Competition Format World Archery Competition Individual Team Allocated Places Maximum places available is 6 places: 3 male (Recurve Men RM) 3 female (Recurve Women RW) Performance Targets Eligibility Timetable Olympic Games: 1 x L8 Athletes are eligible for consideration provided they are: an Archery GB member in good standing have satisfied all eligibility criteria under the rules of World Archery (W.A) and subject to any changes it may introduce subsequent to the publication of this policy meet any eligibility criteria imposed from time to time by the British Olympic Association ( BOA ) and/or the International Olympic Committee ( IOC ) including (but not limited to) in respect of antidoping and/or nationality issues. available for selection of the stated event hold a current full UK passport, valid for at least 6 months after return date of the event have met the selection scores (see below) which are to be published at least 8 months before the first selection shoot. The Team Selection Shoot 1 & Selection Shoot 2 will select Archery GB 2016 European Championship Team, the Antalya World Cup team & the 2016 Team GB Olympic team If no quota places are won at the 2015 World Championships an athlete who wins an individual quota place for GBR at the Continental Qualification Tournament during the 2016 European Championships or at the Final World Individual Qualification Tournament at the Antalya World Cup, will be the named athlete to compete at the 2016 Olympics. If no team quota place is won at the 2015 World Championships then the selected team will compete in the Final World Team Qualification Tournament at the Antalya World Cup event. If GBR win a team quota place these 3 individuals are the named team for the 2016 Olympics. The injury & replacement process will apply at all times. The Team means the team which is selected by Archery GB and includes athletes, coaches, medical support personnel, Team Leaders ( accredited ), and any associated members of the World Class Programmes staff. Nomination athletes of 1. As soon as possible following the completion of the Designated Selection Events listed in this Policy, the Performance Director will consult with (amongst others) the Head of Performance, Head of Athlete & Coach Development, Olympic Performance Coach & an independent, nonvoting observer and take into account any relevant input deemed necessary from the World Class Science and Medical Staff to determine the nomination of the athletes. 2. The first ranked athletes of each category (Recurve Women, Recurve Men) in Selection Shoot 2 will automatically be selected for nomination; the second & third including the non-travelling reserve athletes will be selected for nomination by the Performance Director and Head of Performance on a discretionary basis. (A total of 4 athletes in each category: RW, RM) In exercising its discretion as to whether to nominate any athletes the Performance Director will consider: Performances in comparable international competition in the period 1 st May 2015 to 30 th April 2016. The profile of athlete selected to ensure optimal team composition. The athlete s 2015 WA Ranking and Head to Head (H2H) matches won at International level of competition. Attitude and adherence to training programmes in the 12 months prior to the selection shoot period Whether, in the Performance Director s opinion, that athlete is deemed to be competitive. 3. The nominated athletes will be those in the reasonable opinion of the Performance Director and Head of Performance most able to achieve the targets listed in the section Performance Targets above. 4. The Performance Director will confirm the selection of the team on or before 3 days following Selection Event 2 (*this will not be formally published until BOA ratification). 5. Nomination of athletes does not guarantee selection to the Olympic Team; all nominations must be ratified by the BOA. Appeals Designated Selection Event(s) 1. Appeals can only be submitted by a non-selected athlete on the grounds that the process outlined within this Selection Policy has not been adhered to. All appeals must be lodged within 72 hours of final selection which will be prior to the submission of the nomination to the BOA. 2. Appeals should be made following Archery GB s Appeals Process (details can be found on the Archery GB s website www.archerygb.org) 3. Composition of the Appeals Panel is Performance Management Group Chair (independent) Head of Department Archery GB An external person with high performance and elite sport knowledge/experience 4. Any appeals against a decision of the BOA to de-select or not to select a nominated athlete post-drm (Delegation Registration Meeting) must be made direct to the BOA in accordance with its appeals policy. For Athletes who have attained selection shoot scores within the 2015 score window: Selections will be considered based on performances at the following selection events: Selection Shoot 1: Sat 9 th, Sun 10 th & Mon 11 th April 2016 Selection Shoot 2: Fri 6 th, Sat 7 th & Sun 8 th May 2016 In order to be considered for selection, an Athlete who is ill or injured prior to or during one of the Designated Selection Events must provide written authentication of the injury or illness by a medical personnel approved by Archery GB (listed at the end of this Policy). *If Selection Shoot 1 is missed through medical reasons, the Performance Director and Head of Performance reserve the discretion following a medical, to determine whether the athlete will continue onto the next stage of the selection process. *If the Selection Event 2 is missed through medical reasons, the Performance Director and Head of Performance reserve the discretion following a medical to determine whether the athlete will be considered Page 4 of 8
amongst the final nominations (having taking into consideration all information including but not limited to past performance.) Nomination Process By entering the selection process, athletes agree to be bound by the provisions of this policy. To be considered for selection athletes must enter the selection shoot by submitting an entry form to the Performance Co-Ordinator, including full payment and their qualifying scores (see page 8). This information must be received by Archery GB Performance by 23 November 2015. 1. Non Travelling Reserves: Injury & Replacement prior to Delegation Registration Meeting (DRM) The reserve will be selected on a discretionary basis by the Performance Director and Head of Performance. 1. Once Team selections have been confirmed by the Performance Director and the BOA, all selected athletes (including the reserve(s)) must agree not to withhold any information on training fitness, injury status or illness that could affect training or competition at any time until and during the point of competition at the Olympic Games. 2. All selected athletes must declare any medications they are taking, in particular the use of any restricted medications, and submit these to the Archery GB Chief Medical Officer (CMO) for medical approval. 