each half. ARs cunt players in their halves, mve even with secnd-t-last defenders and unfurl their flags, hlding flags straight dwn t indicate readiness t start. Psitin ball at center mark. Mve t the psitin fr kick-ff, nrmally utside the center circle and t the left f the ball in the half f the team kicking ff. Reset watch, and make eye cntact with bth ARs t ensure they are ready. Fld alng line Cvering the Field Players Leave the diagnal as necessary t be clse t the play, withut interfering. Keep eye cntact with the leading AR as much as pssible, and with the trail AR as least at stppages. Anticipate lng kicks and mve in their general directin. Be firm but nt harsh when dealing with fuls and miscnduct. Apply advantage if it is t the fuled team's advantage. When sending ff a player, ensure player has left the vicinity f the field befre restarting game. Yuth players must be accmpanied by a respnsible adult r remain under the cach's supervisin. Recrd all gals scred and miscnduct, including nature, player's name and number, and time. First Half Time Expired kick ff at the start f first half nw kicks ff (same directin as start f game). End f the Game Overtime Blw the whistle (three times is custmary); prceed as at the end f the first half. If there is a team sprtsmanship ceremny (shaking hands), stay until it is ver befre leaving the field. Supervise the players until all have left the field. Precede accrding t the cmpetitin rules. If a tiebreaker 'Kicks frm the Mark' is required, all eligible players, except the galkeepers and the player taking the kick must wait within the center circle. The galkeeper nt defending must wait ff the field at the intersectin f the gal line and the penalty area line ppsite frm the referee. Blw yur whistle (twice is custmary), pint t the center circle, cllect the game ball if nearby, then walk quickly t the center mark. ARs furl flags and jin yu at the center mark. If an AR is clser t the game ball than yu are, the AR cllects the game ball. Supervise players leaving the field. Leave the field with the ARs the same way as yu entered. Verify accuracy f the game recrds with the ARs. Secnd Half Time Expired Enter the field as at the start f the game. Fld alng line U9-10 Develpment League Field The games will be played n ¼ f a full sided field. The utside tuchline will be the parent s area; the interir will be the players. Certain field areas will be designated with additinal chalk markings n the turf field (gal area, interir tuch line, etc). NVSC Huse League U7 - U12: FIFA MODIFICATIONS SUMMARY: Law 1 - The Field f Play Each team must ccupy ppsite tuchlines; the Hme Team has the chice f side. Caches and spectatrs must remain between each 18 yard line (between the penalty bxes). 8f 8e Game Frmat Duratin: 25 min halves, 5 min half time break Ball: Size 4 Number f Players: 5v5/6v6 (ne is galkeeper) Law Mdificatins 8b 8a Substitutins: On the fly (while ball is in and ut f play). Law 3 - The Players B) Even when players are fficially disqualified, all matches will be played with an equal number f players per team n the field, i.e., a cach with a red carded player may substitute fr that player C) If either team lacks the minimum number f players, it is recmmended that there be n frfeits and that the players be divided evenly and the game played. D) Substitutins - in accrdance with the fllwing at midfield: a) Prir t a thrw-in, the team in pssessin may substitute. The team nt in pssessin can nly substitute if the team in pssessin substitutes player(s). b) Prir t a gal kick, after a gal and at half time, either team may substitute. d) Injury - if the referee stps play fr an injury, the injured player may be substituted. If the substitutin ccurs, the ther team may als substitute ne player. f) When a player receives a cautin (yellw card), the cach may substitute fr that player. Fld alng line Law 4 - The Players Equipment Lng pants and sweatshirts are permitted, prvided that the team jersey is wrn n the utside. Hds f sweatshirts must be tucked in when n the field f play. Jewelry f any type is NOT ALLOWED t be wrn (including earrings). Medical bracelets r necklaces may be wrn, but must be taped t the bdy. N metal, plastic, wd r ther hard pins, barrettes r pnytail hlders may be wrn. Hair bands with hard plastic balls are als illegal. Shes with te cleats are nt allwed t be wrn. Law 8 - The Start and Restart f Play U7 and U8 Leagues: the beginning f the game and the secnd half (1 st and 3 rd quarters) will start with a kick-ff, with the teams alternating kick-ffs. The beginning f the 2nd