Road Trauma - The Scale of the Problem The world faces a growing pandemic of road transport deaths and serious injuries. WHO Data shows how road safety deaths grew 30% from 2000-2012 2013 01 31 Programme Presentation to MEC-v1 2

Road Trauma - The Scale of the Problem Global comparison : Road Deaths per Hundred Thousand Population (2010)

Road Trauma - The Scale of the Problem South Africa has amongst the worst road trauma rates in the world. 17,077 PEOPLE KILLED 2,974 children KILLED Medical Research Council Draft Survey 2012 (2009 data) 68,300 people seriously injured (est) 3 rd GRSP African Road Safety Summit 4

Road Trauma - The Scale of the Problem South Africa has amongst the worst road trauma rates in the world. R306 BILLION LOST 8% OF GDP (Brazil 1.42%, Russia 1.52%, India 1%, US 0.6%, UK 0.03%) 2,369,230 houses (200,000 more than backlog) 487 District Hospitals (240 beds) / twice Health budget 7650 Schools National Department of Transport 3 rd GRSP African Road Safety Summit 5

Road Trauma - The Scale of the Problem Road trauma is helping to keep millions of South Africans in poverty Reducing road trauma by 1/3 would add 1.5% to GDP Adrian Gore, CEO Discovery 3 rd GRSP African Road Safety Summit 6

Road Trauma Key Issues in South Africa More than 90% of South African commuter trips on public roads Appalling road user behaviour fuelled by ignorance and alcohol RTMC, agency tasked with road safety co-ordination has collapsed. Rebuilding process underway but will take years. Budget billions for victim compensation, very little on prevention National Development Plan does not address issue Inefficient, ineffective policing model. Road policing numbers remain static while population and vehicle numbers increase dramatically Road safety competes with myriad social ills for attention Vicious cycle: economy held back by chaotic road environment, helping keep millions in poverty. Poverty exacerbates aspects of chaotic road environment 3 rd GRSP African Road Safety Summit 7

Key General Public Perception Issues Perceptions of road trauma in South Africa help perpetuate the crisis. Authorities are only interested in fine revenue Speed not a factor in road trauma levels, thus resistance to speed limit reduction Seatbelts are dangerous Road deaths and injuries are inevitable a part of life (eg crash vs accident ) or acts of deities. Road deaths are acceptable - trade-off with mobility. Road deaths and injuries are minor compared to other social issues 3 rd GRSP African Road Safety Summit 8

The Good News We Can Make a Difference Together Many nations around the world have successfully contained the pandemic Australian road deaths were similar to SA in the 1970 s, now among world s best (66% reduction between 1973-1993). Journalists, Faith Based Organisations and organised labour can help educate public, and shift harmful perceptions Private sector can educate employees, and bring expertise, technology and funding to bear on specific issues, particularly where they affect business Civil society can help educate and bring together stakeholders (eg GRSP) Civil society can motivate public opinion towards a pro-road safety stance 3 rd GRSP African Road Safety Summit 9
