Introduction This policy details the process British Triathlon will use to allocate GB quota places to athletes to compete in ITU Triathlon Continental Cup events (CC). The ITU determines the eligibility criteria and competition rules for ITU CC events. The ITU only accepts athletes entered onto the wait list for each CC event by National Federations (NF) using the ITU online entry system. Competition Pathway ITU CC events are the first tier of international standard distance drafting races where ITU ranking points are awarded. They are an important stepping stone for developing athletes to gain race experience and ranking points, in order that they can progress to World Cup and World Triathlon Series events. One Day, One Race and Intelligent Racing The BTF Performance Programme has set itself an aspiration of operating as a High Performing Community that adds value and enables individuals to deliver their best. In the competition environment the programme works towards achieving this through a clear objective to Create the performance environment that supports athletes to deliver ONE DAY, ONE RACE and to develop Intelligent Racing skills. This document has been written to reflect and reinforce this objective. This document is laid out in three sections: 1. Criteria Overview this outlines criteria used by the committee 2. Process how the criteria is applied 3. Appendix conditions aligned to selection Criteria Overview In this policy there will be two types of criteria that will be used to nominate athletes to the ITU 1. Qualification if you meet the listed criteria you are automatically nominated to the ITU NOTE: It is the athlete s responsibility to ensure he or she has enough ranking points to gain access to the CC event that they have met the standards for Qualification. They should not 1

rely on substitution. Qualification does not mean the athlete has a right to substitution, should it even be possible to make one. 2. Gateway the first British athlete on the podium at the specific Gateway event listed will be automatically nominated to the ITU for the corresponding WTS event. NOTE: It is the athlete s responsibility to ensure he or she has enough ranking points to gain access to the WTS or WC event they have either met the standards for Qualification or Gateway. They should not rely on substitution. Qualification or Gateway does not mean the athlete has a right to substitution, should it even be possible to make one. 3. Selection if you meet the minimum criteria or have raced at the listed events the committee will consider a variety of factors and may make a decision whether or not to select an athlete and nominate you to the ITU 2

OVERVIEW QUALIFICATION Have medalled at any of the following individual events prior to the BTF event nomination deadline: 2016 Rio Olympic Games 2017 and 2018 WTS or WC prior to nomination deadline 2018 Commonwealth Games 2017 or 2018 Senior, U23 European Standard or Sprint Individual Championship 2017 or 2018 U23 World or European Championship 2017 or 2018 Junior World or European Championships (Sprint distance CC only) 2018 FISU World University Championships 2018 BUCS Sprint Triathlon Have medalled in one of the following events in the last 12 months prior to BTF event nomination deadline (Rolling 12 months) BTF Elite Championships (Cardiff Triathlon) London Triathlon Blenheim Triathlon Eton Triathlon BTF National Junior Championships U20 s Festival (sprint distance CC only) BTF May Gateway Llanelli (sprint distance CC only) Have achieved a top 5 place at a Senior European Continental Cup in the last 12 months prior to BTF event nomination deadline (rolling 12 months) Have an ITU points ranking between 1 to 250 at the time of the BTF nomination deadline An athlete on the 2017/18 World Class Performance Programme (WCPP) with a competition strategy that has been agreed with the WCPP Head Coach GATEWAY 2018 Devonport OTU Sprint Triathlon Oceania Cup 2018 HN Commonwealth Games Team Members (including reserves) 2018 Rayong ASTC Sprint Triathlon Asian Cup - 2018 HN Commonwealth Games Team Members (including reserves) SELECTION Have competed at the 2017 or 2018 Junior or U23 World Championships Have competed in the 2017 or 2018 Junior or U23 European Championships Have achieved a Top 10 place at a 2017 or 2018 Continental Cup Have competed at the 2018 FISU World University Championships Have achieved a Top 10 place at a 2017 or 2018 Junior European Cup Have achieved a top 10 performance and within 5% of the winner at one of the following events in the last 12 months prior to BTF event nomination deadline BTF Elite Championships (Cardiff Triathlon) Blenheim Triathlon London Triathlon Eton Triathlon Have achieved a top 5 performance within 5% of the winner at either the 2017 or 2018 BUCS Sprint Triathlon. 3

