SPORTING CAR CLUB OF SA INC 2017 COLLINGROVE HILLCLIMB SERIES REGULATIONS incorporating the WINTER CUP SERIES and the COLLINGROVE CHALLENGE TROPHY SERIES 1. AUTHORITY Conducted under the International Sporting Code of the FIA, the National Competition Rules (NCR) of the Confederation of Australian Motor Sport Ltd (CAMS), the Speed Event Standing Regulations the 2017 Collingrove Hillclimb Series Regulations, the Supplementary Regulations for each event and any further Regulations or Bulletins that may be issued. A. These events will be conducted under and in accordance with CAMS rules, policies and procedures, which can be found on the CAMS website at www.cams.com.au. B. Certain public, property, professional indemnity and personal accident insurance is provided by CAMS in relation to the event. Further details can be found in the CAMS Insurance Handbook, available at www.cams.com.au. 2. VENUE Collingrove Hillclimb is located on Hillclimb Road, Mt McKenzie SA 5353 (8kms from Angaston on the Eden Valley Road), on Sporting Car Club property. The Hillclimb is a bitumen sealed surface course, approximately 685 metres long and 3.3 metres wide. The return road is sealed. Catering is available. 3. DAMAGE TO INFRASTRUCTURE AND EQUIPMENT Any damage to the Infrastructure and/or equipment both portable and/or fixed (including replenishment of Medical Supplies and Fire Extinguishers) at Collingrove Hillclimb by a competitor and or their vehicle will become the financial responsibility of the said competitor and the Organisers reserve the right to claim the cost of the repair from the competitor. 4. COMPETITOR ELIGIBILITY Competitors must be financial members of the Sporting Car Club of South Australia Inc. or a CAMS affiliated club. Competitors must hold a current CAMS level 2S, 2SJ, or higher. 5. ELIGIBILITY OF VEHICLES For the purpose of safety, all vehicles will comply with General Requirements for Cars and Drivers, Schedules A and B of the current CAMS Manual of Motor Sport. Vehicles will compete in classes as laid out in Attachment 1. Categories are listed on the Official Entry Form. The organisers reserve the right to decide on vehicle classification. For the purpose of records, all vehicles will compete in classes laid out in General Requirements for Cars and Drivers, Classification of Automobiles, with the exception of the Road Registered Class. 5a. ROAD REGISTERED VEHICLES The aim of these classes is to allow every day street vehicles to compete at Collingrove with limited performance enhancing modifications. All vehicles must be production based i.e. no specials, and must be able to be driven to and from the Collingrove track. A vehicle must be registered for the road in an Australian State or Territory and cannot have a CAMS logbook. Historic registration and club registration are allowed. Rally car registration and registration permits are not allowed in this class. Proof of current registration status is required.

5a.1 Tyres must be road legal. 5a.2. Rollover Protection Systems are not allowed except in open sports cars. 5a.3. In this class, a sports car is considered to be a vehicle with two primary seating positions (occasional or jump seats are not considered primary seating). Commercial or utility vehicles with two primary seats are not considered to be sports cars. 5a.4. Station wagon, van or utility vehicles are allowed and will be grouped with sedans. 5a.5. Interior trim may not be altered or stripped from the vehicle. 5a.6. Harnesses for driver and passenger are allowed. 5a.7. A fire extinguisher must be fitted (see CAMS Manual Schedule H Table 1) 5a.8. Limited modifications as listed are allowed: Motor must be as delivered in the production car in Australia Air filter may be removed/replaced/changed Computer chip may be changed Evolution motors are allowed (eg EFI motor to replace a carburettor motor) Engine size may be increased up to 5% from the original specification Turbo charger or supercharger may not be added or changed from the original size Blow off valve/wastegate may not be changed Location of production intercooler may not be changed Original suspension design must be retained. Brakes are free, provided they operate on all four road wheels Wheels are free, provided they comply with the requirements for full registration Final drive systems are free, except for a permanently locked device. Gearbox is free, provided it is in the original location The Chief Scrutineer and/or the Clerk of Course shall be the judge of fact as to whether the vehicle is considered road legal and complies with the spirit of these regulation. 