The notice of race. In case of translation of ese sailing instructions, e French text will take precedence. If ere is a conflict between languages e English text will take precedence. French legislation requires every boat be equipped wi personal buoyancy for e number of people on board at all times. 1.6 RRS B3 is deleted and replaced by: A board may touch a mark, but shall not hold on it. 2 2.1 NOTICES TO COMPETITORS Notices to competitors will be posted on e official notice board located in front of SR BREST under e official tent. 3 CHANGES TO SAILING INSTRUCTIONS Any change to e sailing instructions will be posted on e official notice board no later an 2h00 before e warning signal of e race concerned by e change(s), except at any change to e schedule of races will be posted by 20h00 on e day before it will take effect. 4 4.1. 4.2 SIGNALS MADE ASHORE Signals made ashore will be displayed on e flag mast, located up stair in front SR BREST. When AP Flag is displayed ashore, e warning signal cannot be made less an 30 minutes after e lowering of AP Flag. This changes Race Signals. Personal flotation device shall be worn at any time while afloat, accordingly to RRS 40.This changes preamble of Part 4. 4.3

One Person & Two Person Dinghy, 3 races Final Races Windsurfer & Skiff, 1 race ❶ One Person & Two Person Dinghy, 1 race ❷ Medal Races Prize-Giving & Closing Ceremony ❸ Medal races will be sailed if at least 5 races have been completed in an event by e end of racing on Saturday 1st August ❶ Those sailors who have not qualified for e medals races will automatically be entered into a team Plate competition, to be known as e Nations Challenge Cup. All classes will race in fleets, wi a single start for each class, wi e winner in each fleet scoring 1 point, e second 2, ird 3, etc. The lowest aggregate score for each country, taking e best five results across all fleets, will be awarded e Nations Challenge Cup, to be retained until e following championship in 2016. ❷ Medal races will be sailed if at least 5 races have been completed in an event by e end of racing on Saturday 1st August. Double points will accrue to e Nations Cup Team Trophy. In e event a fleet, or fleets, do not complete e required number of races, ose sailors will be entered into e Nations Challenge Cup competition. See also Appendix C. ❸ The prize-giving and closing ceremony will take place as soon as possible following e conclusion of racing on e last day of The Championship. 5.2 5.3 5.4 The scheduled time of e warning signal for e first race each day is: 10h55. To alert boats at a race or sequence of races will begin soon, an orange flag will be displayed wi one sound at least five minutes before a warning signal is made. On e last day of e regatta, no warning signal will be made after 19h00.

No later an e warning signal, e race committee will display e course to be sailed, and if necessary, approximate compass bearing and leng of e first leg of e course. On e committee boat wi a board. 8.2 9 9.1 9.2 MARKS Starting marks, course and offset marks, change of course and finishing marks are described in appendix Courses. A race committee boat signalling a change of a leg of e course is a mark. 10 AREAS THAT ARE OBSTRUCTIONS The following areas are designated as obstructions: All military Area in Brest Bay. 11 11.1 THE START The starting line will be between a staff of e race committee boat displaying an orange flag on starboard and e course side of e port-end starting mark. Boats waiting for eir start: Boats whose warning signal has not been given, must keep clear, 50 meters below e starting area during e starting sequence for oer races. A boat starting later an 4 minutes after her starting signal will be scored DNS. 11.2 11.3 12 12.1 2. CHANGE OF THE NEXT LEG OF THE COURSE To change e next leg of e course, e race committee will lay a new mark (or move e finishing line) and remove e original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark. Except at a gate, boats shall pass between e race committee boat signalling e change of e next leg and e nearby mark, leaving e mark to e appropriate side. This changes RRS 28.

13 THE FINISH The finishing line will be between a staff displaying an orange flag and e course side of e finishing mark. 14 14.1 PENALTY SYSTEM For all classes rules 44.1 and 44.2 are changed so at e Two-Turns Penalty is replaced by e One- Turn Penalty. The International Jury will offer arbitration, as an alternative to a hearing, to protestors and protestees, should ey consider any individual protest suitable for such action. 14.2 15 15.1 15.2 16 16.1 16.2 16.3 16.4 16.5 16.6 TIME LIMITS AND TARGET TIMES Time limits and target times are as follows: Class Target Time Time limit for e first to finish 420 Laser Radial 45mn 15mn 29er SL 16 30mn 15mn RS:X 25mn 15mn Failure to meet e target time will not be grounds for redress. This changes RRS 62.1(a) For elapsed time events, boats failing to finish wiin 15 minutes after e first boat sails e course and finishes will be scored DNF. This changes RRS 35, A4 and A5. PROTESTS AND REQUESTS FOR REDRESS Protest forms are available at e jury secretariat located at up stair to Nautical Center Moulin Blanc. Protests and requests for redress or reopening shall be delivered ere wiin e protest time limit. For each class, e protest time limit is 60 minutes after e last boat has finished e last race of e day or e race committee signals no more racing today. Notices will be posted no later an 30 minutes after e protest time limit to inform competitors of hearings in which ey are parties or named as witnesses. Hearings will be held in e jury room, located at up stair to Nautical Center Moulin Blanc beginning at e time mentioned on official notice board. Notices of protests by e race committee or jury will be posted to inform boats under RRS 61.1(b). A list of boats at have been penalised under appendix P for breaking RRS 42 will be posted. Breaches of instructions below will not be grounds for a protest by a boat. This changes RRS 60.1(a). - Start: boats waiting for eir start - Safety rules (except rule bowsprit) - Advertising - Support boats - Trash disposal - Radio communication