and 4th quarters will re-start with a cntinuatin after nrmal stppage f play at the end f the 1st and 3rd quarters. If the ball was in play as the 1st and 3rd quarters ended, a drp ball shall be used as the restart. Kick-ff: Ball must clearly mve t be in play and can be kicked in any directin. Ensure gals are secured t the grund. Law 11 - Offside All FIFA Laws apply except that ffside shall nt be called in the U7/U8 matches. Law 12 - Fuls and Miscnduct Disqualificatins shall be reprted t the Referee Assignr wh will infrm the NVSC District Cmmissiner. D) Yuth Players: A yuth player that is sent ff (red card) may remain n the sideline with their team unless, in the referee s pinin, ding s is disruptive t the game. E) Caches, Parents, and Spectatrs: An adult player, cach, parent r spectatr wh is ejected must leave the vicinity f the playing fields immediately. The match will be suspended until the referee is satisfied the individual has left the vicinity f the field. If the individual refuses t leave the field, the referee may terminate the match and a lss will be recrded fr the ffending team. G) Referees are instructed t deal with spectatr prblems. Engage the cach t assist in cntrl f the sideline. Spectatrs cnsidered t be causing prblems will be asked t leave the area. H) Fr U8 and yunger, n cards shall be shwn fr miscnduct. The referee will explain t the cach the reasn a player must be substituted (i.e. striking, spitting, etc ). I) U7 U12 - Whenever the ball strikes a player in the head, play is stpped. The prper restart depends upn whether the player deliberately played the ball with his r her head. If deliberate, the prper restart is an indirect free kick t the ppsing team. If the play by the head is deemed inadvertent, then the prper restart is a drpped ball. If this ccurs within the gal area, the indirect free kick r drpped ball shuld be taken n the gal area line parallel t the gal line at the pint nearest t where the infringement ccurred. Law 13 - Free Kicks (see FIFA Laws) All free kicks fr the U7 and U8 Leagues shall be Indirect Free Kicks, including the kick-ff. Oppnents shuld remain at least fur (4) yards frm the ball until it is in play. Fr Free Kicks within the penalty area, play shall restart with a free-kick at a pint n the penalty-area line clsest t where the infractin ccurred. Law 14 - The Penalty Kick All FIFA Laws apply except that penalty kicks will nt be taken in the U7 and U8 Leagues. U9 and lder age grups fllw FIFA Laws. Law 16 - The Gal Kick (see FIFA Laws) Fr U9 and U10 ppnents shall remain at least eight (8) yards frm the ball until it is in play. Fr U8 and yunger ppnents shall remain at least fur (4) yards frm the ball until it is in play Law 17 - The Crner Kick (see FIFA Laws) Fr U09 and U10 ppnents shall remain at least eight (8) yards frm the ball until it is in play. U14-U19: FIFA MODIFICATIONS SUMMARY: SFL MODIFICATIONS TO FIFA LAWS All games will be played in accrdance with FIFA Laws f the Game as mdified by the USSF fr yuth play and as clarified in these instructins. Nthing in these rules preludes individual clubs frm impsing mre stringent rules n their wn teams. Law 3 The Players SFL Play-Dwn Rule 1. When ne team fields less than the maximum number f players, the ppsing team may nt play with mre than tw players ver the number fielded by the ther team (exceptin See 4. belw). The table belw shws the maximum number f players ne team is allwed t use when anther team fields less than the maximum number allwed. The abve play-dwn rules als apply when players frm the team with the lesser number f players leave a game due t injury r illness. In these circumstances, the ppsing team shuld nt cntinue play with mre than tw players ver the number that the ther team has n the field f play. 3. Red carded players n the shrt sided team d nt cause the team with mre players t be required t play dwn. Fld alng line players and Team B receives a red card, Team A is nt required t play dwn t 10 players. Gal Differential Rule 1. Caches are required t reduce the number f players n the field by 1 nce a team has scred 5 gals mre than the ppnent (e.g. 5:0, 6:1, etc ). The cach cntinues t remve ne player fr each additinal gal scred as the gal differential increases until the minimum number f players is reached (7 players). Play cntinues with the minimum number f players until the gal differential decreases t less than 8 gals. If the gal differential decreases, the cach may add a player back nt the field up t the maximum allwed accunting fr the particular game situatins (Send Offs, available