Targa Hawkes Bay 2017 SUPPLEMENTARY REGULATIONS (COMPETITION) Part 2 1. JURISDICTION This event is a National Tarmac Rally with Foreign Participation, promoted by Targa (Promotions) NZ Ltd on behalf of Club Targa Inc and will take place from Saturday 20 th May to Sunday 21 st May in the Hastings, Central Hawkes Bay and Tararua districts. The Targa Hawkes Bay 2017 Rally is Round 2 of the 2017 Targa Seria Campione. The Rally of Hawkes Bay 2017 is held in conjunction with Targa NZ and is Day one of the Targa Hawkes Bay 2017. The Rally will be held under these Supplementary Regulations, the 2017 Targa NZ Seria Campione Sanctioned Articles and Schedule TA, the MotorSport NZ National Sporting Code and its Appendices and Schedules particularly Appendix Three, Schedule R being the Standing Regulations for all Rallies and Appendix Two, Schedule A Driver and Vehicle Safety Requirements. The MotorSport NZ Permit Number is: National Rally 170308 2. MAJOR OFFICIALS Add Steve Foster as Assistant Clerk of Course. Add Trudy Haringa as Chief Medic. 3. THE EVENT Targa Hawkes Bay 2017 is a two (2) day Tarmac Rally event, and is Round Two of the 2017 Targa NZ Seria Campione consisting of 2 Legs. 3.1 Venue: Targa Hawkes Bay 2017 starts in Havelock North and travels through the Hastings, Central Hawkes Bay and Tararua districts. There are 15 stages in total, 7 on Leg One and 8 on Leg Two. Service stops are as follows: Leg 1 - Pettigrew Green Arena, Martin Place and Otane Leg 2 - Waipukerau, Dannevirke A & P Showgrounds and Tui Brewery 3.2 Length: Comprises of approx. 378.5km of special stages and 574.4km of touring. 3.3 Leg One Saturday 20 th May: First Car Starts from Havelock North at 7:30am and finishes at 4.20pm at Havelock North Village Green. 3.4 Leg Two Sunday 21 st May: First Car Starts from Havelock North at 7:30am, and finishes at 5:30pm at Treachers Lane, Havelock North. 4. COMPETITOR REQUIREMENTS (1) Knowledge and Understandings: In signing the entry form competitors (Entrant and Drivers) are deemed to fully understand the MotorSport NZ National Sporting Code and its relevant Appendices and Schedules. Particularly: Page 1

(a) The National Sporting Code articles pertaining to protests and competitor s obligations, and (b) Appendix Three Schedule R articles pertaining to Stage notes, Pace notes and Reconnaissance. (2) Licence Requirements: (a) New Zealand Competitors: Both the No. 1 and No. 2 drivers shall hold an R Grade or higher Motorsport NZ issued Competition Licence. If the Entrant is other than a driver, an Entrants Licence in the name of the Entrant is required. (b) For Australian crews only: a CAMS Rally Motorsport Licence with a CAMS Trans-Tasman Visa. (c) For all other international crews: a National Rally or equivalent Competition Licence issued by their parent ASN accompanied by the declarations as detailed in current MotorSport Manual, App 1, Sch L, Art 5.3; If the entrant is other than a driver, an Entrants Licence in the name of the Entrant is required. (3) New Competitors: Any driver(s) who have not previously competed in three or more rallies must attend the novice competitor briefing. Refer to Article 6.5. 5. ELIGIBLE VEHICLES 5.1 Compliance: All vehicles shall comply with Schedule TA. 5.2 Tyres: The type of tyre fitted to a competition vehicle is free, provided that it is a Road Tyre in compliance with Appendix Two, Schedule TA Art 19. The maximum number of Tyres a competitor is permitted to use on event without penalty as per section 15.2(a) of the 2017 Targa NZ Seria Campione Sanctioned Articles is six (6). 5.3 RallySafe GPS: RallySafe tracking and timing technology will be used at this event. An overview of the system which provides significant safety benefits can be found on www.rallysafe.com.au. a. A one off cost of approximately $AUD175 (plus shipping) to purchase a Permanent Installation Kit (wiring, brackets and aerials). These must be ordered from RallySafe using the online purchase form found at www.rallysafe.com.au. b. An event cost (for all competitors) of $60 + GST per day to be added to the entry fee. NOTE: Please make sure that you have ordered and received a wiring kit at least two weeks prior to the event. Your vehicle must be fitted with an operational RallySafe device. This device must be switched on from scrutineering through until the end of the event. Page 2

