Apologies were received from Life Member Hedley Beechey and the Dover RSL and Franklin Clubs. Attendance: The meeting was attended by 39 delegates present representing 21 clubs (Beltana, Brighton, Buckingham, Claremont, Cygnet, Derwent City, Geeveston, Glenorchy City, Glenorchy Rodman, Howrah, Huonville, Kingborough, New Norfolk, Oatlands, Orford, Rosny Park, Royal Hobart, Sandy Bay, Sorell, St. John s Park and Taroona.) Eighteen interested men and women also attended the meeting.. Guest Speaker: Bowls Tasmania s Chris Lee introduced Tony Rossi, ANZ Area Manager for Tasmania, who announced ANZ s sponsorship of Bowls Tasmania and in particular an opportunity for Clubs to earn income by introducing members to the ANZ bank to take up home or commercial loans. Commissions on home loans will be paid to Clubs at 0.3% and commercial loans at 0.5%. An email of the presentation will be emailed to all Clubs. ANZ will be providing Clubs with flyers and brochures in the near future. Minutes: Moved Buckingham Seconded Sandy Bay that the minutes of the previous Delegates meeting held on 21 September 2015 be confirmed. Carried Business Arising: New Capitation Fee Structure 2016-17: President Peter Kirby advised that Bowls Tasmania is having a re-think on this as Bowls Australia has changed the rules on the proposed new method to determine and collect the capitation fees to be levied on Clubs in the future. In addition to the capitation fees it is understood that Bowls Australia want to recovery part of Simon Morrison s salary from Bowls Tasmania. SUB COMMITTEE REPORTS: Match Committee: Men s Match Committee: As per the attached report.

Page 2 of 8 Women s Match Committee: Ailsa Milburn thanked Clubs that hosted Women s Championship events in 2015-16. There has been a problem in getting volunteers for the BTS Women s Match Committee and Clubs stepped in to assist when hosting events. It is essential that more people volunteer to join the Women s Match Committee next season. Ailsa thanked Secretary Rob McGuire who assisted with draws etc. Ailsa finished up by congratulating all winners of BTS women s events. Coaches: As per the attached report. Umpires: As per the attached report. Selection Committee: No report was provided from the Men s Open, Men s and Women s Senior and Junior Selectors. Ailsa Milburn reported that the Women s Open team was successful in winning the Veolia Women s Open Statewide Challenge for the second year in a row. Bowls Tasmania South was the overall winner of Veolia Statewide Challenge as well for the second year in a row. MATTERS REFERRED FROM THE BTS BOARD: Saturday Pennant Action Group Sponsorship Offer: A proposal from the Saturday Pennant Action Group to go back to the format of Saturday Pennant from three years ago namely a Men s Pennant (leading to State Pennant Finals) and a Mixed Pennant has been rejected by the BTS Board and along with it an offer of $100,000 in sponsorship from the Saturday Pennant Action Group. Pennant 2016-17: The BTS Board has determined that the format of pennant for the 2016-17 season will be as follows: Saturday Pennant: Same format as in 2015-16 except for the following: No exemptions will be granted to larger clubs (definition of larger clubs to be developed and may need to apply separately for men and women where for example a club has many men members but limited women members or vice versa). Division 5, 6 and 7 will be 12 a side Thursday Women s Pennant: Same format as in 2015-16.

Page 3 of 8 Midweek Pennant: Same format as in 2015-16 except for the following: B Grade will be deemed to be Saturday Pennant Division 3 and below. Divisions 3 and 4 will be three rinks only. New Friday Night Super 8 Competition 2016-17: The BTS Board will determine interest from Clubs in an exciting new short, sharp game on Friday nights similar to the Australian Premier League concept. Basic details are as follows: Runs for eight weeks from January to early March each year. Teams of four players playing two bowl triples with substitutions required, two sets of five ends with a sudden death tie breaker if required, one power play per set for each team when shots scored earn double points. Detailed rules still to be developed. Divisions in Premier League, Open and B Grade Divisions if enough interest is shown with each division limited to one entry per Club. All games from each Division to be played at one Club each Club gets a Friday night over the length of the Pennant. It will be up to the host Club to promote their night, run a BBQ and raffle etc. Clubs may be able to sell sponsorship of their night to raise additional funds for Club. Teams will be charged an entry fee and all entry fees will be returned to players in prize money. Additional prize money could be obtained through sponsorship. More information will be forwarded to Clubs before the start of the next season. Premier League: The BTS Board has agreed to hold a meeting of interested Premier League players and Clubs in the near future to discuss what they would like to see in the future for Premier League, what should it look like in five year s. Suspension of Players: Clubs were reminded that if they impose a suspension on any of their members that includes a suspension from playing bowls, they are required to inform Bowls Tasmania South who in turn is required to advise all Clubs, other regions in Tasmania and Bowls Tasmania. Any such suspension means that the player is suspended from playing bowls anywhere in Australia for the period of the suspension. GENERAL BUSINESS: Removal of discrimination provisions for Saturday Pennant: Moved: Howrah Seconded Ross Bannister that the discrimination provisions in Conditions of Play restricting where Thursday Division 1 and 2 women can play in Saturday Pennant be rescinded. Lost Women s Thursday Pennant Lunch Break: Rob McGuire questioned why the lunch break