16.7 On e last scheduled day of racing, a request for redress or for reopening a hearing shall be delivered (a) Wiin e protest time limit if e requesting party was informed of e decision on e previous day (b) No later an 30 minutes after e party requesting reopening was informed of e decision on at day or, for a request for redress, no later an 30 minutes after e decision has been posted.. This changes RRS 66 and 62.2. 17 17.1 17.2 SCORING 4 races are required to be completed to constitute The Championship. (a) When fewer an 8 races have been completed, a boat s series score will be e total of her race scores. (b) When 8 races or more have been completed, a boat s series score will be e total of her race scores excluding her worst score. 18 18.1 18.2 18.3 SAFETY REGULATIONS A checking system (check in and check out) may be applied. A boat at retires from a race shall notify e race committee as soon as possible Bowsprit Except oerwise mentioned in e class rules, bowsprit will be auorized to be used only to hoist and set e spinnaker. 19 19.1 REPLACEMENT OF COMPETITORS OR EQUIPMENT Substitution of competitors will not be allowed wiout prior written approval of e race committee or jury. Substitution of damaged or lost equipment will not be allowed unless auorized by e race committee. Requests for substitution shall be made to e committee at e first reasonable opportunity. 19.2 20 20.1 EQUIPMENT AND MEASUREMENT CHECKS A boat or equipment may be inspected at any time for compliance wi e class rules and sailing instructions. On e water, a boat can be instructed by a race committee measurer or equipment inspector to proceed immediately to a designated for inspection. 21 EVENT ADVERTISING 21.1 Competitor will have to come and put in eir sails eir detached flags of nationality. 21.1.1 Laser Radial class: A skipper s national flag wi a nominal size of 567 X 337 mm shall be applied to bo sides of e mainsail, positioned such at e aft edge of each flag is wiin 100 and 150 mm of e leech and between e sail numbers and e batten pocket below e sail numbers. The flag shall be approximately parallel wi e sail numbers and letters and shall not touch e numbers. The flag shall be printed on separate material applied to e sail. The use of permanent ink pens or similar to make a national flag is forbidden. The national flag shall correspond to e national letters. 21.1.2 420, 29er and SL16 class: A skipper's national flag, nominal size 740 x 443 mm, shall be applied to bo sides of e mainsail. "Location, so at e shortest distance of e lower aft corner of each flag is between 50 and 100 mm from e leech and e upper edge between 50 and 100 mm below e lowermost batten pocket. 21.1.3 RSX Class: The National flag of e competitor shall be displayed on bo sides of e sail between battens 4 and 5. The material depicting e flag shall self -adhesive and be placed back to back wiin 100mm of e leech. The flag area shall be a minimum of 6000sq cms and e aspect ratio of e flag shall not be altered. The national flag shall be clearly discernable on bo sides of e sail. 22 OFFICIAL BOATS Official boats will be marked as follows: Flag green

23 23.1 23.2 23.3 SUPPORT BOATS Team leaders, coaches and oer support personnel shall stay outside areas where boats are racing from e time of e preparatory signal for e first class to start until all boats have finished or e race committee signals a postponement, general recall or abandonment. Support boats will be marked as follows: Flag red The FFVoile regulation governing e intervention of coaches will apply. 24 TRASH DISPOSAL Boats shall not put trash in e water. Trash may be placed aboard official boats. 25 RADIO COMMUNICATION Except in an emergency, a boat shall neier make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. 26 27 PRIZES Prizes will be given as follows: a) EUROSAF Championship Medals will be presented to e competitors finishing first, second and ird in each event. b) A perpetual trophy is awarded to e winner of each event. c) The EUROSAF Nations Cup, Team Trophy will be awarded to e overall leading national team, in accordance wi e competition rules published as Appendix C. DECISION TO RACE The responsibility for a boat s decision to participate in a race or to continue racing is hers alone. Consequently, accepting to participate in a race or to continue racing, e competitor disclaims e organizing auority of any liability for damage (material and/or personal injury).
