Purpse The nise management plan is required t cmply with Cnditin 15 f the Develpment Cnsent Schedule 3. The Purpse f the nise management plan is t ensure that nise emissins frm the activity are minimised and d nt result in nuisance at a sensitive place. Perfrmance Targets The relevant nise Perfrmance Targets are specified in Table 3 (Cnditin 4) f the Develpment Cnsent Schedule 3, as fllws: Cnditin L4.1 f the Envirnment Prtectin Licence specifies a nise limit cnsistent with the Develpment Cnsent, as fllws: As allwed fr by Develpment Cnsent Schedule 3 Cnditin 4 and EPL Cnditin L4.2, frmal written agreements are in place with the fllwing landwners t the effect that the land wners d nt hld bjectins t the peratin f the Craki Quarry exceeding the nise emissin criterin by up t 5 db(a): 140 Newmans Rad, Craki (Lt 401 n DP633427); 1905 Casin-Craki Rad, Craki (Lt 1 n DP788976); 95 Spring Hill Rad, Craki (Lt 12 n DO714770); and 200 Lagn Rad, Craki (Lt 12 n DP6339). 1

Develpment Cnsent Schedule 3, Cnditins 1 t 7 are relevant t the nise management plan. The acustic Screens may be cnstructed f any cmbinatin f earth bunding, acustic barrier 1 and/r additinal tpgraphic cut t achieve the necessary ttal height. T the extent practicable, lcate the prcessing plant at the mst shielded lcatin available (e.g. at the sutheastern crner f the existing Petersns Quarry pit at the RL18m bench). If nt practicable then apprpriate acustic screening shall be installed t the crushers, screens and any ther prcessing equipment as necessary t cmply with the relevant nise limits. 1 An acustic barrier shuld be cnstructed as gap-free (less than 1% leakage) and f materials achieving a minimum surface density f 12.5kg/m 2 2

Where necessary t achieve cmpliance with the prescribed nise limits, trays f all dump trucks that handle sht rck 2 and versize material are t be lined with an apprpriate impact absrbing material. Cnstruct all internal rads fr rad haulage and ff-rad trucks t a standard suitable t allw fr effective maintenance t avid excessive nise assciated with uneven surfaces and pthles. Mbile plant (e.g. frnt-end laders, dzers, haul trucks, excavatrs) shuld be fitted with bradband reversing alarms t mitigate ptential nuisance frm tnal characteristics f traditinal beeper alarms. Fixed and mbile plant and equipment perated at the site shall be mdern and selected t minimise nise emissins. Where practicable preference is t be given t using a mdern trucking fleet with air bag suspensin. Site-Specific Nise Management Measures Hurs f peratin shall be restricted t: 6 am t 7 pm Mnday t Saturday Hurs f blasting will be restricted t: 9 am t 3 pm Mnday t Friday Maintenance activities may be cnducted at any time, prvided that these activities are nt audible at any privately-wned residence. N peratins shall ccur n Sundays and Public Hlidays Wherever practicable materials shuld be stckpiled at lcatins that shield nise frm internal traffic rutes and truck lading areas frm the nearest residences i.e.: Maintain stckpiles alng the nrthern perimeter f the Western Stckpile Area and stck / reclaim frm the suthern side whenever practicable Maintain stckpiles alng the suthern and eastern perimeters f the Suthern Stckpile Area and stck / reclaim frm the nrthern and western sides whenever practicable Where necessary t achieve cmpliance with the prescribed nise limits, maintain impact absrbing linings t dump trucks that handle sht rck 3 and versize material. Operate the rck pick at the mst shielded lcatin practically available within the pit t prvide acustic shielding t the nrth and east. Drilling shuld be undertaken using a quietened drill rig. 2 i.e. pit t plant haulage 3 i.e. pit t plant haulage 3

