The Equipment Strategy fr pst type high vltage current transfrmers and metering units has been develped with input frm relevant teams in Pwerlink. 1.2 Scpe This dcument cvers pst type high vltage current transfrmers and metering units ranging frm 72.5kV t 362kV fr use in new and existing air insulated substatins (AIS) fr replacement, refurbishment and augmentatin prjects. It is envisaged that the Equipment Strategy fr pst type high vltage current transfrmers and metering units will have a life f ten years. The success is mnitred thrugh regulatry infrmatin ntice, annual reprting and SAP recrds review f installed equipment. The success f this strategy is measured by mnitring life cycle csts assciated with this equipment as well as availability and service histry. The minimum recrds required are: Technical specificatin Tender evaluatin reprt Perid cntract Purchase rders SAP equipment recrds Operatin and Manufacturer Manual Nameplate details 1.6 Risk management The risks cnsidered in the develpment f this strategy are: Netwrk Operatins Risk risk related t the increased prbability f netwrk utages and their impact n custmers and stakehlders. Safety Risk risk assciated with the malfunctin f current transfrmers r metering units resulting in the prlnged r lack f prtectin peratin expsing persnnel and public t fault cnditins this can result in serius injuries and fatalities due t electrcutin. There is a safety risk t persnnel assciated with catastrphic failures f current transfrmers and metering units. Envirnmental Risk related t gas r il leaks. Cmpliance risk assciated with nn-cmpliance f accuracy requirements as set up by Natinal Electricity Rules. Financial and Cntractual Risk risk assciated with the inability t make warranty claims, request access t adequate technical supprt and spares, increased maintenance csts, and additinal capital investment csts. 2. Strategy The visin f the Strategy and Planning Grup and the prcurement manual drives equipment strategy dcuments. The main features f the visin fr pst type high vltage current transfrmers and metering units are as fllws: General Annual Operatin and Maintenance cst less than 0.5% f the asset value. Availability and reliability t meet netwrk requirement. Apprpriate mnitring and remte interrgatin facilities t allw maintenance staff t ptimise site visits. Evaluatin and assessment thrugh Life Cycle Cst Analysis (LCCA) Equipment shall be designed and cnstructed, packaged and transprted t withstand transprt shcks, and t ensure and demnstrate the equipment is delivered in gd cnditin. Only units using gas as main insulatin medium shall be cnsidered. The manufacturer s ability t be able t prvide supprt fr the whle f life f the current transfrmer and metering unit including the ability t install, cmmissin and service it, perfrm failure rt cause analysis, prvide detailed wrk instructins, supervise r perfrm repairs as well as hlding the spares required t supprt the vltage transfrmer acrss the 40 year life will be well regarded. Maintenance Minimal maintenance requirement: Safety and Envirnmental Minimal rutine inspectins, n mre than nce a year. Lng service intervals, being at least 12 years between services. Services shuld be nn-intrusive as far as pssible and achieved while the equipment is in peratin. Enables additin f nline cnditin mnitring. Prvisin fr gas sampling. Prvisins t allw use f mdern accuracy testing methds. The risk f explsive failure is t be kept lw, s far as is reasnably practicable. Failure mdes shuld be nn-life threatening and as safe as reasnably practicable fr persnnel wrking in the yard. The design f the unit allws fr safe and envirnmentally apprpriate dispsal. Minimum leakage rates t meet r exceed envirnment standards and reduce peratinal csts. Prcelain shall nt be a part f the cnstructin, nn-ceramic insulatrs nly. Oil shall nt be part f the cnstructin. Gas used in equipment shuld be recyclable and/r recverable. Minimal leakage rates f insulating gas with the aim f being less than 0.1% per annum, with a maximum guaranteed f less than 0.5% per annum. 2.1 Prjected use f equipment All pst type high vltage current transfrmer and metering units t be purchased will be used fr prtectin and metering f transmissin lines, transfrmers, generatrs, capacitrs/reactrs, SVCs r fr bus-cupling. 2.2 Technlgies available nw At the present, there are il filled and gas (SF6) insulated current transfrmers in the Pwerlink netwrk as well as a number f SF6 insulated metering units. There is a mix f prcelain hused and nn-ceramic hused units. Nn-Cnventinal Instrument transfrmers (NCIT) are yet t be cnsidered a cmmercially viable slutin fr Pwerlink. Hwever develpment is nging and it is expected fr NCITs t becme viable during the life f this equipment strategy. 2.3 Equipment strategy elements The future pst type high vltage current transfrmers and metering units specificatin shall include the fllwing main features: Designed fr an perating life f 40 years in Queensland climate cnditins. Cmpsite insulatrs and gas used as insulating medium. Safe peratin, availability and reliability t meet netwrk requirement. Inclusin f verpressure devices (fr example, rupture disks). Analg n-line density mnitring f gas available t be fed int the substatin autmatin system. Service and spare parts supprt during the cmplete life f equipment with preference fr Australian based supprt. Availability f spares in Australia. Minimal leak rate f gas (less than 0.1% per annum, with a maximum guaranteed f less than 0.5% per annum). Preference will be given t design which actively minimises the chance f crrsin in all aspects. Anticrrsin measures applied especially in areas f knwn crrsin e.g. unprtected flanges, rupture disks, gas prts, gas pipes, etc. and/r external weather sealant n all flange jints will be well regarded. Designed t have minimal rutine inspectin/maintenance. Demnstrate the calibratin f measuring / testing equipment used by NATA certified labratry r by facilities accredited t ISO/IEC 17025 and has mutual recgnitin thrugh ILAC r APLAC. Evidence f this shall be prvided with rutine test reprts. The manufacturer s ability t be able t prvide supprt fr the whle f life f the equipment as well as hlding the spares required t supprt the equipment during the 40 year life will be well regarded. 2.4 Cncurrent investigatins The market psitin fr Nn-Cnventinal Instrument Transfrmers / Circuit breaker with Fibre Optic Current Sensrs (FOCS) and Electrnic Current Transfrmer (ECT) / Electrnic Vltage Transfrmer (EVT) with merging units integrating with IEC 61850 secndary systems will cntinue t be mnitred. Pwerlink will cntinue t cllabrate with AEMO t mdify NER t allw fr their use fr metering and prtectin. 2.5 Summary The equipment strategy utilising gas insulated pst type current transfrmers and metering units with nnceramic husing as detailed in this dcument will be adpted fr all future requirements f pst type current transfrmers and metering units in rder t achieve the minimum life cycle cst as well as ensuring the benefits f high reliability ease f cmmissining, simple peratin and lw-cst maintenance are btained.
