MINUTES PUBLIC WORKS COMMITIEE MEETING TUESDAY, JULY 20, 1993-4:00 P.M. The meeting convened at 4:00 p.m. and ended at 7:00 p.m. ACCOUNTS The following invoices were available for review: Batch 306 RDI 01, 306 RDI 02, 306 RDI 03, 306 RDI 04, 306 RDI 05, 307 RDI 01, 307 RDI 02, 306 BWS 01, 306 BWS 02, 306 BWS 03, 306 BWS 04, 306 BWS 05, 307 BWS 01, 307 BWS 02. NO ACTION REQUIRED. ROADS DEPARTMENT ITEMS A letter from the Ministry of Transportation clarifying the Ministry's intention for meeting the 3.6 percent reduction in the Municipal Roads Program as a result of the government's expenditure control plan. The 3.6 percent reduction is to come out of supplementary subsidies and accordingly a follow-up letter from the Ministry advises the Town of Bracebridge that our application for supplementary subsidy for the 1993-1994 year has not been approved. NO ACTION REQUIRED AT THIS TIME. A letter from the Town of Tillsonburg asking the Town of Bracebridge to endorse their resolution to the Premier of Ontario and the Ministries of the Environment and Energy to amend the proposed legislation to allow municipalities some latitude in the methods used to achieve the desired objectives for reduction of waste transferred to waste sites, including the collection of recyclable material at collection depots. THE COMMITTEE WAS IN FAVOUR OF ENDORSING THIS RESOLUTION AND ASKED THAT THE APPROPRIATELY WORDED BE PRESENTED TO COUNCIL. SEE NEW ITEM #PW93-35. A letter from the Ministry of Natural Resources informing the Town that they are carrying out prescribed burns on Crown Lands north of Anson Lake in Hinden Township. The burn location is about 6.5 kilometres west of Brady Lake and 3 kilometres north of Highway 118. The day that they burn will be sometime between mid-june and mid-august, depending on weather conditions. This is for informational purposes only. NO ACTION REQUIRED AT THIS TIME. A letter from Art Luker submitting a logo for hiking/biking trails in Muskoka as submitted by a Grade 12, BMLSS student. Their suggestion is to incorporate the logo in all major route maps with specific graphics; for example, hiker only on a hiking only trail, to depict the type of trail available. THE COMMITTEE WAS IN AGREEMENT WITH ADOPTING THIS LOGO. A letter from the Bracebridge Horticultural Society proposing the following locations for their garden: 1. A raised brick or rock garden under the sign coming into Bracebridge near the Rockwell plant; or, 2. A garden in the Bracebridge Bay Park with the name Bracebridge depicted in flowers and/or shrubs. The Committee discussed a proposal to lowerthe speed limitto 40 kilometres per hour on James Street from Ann Street to Jane Street in the vicinity of the arena. THE COMMITTEE WAS IN FAVOUR AND ASKED THAT A BE PRESENTED TO COUNCIL. SEE NEW ITEM #PW93-36. A request was received for the designation of two handicapped parking spaces in the downtown area. Two locations have been identified that would not require much reconstruction of the curb and sidewalk. It was suggested that one location be in the south portion of the downtown area and one in the north end. A LETTER IS TO BE SENT TO THE B.I.A. OUTLINING THESE LOCATIONS AND REQUESTING THEIR INPUT. The Committee was advised that a meeting has been scheduled for July 27 to co-ordinate the parking options for the Rosewarne parking lot. This is an Area Meeting for abutting and surrounding property owners. COUNCILLORS ARE INVITED TO ATTEND THE MEETING NOTED ABOVE. The Roads Engineer presented a map submitted by Canada Post showing the site locations for community mailboxes. THE COMMITTEE ASKED THAT A REPRESENTATIVE BE REQUESTED TO ATTEND A COUNCIL MEETING TO OUTLINE THE REASONS FOR THE NEED FOR THESE COMMUNITY MAILBOXES, AND WHETHER ANY ALTERNATE DESIGNS ARE AVAILABLE IN KEEPING WITH THE BEAUTIFICATION OF THE DOWNTOWN AREA. The Committee was advised that the District has plans to install a sanitary sewer on Wellington Street North from Monck Road to Manitoba Street North via a local improvement. THE COMMITTEE WAS UNAWARE THAT THIS WAS GOING TO BE UNDERTAKEN BY A LOCAL IMPROVEMENT, BUT RATHER WAS UNDER THE IMPRESSION THAT A DEVELOPER WAS IN NEED OF EXTENDING THE EXISTING SYSTEM AND WOULD BE BRINGING THE SANITARY SEWER LINE DOWN WELLINGTON STREET. GIVEN THE CHANGE IN FUNDING, THE COMMITTEE ASKED THAT THE DISTRICT REVIEW THE NEED IN THE AREA FOR A SANITARY SEWER SYSTEM BY TAKING A COUNT OF THE QUALITY OF THE EXISTING SEPTIC SYSTEMS. WITH THIS INFORMATION THE COMMITTEE WOULD THEN BE ABLE TO DETERMINE, IN LIGHT OF CURRENT TRAFFIC COUNTS, THE TYPES OF UPGRADES REQUIRED. DELEGATIONS Mr. Don Duncan, along with Doug and Joyce Shearer, attended the meeting to express their concerns about the activities of the South Muskoka Sailing School. Mr. Duncan outlined various environmental concerns, along with the condition of the existing outhouse at the Eilean Gowan Park. Mr. Duncan also expressed concern that the school was not conforming with the Lease Agreement. THE COMMITTEE INDICATED THAT THEY WOULD DO A SITE