Where necessary t achieve cmpliance with the prescribed nise limits extractin sequencing shuld be designed such that the drill rig is shielded t the nrth by retained tpgraphy f minimum height 5 metres abve the drilling pad level and, if necessary, supplemented with earth munding and/r acustic barriers t achieve the verall physical shielding. Maintain all internal rads fr rad haulage and ff-rad trucks t avid excessive nise assciated with uneven surfaces and pthles. Cmmissining phase nise testing is t cnfirm acceptable siting and/r acustic treatment f the prcessing plant. Fixed and mbile plant and equipment perated at the site shall be maintained t minimise nise emissins. In the event f nise mnitring identifying nn-cmpliance r a trend twards nn-cmpliance with the Perfrmance Targets apprpriate crrective actin is t be undertaken which may include mdificatin f peratins, implementatin f additinal mitigatin measures and/r amendment f the Nise Management Plan. All reasnable and feasible measures shall be implemented t minimise nise emissins frm the develpment such as the selectin f lw nise machinery, apprpriate maintenance f machinery and applicatin f lw nise peratinal practices. General Nise Management Strategies Strategies/mitigatin measures fr the management f nise emissins frm the site will be implemented in accrdance with the relevant cnditins f develpment. Relevant management strategies fr quarrying activities include the fllwing: Enclse fixed engines, pumps and cmpressrs where practicable. Maintain equipment in accrdance with the riginal equipment manufacturer s specificatins. Shut dwn equipment when nt in use. Reduce vehicle speed t 40 km/hr n internal access rads. Heavy mbile equipment (e.g. frnt-end laders, dzers, haul trucks, excavatrs) shall be fitted with bradband reversing alarms t mitigate ptential nuisance frm tnal characteristics f traditinal beeper alarms. Avid unnecessary peratin f plant r revving f mbile r statinary mtrs and engines. Fixed and mbile plant and equipment perated at the site shuld be selected and maintained t minimise nise emissins. 4

Mnitring Nise mnitring is t be undertaken in accrdance with the Nise Mnitring Plan in Attachment 2. Develpment Cnsent Schedule 3 Cnditin 7 requires a Nise Cmpliance Review be undertaken within 3 mnths f cmmencement f peratins with a reprt t be submitted t the Secretary in accrdance with the cnditin. Quarterly (at least nce every 3 mnths) cmpliance nise mnitring is required by Develpment Cnsent Schedule 3 Cnditin 5(c). Nise mnitring beynd the scpe f the Nise Mnitring Plan shall be undertaken at the request f the administering authrity. If requested, mnitring shall be carried ut at a place(s) relevant t the ptentially affected sensitive place(s) and must include: Attended cmpliance mnitring using calibrated equipment at a time when: The quarry is perating nrmally and/r in a manner specifically requested by the EPA (e.g. if specific peratins are identified as a cause f cmplaint); and Meterlgical cnditins are valid fr the purpses f assessment against the nise emissin criterin, as specified in EPL Cnditin L4 and Develpment Cnsent Appendix 4. Cmpliance nise mnitring is t be undertaken in accrdance with the relevant requirements fr reviewing perfrmance set ut in the NSW Industrial Nise Plicy (as amended frm time t time), in particular the requirements relating t: (a) (b) (c) (d) mnitring lcatins fr the cllectin f representative nise data; equipment used t cllect nise data, and cnfrmity with Australian Standards relevant t such equipment; mdificatins t nise data cllected, including fr the exclusin f extraneus nise and/r penalties fr mdifying factrs apart frm adjustments fr duratin; and the use f an apprpriate mdifying factr fr lw frequency nise t be applied during cmpliance testing at any individual residence if lw frequency nise is present (in accrdance with the INP) and befre cmparisn with the specified nise levels in the cnsent. Cmplaint Respnse Prcedure Cmplaints relatin t nise shall be managed in accrdance with the Incidents and Cmplaints Prcedure included as Attachment 1 f the Envirnmental Management Plan. 5

Crrective Actin and Cntingency Plan The Quarry Manager shall take apprpriate actin t rectify unpredicted impacts r any identified management r equipment deficiencies in accrdance with the requirements f the Incidents and Cmplaints Prcedure included as Attachment 1 f the EMP. The Quarry Manager may request the services f a specialist cnsultant t investigate and t give advice t assist in reslving the unpredicted impacts. Auditing and Review The Quarry Manager shall review this management plan and its management measures t cnfirm their effectiveness and investigate ways t imprve envirnmental perfrmance. The management plan shall be reviewed at least nce every year at the time f cmpleting the Annual Review as required by Schedule 5, Cnditin 9 f the Develpment Cnsent. 6

