The Conotton Valley Union Local School District Board of Education met in session on Thursday, July 19, 2018, at 6:30 p.m. in the Conotton Valley High School Board of Education office. Present at roll call were Chris Bower, Rob Higgenbotham, Debbie Carrothers, Logan Putnam and Kevin Willoughby. Also present were Superintendent Jerry T. Herman, Treasurer, Denise Ketchum, Mr. Scott and Mr. Rippeth from the Bowerston Library Board. Public Participation: None B.O.E. Member Reports: None Superintendent and Buckeye Career Center Reports: Mr. Herman mentioned traveling to other school districts to see how their public library worked within the public school setting. Treasurer Report: Mrs. Ketchum discussed the possibility of Valuation Engineers doing a walk through of the facilities to ensure that all fixed assets were tagged and accounted for. She also mentioned that the CPA firm of James Zupka Inc. from Garfield Heights was awarded the contract with the State Auditor s office to conduct the fiscal audits from July 2016 through June 2022. Mention of Capital Conference 2018 was made, Mrs. Ketchum asked that Board Members begin thinking about whether they wanted to attend. 18-186 APPROVAL OF MINUTES Mr. Higgenbotham moved and Mr. Putnam seconded the motion to approve the minutes of the June 21, 2018, regular Board of Education meeting.. 18-187 FINANCIAL REPORT Mr. Higgenbotham moved and Mr. Putnam seconded the motion to approve the June 2018 financial report, with expenditures totaling $ 625,686.53, is requested. Mutual fund balances at June 30, 2018 were $ 2,840,696.23 in Unified Bank and $ 139,529.24 in Star Ohio, earning an average annual yield of 1.99%. The balance in the Star Plus/Building Fund at June 30, 2018 was $ 0.00.

18-188 PAYMENT OF BILLS Mr. Higgenbotham moved and Mr. Putnam seconded the motion approve the payment of bills and any expenditures with then and now certificates, including those with amounts exceeding $3,000.00.. NEW BUSINESS 18-189 VALUATION ENGINEERS Mrs. Carrothers moved and Mr. Willoughby seconded to approve the an agreement with Valuation Engineers to perform a walk through appraisal in order to provide a detailed fixed asset inventory report at a one time cost of cost of $3,850.00. Annual revaluation service at a cost of $385.00 a year for 5 years. Annual accounting supplement report at a cost of $525.00 for 5 years. Ayes: Mrs. Carrothers, Mr. Willoughby, Mr. Higgenbotham, Mr. Putnam, and Mr. Bower. 18-190 ARBITER PAY/ ARBITER SPORTS Mr. Putnam moved and Mr. Higgenbotham seconded to approve an agreement an agreement with ArbiterPay/ArbiterSports to facilitate the pay for officials for all Athletic Events at a cost $1.40 per transaction. Ayes: Mr. Putnam, Mr. Higgenbotham, Mrs. Carrothers, Mr. Willoughby and Mr. Bower. Motion carried

18-191 HARCATUS HEAD START TRANSITION AGREEMENT Mr. Higgenbotham moved and Mrs. Carrothers seconded to approve the Transition Agreement between Harcatus Head Start and Conotton Valley Union Local Schools for the 2018-2019 school year as presented. Ayes: Mr. Higgenbotham, Mrs. Carrothers, Mr. Putnam, Mr. Willoughby, and Mr. Bower 18-192 HARCATUS HEAD START INTERAGENCY AGREEMENT Mr. Higgenbotham moved and Mrs. Carrothers seconded to approve the Interagency Agreement between Harcatus Head Start and Conotton Valley Union Local Schools for the 2018-2019 school year as presented. Ayes: Mr. Higgenbotham, Mrs. Carrothers, Mr.Putnam, Mr. Willoughby, and Mr. Bower 18-193 BUILDING USE REQUEST Mr. Willoughby moved and Mr. Putnam seconded to approve a request by the Class of 1968 to use the cafeteria at the high school for their 50th class reunion on September 1, 2018. Ayes: Mr. Willoughby, Mr. Putnam, Mr. Higgenbotham, Mrs. Carrothers, and Mr. Bower 18-194 SUPPLEMENTAL RESIGNATION Mr. Putnam moved and Mr. Higgenbotham seconded to approve the resignation of Jennifer Hiles as Yearbook Advisor for the 2018-2019 school year. : Ayes: Mr. Putnam, Mr. Higgenbotham, Mrs. Carrothers, Mr. Willoughby, and Mr. Bower