substitute players, etc ). Gal Differential Team A Team B +5 10 11 +6 9 11 +7 8 11 +8 7 11 If (Team B) has started the game with less than 11 players due t the Play Dwn rule abve, Team B cntinues t play dwn but is nt required t reduce any additinal players if Team A is playing dwn as a result f the Gal Differential Rule. Mercy Rule 1. The lsing cach has the ptin t terminate a game withut penalty when the winning team has a 6 r mre gal lead. The game is terminated nce the referee has been ntified by the lsing cach r the captain f the lsing team that the mercy rule is being invked. The lsing team has the sle discretin when t implement the mercy rule. Referee reprts shuld als include a statement that the game was terminated early because f the mercy rule Each f the abve rules is independent f the ther. If ne is enfrced it des nt change as an additinal rule is enfrced. Substitutin Opprtunities Substitutins may be made with the cnsent f the referee, at the fllwing times: 1. Prir t a thrw-in when the ball is in pssessin f the team substituting. The ppsing team may substitute as well if the team in pssessin is making a substitutin. 2. Gal kick by either team. 3. After a gal by either team and prir t the succeeding kick-ff. 4. During the half-time interval. 5. After an injury (the injured player may be replaced and the ppsing team may als substitute ne player). 6. After a cautin has been issued, at the request f a player's cach, fr the cautined player. Law 4 The Players Equipment N jewelry shall be wrn n any expsed part f the bdy, with the exceptin f medical alert bracelets which need t be taped dwn. Any discrepancies that are identified with a team rster will be discussed by the caches, and the referee will be infrmed f the utcme as necessary. After the first weekend f play, a cach is allwed t nly make 3 player crrectins (unifrm numbers) n the team rster. If mre than 3 players need t be crrected n the rster, the additinal players are nt allw t play (the cach chses which 3 will play). In additin, a prper team rster meets the fllwing requirements: 1. The rster is prvided n SFL Frm SFL 2E r an SFLapprved substitute frm. 2. The rster cntains a handwritten signature frm the SFL Club Rep r Club Registrar. 3. The rster des nt cntain handwritten player names, birth dates, r unifrm numbers. 4. The rster includes, as an attachment, any waivers prvided t the team by the SFL. In the event that a rster discrepancy cannt be satisfactrily reslved by the caches prir t a game, a cach may request that the referee cnduct a rster challenge t ascertain the eligibility f any players in questin. The cach must state which players he wuld like the referee t check. The cach may als dispute a player that arrives AFTER the game has started r when that cach has a valid reasn t questin a player already n the field. Hwever, this challenge shuld be made at half time and must be made befre the secnd half starts unless the player arrives after the secnd half begins. The unifrm number n the Team Rster must agree with the number shwn n the player s unifrm unless the ppsing cach has agreed t waive the requirement fr cnsistent unifrm numbers. The SFL must be ntified by the caches in their game reprts any time that a rster challenge has ccurred. This infrmatin shuld include the name f the cach making the challenge, the game number, game date, game field, and the result f the challenge. TOURNAMENT FORMAT INFORMATION The SFL schedules games fr turnament grups in tw different frmats: Rund Rbin Teams will play three games during the turnament and any game is allwed t end in a tie. Winners in each grup will be determined based n the utcme f all games played and tie-breaking rules will be applied when necessary. Penalty kicks will nly be used fr determining the winner f a turnament grup when all ther tie-breakers fail t determine a winner. Single Eliminatin Teams will advance when they win games and be eliminated when they lse a game. Therefre, all games fr a turnament grup must have a clear winner defined. In the event that a game ends in a tie at the end f regulatin play, Kicks frm the Penalty Mark will be used t determine a winner. Referees shuld cnduct the kicks in a manner that minimizes wasted time s that subsequent games will n be significantly delayed. Referees shuld review the Kicks frm the Penalty Mark prcedure prir t the turnament t be sure they will knw hw t prperly cnduct Kicks when required. Nrmally ne frmat is used fr all games n a single field, but there can be cases when there are games n a field that culd be in either frmat.