Failure to comply will incur a penalty as set out in the 2017 Targa NZ Seria Campione Sanctioned Series Articles Art 16.2.20. 5.4 Competitions: Targa NZ vehicles will be divided into the following competitions: Classic 2WD Production (GT2) 2WD Production (GT4) 4WD Allcomers (Extreme) 2WD & 4WD Refer to section 3.6 of the 2017 Targa NZ Seria Campione Sanctioned Articles. Hawkes Bay Rally vehicles will be divided into the following classes: Class A 0 1400 cc 2WD Class B 0 1850 cc 2WD Class C 1851 cc and over 2WD Class D Open 4WD Class E Pre 1996 4WD Class Eligibility: Class A Any 2WD car that has an engine capacity no greater than 1400cc, and Must utilise an engine block and cylinder head of the same series and type as originally specified by the vehicle manufacturer, and Electronic or sequential gearshift transmission or derivatives thereof are specifically prohibited. Note: transmission options are limited to the same design as originally used in the vehicle, but not limited to the same make or model. Example: (for the purposes of clarification) 1. A Toyota model originally produced with K series engines shall retain any K series block and head that was OE during the life of those specific models. 2. A Nissan model originally produced with an A series engine shall retain any A series block and head that was OE during the life of those specific models. Class B - Any 2WD car, 0-1850cc, and includes those cars 0-1400cc that do not comply with the requirements of Class A. Class E Series production Four Wheel Drive (4WD) saloon of a make and model first produced before 31 st December 1995: Vehicle must retain original Make and Model type engine block Vehicle must retain original suspension mounting points and suspension type 6. SCRUTINEERING, DOCUMENTATION AND DRIVER BRIEFING 6.2 Scrutineering will take place on Friday 19 th May as follows: Venue: Martin Place, Havelock North Time: 3:00pm to 5:30pm You must complete Scrutineering within this time slot unless arranged prior with the Event Secretary. All crews must attend Scrutineering and cannot go directly to Documentation. Even if you are Pre-Event Scrutineered you must attend Scrutineering. You must bring your form from scrutineering to documentation. Page 3

6.3 Documentation will take place as follows: Date: Friday 19 th May Time: 3:00pm to 5:30pm Venue: Havelock North Function Centre, 30 Te Mata Rd 6.4 Competitor & Service Crew Briefing will take place as follows: Date: Friday 19 th May Time: 6:00pm Venue: Havelock North Function Centre, 30 Te Mata Rd 6.5 Novice Briefing will take place as follows: Date: Friday 19 th May Time: Immediately following the Competitor Briefing Venue: Havelock North Function Centre, 30 Te Mata Rd 7. OFFICIALS IDENTIFICATION Officials of the event will be identified as detailed below. (a) Marshals: Fluoro orange Targa New Zealand vest (b) Stage Post Chief: Fluoro orange Targa New Zealand vest & Lanyard (c) CRO: Fluoro yellow CRO vest and a yellow CRO cap (d) Scrutineers: Lanyard and a fluorescent yellow vest (e) Other Officials: Lanyard 8. OFFICIAL BULLETINS Official Bulletins may be issued in accordance with the provisions of the National Sporting Code. 9. SECRETARIAT/SCRUTINEER & CRO SCHEDULE The Official Notice Board will be positioned with the Secretariat unless otherwise stated. START ORDER, SEEDING & RESULTS Page 4

10.1 Provisional Start Order: Will be published on the Targa NZ website www.targa.co.nz no later than two days before the start of the event and also on the Official Notice Board at the start of the event. Start Order for the following days will be posted on the Targa NZ website each night and on the Official Notice Board as soon as practicable after the finish of the day s stages but no later than 8 hours prior to the start of the next Leg. 10.2 Results: Progressive results are available on www.chrissport.co.nz. 10.3 Provisional Results will be posted on the Official Notice Board at Ellwood Function Centre on Sunday 21 st May from 6:30pm. Provisional Results for Rally Hawkes Bay will be posted on the Official Notice Board at the Rally Hawkes Bay Prize Giving venue on Saturday 20th May from 7:00pm. 10.4 Control Procedures: during the event competitors will be allowed to clock in early at lunch/service break and end of a leg without penalty. 11. STAGE NOTES The use of Stage Notes is strictly prohibited throughout the Targa Hawkes Bay 2017 event. 12. COMPETITOR RESPONSIBILITY Any competitor reported to the Organiser prior to the commencement of the event for breaches of the civil road rules, or for bringing the event into disrepute, will be reported to MotorSport NZ. 13. CODE OF PRACTICE FUEL Competitors and Service Crews must comply with the MotorSport NZ Code of Practice in relation to the storage and transportation of fuel: http://www.motorsport.org.nz/sites/default/files/motorsport/documents/fuel/codeof-practice-fuel.pdf 14. PARC FERME All competitors must have their vehicle in Parc Ferme by the published time. Failure to report to Parc Ferme by the published time will be penalised as follows: 1 st Occasion 30 seconds 2 nd Occasion 2 minutes 3 rd and Subsequent Occasions 3 minutes for each Competitors must return their vehicle to Parc Ferme prior to the first car commencing the following day. Failure to do so will result in an additional time penalty of 2 minutes. 15. TEMPORARY WITHDRAWAL Any competitor who submits a Temporary Withdrawal and does not report to Parc Ferme by the published time will be penalised as follows: 1 st Occasion 30 seconds 2 nd Occasion 2 minutes 3 rd and Subsequent Occasions 3 minutes for each Page 5

Competitors must return their vehicle to Parc Ferme prior to the first car commencing the following day. Failure to do so will result in an additional time penalty of 2 minutes. 16. PRIZE GIVING Prizegiving will be held as follows: Date: Sunday 21 st May Time: Dinner (Buffet) from 7:30pm Prize Giving at 8:00pm Venue: Ellwood Function Centre, 15 Otene Rd, Hastings Two (2) prize giving tickets are included in the entry fee. Further tickets can be purchased from the Event Secretary.