6. ENTRIES As per NCR 76, the entry fee for each meeting will be listed in Supplementary Regulations for that meeting. Except for an administration fee of $25-00 (which will be retained in cases a. and b. below), the entry fee will not be refundable except: a. In case of the abandonment, cancellation or postponement of the meeting in accordance with NCR59.8 b. Where the entry is withdrawn by written advice to the Secretary of the Meeting by the fifth day prior to the event/meetings commencement. c. Where an entry is refused. The entry of multiple cars per driver and multiple drivers per car can be accepted at the sole discretion of the Organisers under the following conditions: a. An additional Entry Form must be raised for each entry combination. b. A separate entry fee is payable for each entry If an event is oversubscribed, preference will be given to SCCSA members. The organisers reserve the right to accept or reject entries without assigning a reason in accordance with the provisions of NCR 83 in the current CAMS Manual of Motor Sport. 7. JUDGES OF FACT The following are deemed to be Judges of Fact: Starter - Start procedure. Chief Timekeeper Results Clerk of Course, Course Officials Failure to follow course. Chief Scrutineer, Clerk of Course Eligibility

8. BRIEFINGS Each Driver must attend the Drivers briefing. The time and location of this briefing shall be detailed in the Supplementary and/or Further Regulations for the meeting. Attendance is compulsory and where drivers fail to SIGN ON and be present for the duration of the Drivers Briefing, a penalty shall be applied by the Stewards as per Part XI Appendix 185 of the current CAMS Manual of Motor Sport, and may be varied by the Stewards of the meeting in exceptional circumstances. 9. FUEL Is not available on the property. Refuelling of vehicles may be carried out in the paddock with the engine turned off. An observer with a working fire extinguisher must be present. Fuel must comply with Schedule G of the current CAMS Manual of Motor Sport. NOTE: SMOKING IN THE MAIN PADDOCK AREA IS DISCOURAGED. 10. RAISING OF VEHICLES Vehicles may be raised using appropriate equipment to change wheels in the paddock. For any task that requires a person to work under a vehicle, it must be to be jacked up on a hard surface such as the burn out pad. Non compressible safety stands must be in place before a person reaches under or works under the vehicle. 11. CONDUCT OF COMPETITION There will be a minimum of two (2) official runs (weather permitting) The running order will follow as closely as possible the order listed in the Official Running Sheet.. If another vehicle is at the start, a competitor must proceed slowly and then STOP at the YELLOW line painted across the track just before the pedestrian crossing. When called forward by the starter, the vehicle should slowly move forward to the start position where there is an array of three coloured start lights. The RED start light means that the track is closed. The AMBER start light is activated as the vehicle moves slowly forward to break the start line beam. The vehicle must then roll back until the amber light goes out. The starter will chock a wheel The vehicle should be ready to start soon as soon as practicable after the GREEN start light is illuminated. Competitors should familiarise themselves with the array of start lights. At the completion of a run, the vehicle must return slowly to the paddock via the return road unless permission is given by the Clerk of Course to return on the track proper. If a red flag / light is shown during a run, the vehicle must abort the run and proceed slowly to the finish. In this case, a re-run will be allowed, unless the vehicle caused the red flag incident. The Use and Positions for the Red Flags will be detailed at the Drivers Briefings Hitting track markers will result in a run being discounted. Markers will be designated and competitors should familiarise themselves with the markers. All course officials are deemed to be Judges of Fact in this regard. 12. TYRE WARMING Each driver is entitled to one tyre warming sequence in a single forward progression for the purpose of warming tyres prior to each timed run, but must be ready to run as soon as the course is clear. If a delay is caused which is not the fault of the driver at the start line, another tyre warming will be permitted. The tyre warming must be conducted only on the portion of the course designated by the organisers, but in any case this area shall not be more than a length of 50 metres. The use of any device to artificially heat tyres and/or wheels is forbidden.

