Foreword The Colman Tyres Rally started life as the Barratt Oak Rally, which was organised and run by the Woolpack Otley Motor Club as a road rally from 1978 to 1980. Syd Colman of Colman Tyres agreed to sponsor the event from 1981 onwards and following this the event continued successfully as a road rally, still organised by a now re-named Otley Motor Club until 1989. This was the heyday of road rallying; with the event being a round of the prestigious Motoring News Championship from the Colman s first year of 1981 through to 1987 it attracted many famous rallying names, basking the Yorkshire Dales in the fruitful tune of full Group 4 Escorts for many years. Two locals, Ronnie Beecroft and John Millington almost made the event their own, winning or being in the top echelons for many years. When the road rally rules became more restrictive to allow residents a bit more sleep the Colman Tyres ceased to run as a road event. In 1991 it was resurrected as a Single Venue Stage Rally run at Manby, where it ran for the next three years but this was the last time the Colman ran in that form. A lot has changed in road rallying since then, but what haven t changed are the brilliant lanes this historic event took place on. Recently a passionate team at Ilkley & District Motor Club put together another event in the spirit of the old rally and in August 2015 brought the Colman back to life again. The 2015 event was very successful and the same team varied the format for 2016 introducing a number of tough sections on the Military Ranges near Catterick Garrison. 2016 was also notable for the atrocious weather, Fog so thick you could cut it with a Knife! This together with a very ambitious route made life very interesting for the crews. For this year we intend to build on the ideas we brought in last year and will be returning to Catterick for some 30 miles of tough regularity sections around the loose surface roads. In order to accommodate this but without having to use too much road mileage we have taken the hard decision to forsake the Otley starting point in favour of one further North. The Thirsk Auction Mart affords more space and whilst will involve a longer trip for many of you will allow a more compact Rally which we are sure you will all enjoy. The Organisers

1. Announcement Ilkley and District Motor Club will organise a National B Navigational Rally on 9 th /10 th September 2017, starting at Thirsk Mart, Auction Blakey Lane, Thirsk YO7 3AB (MR 99/441841). 2. Jurisdiction The meeting will be held under the general regulations of the Motor Sports Association (MSA), (incorporating the provisions of the international sporting code of the FIA), these supplementary regulations and any written instructions that the organising club may issue for the event. These supplementary regulations are to be read in conjunction with the general regulations of the MSA (MSA Blue Book). 3. Authorisation MSA National B, Rally - Navigation. Permit no - 102578 Authorisation for the event to take place on the public highway will be displayed on the noticeboard, at the start of the event. 4. Eligibility The event is open to all fully paid up members of Ilkley and District Motor Club, as well as members of ANCC, ANEMMC, EMAMC or ANWCC associated clubs. All drivers and navigators must be fully paid up members of clubs affiliated to an invited organisation and must produce a valid club membership card and MSA competition licence at signing-on. The event is a qualifying round of the following championships: Association of North Western Car Clubs, Road Rally Championship Association of North Car Clubs, Northern Road Rally Championships SD34 Motorsports group, Road Rally Championship HRCR, Premier Rally Championship (Historic Cars only) 5. Programme Noise checks and Scrutineering opens at 18:30 and closes at 20:45. Signing on opens at 18:45 and closes at 21:00, there will be a competitors briefing at 22:00 and Car 0 will leave the start at 22.45. Cars will start at 1 minute intervals. Any competitor not signed on one hour before their due start time may be excluded. 6. Route The route will comprise approximately 150 miles in total of which approximately 35 miles will be on unmetalled Roads. The route has been driven in a standard road Car but under body protection is recommended for this event. There will be a Petrol halt after approximately 85 miles. OS Landranger 1:50 000 maps No 92, 98 and 99 latest editions will be required. Entrants will be provided with route information at the start and at various points along the route, these documents will provide all the information necessary to enable competitors to comply with R14.

All the organisers times and mileages will be deemed correct and not subject to protest. The final instructions and any notice displayed at the start or along the route bearing an officials signature will have the same authority as these SR's. Should controversy arise over a section, the organisers reserve the right of Force Majeure, apply nominal penalties or to cancel the section should it be deemed fairer to do so. Some Navigational experience will be required as the route may be given out as a series of instructions using map features such as map references, grid lines, spot heights and various other methods. 7. Special Tests. There will be no Special Tests. 8. Classes MASTER EXPERT SEMI EXPERT NOVICE Where any crew member has finished in first place of a restricted or Nat B or higher status rally since 1st January 2007 Where any crew member has finished in the top ten of a restricted or National B or higher rally since 1st January 2007 Competitors not eligible for Master, Expert or Novice Classes Crews in which no member has won a class award in any Rally run under MSA regulations 9. Technical regulations All vehicles must comply with the current MSA Technical Regulations J5 & R18, with the exception of 18.2. to R18.2.5. In addition cars with forced induction AND four wheel drive will not be permitted. Auxiliary lights are allowed but all lighting must comply with R18.5 to R18.5.9 MODIFICATION OF THE GENERAL REGULATIONS All the other General Regulations of the MSA apply as written except for the following, which are modified as follows: H35.1.4 A novice crew is defined in SR8 above. R2.3.3 Secret checks may be established to ensure compliance with the route instructions, technical regulations, noise restrictions and/or maps used. R15.2 In the event of a tie, the furthest cleanest principle will apply, followed by the lowest engine capacity. R7.2.3 Mobile phones may be carried in the car for use only in the case of emergencies and recovery after retirement. R12.8 Timing will be to the second on some sections. Cars must carry the following equipment, first Aid Kit, Red Warning Triangle, OK/SOS board, small spill kit. Competitors are required to extinguish auxiliary lights in all neutral sections and when required by the route instructions to dip headlights. The organising team retain the right to refuse entry to a car which they consider to be outside the spirit of the rules.