for Women s Thursday pennant was after 11 ends and not at a specific time when everyone could have lunch together? It was agreed to revisit this matter when Conditions of Play for 2016-17 are formulated. Club Uniform Standards: Chris Lee commented that he believed that uniform standards have dropped significantly in recent years and particularly in Premier League. Clubs can do their bit by encouraging players to conform to the Bowls Australia Logo Policy and Conditions of Play. One of the problems is who is going to police this? State Sporting Organisations Governance Forum: Simon Morrison asked that Clubs be informed of a State Sporting Organisations Governance Forum being held in Hobart on 27 April 2016. The forum is aimed at Club Board and Committee members and will cover topics including board performance management, board effectiveness, too many communication channels and managing up and down. The Secretary undertook to email information about the Forum to Clubs. Saturday Pennant Starting Time: Graham Hickey from Orford asked Clubs to think about changing starting times for Saturday Pennant next season from 1pm to 12 noon. Clubs already have the opportunity to change starting times by mutual consent of participating Side Captains and with the approval of the Bowls Tasmania South Match Committee. Standardisation of number of rinks per team: Moved: Sorell Seconded: Buckingham that the Bowls Tasmania South Board investigate with Bowls Tasmania the possibility of standardising the number of rinks per team in each competition to bring them in line. Carried Geeveston letter to Clubs and response from Saturday Pennant Action Group: Gail Cruise from St John s Park asked why Geeveston had written to Clubs (and the Saturday Pennant Action Group had responded to Geeveston s request) and not to Bowls Tasmania South direct. Geeveston would like Women s Thursday Pennant to be non-gender specific with men and women allowed to play in all divisions. Clubs do have the prerogative to contact other Clubs on any matter and do not have to do it through Bowls Tasmania South. It is understood that Geeveston intends to raise this matter at the Bowls Tasmania South Annual General Meeting. Page 6 of 8 BOWLS TASMANIA SOUTH MEN S MATCH COMMITTEE Men s Match Committee Report March 2016 The Bowls Tasmania South members of the Men s Match Committee for the 2015-16 year were: Max Banks (Taroona), Craig Triffett (New Norfolk) and Alan Barnes (Taroona). I would like to thank the members of the committee for their help and co-operation throughout the season. The committee would also like to thank all clubs involved in championship events and pennant finals for the use of their greens. Our committee tried to spread the championships around different clubs again this season. Our thanks also go to the members of those clubs for their participation as markers, umpires and match managers in all events. Congratulations to the winners of all of our championships and clubs that were successful in pennant finals as well as those that gained promotion with most bowls clubs playing non-gender players in the Saturday pennant. Good luck to all the Southern bowls clubs going to play in the State finales on the North West Coast. The Men s Champion of Champions will be played in March and DJ Motors is sponsoring the Southern Twilight Bowls Champion of Champions event again this season. Page 7 of 8 BOWLS TASMANIA SOUTH CAOCHES PANEL Coaches Panel Report March 2016 With the new accredited coaching courses up and running there is still very little interest in bowlers becoming Club Coaches and coaching in bowls clubs. Once again on the first Sunday in each month from May, June, July, August and September 2016 the Bowls Tasmania south Coaches Panel is going to hold coaching sessions at the Beltana Bowls club on their synthetic green. The first session will be from 9 am to 12 noon and the second session is from 12 noon to 3 pm, these sessions are open to new bowlers through to Premier bowlers. We covering everything from line and length to what shot to play and how to play that shot. There will be qualified coaches on each rink. If your club would like to organise a coaching day for your members please fill free to give Ross Bannister a call on 0439 629 831 and we can organise a day to come to your club and run a session. Page 8 of 8 Bowls Tasmania South Umpires Panel REPORT FOR BTS DELEGATES MEETING HELD ON 7 MARCH 2016 The Umpires Panel has met as needed this season. It has reviewed its structure and role and has prepared and provided a document to the BTS Board for consideration and direction. The Panel appointed umpires for BTS Championship games, Bowls Tasmania Championships in January, Veolia Statewide Pennant events and BTS Saturday Pennant Grand Finals. The Panel expresses its appreciation to all the umpires who have made themselves available so far this season. Umpires are still to be appointed for Thursday and Midweek Pennant Grand Finals. Current records show that we have a total of 86 Accredited Umpires as follows: International Technical Officer 1 Level 1 National Umpires 50 Level 2 National Umpires 7 National Umpires 28 In addition 56 bowlers have completed the Measurers accreditation course and 39 the Markers Course. A number of these bowlers have subsequently accredited as National Umpires. Panel member Helen Ducker is currently updating our records and a detailed up to date listing of officials will soon be placed on the BTS web site. There are several clubs that currently do not have any accredited Officials and these places additional pressured on the current Officials when playing away games in pennant. The Panel recommends that all clubs have sufficient Officials (Umpires and/or Measurers) for all home pennant games. Courses are scheduled for the balance of this year and details are on the Bowls Tasmania Web Site.