13. RUNNING ORDER The running order will follow as closely as possible the order listed in the Official Running Sheet. Categories will be grouped for each timed run as far as possible. In the case of multiple entered vehicles, the running order will be configured and managed to ensure that each run or re-run for a particular vehicle is separated by a period of not less than five minutes, irrespective of which driver is in the vehicle. 14. RE-RUNS Re-runs will only be permitted under the following circumstances: failure of timing equipment. the signal to start having been given when the course was not clear. if for any reason the rear wheels of the vehicle fail to reach the start line, or if the Clerk of Course declares that the track has become unsafe during a run. Re-runs will be taken as soon as possible after determination by the clerk of course that a re-run is necessary, which should not be less than five minutes after that vehicle s previous run. 15. ANIMALS No animals, other than registered companion and guide (sight & hearing) dogs, are allowed in the paddock while competition is taking place. All animals must be restrained on a lead. Any exception can only be authorised by the Clerk of Course. 16. WASTE LIQUIDS Oil or other waste must not be disposed of on site. PLEASE LEAVE THE AREA CLEAN AND TIDY. 17. AWARDS a. WINTER CUP The Winter Cup can only be awarded to a member of the Sporting Car Club of SA, but entry is open to any member of a CAMS affiliated club. The Winter Cup series will be conducted over four meetings with the results for a competitor s best three meetings (unless more than one event is cancelled) used to determine the final result. 1st, 2nd and 3 rd place trophies will be awarded to all categories. 1 st, 2 nd and 3 rd place trophies will be awarded for the Winter Cup. A trophy will be awarded for any record which is broken. First outright will be the winner of the Winter Cup. b. COLLINGROVE CHALLENGE TROPHY The Collingrove Challenge Trophy is open to any member of a CAMS affiliated club. The Collingrove Challenge Trophy will be conducted over four meetings with the results for a competitor s best three meetings (unless more than one event is cancelled) used to determine the final result.1st, 2nd and 3 rd place trophies will be awarded to all categories. 1 st, 2 nd and 3 rd place trophies will be awarded for the Challenge Trophy. A trophy will be awarded for any record which is broken. First outright will be the winner of the Collingrove Challenge Trophy. 18. POINT SCORES Both the Winter Cup and the Collingrove Challenge Trophy will be scored using the same general procedure. Points will follow a one car / one driver combination. Only on the bona-fide sale of a car will a substitute be allowed. The competitor s best time of the day is divided by the class record as it stands at the beginning of each day of competition. (In the case of a new class or a class for which a record has not been set, the record will be set at the END of the first day of competition. A competitor in a new class or a class for which a record has not been set will not be eligible for the Winter Cup or the Collingrove Challenge Trophy for that competition year.) This is multiplied by 100 to obtain a percentage.

For Example: Best time 38.33 sec. Record 37.21 sec. 38.33 divided by 37.21 X 100 = 103% If the record is broken, the figure will be less than 100% An average for three rounds is then calculated and the competitor with the lowest average percentage in each class is the class winner and the competitor with the lowest overall percentage is the Winter Cup / Challenge Trophy winner. 19. PARADES, DEMONSTRATIONS, PROMOTIONAL RIDES Will be conducted at the discretion of the Clerk of the Course. Invited cars may participate in Parade Runs, which will be conducted under the NCR 20Aand 20B. Meeting rides may be conducted and if so, will be conducted in accordance with CAMS Race Meeting Standard Regulations and CAMS Motor Sport Passenger Ride Activity (MSPRA), except that the Car and driver are not required to be otherwise entered in the event and a Dorian DATA-1 timer is not required. Briefings will be held where necessary and the relevant indemnities signed by all participants. Any passengers (nondrivers) must be in a primary seat and must be wearing a seat belt. 20. ALCOHOL, DRUGS AND OTHER SUBSTANCES Any holder of a CAMS Competition or Officials licence (or equivalent licence issued by another ASN) may be tested for the presence of drugs (or other banned substances) and subject to a penalty(ies) for a breach in accordance with the CAMS Anti-Doping Policy and/or the CAMS Illicit Drugs in Sport (Safety Testing) Policy as published on the CAMS website. Consumption of alcohol in the paddock or any section of the competition venue/course under the control of the Officials is forbidden until all competition is concluded each day. Accordingly, any holder of a CAMS Competition or Officials licence (or equivalent licence issued by another ASN) may also be tested for the presence of alcohol by a CAMS Accredited Testing Official (CATO) in accordance with the CAMS Standard Operating Procedure for Breath Alcohol Testing. 21 VISION RECORDING EQUIPMENT Cameras on vehicles can be used. Scrutineers will check for secure mounting. In all cases there must be a minimum of a secondary restraint system installed, which must be able to prevent the camera falling off in the event of the primary restraint system failing. Where cameras are used, competitors will make recordings available to the Officials and the Organisers if requested to do so. Other Photography is restricted to Public Areas with the exception of Accredited Media. No aerial photography by drone or other similar device is permitted unless the User can present evidence of authorisation issued by CAMS to the Clerk of Course.