10. Identification Competitors will be identified by self adhesive Rally plates, provided by the organisers and fixed in the rear window and on, or below the near side rear side window. R6.1.1. Rally Plates must be removed once the vehicle has retired from or completed the event as per R.6.1. 11. Awards Awards will be presented to Drivers and Navigators as follows: 1 st Overall 1 st in class 2 nd in class (Subject to 5 entries in Class) 1 st finisher in a car which complies with Historic Road Rally regulations (Stephen Owens Trophy) 1 st IDMC Crew, where both Crew members are IDMC members. Winners of an overall award are not eligible for a class award. 12. Entries The Entry fee is 100.00 and includes two breakfasts at the finish, which is Rally HQ, The Thirsk Auction Mart. The entry list opens with the publication of these ASR's and closes on 4th September 2017. (Late entries may be accepted subject to availability). The Maximum entry is 45, the minimum entry is 20. The organisers reserve the right to either cancel or postpone the event if the minimum number of entries has not been reached two weeks prior to the running of the Rally. Should an entrant wish to cancel their entry the fee will be refunded in full up to 4 th September 2017, any refund after this date is at the discretion of the organising team. Results Provisional results will be published as soon as possible after the event. Final results will be emailed out to all competitors and placed on the club website. Any protests must be lodged in accordance with C5.1-C5.7. 15. Controls Controls will open 15 minutes before the first car. Maximum lateness will be 30 minutes. Controls & checks will be designated one of the following: MTC - Main Time Control: Located at the start, finish and during the event, that competitors MUST visit, timed to the previous whole minute and where time can be made up subject to the ¾ rule. The final MTC should be treated as an STC. STC Standard Time Control: Located at the end of a standard section, timed to the previous whole minute. TTC Transport Time Control: Located at the end of a transport section where you may make up time subject to the ¾ rule. NTC Neutral Time Control: Located at the end of a neutral section, timed to the previous whole minute. IRTC(s) Intermediate Regularity Time Control (second): Located in a regularity section, timed to the previous whole second. IRTC(m) Intermediate Regularity Time Control (minute): Located in a regularity section, timed to the previous whole minute. PC Passage Control: An untimed manned control used to check competitor driving standards, adherence to the correct route or where a clock fails. RC Route Check: An unmanned control evidenced by writing down a seven digit code on time cards and signed by the marshal at the next manned time control.

If an official clock fails and cannot be replaced then the control will assume the status of a PC. If a control is known to be unmanned, proceed to the next manned control by the route instructions. Unmanned controls will be advised at the competitors briefing or at MTC1. To be classified as a finisher, competitors must visit two thirds of all manned controls and visit all Main Time Controls (MTC's) within their maximum permitted lateness. (R.15.1). Any lateness must be made up at the rest halts (subject to the ¾ rule). Competitors should restart from the MTC after the rest halts at the scheduled time as shown on the time card plus their start number. 17. General information Noise checks will be established at the start of the event and may also be carried out along the route. Cars will be inspected for damage before and after the event. Drivers are required to stop their vehicles completely before entering any road protected by a give way or Stop sign. The exception to this may be advised in the route instructions for certain Neutral or Transport sections. The organisers may establish secret checks to observe the maintenance of the correct route and compliance with any regulations. The event will run to scheduled time, as defined in GR R12. The route will be defined by instructions given at various controls along the route using various types of navigation. Competitors must take the shortest route whilst complying with the instructions. Examples of typical navigation techniques used can be made available by contacting the organisors. 18. Insurance Vehicles must have Insurance in place which provides Third Party Liability cover that complies with the Road Traffic Act. This can be either, by extending an existing motor policy to cover the event, or, by purchasing additional cover as an adjunct to an existing motor policy. If a competitor uses an extension to an existing policy, they will be required to sign a declaration that the cover complies with the requirements of the Road Traffic Act. Any responsibility for a fraudulent or misleading declaration about existing cover lies with the competitor. If a competitor wishes to purchase additional cover via the organisers then they can do so prior to the event providing they comply with the following: Aged 19 years or over Has held a full licence for a minimum of 6 months Has no more than 6 points on their licence Has had no more than 1 fault claim in the last 3 years The vehicle has valid Tax, MOT and is currently insured for road use

Anyone aged less than 19 years old will also be accepted at the same price should their navigator be a more senior member of their family or over 25. Any competitor who falls outside these parameters may be offered cover at equivalent terms or an agreed price, if approval from REIS has been obtained by the event organisers, prior to the event. Additional cover provided by this scheme is only effective whilst the vehicle is actively competing in the event, and remains under the control or direction of the event organiser(s). Cover will cease immediately if you are precluded, excluded or retire from the event. The Event Organiser s RTA scheme is provided by REIS and underwritten by Chaucer Insurance. The cost for this insurance cover is 20.00 per car and can be paid for with the entry fee.
