Amendments to the Society By-Laws require a 75% majority. The total number of eligible votes in attendance is 68. Amendments to the Society By-Laws require a vote of 75% which equals 51 votes

Adoption of Agenda: MOTION: M/S (Christine Steeves/Petra van Deventer) to adopt the VIAHA AGM Agenda of May 29 th, 2016 as presented. Adoption of Previous Meeting Minutes: MOTION: M/S (Chris Atchison/Meghan Mills) to adopt the Minutes of the 2015 VIAHA AGM held May 24 th, 2015 held in Nanaimo, BC. Annual Reports: The Year End Written Reports - as presented in the 2016 VIAHA Package: VIAHA President Executive Director Director of Operations VP Island League VP South-Island VP Mid-Island VP North-Island Female Hockey Coordinator BCH Safety and Risk Management BCH Officiating Coordinator-North BCH Officiating Coordinator-South Jim Humphrey- No questions asked from the floor. He added that the mandatory Parent Respect is Sport Requirement was successful. We still had to hand out a few Parent suspensions and still have one on-going but otherwise very pleased. Thank you to everyone that helped deliver hockey on Vancouver Island in 2015-16, your efforts are very much appreciated Charlotte Johnson - No questions asked from the floor. Charlotte reminded MHA s to pay their BCH membership so they can register for the BC Hockey AGM and access their votes. She clarified what a Proxy vote is. She requested that the VIAHA vote cards stay on the table when the AGM ends so they can be reused next year David Beatty - No questions asked from the floor and nothing to add. Marline Sandferd - No questions asked from the floor. Nothing to add as everything she wished to say was within her written report Steve Moir - No questions asked from the floor Daniel Payne - No questions asked from the floor. Dan said we need to address the issue with 3 rd year Midgets would have nothing to loose when they act inappropriately. Win Hunter - No questions asked from the floor. Win added Thank you - it was a delight to work with everyone last season Kristen Arnold - No questions asked from the floor. Jim Humphrey added that the Female program is a hard one to manage with so many female players playing co-ed it s a never ending juggle. People do not understand that Female Hockey would be so much stronger if more players played Female. Jim reminded everyone that Coaches must have an up-to date certification in RIS before they step on the ice.

BCH Coach Coordinator North No questions asked from the floor. Jim reminded everyone that Coaches must have an up-to date certification in RIS before they step on the ice. MOTION: M/S (Petra van Deventer/Jacqui Harrison) to accept the Annual Reports as presented. BC Hockey Guest Reports: BC Hockey CEO - Barry Petrachenko: Said he was glad to be here and very happy schedules lined up so he was able to attend. It s been a good year at BC Hockey and he was very happy to report that the new Governance Model has freed up staff and Directors to do some good things. BC Hockey listened to its membership and is offering Enhanced Professional Development Services on-line & via conference calls which are going well. Everyone is encouraged watch for them and participate in these. BC Hockey is very happy with how the Districts delivered Sportsmanship in the Stands and now other Branches are finding out more and interested in and following in our footsteps. Hopefully many are attending the BC Hockey AGM in Sun Peaks Be sure to be there on Friday as we have a lot of interesting hockey oriented items and presenters to offer such as Cross Ice Information, Concussion Awareness & and Converted Hockey Mom Speaker. There is an Enhanced Services webinar on the BC Hockey Membership and AGM Registration process. Please register for that as it will be very helpful in getting the most out of your AGM experience. Bill Veenstra BC Hockey Director: It has been a year of change for BC Hockey which is due mostly to the new Governance model. The move has been towards a smaller Policy Oriented Board which feels very different but proving to be more dynamic. There have been growing pains but overall positive. The most controversial item is the loss of BC Hockey District Directors who used to sit at your meeting tables this was how we used to communicate with our membership, so it has felt like a separation from the membership and will take some adjustment. Each Program Committee is comprised of a number of different experts in that applicable field. These committees are going full stride now and we have a good mix of people who advised and help the BC Hockey Board develop Policies. Finally, you will see 2015 Tabled Resolutions back on the table at this year s AGM. Questions: Charlotte Johnson VIAHA ED asked: You mention the Program Committee Members help the new BC Hockey Board of Directors develop policies on behalf of the Membership. However, the Membership has still not been advised as to who the Program Committee Members were (or are). A policy is something only the board votes on - the membership has no say once presented and cannot vote on Policies. It is concerning that un-named/unknown people are developing unknown policies on behalf of the membership. Members have no idea who they are and have no way of contacting them. How is it they get to speak on the membership s behalf when we have no clue who they are? BC Hockey s Answer: The Committee members are often experts in the applicable fields. It s important to understand how your voice is now heard which is via your Minor Committee, your District Task Group people and the also the Program Committees. Closing Comments VIAHA: Membership understands and appreciates why experts are involved but who are they? Closing Comments BCH: Some of the names can be found within the website Financial Report Charlotte Johnson VIAHA Executive Director presented the Year End financial statement (Notice to Reader) dated March 31st, 2016. MOTION: M/S (Erin Egeland/Sharon Cairns) to accept the 2015-2016 unaudited financial Statements (Notice to Reader) for the year ending March 31 st 2016 as presented. MOTION: M/S (Chad Rintoul/Petra van Deventer) to waive the requirement for an audit (By-Law 11) of the 2015-2016 financials.