Eligibility for nomination to Continental Cup events: 1. Athletes must have confirmed their nomination via email as set out below by the stated deadline date 2. Athletes must be eligible to represent Great Britain under ITU rules and must be members in good standing with a Home Nation Triathlon Association, which is a member of the British Triathlon Federation (BTF); 3. Athletes must be compliant with British Triathlon s anti-doping policy and hence be available for out-of-competition testing at all times. If required to do so by UKAD or the ITU, they must maintain a record of their whereabouts using the ADAMs system; 4. Athletes must have completed the required ITU pre participation examination and sent the BTF Fit to Compete form to Laura Macey by the nomination deadline. British Triathlon Process for nominating athletes to the ITU Wait List: 1. Athletes wishing to be considered for a CC event should email Laura Macey lauramacey@britishtriathlon.org before the British Triathlon advertised CC Nomination Deadline Date (generally 12 days before the ITU closing date for the event, which is 32 days before the first day of competition see BTF 2018 International Race Entry Deadlines on the Selection Policies section of the website); 2. British Triathlon will enter athletes onto the ITU wait list via the ITU online entry system no fewer than 33 days before the first competition day after applying the following process; QUALIFICATION 2.1. Athletes will automatically be placed on the ITU wait list if they meet the following criteria 2.1.1. Have medalled at any of the following individual events prior to the BTF event nomination deadline 2.1.1.1. 2016 Rio Olympic Games 2.1.1.2. 2017 or 2018 WTS or WC prior to BTF event nomination deadline 2.1.1.3. 2018 Commonwealth Games 2.1.1.4. 2017 or 2018 Senior, U23 European Standard or Sprint Individual Championship 2.1.1.5. 2017 or 2018 U23 World or European Championship 2.1.1.6. 2018 FISU World University Championships 2.1.1.7. 2017 or 2018 Junior World or European Championships (Sprint distance CC only) 4

2.1.1.8. 2018 BUCS Sprint Triathlon 2.1.2. Have medalled in one of the following events in the last 12 months prior to BTF event nomination deadline (rolling 12 months) 2.1.2.1. BTF Elite Championships (Cardiff Triathlon) 2.1.2.2. Blenheim Triathlon 2.1.2.3. London Triathlon 2.1.2.4. Eton Triathlon 2.1.2.5. BTF National Junior Championships (sprint distance CC only) 2.1.2.6. BTF May Gateway event Llanelli (sprint distance CC only) 2.1.3. Have achieved a top 5 place at a Senior European Continental Cup in the last 12 months prior to BTF event nomination deadline (rolling 12 months) 2.1.4. Have an ITU points ranking between 1 to 250 at the time of the BTF nomination deadline 2.1.5. GATEWAY 2.2 Athletes who do not meet the qualification criteria set out at 2.1 will automatically be placed on the ITU wait list for the Devonport OTU Sprint Triathlon Oceania Cup if they meet the following criteria 2.2.1 A member (including reserves) of the 2018 Commonwealth Games England, Scotland, Wales, Jersey, Isle of Man or Guernsey triathlon teams 2.3 Athletes who do not meet the qualification criteria set out at 2.1 will automatically be placed on the ITU wait list for the Rayong ASTC Sprint Triathlon Asian Cup if they meet the following criteria 5

2.3.1 A member (including reserves) of the 2018 Commonwealth Games England, Scotland, Wales, Jersey, Isle of Man or Guernsey triathlon teams SELECTION 2.2. Athletes who do not meet the Qualification criteria set out at 2.1, 2.2 or 2.3 will be considered for nomination to the ITU wait list by the selection committee if they meet at least one of the following minimum performance criteria prior to the BTF event nomination deadline; 2.2.1. Have competed at the 2017 or 2018 Junior or U23 World Championships 2.2.2. Have competed in the 2017 or 2018 Junior or U23 European Championships 2.2.3. Have achieved a Top 10 place at a 2017 or 2018 Continental Cup 2.2.4. Have competed at the 2018 FISU World University Championships 2.2.5. Have achieved a Top 10 place at a 2017 or 2018 Junior European Cup 2.2.6. Have competed at the 2018 FISU World University Championships 2.2.7. Have achieved a top 10 performance and within 5% of the winner at one of the following events in the last 12 months prior to BTF event nomination deadline 2.2.7.1. BTF Elite Championships (Cardiff Triathlon) 2.2.7.2. Blenheim Triathlon 2.2.7.3. London Triathlon 2.2.7.4. Eton Triathlon 2.2.8. Have achieved a top 5 performance within 5% of the winner at either the 2017 or 2018 BUCS Sprint Triathlon. 2.3. Athletes who have met the minimum performance criteria set out at 2.2 will be selected for nomination to the ITU wait list by the selection committee across a wide range of performance factors that in the committee s expertise indicates an athlete s ability to race at the performance level required in CC event. Selection of any athletes is at the discretion of the committee however the performance factors that may be considered include (but not limited to) the following; 2.3.1. The BTF Elo What it Takes to Win model (this document is available on request) 2.3.2. Current form in competition 2.3.2.1. The known competition level and performance of other athletes in the field 2.3.2.1.1. The committee will use their expertise and the BTF Elo model (where applicable) to determine quality of field 2.3.3. Distance behind winner, distance from podium 2.4. A Junior athlete not in the final year of the age group will need to apply to the Performance Pathway Manager for permission to race up an age group. Such applications 6