INSPECTION AND WOULD REVIEW THE LEASE AGREEMENT TO ENSURE THAT IT WAS CONFORMED TO IN A REASONABLE FASHION. THE TOWN WOULD ALSO ENSURE THAT THE TOILET WAS CLEANED AND MAINTAINED, AND WOULD DISCUSS THIS MATTER WITH THE SAILING SCHOOL WITH THE INTENTIONS OF POSSIBLY HAVING THEM INSTALL ONE OF THEIR OWN. THE COMMITTEE ALSO INDICATED THAT THEY WOULD LOOK INTO THE FOLLOWING: 1. SAILING OUTSIDE THE BAY; 2. BOAT POOLING; 3. USE ON WEEKENDS; 4. SITE PLAN APPLICATION. A memo from Ken Cumming, advising that he recently met with Grant Barrick to discuss the trail that runs by his house on Catherine Crescent. be prepared to maintain this portion of property. A letter to Roads Superintendent Ron Walton from Vern Fish, advising that a request has been made by Mr. and Mrs. Priwes to the Ministry of Natural Resources for approval to do bank stabilization using filter cloth and granite rock on their. property on the North Branch of the Muskoka River on Holiday Park Drive. A petition was received requesting that the Ministry of Transportation of Ontario consider lowering the speed limit on Highway 118 East from 80 kilometres per hour to 60 kilometres per hour, from the Deer Ridge Road in the east to the Mathiasville Road in the west. THE COMMITTEE WAS IN FAVOUR AND ASKED THAT A BE PRESENTED TO COUNCIL. SUPPORTING THIS REQUEST. SEE NEW ITEM #PW93-37. The following tenders were received for the Ball's Drive Reconstruction Project; 1. Fowler Construction Co. Ltd. $296,960.54 2. P. Mancuso Construction Ltd. $398,184.45 THE COMMITTEE WAS IN FAVOUR OF PROCEEDING WITH THE LOW TENDER FROM FOWLER CONSTRUCTION CO. LTD. AND ASKED THAT A BE ACCORDINGLY PRESENTED TO COUNCIL. The Committee was advised that the tender for Surface Treatment has exceeded the budget by approximately $25,000.00 and accordingly, two projects have been put on hold - the Water's Road and the Wilson's Falls Road. THE COMMITTEE WAS IN AGREEMENT WITH DEFERRING THESE TWO JOBS IN LIGHT OF BUDGETARY CONSTRAINTS. The Committee discussed the sidewalk placement at 125 Meadow Heights Drive and Moreland Court. THE COMMITTEE ASKED THAT THE ROADS ENGINEER MEET WITH MR. KIRBYSON AND THE CONTRACTOR AND DISCUSS THE PLACEMENT OF THE SIDEWALK ACROSS THE PROPERTY OWNED BY MR. KIRBYSON. IT WAS THE COMMITTEE'S FEELING THAT THIS WAS THE APPROPRIATE LOCATION FOR THIS PORTION OF SIDEWALK. A letter from Mr. David Miller advising that Redwood Acres Road was completed, and requesting that the road be accepted into the Town's system and that the lot currently held as security be released. THE COMMITTEE WAS IN FAVOUR AND ASKED THAT THE APPROPRIATE BE PRESENTED TO COUNCIL ALONG WITH A BY-LAW RELEASING THE SECURITY LOT. SEE NEW ITEM #PW93-39. The Committee was advised that the Muskoka Recycling Association has recently expanded the Blue Box Recycling Program to include corrugated cardboard. An information sheet has been circulated to all residences with blue boxes. NO FURTHER ACTION REQUIRED AT THIS TIME. The Committee discussed a recommendation from the Muskoka Recycling Association to the Member Municipalities that the Management Agreement with Muskoka Containerized Services be extended for three years, subject to a move to a new facility ("Fanotech" building) as per conditions outlined in the Superintendent's Proposal of May 17, 1993, and that a further Lease Agreement at our option be negotiated with the new building owner. COUNCIL SUPPORTING THIS RECOMMENDATION WITH ANY MINOR ADJUSTMENTS THAT MAY BE REQUIRED TO THE EXISTING AGREEMENT. SEE NEW ITEM #PW93-40. The Committee adjourned to the Committee of the Whole to discuss a legal and property matter (Main Street) and water rights acquisitions. The Committee rose from the Committee of the Whole. OLD BUSINESS The Committee discussed the Leech Lake Road and were advised that a legal opinion was being sought to find out the obligations of the Town and how the Town may open a road like the Leech Lake Road. THE COMMITTEE ASKED THAT A LEGAL OPINION BE SOUGHT FROM RUSS BLACK. The item regarding the crosswalk at the Monck School was discussed. ROADS SUPERINTENDENT RON WALTON IS TO CHECK INTO THIS MATTER AND DISCUSS WITH CHAIRMAN GEORGE BRODIE AND DIRECTOR OF DEVELOPMENT SERVICES PETER NEICE WITH REGARD TO THE SITE PLAN FOR THE FORMER ARC INDUSTRIES BUILDING RECENTL Y PURCHASED BY THE MUSKOKA BOARD OF EDUCATION. NEW BUSINESS The Roads Engineer was asked to have a look at the road in front of the house owned by Bill Page on Holditch Street. A request was received to have a streetlight installed at the corner of the Golden Beach Road and Highway 118 West. THE COMMITTEE ASKED THAT THE ROADS ENGINEER ADVISE THE M.T.O. AND HAVE THEM DO A WARRANTCOUNTTHAT BALANCES THE BUSY TIME INTO THEIR CALCULATIONS TO DETERMINE THE NEED IN THE AREA. The Roads Engineer was asked to investigate the length of time that it is taking for the work being undertaken on District Road 16 by the St. Elmo's Wharf. It appears to be creating problems for parking in the area. MR. WALTON WILL INVESTIGATE. The meeting concluded at 7:00 p.m..