The proposed 2016-2017 budget was presented for discussion. The delegates where reminded that the Financial committee was composed of the VIAHA Officers and the Executive Director. MOTION: M/S (Petra van Deventer/Erin Egeland) to accept the proposed 2016-2017 balanced Operating Budget as presented. Old Business: No Old Business items Break for Lunch: 12:30pm New Business: Scholarships: Marline Sandferd Scholarship Chair announced the following successful recipients: North Island Matt Barker of Campbell River MHA Mid Island Tyler & Kurtis Woods of Oceanside MHA South Island Austyn Jensen of Saanich MHA Certificates were presented & congratulatory letters were provided to the corresponding MHA President to give to the recipients as soon as possible and/or arrange to present at their graduation ceremonies. Summer Officiating School Scholarship: Win Hunter VP North-Island announced the following successful recipients: Recipients were Brendan Kerr (VRC), Sean Brendeland (Oceanside), and Cade Morgan (Campbell River) Presentation of VIAHA Awards: Coach of the Year: Presented by Daniel Payne - Awarded to Chris Atchison of the Bantam A South Female Regional Team Most Deserving Official of the Year: Presented by Barry Petrachenko BCH CEO - Awarded to Aidan Hitchmough of Comox MHA Official of the Year: Presented by Bill Veenstra BCH Director - Awarded to Corey Farebrother of Victoria MHA. *Corey was unable to attend so Chris Atchison received on his behalf and will ensure that he receives it. President s Award: Presented by Jim Humphrey - Awarded to the Saanich MHA C5 Team for their efforts to remember past teammate Reid Kyfuik Association of the Year: Presented by Jim Humphrey - Awarded to Kerry Park MHA Bid farewell to Guests: Resolutions to By-Laws and Regulations: Chaired by Jim Humphrey, VIAHA President MOTION: For the purposes of this portion of the meeting Kathy Irving will move and Christine Steeves; will second each resolution to get them on the floor for discussion.

Mr. Humphreys asked if any one wish to pull out any of the resolutions for further discussion. Kim Darbyshire of Nanaimo MHA asked to pull out Resolution # 2016-04 concerned that a Manager may not be named or in place in time for the Coach/Managers meetings. David Beatty VIAHA DHO explained that the meetings usually take place late enough that a Manager has been named. If a Manager has not been named or cannot attend, the Team can contact the applicable area VP to arrange approval for a replacement. Resolution: Regulation: 2015-01 5.03 Carried 2015-02 5.17 Carried 2015-03 5.23 Carried 2015-04 9.06 Carried 2015-05 9.10 Carried 2015-06 14.01 Carried 2015-07 14.05 Carried 2015-08 17.03 Carried 2015-09 18.06 Carried Resolution: Appendix 2015-10 #4 Carried Review BC Hockey Resolutions: Jim Humphrey, VIAHA President gave a short overview the BC Hockey Resolutions. MHA s were asked to make sure they understand what they are voting for and to make sure all votes are utilized If your MHA cannot attend please proxy out your votes and deal with this within the coming week. BC Hockey would like us to remove our resolution but we will not at this time. Please remember to look through and read the BCH 2016 Resolution package. Be aware that only the BC Hockey Board of Directors can change and create policies not the membership Elections: Jim Humphrey stood down as the President and passed the chair to Harold Bloomenthal to chair the elections. The 2016 VIAHA Nomination Report produced the following names received for the various positions: Officers Positions: President VP North VP South VP Mid Island VP Island League Jim Humphrey Win Hunter Al Walker Dan Payne Steve Moir *All nomination were accepted by the above people listed Harold reminded those present that in order to be elected a candidate had to receive 50% +1 of the votes. President VP North VP South VP Mid Island VP Island League Jim Humphrey - Elected Win Hunter Elected Al Walker - Elected Dan Payne Elected Steve Moir - Elected MOTION: M/S (Harold Bloomenthal/Petra van Deventer) to destroy all voting ballots.

Other: Help Committee for local MHA Constitutions, Bylaws Regulations: BC Hockey is allowing VIAHA to strike a committee to help MHA s with re-organizing their Constitutions, Bylaws Regulations MOTION: M/S (Petra van Deventer/Win Hunter) to adjourn the - May 29 th, 2016 at 2:45 pm.