will only be considered for Continental Cup events over sprint distance and in exceptional circumstances 2.5. Please refer to the British Triathlon website for the entry deadlines for Continental Cups; 3. British Triathlon may enter additional athletes into the wait list of each race, to maximise the number of GB quota places available (see note 1 in Appendix 1 for conditions); 4. Selection to the CC start list will be made by the ITU in accordance with the ITU CC Qualification Criteria; 5. Once the ITU has created and published the start list for a CC event, there are three ways in which GB athletes remaining on the wait list may subsequently be moved to the start list; 5.1. By replacing a GB athlete already on the start list via the substitution procedure; 5.2. By being awarded an invitation from the ITU following an application from British Triathlon; 5.3. By the ITU s roll down process, in order of ranking on the wait list, if athletes from any nation withdraw and there are GB quota places available; 6. Substitutions; 6.1. Once the ITU has created the start list for a CC event, each National Federation may replace three athletes per gender using the ITU substitution procedure; 7. An athlete may be substituted out of an event only under the following circumstances; 7.1. An athlete who does not wish to compete but is entered at point 3 above for the sole purpose of being substituted; 7.2. An athlete on the start list who is unable to compete due to illness or injury and who withdraws within the substitution period; 8. For the 2018 CC Series, British Triathlon will use the ITU substitution clause following the process below; 8.1. The selection committee will consider athletes for substitution using a wide range of performance factors that in the committee s expertise indicates the ability to race in a CC event. The performance factors considered may include, but not be limited to, the following; 8.1.1. An athlete with a low or no ITU ranking with an improving performance profile; 7

8.1.2. An athlete returning from an enforced period out of competition that has a past history of elite level performances in international events; 8.1.3. An athlete that requires the opportunity to score points or gain racing experience to allow consideration for Olympic selection in a supporting role; 8.2. If the selection committee decides that there are no athletes who meet the criteria set out at point 8.1 then substitutions will be made based on rankings at the time of the BTF nomination deadline; 9. All substitutions into 2018 CC races up to the 31st of December will be made using points 7 and 8; 10. ITU Invitations; 10.1. Once the ITU has created the start list for a CC event, National Federations may apply for invitations; 10.2. If the CC Selection Committee considers that a GB athlete on the wait list is likely to be awarded an invitation, they will nominate them to the ITU; 10.3. Invitation nominations will be at the discretion of the Selection committee using the same criteria as at the point of substitution. 8

Appendix Note 1: ITU Entry Process 1. ITU rules state that an athlete may only take up one quota place across all ITU races on a single weekend, hence it is not possible for an athlete to take up their place in one race, and also to be entered and subsequently replaced in another race to enable another GB athlete to gain a race start. An athlete will only be entered and replaced by another athlete, using the ITU substitution clause, if they do not wish to compete in any other ITU race on a weekend. 1.Note 2: Nomination for a CC event is dependent on the following 2. CC event start positions are limited. If an athlete is not 100% ready to compete due to injury or illness, they should inform Laura Macey (lauramacey@britishtriathlon.org) immediately, so that a decision may be taken on whether they should be replaced by another British athlete; 3. An athlete who elects to withdraw from a CC after they have expressed their interest to be considered for nomination, but before the ITU closing date, must inform Laura Macey (lauramacey@britishtriathlon.org) immediately, so that a replacement athlete can be nominated. This communication should be done in person or in writing by the athlete; 4. Athletes must be aware of, and compliant with, the British Triathlon Code of Ethics and ITU CC rules, including those relating to race uniforms, no-shows and late withdrawals; 5. Withdrawals within 30 days of the date of the race may deny other GB athletes an opportunity to compete and could result in BTF losing quota spots for future CC events. If an athlete withdraws after the closing date set by the ITU, when their reason for withdrawal is not medical or circumstances beyond reasonable control, they will be referred to a BTF disciplinary process set up by the BTF. This may result in the athlete being withdrawn from current start lists and/or not entered in future ITU races for a period which the disciplinary process will determine. Medical withdrawals will need to be endorsed by BTF Medical Officer as approved by the Performance Director; 6. Failure to comply with any of the above requirements may result in the athlete not being nominated for further CC events. 9

Note 3: Selection Committee 1. The selection committee will be comprised of the following members 1. Brendan Purcell (Performance Director) 2. Ben Bright (Head Coach Olympic) 3. Dan Salcedo (Performance Pathway Manager Olympic) 4. Glenn Cook (Olympic Programme Delivery) 2. The composition of the selection committee will be reviewed and agreed annually by Performance Director and the British Triathlon CEO; 3. Additional experts may be asked to provide advice to the committee at the request of the Chair. Note 4: Appeals 1. Athletes have the right to appeal selection decisions through British Triathlon s Selection Review Process.