18-195 SUPPLEMENTAL CONTRACTS Mr. Putnam moved and Mr. Higgenbotham seconded to approve the following supplemental contracts for the 2018-2019 school year, pending completion of all state and local requirements: Jennifer Hiles - Teacher Based Team Leader / ELA - $517.23 Mike Winland - Yearbook Advisor - $1,173.36 Mike Winland - Girls JV Basketball Coach - $2,216.70 Mike Winland - Jr. High Track Coach - $1,182.24 Shelby Best - Jr. High Cheerleading Coach / Football - $1,108.35 : Ayes: Mr. Putnam, Mr. Higgenbotham, Mrs. Carrothers, Mr. Willoughby, and Mr. Bower 18-196 SUMMER SPEECH THERAPY SERVICES Mrs. Carrothers moved and Mr. Putnam seconded to approve summer speech therapy services by Jenna Dress at her daily rate of $238.53. Ayes: Mrs. Carrothers, Mr. Putnam, Mr. Higgenbotham, Mr. Willoughby, and Mr. Bower 18-197 CERTIFIED STAFF RESIGNATION Mr. Willoughby moved and Mr. Putnam seconded to approve the resignation of Lauren Rowlands as an ELA teacher effective at the end of the 2017-2018 school year. 18-198 CLASSIFIED STAFF RESIGNATION Mr. Willoughby moved and Mr. Putnam seconded to approve the resignation of Mackenzie McGaha as a preschool aide effective at the end of the 2017-2018 school year. Ayes: Mr. Willoughby, Mr. Putnam, Mr. Higgenbotham, Mrs. Carrothers, and Mr. Bower 18-199 ADMINISTRATIVE & BUILDING SECRETARY SALARY SCHEDULE Mr. Higgenbotham moved and Mrs. Carrothers seconded to approve The administrative secretary salary schedule as presented for fiscal years 2019-2023. Ayes: Mr. Higgenbotham, Mrs. Carrothers, Mr.Putnam, Mr. Willoughby and Mr. Bower 18-200 CLASSIFIED STAFF EMPLOYMENT Mr. Willoughby moved and Mr. Putnam seconded to approve the employment of Chelsey Edwards as a preschool aide with 2 years experience at a salary of $10.57 per hour, with a one year probationary contract per the OAPSE negotiated agreement and pending completion of all state and local requirements. 18-201 MARCHING BAND TRAILER Mr. Higgenbotham moved and Mr. Willoughby seconded to approve the purchase of a band trailer to haul instruments and equipment for a total of $10,729.38 as presented. Ayes: Mr. Higgenbotham, Mr. Willoughby, Mrs. Carrothers, Mr. Putnam and Mr. Bower 18-202 ECO-ESC AUDIOLOGY SERVICES CONTRACT Mrs. Carrothers moved and Mr. Putnam seconded to approve the East Central Ohio ESC Contractual Agreement for Regional Cooperative Programs for Audiology services at an estimated cost of $600.28 for the 2018-2019 school year. Ayes: Mrs. Carrothers, Mr. Putnam, Mr. Willoughby and Mr. Bower Abstain: Mr. Higgenbotham 18-203 CARROLL COUNTY BOARD OF DD Mr. Higgenbotham moved and Mr. Putnam seconded to approve a contract with Carroll County Board of Developmental Disabilities for multi-handicapped students educated at their facility for the 18-19 school year. Conotton Valley will be responsible for reimbursing CCBDD for the cost of therapy services and aide services. 18-204 EDUCATION ALTERNATIVES Mr. Higgenbotham moved and Mr. Putnam seconded to approve the service agreement between the Conotton Valley Union Local School District and Education Alternatives day treatment program for 182 days at $125.00 ($22,750).
