Saari, that the minutes of the March 2, 2016, meeting be received as presented. 3. Parks and Facilities Activity Update J. Putnam provided the following update on various park, sustainability, and facility activities: a) North Shore Recreation Strategy Meetings Provided an overview of the four meetings that took place in March, and advised that there was a good turnout at all the meetings. J. Putnam confirmed that Council approved keeping Brocklehurst Pool open, closing McDonald Pool and constructing a spray park, and fixing the Westsyde Pool roof along with minor facility upgrades at Westsyde Pool and Fitness Centre.
Page 3 b) BC Lions Training Camp Advised that the current agreement with the BC Lions expires at the end of 2017, and that the 2016 FanFest night event was a great success. c) 2016 International Ice Hockey Federation Ice Hockey Women's World Championship Advised that this event was a huge success at both Sandman Centre and McArthur Island Sport and Event Centre venues. In terms of international marketing exposure, this was the largest City-hosted event ever held in Kamloops. d) Sustainability The 2016 Green Living Expo brought in over 2,000 people, and approximately 1,500 rain barrels were sold. Next year's event will be scheduled during the week of Earth Day, and it will become an annual event. e) Programs The Parks Regulation Bylaw was amended to prohibit smoking in City parks and near City facilities. An internal anti-idling campaign is being developed and is scheduled to be rolled out to the public within the next three months. M. Doll provided the following update on various parks and facility activities: a) McDonald Pool Advised that the spray park construction with a feature that collects water is currently underway, with the grand opening scheduled for early July 2016. b) Pickleball Courts at Riverside Park Advised that the pickleball courts have been constructed at Riverside Park, the tennis courts have been repainted, and the area surrounding the courts has been paved. The basketball courts have been moved to the previous practice tennis courts area, the area in front of the concession has been paved, and the concession building is being repainted. c) Exhibition Park Advised that the soccer field beside the Pavilion Theatre on Lorne Street has been converted to a rugby field and the washroom building will be converted to the Kamloops Rugby Club's club house. The field will continue to be used for soccer outside of the rugby requirements. d) West Highlands Park Advised that turf has been placed on the soccer fields, the new community centre (formerly the clubhouse) is 95% complete, and the final landscape work on the outside of the community centre will be completed in the coming months.
Page 4 e) Juniper West Park Advised the park located in the west end of Juniper Ridge will have a playground area, a grass area, and a perimeter path. A dog walking park, which will be built around a new detention pond will be added at a later date. Construction will start in 2017. 4. Winter Games Legacy Fund Grant Applications Committee members reviewed and discussed the Winter Games Legacy Fund Grant applications. Moved by D. Bernardo, seconded by T. Bernardo, that the Winter Legacy Fund Grant Application criteria be amended "Applicants/organizations must be resident of Kamloops and area" to include "Student athletes or teams from schools in School District No. 73 are eligible." In accordance with the new Terms of Reference, the Parks and Recreation Committee needs to elect a Vice-Chairperson. B. Siracky was elected Vice-Chairperson. 6. Round Table W. Saari inquired about the grant application under the Union of BC Municipalities 2016 Strategic Wildfire Protection Initiative to update the Community Wildfire Protection Plan. M. Doll advised that this issue is now under the control of Kamloops Fire Rescue. The committee will be advised of the outcome. 7. Next Meeting The next meeting will be held on Wednesday, September 7, 2016, at 8:00 am, in TCC Meeting Room "A". 8. Adjournment The meeting adjourned at 9:31 am. T.