Craki Quarry Nise Mnitring Plan Nise Mnitring Plan Purpse Nise mnitring is required t cmply with Cnditins 5(c) and 7 f the Develpment Cnsent Schedule 3. Cnditin 5(c) f the Develpment Cnsent Schedule 3 requires that nise mnitring be cnducted at least every 3 mnths. Cnditin 7 f the Develpment Cnsent Schedule 3 requires that a Nise Cmpliance Review including cmpliance nise mnitring be cnducted within 3 mnths f cmmencement f peratins. The purpse f the nise mnitring prgram is t ensure that the peratin f the quarry is cmpliant with the relevant cnditins f the Develpment Cnsent. Quarterly Nise Mnitring Requirement Develpment Cnsent Schedule 3 Cnditin 5(c) requires cmpliance nise mnitring t be undertaken at least nce every 3 mnths frm cmmencement f peratins. The nise mnitring data will allw fr cmpliance assessment against the criteria specified in Table 3 f the Develpment Cnsent Schedule 3. Lcatins T the extent practicable, nise mnitring lcatins shall be representative f the nearest nise sensitive places identified as residences R1 t R9 n Attachment 3 SSD 7036 Appendix 3: Lcatin f Surrunding Residents. Subject t permissin frm the landwners, nise mnitring shall be cnducted at residences R1, R2, R6 and R7, as a minimum. T the extent practicable, mnitring lcatins shall be: Within 30 metres f the dwelling and cnsidered t be the mst affected by nise frm the quarry; Free-field i.e. nt within 3.5 metres f a vertical reflective surface; and Nt unreasnably affected by extraneus nise surces. It will be necessary t determine specific nise mnitring lcatins based upn n-site assessment. i

Craki Quarry Nise Mnitring Plan Equipment Sund level meters and field calibratrs shall hld current NATA calibratin certificates. Field calibratin f the sund level meter shall be undertaken prir t and at cmpletin f the mnitring. Measurements are invalid if deviatin f greater than 0.5 db(a) is evident between the pre- and pst-measurement field calibratins. Meterlgical cnditins during the cmpliance nise mnitring shall be taken frm the weather statin required t be perated in accrdance with Develpment Cnsent Schedule 3 Cnditin 16. Mnitring Requirements Cmpliance nise mnitring shall be cnducted by an apprpriately qualified persn. Mnitring shall be cnducted using the fllwing sund level meter settings: Fast time respnse A frequency weighting Mnitring shall be undertaken fr a minimum perid f 15 minutes at each lcatin. As a minimum, the fllwing acustical parameters shall be measured: L Aeq L A90 L Amax L AIeq (impulse weighted L Aeq fr assessment f impulse nise if the characteristic is present) One-third ctave band L Aeq (fr assessment f tnality if the characteristic is present) Extraneus nise influences shall be excluded frm the mnitring data t the extent feasible thrugh field-exclusins and/r pst-prcessing f data. In circumstances when extraneus nise influence is significant, the use f an audi recrding functin and peratin f the sund level meter in a lgging mde with capability t mark certain perids f activity and extraneus nise may assist in prcessing data t prvide a mre accurate assessment f nise frm the quarry. ii

Craki Quarry Nise Mnitring Plan Analysis and Reprting Cmpliance nise mnitring data shall be analysed by an apprpriately qualified persn in accrdance with the NSW Industrial Nise Plicy (2000). A cmpliance nise mnitring reprt shall be prepared by an apprpriately qualified persn and shall reprt, as a minimum: Any incnsistency with the requirements f the Nise Mnitring Plan The nise mnitring lcatins Meterlgical cnditins during each measurement including wind speed, wind directin, clud cver, rainfall Any extraneus nise influences (e.g. birds, insects, traffic n public rads) Audible nise surces frm the peratin f the quarry An assessment f whether the peratinal and meterlgical cnditins during the mnitring perid are valid cnditins fr the assessment f cmpliance with the Perfrmance Targets An assessment f the L Aeq (15 minute) quarry nise levels at each mnitring lcatin and cmpliance status against the Perfrmance Targets Any applicable mdifying factr adjustments related t the nise character (e.g. tnality, impulsiveness, lw-frequency nise) If nn-cmpliance with the Perfrmance Targets is identified then prpsed crrective actins r a prpsed prcess fr determinatin f crrective actins (e.g. investigatin f mitigatin measures) The Quarry Manager r Delegate shall maintain recrds f the mnitring results t identify trends that are likely t result in nn-cmpliance with the Perfrmance Targets. Nise mnitring data shall be summarised in a reprt t be submitted t the Secretary (NSW Gvernment Department f Planning and Envirnment) and the NSW EPA with the Envirnment Prtectin Licence annual return. If nn-cmpliance with the Perfrmance Targets is identified then the reprt shuld prpse crrective actins r a prcess fr determinatin f crrective actins. Calibratin and Maintenance Sund level meters and field calibratrs utilised fr mnitring in accrdance with this plan shall hld current NATA calibratin certificates. iii