3. An athlete may be removed from the Team in the event of noncompliance in training, a breach of responsibility to the Team or a violation of the Codes of Behaviour within the athlete handbook and/or the BOA athlete agreement. Prior to removal the athlete must be presented with the opportunity to attend a removal interview with the Performance Director (or their appointed representative) and where possible one other independent person. Written justification must be provided for all removals by the Performance Director. Decisions on these matters are open to appeal. 4. At any stage following the selection announcement and prior to the BOA s Delegation Registration Meeting (DRM) on 18 July 2016, should any athlete fail to reach performance expectations in training or competition, the Performance Director may recommend de-selection. Prior to removal the athlete or their appointed representative must be presented with the opportunity to attend a removal interview with the Performance Director and where possible one other independent person. Written justification must be provided for all removals. Decisions on these matters are open to appeal. 5. At any stage following the selection announcement and prior to the date of DRM, should there be a doubt over the ability of an Athlete to compete to the best of his / her ability due to an injury or illness, the following procedure will be adhered to: a) The athlete will be referred to Archery GB s designated Medical Officer to undergo a medical examination to determine his / her fitness to participate, which at this stage will be determined based Page 5 of 8
on an assessment of whether or not the injury and/or illness is such that the athlete is physically unable to compete or is at risk of causing medical harm to her / himself, or endangering other competitors, officials or spectators. b) If the athlete passes the medical examination carried out but the Medical Officer and/or Archery GB have concerns over whether or not the Athlete is able to compete to the best of his / her ability due to the underlying injury or illness, the athlete will be required to undertake Archery GB designated Fitness Test. c) The Fitness Test will require the athlete to complete under control competition conditions a 720 qualification round followed by a series of head to heads where the scoring shall be at least equal to that with which they qualified the place. The athlete will be allowed two attempts to satisfy the requirements. DRM (for 2016 Olympic Games event only) Team Organisation d) In the event that an athlete fails to complete the Fitness Test to the required standard, the Performance Director may recommend that the selected athlete be deselected and replaced with the reserve. The decision is open to appeal through the Appeals Process. After the DRM has been completed (post 18 July 2016), de-selection and selection of a replacement athlete is only allowed in accordance with the IOC s Late Athlete Replacement Policy (or any revised or amended IOC policy dealing with athlete replacement). This primarily provides for replacement in the case of injury and/or illness. In the event of there being a query over the ability of an athlete to be able to compete to the best of his/her ability due to an injury or illness the following procedure will be adhered to: (a) (b) The BOA Chief Medical Officer can require an athlete to undergo a medical examination to determine his/her fitness to participate. This examination will be carried out by the BOA Chief Medical Officer or another doctor delegated by The BOA If the athlete fails the medical examination he/she will be withdrawn from the Team and Archery GB may (if appropriate) nominate a replacement athlete in accordance with its selection policy. if the athlete passes the medical examination carried out but Archery GB and/or the BOA still have concerns over whether or not the athlete is able to compete to the best of his/her ability due to the underlying injury or illness, the Team GB Chef de Mission can require the athlete to undergo a set of pre-determined sports specific performance tests. Those tests will be agreed in advance following consultation with the Team Leader, a physiotherapist and a BOA representative or delegate. If the athlete fails the test (which can be undertaken on more than one occasion and within a short time frame if appropriate), he/she will be withdrawn from the Team on medical grounds and, if appropriate, a replacement can be nominated by Archery GB in accordance with the selection policy. Selection of a nominated reserve is at the final discretion of the BOA. 1. The Team will attend all training and competitions laid out by the Performance Director/Head of Performance from 11 th May 2016 Page 6 of 8
onwards (this includes Antalya World Cup 12-19 th June 2016). This is a condition of selection. 2. The European Team will convene on circa Friday 20 th May 2016 (TBC) to travel to the European Championships. 3. The Olympic Team will convene on circa Saturday 23rd July 2016 (TBC) to travel to the Holding Camp followed by the Olympic Games. 4. In the event that they haven t already done so, all athletes of the delegation will be required to sign and comply with Archery GB Agreement 2013-17. It is also a precondition of selection that all athletes have signed and comply with the BOA Team Member s Agreement. Announcement Any additional matters not covered by this Policy Selected and non-selected Team Members must agree not to make any announcement to the media or public in any form (including on any personal websites) regarding their selection until after Archery GB have announced the selection on the Archery GB web site (www.archerygb.org ) The Archery GB Olympic team will be announced once nominations have been ratified by the BOA (date TBC). Any matters arising from the selection processes, which are not covered within this policy, shall be determined by the Performance Management Group (or representative thereof) acting at their sole discretion. Rio 2016 Selection Criteria The Selection shoot-off for 2016 European Championships, UK & Olympic Games, Rio, will be for those athletes having reached the following score level criteria between 1 st March 2015 and 20 th November 2015 at World Record Status WA 70m Competitions. Men Recurve / 3 x 70m rounds Minimum qualification score: 630 Women Recurve / 3 x 70m rounds Minimum qualification score: 600 * All WCPP and talent confirmation athletes will be allowed to participate in SS1 without limit* Format of selection shoots (TBC) Special Note: World Archery Olympic Minimum Qualification Standard As stated in the Rio 2016 Olympic Games Qualification System: To be eligible to participate in the Rio 2016 Olympic Games, all athletes must have achieved the below Minimum Qualification Score (MQS) between 26 July 2015 and 11 July 2016 at a WA-registered event.
